Naxals building army,plan to overthrow Government

New Delhi: Home Secretary GK Pillai on Friday said that the ceasefire announcement by the Naxals was just a ploy to regroup and added that banned ultras are aiming to overthrow the Indian state.
"The banned ultras are trying to build an army as they plan to overthrow the Indian state by 2050," Pillai said.
The Home Secretary observed that the ceasefire announced by the Naxals was just a ploy to regroup their cadre and feared that Naxal-related violence will go up in the days to come.
Pillai further revealed that Naxals are working in remote areas and strengthening their movement by taking advantages of the "administrative vacuum"
Citing some important documents seized during anti-Naxal operations, the home secretary said, "The banned guerrillas were operating in remote areas - the soft underbelly of the economy - and trying to influence more and more people to join their movement."
He also did not rule out the possibility of Naxals getting local support, adding that there was credible evidence of local support to the Naxals. He even hinted that there are fears that ex-servicemen were helping the home-grown rebels.
However, he assured that the central forces will soon take control of the Naxal-infested areas.
"We will take back the areas we have lost to the Naxal groups in the days to come, "Pillai said.
Although Pillai hailed the progress made by the security forces so far in tackling the Naxal problem, he admitted that not even 5% of the armed cadres have been hit by the security forces. The Naxals are keeping their armed cadres in reserve for big offensives."
The crucial statement from the Home secretary comes in the wake of a conditional 72-day ceasefire offer from the Naxals, who had expressed their willingness for talks only if the government halts security operations and releases their arrested leaders.
However, the Union Home Minister P Chidambaram has turned down the conditional ceasefire offer and instead demanded the Naxals to send the truce offer in writing.
Chidambaram later offered to talk with the rebels if they stopped violence for 72 hours.
Responding to it, CPI-M politburo member Koteshwar Rao alias Kishenji then gave his telephone number to the Home Minister and asked him to respond to his offer on or before 5 pm by March 06.
The 72-hour deadline set by the Maoists will end tomorrow.

Govt open to amendments in women's quota bill, the best Ploy to deal with whatsoever Opposition on Econmic Issues!
Ahead of the nationwide exercise for enrolment in the National Population Register (NPR), the Centre on Thursday asked district magistrates posted along the India-Bangladesh border to guard against people from across the border trying to get their names enrolled.
The NPR is to be updated from April 1.
Union Home Minister P. Chidambaram said there had been instances of people from across the border having tried to get themselves enrolled in the register.
"There is a danger, mostly on the India-Bangladesh border — people crossing over and [trying to] get enumerated in the NPR," he said, addressing an all-India conference on the NPR here. India shares a roughly 4,000-km-long border with Bangladesh. Mr. Chidambaram said there are 3,331 border towns and villages, where the problem might arise. "We are cautioning our field officers to be careful while enumerating in the India-Bangladesh border."
The exercise will cover all 35 States and Union Territories. The country's 1.2 billion citizens living in 7,742 towns, 6,08,786 villages and 24 crore households will be counted. There are indications that the 2011 census will not be caste-based as lists of Other Backward Castes were different in the States.
"Obviously, any inflated enumeration will take place only in land border. We are not talking about the east or west coast. We are talking about the India-Myanmar border and India-Bangladesh border," Mr. Chidambaram said. However, there was not much problem along the border with Pakistan as it is mostly fenced. "There is a not a great danger along the border with Pakistan. The India-Nepal border is porous. Yes, there is some danger there too. We have to be cautious there also."
Mr. Chidambaram said the NPR is a register of usual residents, with nationality canvassed in the form as per the declaration of the respondent, and this will not confer any right of citizenship on anyone.
During the exercise, enumerators will collect from each household details such as the number of persons living, their sex, the number of dwelling rooms and the number of married couples, the source of drinking water, the type of toilet, the fuel used for cooking and the type of floor, wall and roof, and whether anyone owns car or two-wheeler and avails himself of bank service.
