Railways ad goof-up shows Delhi in Pakistan
Kolkata: In a major goof-up, an advertisement inserted in newspapers by the Eastern Railway showed Delhi in Pakistan and Kolkata in the Bay of Bengal.
The advertisement was to announces inauguration of luxury tourist train 'Maharaja's Express' by railway minister Mamata Banerjee from Kolkata.
A small box inside the advertisement panel showed the train route from Kolkata to Delhi via Gaya, Varanasi, Bandhabgarh, Khajuraho, Agra and Gwalior.
As the faint background of the outline of a small map of India showed Kolkata in the Bay of Bengal and Delhi in Pakistan, ER Chief Public Relations Officer Samir Goswami said, "It is a great mistake. We apologise for this. The advertising agency has been suspended."
When contacted, owner of the advertising agency said the route alignment had been given for the benefit of passengers. "The map and the alignment are an artist's impression and not to scale. It is never our intention to create a controversy," he said.

The Unique Identification Number likely to be rolled-out in 2011, will help the poor to access the benefits of various government schemes with greater ease, Unique Identification Authority of India Chairman, Nandan Nilekani has said.
Privacy will be protected under UIDs: Nandan Nilekani
"This project is pro-poor and inclusive and targeted mainly towards the poor. The middle-class and the rich have some form of identity. People on the margins are getting lost because of lack of identity," Nilekani said at an event here yesterday evening.
The ex-Infosys official who now heads the UIDAI, said the aim of the project was to provide a robust system to eliminate duplicate and fake identities.
"Exclusion of the poor from the mainstream is mainly due to lack of identity and the UID will help them to get all sorts of benefits," Nilekani said.
Rs 1,900 cr outlay for UIDAI
The 16-digit unique number is likely to be rolled out in 2011.
"UID is not just a number but a passport that opens many doors," he said.

Indian Railway Minister Mamata Banerjee inaugurated Maharajas' Express, a new luxury train with all modern facilities on Saturday but her railway ministry has come up with a print advertisement that has emerged as a big shameful to the Railway Minister Mamata Banerjee.

Railway Minister Mamata Banerjee is expected to flag off the train, the bookings of which are already in progress, said sources in the Railway Ministry.
The state-of-art coaches of the Maharaja Express, rolled out from ICF Perumbur, will have several features which are the first for any luxury trains.
These include individual temperature control system and environment friendly toilet, live TV, internet, in-house movies and direct dialling facilities.
There will be four different categories of carriages in the train - presidential suite ($2500), suite ($1400) delux cabin ($900) and junior suite ($800).
The signature journey will cover two routes -- one between Delhi and Mumbai, covering places of tourist interest in Gujarat and Rajasthan on its way, and the other between Delhi and Kolkata covering Agra, Gwalior, Khajuraho, Bandhavgarh, Varanasi and Gaya enroute.
Journeys in both the routes will take between seven to eight days.
Tourists on both routes -- Kolkata and Mumbai -- may also have the opportunity to have a glimpse of tigers in forests. While Ranthambor tiger reserve falls on the Mumbai-Delhi-Mumbai route, Bandhavgarh national park is on the Delhi-Kolkata-Delhi segment.
Congress today dismissed as mistake the goof up in a Railways advertisement showing Delhi in Pakistan and Kolkata in Bay of Bengal.
"It seems to be a mistake on the part of the Railways.
However, it is a serious issue and one should take note of it and ensure that no such incident occurs again," party spokesman Shakeel Ahmed said.
Asked about BJP's criticism of the government on the issue, he said "nobody should try to take political mileage out of an administrative mistake".

The train will carry 88 passengers. The minimum tariff is $800 (Rs36,328) per person per day. The higher category of cabins are priced at $900 and $1,400, while the Presidential Suite is priced at $2,500 (Rs1,13,525).
Each cabin is equipped with large panoramic windows, individual temperature control, an LCD television, a DVD player, direct dial telephones, internet and an electronic safe-deposit box.
According to an IRCTC official, the initial runs will be familiarisation trips for tour operators.
Railways hike iron ore rate by Rs 300 per tonne
Railways have decided to increase the iron ore rates meant for export purpose by Rs 300 a tonne from March 17 on an experimental basis
This hike is expected to generate additional revenue for the PSU behemoth.
According to a senior railway official, after assessing the impact of the hike, railways will consider extending the enhanced rates in the next fiscal.
Railways register 8 per cent increase in earnings in 10 months

