NCSC officials meet dalit, ask police to file chargesheet

COIMBATORE: A team of senior authorities from the National Commission for Schedule Castes visited the government hospital at Udumalpet on Thursday and conducted inquiries with the dalit who had been brutally attacked by two non-dalits.
The NCSC authorities have instructed the police to file a charge-sheet with the court soon. The visiting team had also assured the victim's family that they would get some monitory relief. The visit comes in the wake of a TOI report on a dalit youth being attacked for entering agricultural land owned by non-dalits in Chinna Bommansalai village near Udumalpet on July 9. A Palani, 40, had been tied to a pole with his arms bound and was beaten tell he became unconscious.
"We have gathered complete information about the alleged attack on Palani. We spoke to his family and the police regarding the progress on the case," said P Ramasamy, director (in-charge) for National Commission for SCs for Tamil Nadu and Puducherry. Ramasamy was accompanied by S Lister, investigator, NCSC and officials from the district administration.
The authorities met Tirupur district collector G Govindaraj and instructed him to take stringent action against those perpetuating atrocities against dalits.
Meanwhile, police have arrested one of the accused. "We have nabbed Thirumalaisamy, owner of the land which Palani set foot on and was beaten up. Thirumalaisamy's son Senthil Kumar, who also beat Palani, is on the run,'' said Tirupur district superintendent of police Amit Kumar Singh.
"We will file the charge-sheet and arrest the accused soon. Those who discriminate based on caste would be dealt with severely," said Amit Kumar Singh.
Revenue divisional officer A Shadhanaikural from Udumalpet, who accompanied the NCSC team said that the district administration would increase vigil to prevent such attacks in the future.

Much has been spoken and written about eradicating the inhuman practice of manual scavenging but it is shameful that it continues in many parts of the country in many forms. According to the Socio-Economic and Caste Census (SECC) data released recently, there are about two lakh households still engaged in this work. The actual number of people doing this work would run into many lakhs and majority of them are women. The practice is prevalent in states like Maharashtra, Madhya Pradesh, UP and even Karnataka, which is considered to be socially and economically more advanced than many other states. The census found that some states like Tamil Nadu and Andhra Pradesh are free of manual scavenging, but this has been contested by some organisations working in the field.
Manual cleaning of latrines and removing human excreta from houses not connected to sewerage lines, from railway tracks and from other places has been the job of those who have traditionally been in the profession. Government departments have also been guilty of employing people for this menial work. Manual scavenging has been legally banned since 1993 but it has conti-nued in the country. The law was made more stringent with harsher penalties in 2013. It also contained many measures for rehabilitation of people engaged in the work. A time-bound plan was envisaged for this. But implementation has lagged far behind plans and intentions, as can be seen from the fact that there have been few prosecutions even when violations of the law have taken place with the knowledge of and at the behest of authorities. The Supreme Court also has reprimanded governments many times for their negligence and failure. There have also been campaigns by social organisations to put an end to the obnoxious practice.
It is those who are at the bottom rung of society who are engaged in this degrading profession. The practice is mixed with caste also because most manual scavengers are dalits. The crude and unhealthy methods of scavenging have serious impact on the bodies and minds of the scavengers. Most of them have no other skills and so cannot do any other work for their livelihood. Training them in other vocations has mostly remained a plan on paper. The caste census has starkly revealed deprivations of many kinds. But the data about manual scavenging go beyond that, and show gross degradation of humanity. The Swachh Bharat Abhiyan has no meaning when manual scavenging is a reality.

The NDA government will introduce eight new bills and take up 11 pending bills for consideration and passage during the Monsoon session beginning July 21, sources said. Government has listed the GST bill, Negotiable Instruments (Amendment) Bill, 2015 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2014, Delhi High Court (Amendment) Bill, 2015 and The Electricity (Amendment) Bill, 2014 for taking up during the session, which is expected to be stormy with the Opposition up in arms against the ruling party over the controversies involving Vyapam scam and allegations raised by Lalit Modi. The list also includes the controversial Land bill – the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Re-settlement (Second) Bill, 2015. But sources said the bill, which is currently with a Joint Committee, is unlikely to be taken up as the political parties have not been able to reach a consensus on it. The list was finalised today after Parliamentary Affairs Minister M Venkaiah Naidu reviewed the status of the legislative proposals made by the ministries. Home Minister Rajnath Singh, Minister of Law & Justice Shri Sadananda Gowda, Minister of Minorities Welfare Najma Heptullah, Minister of Science & Technology Harsh Vardhan, Minister of Tribal Welfare Jual Oram, Minister of Social Justice and Empowerment Tawar Chand Gehlot, Minister of AYUSH Sripad Yasso Naik, Minister of Tourism and Culture Mahesh Sharma, Minister of State for Agriculture Mohanbhai Kalyanbhai Kandariya and MOS(Parliamentary Affairs) Mukhtar Abbas Naqvi and Secretaries of 30 Ministries/Departments attended today's meeting. The session is scheduled to conclude on August 13. The bills for introduction are Negotiable Instruments (Amendment) Bill, 2015 ( To replace an Ordinance), the Bureau of Indian Standards (Amendment) Bill, 2015, the Consumer Protection (Amendment) Bill, 2015, the Constitution amendment bills relating to reservation of women in Panchayats and Local Bodies, the Road Transport & Safety Bill, 2015, the Merchant Shipping (Amendment) Bill, 2015 and the Human Deoxyribose Nucleic Acid (DNA) Profiling Bill, 2015. Bills pending in Rajya Sabha, where the NDA does not enjoy majority are the Mental Health Care Bill, 2013, the Child Labour (Prohibition and Regulation) Amendment Bill, 2012, the Prevention of Corruption (Amendment) Bill, 2013, the Whistle Blowers Protection (Amendment) Bill, 2015 as passed by Lok Sabha, the Real Estate (Regulation & Development) Bill, 2013 (presently with Select Committee), the Juvenile Justice (Care and Protection of Children) Amendment Bill, 2015 and the Appropriation Acts (Repeal) Bill, 2015. The government, which held different meetings at highest level to discuss strategy to defend itself from the Opposition attack on the recent controversies involving its leaders, today constituted an expert group headed by NITI Ayog Vice Chairman Arvind Panagariya to collage caste count to counter the criticism over not releasing the caste census data in the first Socio Economic and Caste Census (SECC). Congress, CPI(M), DMK, SP, and JD(U) have closed ranks on the issue and demanded that caste data should be released, which they calculate, would consolidate the OBC votes in upcoming Bihar polls.