Mr. Chidambaram asked the officials to do the task with utmost sincerity and dedication as there were significant differences between the normal census work and the NPR, which he said would be a path-breaking initiative for others to follow.
Minister of State for Home Ajay Maken told the officials that they could benefit from the experience of the NPR, which was already prepared in 3,331 villages in coastal areas of nine States and four Union Territories, where 85-90 per cent success was reported in the enrolment.
He said the total cost of the NPR and the census would be Rs.5,900 crore. The NPR would feature biometric parameters of a citizen, with face recognition and finger printing as added security features, he said. "The attempt will be to achieve a success rate of more than 95 per cent."
Opposition cries for fuel price rollback, UPA firm!Union Finance Minister Pranab Mukherjee announced an increase in fuel prices in his Budget speech on February 26. Following Mukherjee' announcement petrol prices have risen by almost Rs 3 and so has the index of Opposition unity to the hike. There's been a political storm over the price hike with even the Trinamool Congress and the DMK, both allies of the Congress and a part of the UPA Government, also demanding a rollback. As the Opposition scored political brownie points over the fuel price hike, the UPA stuck to its guns. In the end, a compromise appeared to have been stuck and a roll back appears unlikely now.

He said, India has not allowed large scale unemployment to emerge as a problem in the country.
The Congress-led United Progressive Alliance Government is open to amendments in the Women's Reservation Bill.CNN-IBN reports.
Sources have told CNN-IBN that the Government has conveyed its desire to amend the Bill to all political parties and is trying for a consensus on the issue.
Both Congress and the Bharatiya Janata Party (BJP) have issued whip to their party MPs to support Bill in Parliament with the Government trying for a vote on the Women's Reservation Bill on Monday.
The Women's Reservation Bill will grant women 33 per cent reservation in the Lok Sabha and state assemblies.
The UPA, bolstered with numbers in its favour, is confident of a smooth passage of the Bill in Parliament.
Apart from the BJP, the Left Front has also pledged its support for the Bill.
However parties like the Rashtriya Janata Dal (RJD), Samajwadi Party and the Bahujan Samaj Party have vowed to oppose the Bill in its present form.
They are demanding a quota within the quota for women from backward classes. Union Finance Minister Pranab Mukherjee met RJD chief Lalu Prasad on Thursday.
Other key Congress strategists are working on getting all parties on board.
Congress President Sonia Gandhi met all the women MPs to work out a strategy. Congress has the numbers in the Lok Sabha but the Bill which is likely to be presented in the Rajya Sabha first, will face opposition.
"We are looking for a consensus and we hope the parties will support," said Union Law Minister Veerappa Moily.
On quota within the quota he said: "Another legislation needs to be passed to ensure what parties like SP and others are demanding, one must understand this legislation has to be in its current form."
Congress spokesperson Jayanthi Natarajan is confident that the Bill will be passed in Rajya Sabha on Monday, just in time for International Women's Day.
"The Congress President Sonia Gandhi and the entire Congress party is totally committed to this very important promise made to the women of India which has been pending for more than decade now, nearly 17 years," she said.
On the other hand,Sonia asked the government to address these issues fast. Bills on food security and women's reservation should be top legislative priorities of the government, she said further.
But the UPA remains divided on the issue of hiking fuel prices though the Congress Core Committee has already supported the Prime Minister, saying there should be no immediate rollback.
The UPA allies like the Trinamool Congress and DMK continue to insist on a rollback of the fuel prices. Sonia and Pranab Mukherjee are expected to speak to the allies to convince them of the need for a hike. The UPA is likely to meet soon to plan strategy against the Opposition.
Dynasty Head Sonia appreciated Pranab Mukherjee for a balanced Budget and supported his proposals, hinting there is no question of any immediate rollback on fuel price hike.
But the Congress party feels one of the most important issues the government must deal with is the price hike as it over-shadows other achievements of the UPA government.
At the same time, the government understands the imparity amongst the allies, regarding the women's reservation Act which is another issue the govt has to deal with.