The PSU behemoth earned Rs 77,890.29 crore between April-February as against 71,821.97 crore it earned during the same period last year, thus registering an increase of 8.45 per cent.
Out of the total earnings, it earned Rs 52,584 crore from goods traffic and 21,400 crore from passenger traffic, said an official release.
The total revenue earnings from other sources was Rs 2,087 crore during this period, the release added.
The total approximate numbers of passengers booked during this period were 6,780.87 million compared to 6,485.20 million during the same period last year, an increase of 4.56 per cent.
In the suburban and non-suburban sectors, the numbers of passengers booked during the 10 month period were 3,520.40 million and 3,260.47 million respectively, the release said.
Railway freight hike for bulk commodities round the bend
NEW DELHI: After scoring brownie points by leaving freight charges unchanged in the railway budget, Mamata Banerjee is now planning a 10-15% hike
The Railways will review the movement of bulk commodities such as steel, coal, cement and iron ore for domestic use next month and take a decision on the quantum of hike.
"We will see the impact of the rate hike on iron ore for export in coming months. The movement of iron and steel, coal and cement is expected to increase by up to 20%, giving us room for a hike in freight rates," a railway official said on condition of anonymity.
The increase in rates could burden the producer industries and eventually add to the inflationary pressures. The country's largest freight carrier had increased the freight rate for iron ore meant for export by Rs 300 per tonne on Monday.
The industry had lauded the rail minister's decision not to raise freight rates in the budget citing the inflationary impact of such a measure.
"In the present economic situation, when the country is about to return on a high growth path, I do not wish to impose any burden on the citizens.... I do not intend to increase freight tariffs," Ms Banerjee had said in her budget speech. Bulk users such as cement and steel units and power plants will feel the pinch as they largely use railways for moving inputs and finished products.
"The increase in freight rate for iron ore for domestic use would have a direct bearing on the manufacturing of steel and sponge iron. It will have a cascading effect on other industries, which will eventually lead to higher prices for the end users," said RK Sharma, secretary general of Federation of Indian Mineral Industries (FIMI).
The railways expect major growth in the movement of bulk commodities such as coal, iron ore, cement and steel in 2010-11 on the back of capacity expansion by companies to service the higher domestic demand.
It targets a freight loading of 944 million tonnes in the coming financial year, an increase of over 6% from the revised 890 million tonnes in 2009-10.
The budget targets are modest against the backdrop of a strong industrial revival. The Railways actually hopes to carry 20 million tonnes of additional freight over the set target, the railway official said.
The Railways generally move 47% of the total freight carried in the first six months of the fiscal. It, however, expects to load 49% of the total goods in the first half of the coming financial year.
The Railways generate nearly 65% of its revenues from freight and use part of it to cross-subsidise rail passengers. Ms Banerjee's decision not to hike passenger and freight rates resulted in lower investible surplus for the railways.
According to railway budget estimates, only a third of the railways' annual plan of Rs 41,000 crore will come from own funds in the next financial year. It was widely predicted that the railway ministry will resort to freight tariff hikes after the budget.

BMRCL will get 1% of the revenue earned annually for 30 years, and the percentage will go up to 5 after that from the proposed commercial hub-cum-Metro station. The land will belong to BMRCL but Mantri will spend Rs 35 crore to develop the station, which will be operational by 2013, and then construct a commercial tower over the station. According to the agreement, BMRCL will lease the space above the station for 99 years and after the 5-acre property is developed, it will be transferred to BMRCL.
"This will be a part of Mantri's mega plan of creating a commercial hub on 24 acres right in the heart of the city," said the source. He further said BMRCL had acquired five acre at almost no cost, out of 24 acre of prized mill property that Mantri Developers had bought through an auction and has developed into a bustling shopping destination.
In 2005, BMRCL had notified the land for acquisition and since then the Mantris could not develop the land after it was bought by the developer in a land auction from National Textile Corporation.
"The company received clearance from the BMRCL three months back to develop the station," added a source.
Since the Namma Metro will cuts through the Mantri property, shoppers will have direct access to the destination. Mantri Developers expects the footfall to double from 50,000 right now after the station becomes operational.

