An elderly Dalit man was recently killed in Borgaon village in Maharashtra's Sangli district by two dominant caste youths allegedly for his upward mobility and success.

 

The incident took place on July 15. Vaman Nyaynirgune (62) was working in his field when two youths from the Maratha caste taunted him about his improved economic situation. They then asked him why he did not greet them and proceeded to beat him up, killing him on the spot, policemen at the Tasgaon station told The Hindu.

 

"According to the complaint filed by the victim's son Ratnadeep, the two youths remarked that the Dalit family had gone to Mumbai and made a lot of progress," police said. "They asked Mr. Nyaynirgune why he did not greet them. They first hit the victim in the back and when the old man questioned their act, they beat him some more, leading to his death. We have registered a case of murder and invoked 3 (1) (x) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act."

 

A protest letter issued by a local organisation, Sampada Grameen Mahila Sanstha, said the victim had worked as a porter in Mumbai and moved to the village after retirement. He invested his life's earnings in his farm, which had yielded a good harvest.

 

The police have arrested the two accused, Chandrakant Patil and Sachin Patil.

A day after the death of a youth in a clash over panchayati land in Dharodhi village in Jind district, tension prevailed in the village on Sunday and over 50 below poverty line (BPL) families, most of them belonging to Dalit community, left their houses and shifted to nearby villages.

 

A clash broke out between two groups over five acres of panchayati land as the village sarpanch, along with the block development and panchayat officer (BDPO), attempted to take possession of the land for allotment of residential plots to BPL families, majority of whom are Dalits. Vikram, 28, had received serious injuries in clash, died later.

 

On Sunday, the khap panchayats held a meeting and asked the government to pay Rs 25 lakh as compensation to the deceased's family and announce government job for his wife before July 29. The khap leaders also demanded immediate arrest of the nine people booked by the police in the case.

 

"The khap leaders will take a big decision on July 29, if the government, district administration and the police failed to meet our demands", said khap leader Raghubir Nain. When contacted, Jind SP Abhishek Jorwal refuted the allegations of attack on Dalits saying, "Sarpanch Mahender Punia and his two sons were among the eight people booked on the charge of murder".


"More that 60 people were involved in the clash. Though the accused belong to both Dalit community and upper castes, most of the Dalits are leaving the village as they are apprehending police action against them", said the SP. Asserting that the situation was under control, he said, "We have deputed adequate police to deal with untoward incident".

 

He added, "Three people have already been arrested and we are sure that we will arrest the remaining accused in the next 24 hours".A dalit woman, Sudesh, who has left her house along with her family, said, "Nobody has attacked our houses yet, but we apprehend tension in the village and have decided to shift with our relatives to nearby villages until the peace is restored in the village".


POLITICS BEHIND MATTER

According to the locals, sarpanch Punia, who wants to the contest the coming panchayat elections, has decided to woo the BPL families of the village by promising them 100-yard residential plots, for which he decided to get 5 acres of panchayati agriculture land vacated.

 

The decision was opposed by the people of the rival group and they opposed the sarpanch and the BDPO, when they went to the village to take possession. This agitated the BPL card holders and they attacked the rival group and in the ensuing clash Vikram, a Jat boy, was killed and two others Sukhiram and Sandeep received serious injuries. Agitated over the death, the members of the upper caste burnt a Haryana Roadways bus and clashed with the police.

ALAPPUZHA: The Viswha Hindu Parishad (VHP) on Sunday 'converted' 39 people from 11 dalit Christian families to Hinduism as part of its controversial ghar wapsi programme in Kerala's Alappuzha district on Sunday


The ceremony was held from 6 am to 10 am at Nallaveetil Bhadrakali temple near Cheriyanadu in the district. 


Several VHP and Arya Samaj leaders were in attendance. Ganapathi homam and shudhi homam were done for the 'purification' of the converts and they were also told to recite Gayathri Manthra as the final step of the ritual.