But the Opposition is closing ranks on the issue. The BJP parliamentary party met Thursday morning and decided to go ahead with the plan to bring a cut motion in the Parliament on fuel price.
The Opposition is planning to make their protests broad-based. Left parties too are holding consultations with other secular parties inside and outside the Parliament on the issue.
The Prime Minister added that there is need for more investment in education, health, rural and urban infrastructure. On the Naxal problem, he said, government is determined to tackle the menace and is ready to talk to any group that abjures violence unconditionally. The Prime Minister also announced ex-gratia relief of 2 lakh rupees to next of kin of each of those killed in Pratapgarh stampede.
The Congress prime minister said it was urgent to increase growth to be able to "soften the sharp edges of poverty" in the country, where the World Bank estimates 76 percent of the population live on less than two dollars a day.
"If we do not grow fast enough, we may talk about eradicating rural poverty, expanding education -- but they will all remain a pipedream," he said.
"That is why it is very important that the economy should get back to nine percent or more growth," he said.
He added that if the country is able to improve its dilapidated ports, roads and other infrastructure, improve education and other social sectors and reduce corruption "we will be able to enter the age of double-digit growth".
"This is the vision our government is waiting to realise," he said.
Speaking in the Lok Sabha on Friday, the Prime Minister Manmohan Singh assured the House that his government was worried about spiralling food prices and would do everything possible to check it.
"There was drought. And, therefore there was pressure on prices," he said, adding "if we had dealt with price rise with tough monetary policy it would have depressed demand, resulting in large scale unemployment and industrial slowdown."
"I am the last one to deny that the behaviour of food prices has not been worrying. The House has my assurance that if any practical methods can bring further relief to people our govt will ensure that," the PM said.
"If we manage our economy well and creation of social and fiscal infrastructure well, reduce the scope of corruption then there is stopping us from India entering the age of double digit growth."
Prime Minister Manmohan Singh expressed confidence that the growth rate of the Indian economy will soon return to 9 per cent.
"Within fiscal year 2009-2010, the growth rate of the economy will be probably close to what I have mentioned 7.5% with conservative estimate of 7.2%. In the next fiscal year, we are confident of achieving a growth rate of 8% or more and the year thereafter we will be able to return the growth rate to 9%," the Prime Minister hoped.
"Prices of sugar have been rising due to three-year crop cycle; we will explore ways and means to check sugar prices," said the PM further.
The Prime Minister explained the government's position on Pakistan, from dialogue to denying pressure from the US or the need for mediation by Saudi Arabia.
"There's no alternative to talks. No US pressure and Saudi Arabia is not being asked to mediate," he told in Parliament.
"A calculated decision fact of the matter is the rest of the international community is for talking to Pakistan. Our talking will not isolate them. Dialgoue is the only way to forward. It's equally true that the terror machinery needs to be controlled by Pakistan," he said further.
Burning issues in Parliament: fuel price, inflation
Opposition MPs are planning to raise a storm over petrol and diesel price hikes when Parliament reconvenes on Wednesday after a four-day break.
The Bharatiya Janata Party (BJP) and the Communist parties have convened separate meetings on Wednesday morning to decide their strategy in the two houses of Parliament. Their leaders said they will give priority to the hikes in petrol and diesel prices after Finance Minister Pranab Mukherjee raised taxes on them.
They are also expected to raise the issue of food price inflation.
"The BJP will be aggressive on the issue of price rise. Discussion on the issue is fine, but a solution should come out," party leader Shahnawaz Hussain told IANS.
He said people were feeling cheated by the government's move to hike prices of petrol and diesel. "The decision came a day after the discussion in the House (Lok Sabha) on the price rise. People are feeling cheated," he said.
In an unprecedented move, the entire Opposition along with some parties supporting the government walked out of the Lok Sabha on Friday as soon as Finance Minister Pranab Mukherjee announced the tax hikes on petrol and diesel.