Lalu had availed the saloon facility 369 times in five years, mostly during the journeys to his home state Bihar. Besides using it more than a dozen times to travel to Patna from Delhi, Lalu also used the customised saloon for travelling to places like Puri, Jammu, Chhapra, Udaipur, Gorakhpur, Saharsa, Bhabua Road, Ajmer, Gaya, Ludhiana, Varanasi from the capital. Known as 'MR Saloon', the specially manufactured coach consists of a drawing and dining room, a bed room, a fully equipped kitchen and another room for the PA to the minister. The RJD supremo had used the saloon mostly to travel to places like Kanyakumari, Madgaon, Ernakulum, Sabarmati, Tinsukia and Salem between 2004 and 2009. Lalu has also used the saloon to visit a number of pilgrim towns including Haridwar, Vindhyachal, Amritsar, Prashantinilayam, Tirupati and Puri. The Railway Ministry provided the information about the frequent use of railway saloon by Lalu in response to an RTI application filed by Subhash Chandra Agarwal. The details of Lalu's journeys by saloon provided by the ministry is for the period from May 2004 to June 15, 2008. Besides the Railway Minister, Minister of State for Railway and senior Ministry officials are also entitled to use the saloon during their official visit. According to the records, the former Railway Minister had visited metros like Delhi, Kolkata and Chennai -- by saloon. The RJD chief had also travelled to Bangalore by the coach although his saloon travel is maximum in Bihar and he has touched almost every nook and corner of the state between 2004 and 2009. He has travelled to Ara, Sharasa, Chhapra, Samastipur, Araria, Hajipur, Motihari, Siwan, Sitamarhi, Darbhanga, Aurangabad, Mujaffarpur and Munger in the 'MR Saloon' during this period. According to a senior Railway official, "Saloons are also available for tourists for exclusive use. One can book it after making a payment and the booking rate depends upon the distance of travel." |
Rs 1 lakh a night on Maharajas' Express
KOLKATA: Get ready to tour India like a Maharaja provided you can pay Rs 1 lakh per night. On Saturday evening, railway minister Mamata Banerjee will flag off the Maharajas' Express from Kolkata station — the next generation Palace on Wheels.
For the next six days and seven nights, the luxury train will move towards Delhi, stopping at Gaya, Varanasi, Bandhavgarh, Khajuraho, Gwalior and Agra.
This train is a joint venture between Indian Railway Catering and Tourism Corporation (IRCTC) and Cox and Kings India Ltd. The tour is being promoted as 'Luxury travel like no other' and not without reason. The Maharajas' Express will have 88 passengers (a normal III AC coach packs in 72) living in suites fit for a prince. All food and drinks are complimentary.
The cheapest rate per person per day is a whopping US$ 800 for a Deluxe cabin. The next two slabs are US$ 900 and US$ 1,400. And the Presidential Suite comes for US$ 2,500. The operators are clearly eyeing foreign tourists.
"The initial runs are familiarisation trips for the tour operators. Once they are satisfied with the service, they will sell the idea to their clients. Remember, there is a three-month waiting period for the Palace on Wheels. This train will be much more luxurious. We are sure that it will be a very successful venture," an official said.
Every cabin has large panoramic windows to allow tourists to get a feel of the country. All cabins have individual temperature control, LCD television sets, DVD players, direct dial telephones, internet and electronic safe-deposit box. There's even live television on board.