"We are moving ahead with our initiative and more families from other religions will be reconverted to Hinduism soon. We are being approached by many people who want to come back to their original faith," said VHP Alappuzha district chief Prathap G Padickal, the main organizer of the event. 


The district has been the nerve centre of such activities with the first ghar wapsi in Kerala held near Haripad on December 21 last year where 30 dalit Christians officially embraced Hinduism. dalit Christians, most of whom belong to Pentecostal and other non-Catholic and non-Syrian Christian denominations, are denied reservations that Hindu dalit communities avail of, and are hence a soft target for the VHP.


After a spate of conversion programmes by VHP in various places in the state, the UDF government created a Rs 5 crore corpus to set up a commission to find ways to integrate 'converted Christians' into the social mainstream. 

Alappuzha Bishop Stephen Athipozhyil's office informed TOI that the church has decided not to air any statements in connection with ghar wapsi. "We do not want to give any importance to this issue. So we want to keep away from commenting on this programme,'' a spokesperson said.

The law and order in the district is deteriorating fast. On Thursday, five young Dalits, including two girls, were brutally killed with sharp weapons at Kotla Mehar Singh Wala village in the district.

 

In the past couple of years, over 50 murder cases, 50 rape incidents, 400 cases of liquor smuggling and 600 cases of drug trafficking have been reported.

 

A senior police officer revealed at least three gangs of supari killers were active in the region. Two gangsters were reportedly operating from inside the jail.

 

The scenario is grim. The Moga bus molestation case evoked such strong reactions among the people that life in the state came to a grinding halt. The state government had to take several remedial measures to regain the trust of the people. In the incident, a 17-year-old Dalit girl was thrown off a moving bus of Orbit Aviation on April 29. The company is owned by Deputy CM Sukhbir Badal.

 

In another case, two Inspectors, a Sub-Inspector and an ASI of the Punjab Police were terminated from service for negligence of duty and alleged involvement in the murder of a Canada-based Punjabi NRI Harinder Singh Sran (46). He was gunned down over a land dispute at Kaliye Wala village in the district on April 14.

 

Chief Minister Parkash Singh Badal was so shocked over the reported involvement of the police that he asked DGP Sumedh Singh Saini to personally supervise the probe. Former MLA Vijay Sathi has demanded that the state government must find out ways to curb the rising crime graph in the district.

 

Renowned Punjabi poetess Bhupinder Kaur Preet said, "The government needs to adopt a new approach to tackle crime. Since, most crimes are committed by drug addicts, the government should tackle the drug menace."

Dr Param Gill, Hollywood filmmaker from Moga city, said, "The government needs to take action against the erring policemen to instill a sense of security among the people." His father Gurdeep Singh Gill, an Akali leader, was murdered in July 2014, but the police have failed to arrest the assailants.

Fall in SC/ST students appearing for counselling

It is almost three weeks since counselling for engineering courses began in Anna University, but less than 5,000 students from Scheduled Castes and Scheduled Tribes have been allotted seats so far.

 

The trend in the past five years shows a gradual fall in the number of SC/ST candidates being admitted through single window counselling. At the same time, the university has also registered a steep increase in the number of seats falling vacant under these two categories at the end of counselling.

 

Lack of interest in taking up engineering comes as a surprise especially since the government has committed itself to providing free education to SC/ST students. The State government has also issued an order (G.O. 92) enabling students to seek free education in professional courses – under management quota in self-financing institutions.

 

Vacancies notwithstanding, those working with SC, ST communities, however, say that the G.O. has enabled more students to take up seats under the management quota. Earlier, SC students were being paid only tuition fees under government quota through single window admissions. The G.O. 92 changed that.

 

R. Christudas Gandhi, founder of Ambedkar Kalvi Centenary Movement, says it was incorrect to take the figures provided by Anna University at face value. "Ever since the government offered to reimburse tuition fee for a SC student admitted under management quota, the colleges have volunteered to provide free hostel accommodation," he says.