Later, two key allies of the ruling United Progressive Alliance (UPA) - Trinamool Congress and DMK - sought a rollback of the taxes.
Asked about the BJP's response to the pending legislative agenda of the government including the railway budget, Hussain said issues concerning common man would be raised first. "We have been elected to plead the cause of aam aadmi (common man)," he said.
The Left leaders will meet leaders of the Samajwadi Party (SP), Rashtriya Janata Dal (RJD) and some other "secular parties" Wednesday morning to decide their strategy on fuel price hikes. Both SP and RJD support the government from outside.
Communist Party of India-Marxist (CPI-M) leader Basudeb Acharia told IANS that Telugu Desam Party, the AIADMK and the Biju Janata Dal will also be invited to the meeting.
However, the Congress exuded confidence that the government will be able to address concerns of UPA allies on the hikes in petrol and diesel prices.
Party spokesperson Shakeel Ahmed said divergence of views in a democracy was not unusual and differences among UPA allies would be sorted out.
"If the Opposition is trying to create a wedge between the Congress and its partners, it will not succeed," he said.
Referring to remarks of Mukherjee about sorting out concerns of Trinamool Congress and DMK on the fuel price hikes, Ahmed said both parties were "trusted allies".
Asked about the SP and RJD joining hands with the opposition on price rise, he said their stance would be clearer in the coming days.
Ahmed said the government will not face difficulty in defeating any opposition-sponsored cut motion during the discussion on the budget.
Prime Minister Manmohan Singh has virtually ruled out any rollback in the price hike of petrol and diesel as announced in the budget, saying that the direct effect of the hike in fuel prices on wholesale prices will be no more than 0.4 percent.
"Any increase in prices does hurt some section of people, but we have to take a long term view. We cannot save people from inflation if we follow all along populist fiscal policies," Manmohan Singh told reporters on Monday on board the special aircraft that brought him back to New Delhi from his three-day official visit to Saudi Arabia.
"The direct effect of the increase in fuel prices on wholesale prices will be no more than 0.4 percent," he added.
Srikrishna panel holds talks with parties; BJP stays away
After informal talks on Telangana statehood with political parties, Justice B. N. Srikrishna, heading the Centre-appointed committee on the issue, on Friday said it was not for him to judge whether the panel's report would satisfy all concerned.
Asked if he is confident that the committee would satisfy the emotions of all concerned, he told reporters here that the committee's job is to submit its report to the government.
"Whether that satisfies everybody emotionally, intellectually or otherwise, it is not for me to judge. It is for you to judge at the end of the day," he said.
The BJP has threatened to boycott the proceedings of the Srikrishna committee on the ground that it lacks legal backing and the party stayed away from the dinner hosted by Andhra Pradesh Governor E. S. L. Narasimhan here on Thursday night for the committee and leaders of other political leaders.
However, Telangana Rashtra Samithi (TRS), spearheading the Telangana statehood agitation, was initially thinking of staying away from the committee but party chief K. Chandrasekhara Rao finally made it to the dinner.
Asked if the committee has evolved any mechanism to take the views of Muslims, who constitute a substantial number of the population in Telangana, Justice Sri Krishna said they will take the views of all common people including Muslims.
Justice Srikrishna asked the people to repose confidence in the panel and help it find a solution to the current impasse in Andhra Pradesh.
Union Cabinet okays Women's Reservation Bill
The cabinet Thursday cleared the long-pending Women's Reservation Bill that provides for setting aside 33 per cent of seats in Parliament and the state legislatures for women and it is likely to be tabled in the current session of parliament, informed sources said."The cabinet today cleared the Women's Reservation Bill and it is likely to be introduced in the current session of Parliament," the sources said.
Prime Minister Manmohan Singh presided over the cabinet meeting.
The standing committee report on the bill was tabled in both houses of parliament Dec 17, 2009 amid protests by the Samajwadi Party (SP), Janata Dal-United (JD-U) and the Rashtriya Janata Dal (RJD).
