PIL about role of IAS in changing perspective 

I have filed a PIL No 438 of 2013 in Allahabad High Court, Lucknow Bench my private capacity praying to constitute a high-level Committee to study the need and utility of revamping the present administrative structure regarding IAS officers. Today the generalists (IAS officers) occupy all the important positions in the Center and State Governments, side-lining of the specialists, which seems to have become redundant and counter-productive in the present days. The Petition prays to make suitable changes in the Administrative structure as per the suggested amendments as a result of this Study. The PIL also prays this high-level Committee to study the possibility of posting IAS officers to such important coordination posts like Sub-Divisional Magistrate, ADM, DM etc after much experience and for a longer duration than presently being done.  

The petition says that much has changed since the ICS and its predecessor IAS were formulated. Today being the age of super-specialization, there seems to be a need to have a relook at the present administrative system where the IAS officer is being regarded as the master of all. Again the present arrangement of a DM with 4-6 years experience to properly guide departmental officers with long experience seems to need a rethinking.

My counsel is Asok Pande and the matter is expected to be heard tomorrow (17/01/2013) before the Bench of Justice Uma Nath Singh and Justice V K Dixit.