"This year 200 Dalit students who scored over 1,000 marks in Plus-Two took the counselling route and have been admitted to colleges so far. But they are now struggling to pay the tuition fee. Often the candidates have only half the information and end up in trouble," he points out. Despite this, according to him the overall SC admission in engineering colleges has doubled since 2013-14, when only 16,000 candidates were admitted. "This should go up to 60,000 this year but the government is not popularising its scholarship scheme," Mr. Gandhi says.

 

Educational consultant Moorthy Selvakumaran says the focus on community-based reservation prevents students with higher marks belonging to the open category from aspiring for admission through general counselling.

BHUBANESWAR: Over 175 manual scavengers have been identified in 107 towns across Odisha, a latest survey by the State Government, which ended recently, has revealed. 

 

The identified manual scavengers will be provided skill development training or loans at concessional rates with capital or interest subsidy for undertaking alternative employment.

 

The ST and SC Development Department has directed Panchayati Raj, Women and Child Development, ETET and Food Supplies and Consumer Welfare Departments to include the manual scavengers under several welfare schemes launched by the Government.

 

The ST and SC Department has also written to Bhubaneswar Municipal Corporation (BMC) and 10 other  municipal councils to facilitate early execution of these schemes by reaching out to beneficiaries listed in the report.

 

Five types of manual scavengers, who were identified under the survey, include manual cleaning of dry latrines, drains where human excreta is disposed, sewer, human excreta on railway tracks and septic tanks.

 

While a total of 175 manual scavengers has been identified with one enumerator provided for every 150 households in 107 statutory towns, many eligible manual scavengers could not be listed due to various reasons like death, migration, not interested for availing loan and engagement in other services, sources said.

 

The beneficiaries would be extended income generating schemes and skill development programmes initiated by Orissa Scheduled Castes and Scheduled Tribes Development Finance Co-operative Corporation Ltd (OSFDC).

 

These schemes would be implemented by involving authorities at block, ULB and district OSFDC levels. The beneficiaries can avail bank loans under viable schemes with 50 per cent subsidy on the project cost, the sources said.

 

While the State Government claims to have introduced steps for rehabilitation of manual scavengers and their families in alternative occupations, social activists have rejected the scavengers' enumeration data in the backdrop of the house-listing.

 

"The procedure adopted by the Department for enlisting manual scavengers is flawed. There is an urgent need for another round of survey by providing wide publicity so that no family or individual engaged in manual scavenging is deprived of rehabilitation and welfare schemes," a social activist demanded.

The recommendation of the Committee on Petitions to the Education Department to urge schoolchildren to clean toilets on school premises and keep their environment clean has been slammed by child right activists.

 

The Committee on Petitions, in its 19th report, has asked the department to frame a rule within six months to ensure that students from classes 6 to 12 of both government and private schools clean their school premises, including the toilets, on the model of the Sri Ramakrishna Ashram in Mysuru.

 

The committee has also said that students from classes 9 to 12 should keep the surroundings of the school in a 100-m radius clean. It means they have to clean toilets and roads in the school surroundings, and spend two hours a week on it. The report suggests that children should participate in keeping their surroundings clean and impose fine on those who dirty the environment.

 

Nagasimha G. Rao, director, Child Rights Trust, said it was likely that private schools would not implement it while government schools would.

 

The recommendation, if implemented, would lead to discrimination in schools where students from the Scheduled Castes and Scheduled Tribes would become "victims" of this move. "We have observed that in many government schools where there are no group D workers, students from lower socio-economic backgrounds are made to clean the toilets. We strongly oppose this move," he added.

 

Other recommendations of the committee include ensuring that private toilets — meant for personal use — should be cleaned by the person who uses it. It also states that on Gandhi Jayanti, people should clean their own roads and give the safai karmacharis a holiday.