Parliamentarians of the three parties, which have been opposing the measure, were up on their feet as soon as Bharatiya Janata Party (BJP) MP Shahnawaz Hussain tabled the report in the Lok Sabha.

Bill for welfare of journalists introduced
A draft legislation for the establishment of a Working Journalists Fund for the welfare of mediapersons working in newspapers was among 26 private members' bills introduced in the Lok Sabha on Friday.
The legislation seeking to amend the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Bill, 2010, was introduced by Congress member J.P. Aggarwal.
The bill sought to provide for adequate financial assistance to journalists and their families in cases of death, infirmity or disability of the scribe with the government contributing Rs 75 crore to the fund.
He also introduced bills to provide for the constitution of a board for conservation of cultural and natural heritage of the country and for uniform education to all students from primary to senior secondary level.
Other Private Members Bills included one to root out the menace of begging in the country. It was introduced by RSP member Prasanta Kumar Majumdar and it sought to put the onus of providing them shelter, food and protection on the government.
Mr. Majumdar also introduced the Population Control Bill that sought to promote voluntary sterilisation among married couples having two children.
Two bills for having a permanent bench of the High Courts of Allahabad in Agra and Meerut and one for a permanent bench of the High Court of Uttarakhand in Narendranagar were also introduced.
Another bill introduced by Hansraj Gangaram Ahir (BJP) wanted to provide for the right to earn livelihood to tribals and other persons dependent on forest produce.
Govt concerned over 'paid news', move to empower PCI
Concerned over the issue of "paid news" in the electronic and print media, the government on Friday said it was considering enhancing powers of the Press Council of India.
"...There exists strong circumstantial evidence of the malpractices," Information and Broadcasting Minister Ambika Soni said in the Rajya Sabha in response to a Calling Attention Notice on the issue.
She said the phenomenon of "paid news" is a serious matter as it influences the functioning of a free press.
Ms. Soni said the proposal to give more teeth to the Press Council of India (PCI) is "under the consideration".
The media watchdog has been writing to successive governments to enhance its powers but "for one or the other reason", it was not done, the minister said. She said the PCI had formed a sub-committee on the issue. The committee has held several interactions including with the Election Commission and would give its report by the month-end.
Concerned over the trend, Leader of Opposition Arun Jaitley said there should be a regulator in the field which should impose "deterrent" penalties on the malpractice. He said if political parties are found to be indulging in the same, there should be action against them as well.
He asked the government whether it would take steps against the problem or leave the menace of unlawful trade and business to the Press Council of India which he called a "toothless wonder".

Radar on Chandrayaan finds deepest crater on moon
Houston: Scientists have discovered moon's biggest and deepest crater--some 2,400 kms long and 9 km deep -- using data from a NASA instrument that flew aboard India's maiden unmanned lunar mission Chandrayaan-I.
The US Space agency's Moon Mineralogy Mapper (M3) detected the enormous crater -- the South Pole-Aitken basin -- that was created when an asteroid smacked into moon's southern hemisphere shortly after the formation of earth's only natural satellite.
"This is the biggest and deepest crater on the moon -- an abyss that could engulf the United States from the East Coast through Texas," said lead researcher Noah Petro of NASA's Goddard Space Flight Center in Greenbelt.
According to Petro, who had presented his result yesterday at the Lunar and Planetary Science meeting in this city in Texas, "The impact of the asteroid collison punched into the layers of the lunar crust, scattering that material across the moon and into space".
"The tremendous heat of the impact also melted part of the floor of the crater, turning it into a sea of molten rock," NASA said.
That was just an opening shot. Asteroid bombardment over billions of years has left the lunar surface pockmarked with craters of all sizes, and covered with solidified lava, rubble, and dust, it added.
Moon Mineralogy Mapper was one of 11 instruments onboard Chandrayaan-I.
Glimpses of the original lunar surface, or crust, are rare and views into the deep crust are still rarer, NASA said.
However, it said a crater on the edge of the South Pole-Aitken (SPA) basin may provide such a view. It is called the Apollo Basin, formed by the later impact of a smaller asteroid, and still measures a respectable 300 miles across.
"We believe the central part of the Apollo Basin may expose a portion of the Moon's lower crust. If correct, this may be one of just a few places on the Moon where we have a view into the deep lunar crust, because it's not covered by volcanic material as many other such deep areas are," Petro said.
"Just as geologists can reconstruct Earth's history by analysing a cross-section of rock layers exposed by a canyon or a road cut, we can begin to understand the early lunar history by studying what's being revealed in Apollo."
Both SPA and Apollo are estimated to be among the oldest lunar craters, based on the large number of smaller craters superimposed on top of them, NASA said.
"The Apollo and SPA basins give us a window into the earliest history of the Moon, and the Moon gives us a window into the violent youth of Earth," said Petro.

New Delhi: The long pending Women's Reservation Bill will be introduced in the Rajya Sabha on Tuesday. UPA Chairperson Sonia Gandhi told CNN-IBN that every effort would be made to pass it through.
With the Cabinet discussing the Women's Reservation Bill on Monday evening, both pro and anti-quota groups were lobbying hard as government tried to work out a consensus formula.
Law Minister Hansraj Bharadwaj said, "There are some differences, but we will try to bring the bill."
For years the political consensus on the issue has been confined to only three major political formations in the country — officially all the major political parties including Congress, BJP and the Left have pledged support to the bill.
"We are committed to the bill," said CPI Leader Gurdas Dasgupta.
However pro-OBC parties in and outside the UPA have stuck to the guns in opposing the bill, but by afternoon some major constituents of the ruling alliance had mellowed their stand.
Railway Minister Lalu Yadav said, "Let the political parties decide within themselves about the quotas."
A quid pro-quo seems to have worked out within the UPA allies. If allowed to introduce the bill it would be sent to the standing committee — which will give the government some more time to build consensus on the issue.
The process could delay its implementation or even dilute the current provisions of directly reserving 33 per cent seats in parliament and state legislatures, but at least a beginning could have made these closed gates open up in the future to accommodate more women.
101-year-old mother of Rupert Murdoch on Forbes Most Generous list
Singapore: A Taiwanese vegetable seller and the mother of media mogul Rupert Murdoch are among the most generous souls in the Asia Pacific, according to a list of philanthropist "heroes" in the region.
The list, compiled by magazine Forbes Asia and in its third year, features 48 of the region's most prominent altruists.
Four were chosen from 12 markets in the region -- Australia, China, Hong Kong, India, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan and Thailand.
"These aren't always the biggest givers," John Koppisch, associate editor of Forbes Asia, said.
"Instead we aim to highlight a varied group of generous people, some holdovers from last year but mostly new names who deserve recognition. By calling attention to these 48 we hope to encourage more giving," he said in a statement.
Forbes Asia said the past year was a good one for philanthropy as tycoons and more modest donors continued to fund charitable projects.
The causes supported ranged from disaster recovery, education and health to culture and science, with education being the popular choice among featured philanthropists this year.
Among the most striking honorees is Chen Shu-Chu, a 59-year-old who Forbes said has been selling vegetables in Taiwan's Taitung central market since 1963 and who had to drop out of school to support her family.
Her donations include $32,000 for a children's fund in 2004 and $144,000 to help build a library at the school she once attended. She plans to set up a $313,000 fund this year to help the poor with education and healthcare, the magazine said.
Australian Elisabeth Murdoch, the 101-year-old mother of News Corp's chief Rupert Murdoch, was honoured for giving back to society for decades, and the country's richest man, Fortescue Metals founder and billionaire Andrew Forrest, was also praised for his philanthropic efforts.
Hollywood action star Jackie Chan, one of Hong Kong's most famous sons, was also on the list, which also included China's international basketball star Yao Ming.