The suicide of a Dalit farmer over a land dispute at Pothavaram village in Prakasam district triggered a protest in Darsi town on Sunday.

 

Darsi Sub-inspector S.Subba Rao said that the farmer, K. Peraiah, had consumed pesticide after an altercation with an 'upper caste' group over raising crops in the grazing land in Pothavaram. He was rushed to the Darsi Government Hospital and died there while undergoing treatment. Soon after Peraiah's death, Dalit bodies staged a protest at the hospital, alleging that the farmer died owing to the delay in the treatment as the doctor on duty was not available.

 

Dalit Hakula Parirakshana Samiti Prakasam district president Neelam Nagendra Rao and All India Agricultural Workers Union district president K.Anjaneyulu, who led the protest, demanded that stringent action be taken against the doctor.

SAMBALPUR: Villagers of Jamankira under Kuchinda sub-division in the district have set an example by joining hands in extending financial support to an Indian Institute of Technology (IIT) qualifier of the village who was struggling for fund to take admission in the premier institution.

 

Sumeet Sindhria, a Dalit boy of the village, situated around 50 kms from here, had secured 830 rank in SC category in the IIT (Main) entrance examination and got a seat in IIT, Ropar in Punjab. As it was difficult for him to arrange Rs 40,000 for admission, villagers helped the bright student to fulfil his dream.

 

Sumeet's father Narangadhar Sindhria (48) works as a sweeper in Jamankira market while his mother Jyotsna Sindhria (44) is a sweeper in Jamankira block office.

 

On his way to Ropar, Sumeet lauded the efforts of his villagers. Sumeet had completed Class X and Plus II from Jawahar Navodaya Vidyalaya in Gosala of the district and Bengaluru respectively while Dakshana Foundation, a social organisation, was providing coaching for IIT examination in Bengaluru.

 

President of the Village Development Committee Sanjib Sahu said after hearing Sumeet's achievement in IIT entrance, villagers decided to contribute for his admission. He said Rs 5,500 has been given to Sumeet and rest amount would be deposited in his bank account. The district administration and the industrial houses have been appealed to extend financial support, he added.

Meet Sushma Verma, a 15-year old young genius from the outskirts of Lucknow, Uttar Pradesh, who has made headlines by clearing MSc (Microbiology) from Babasaheb Bhimrao Ambedkar (Central) University (BBAU). She was just five when she was directly enrolled in class IX in 2005.

 

When she was seven, she got listed in the Limca Book of Records for being the 'youngest student' to pass class X. She was 13 when she completed her graduation and at the age of 15, she has created yet another record by finishing her Msc. And that too with a Semester Grade Point Average (SGPAs) of 8!

 

She not only cleared the course with flying colours, but also topped the class in the first, second and third semesters in spite of being the youngest in the class. Most of her classmates were at least eight to nine years older than her.

 

Her talent was discovered when she recited the Ramayana at a local school function at the age of two. Her brother Shailendra, who is also a prodigy, had cleared class 10 at the age of nine and became the youngest science graduate at the age of 14. She would often read her brother's books and took training from her teachers to solve the problems quickly.

 

Her brilliance does not just shine in India. She was invited for an IQ test in Japan where she competed with 35 other students of her age and stood first.

 

She aspires to become a doctor but her age came in between her dreams and her CPMT results were withheld because she was under age. As she couldn't pursue the medical course due to age constraints, she thought of finishing her PhD till she turns 17.

 

Daughter of a sanitation worker who is employed in the same college where she studied her Msc, Sushma was also given a grant of Rs. 8,00,000 by Sulabh's chief Dr Bindeshwari Pathak towards higher education.


Sushma is indeed a rare talent who has surprised the world with her incredible achievements. She has yet again proved that true talent can find its right place in spite of many challenges.

 

We congratulate Sushma on all her achievements and hope to see her scaling great heights.