Railway finances take a hit as Mamata plays for the Assembly

New Delhi: Railway minister Mamata Banerjee has set a target to improve net earnings of Indian Railways by 50% in 2010-11 on the back of a year when its revenue reportedly slipped.
The ministry aims to earn net revenues of Rs 9,781 crore during the year, higher than the revised estimate of Rs 6,489.86 crore in 2009-10. Although the target looks difficult considering the current situation of Indian Railways, the higher growth target may mean the minister is anticipating a revival in coming years.
Banerjee, who tabled the Railways Budget in Parliament on Wednesday, is hopeful the railways' surplus for the next year could be Rs 3,173 crore, more than a three-fold jump against the figure of Rs 951 crore this year, as per the revised estimates in the Budget.
In the absence of a balance sheet, the surplus, which is the difference between net revenue and dividend paid by railways to the Centre, is the only way to assess railways health.
While railways' would pay a dividend of Rs 5,538 crore to the Centre this year, up from Rs 4,717 crore in 2008-09, the minister has set a target to up dividend payouts to Rs 6,608 crore in 2010-11.
Gross traffic receipts, inclusive of freight and passenger receipts, are also estimated to rise 7.25% to Rs 94,764 crore in 2010-11 as compared to Rs 88,355 crore in 2009-10.
The Budget has also projected working expenses of railways to go down marginally in 2010-11 compared to 2009-10. In 2009-10, expenses increased more than 20% on the back of pay hikes suggested by the Sixth Pay Commission.
In fact, railways' operating ratio, a gauge of efficiency, is expected to decline to 92.3% in 2010-11, lower than 94.7% this year.
The Budget estimates for 2010-11 project a freight earnings target of Rs 62,489 crore, up 6.4% as compared to this year. Passenger earnings are expected to rise 9% to Rs 26,126.47 crore in the next fiscal.
Banerjee has decided to allocate just Rs 373.09 crore to capital fund in 2010-11, as compared to Rs 642.26 crore budgeted in 2009-10. Resources for depreciation reserve fund have been hiked to Rs 7,600 crore for 2010-11.

Railways targets Rs1 trillion from PPP projects

Railway minister Lalu Prasad said the PPP projects would span a range of activities, including building shelters at small stations, developing four large stations into "world-class" ones, and creating so-called multi-modal logistics parks.
PPP projects are schemes used to attract private investments in infrastructure. The government partners a private player in a specific area, such as enhancing facilities at a railway station; the private player invests money, and develops and operates the facilities for a predetermined period of time to recoup the investment; ownership generally remains with the government.
In 2008-09, the railways hopes to award PPP concessions with the aim of attracting investment commitments of about Rs25,000 crore, said Prasad. Four of the projects would include upgrading the New Delhi, Patna, Mumbai (the Chhatrapati Shivaji Terminus) and Secundrabad railway stations through a global competitive bidding process. PPPs for enhancing these stations are expected to attract investments of Rs15,000 crore, Prasad added.
According to independent observers, the key to the railways' success in attracting private investment is in its processes and mindset.
"If the railways has to get Rs100,000 crore through PPP, decision-making has to be much faster and (its) thought process has to change," said Akhileshwar Sahay, president of the infrastructure advisory division for New Delhi-based project management firm Feedback Ventures, and a former railways employee. Sahay's reference is to the government's reluctance to share management control and returns even in projects where it seeks private investment.
"Because of next year's elections, you need to have a very strong implementation plan in place to deliver...," said Kuljit Singh, partner at audit and consulting firm Ernst and Young, on the general trend of governments going slow on key decisions in an election year. India will likely go to the polls early next year.
Another decision the railways had to deal with has to do with returns on PPP scheme winners. Prasad's speech signalled the railways' plan to move away from the current system of offering a fixed return on equity to build, operate and transfer projects on the basis of open tenders.
Groundwork for awarding a PPP to upgrade the New Delhi station through an open tender began earlier this month. Around 20 companies, including Larsen and Toubro Ltd, DLF Ltd, Reliance Industries Ltd, GMR and Bharti Enterprises have shown interest in this. Other large PPP projects involve setting up locomotive and coach factories.
The railways has already attracted some private investment through PPP projects. These include a pilot project for issuing smart cards for the Mumbai suburban service.

According to the figures issued by the Railways, there were 58 Naxal attacks in 2009 and South Eastern Railway alone registered 30 incidents under its jurisdiction. These included the attack on the Bhubaneswar Rajdhani Express near Jhargram. The Railways had reported 30 Naxal attacks in 2008 as compared to 56 the previous year, a senior Railway official said. But the figures again went up in 2009 due to the jump in Naxals targeting rails under SER, he said. The first luxury train venture by the Indian Railway Catering and Tourism Corporation Limited (IRCTC), a public sector enterprise under the Ministry of Railways, will initially cover tourist destinations connecting three metros—Mumbai, Delhi and Kolkata. However, if the venture is successful the train might also cover destinations in the southern part of the country. "A special 23-coach train is being manufactured in the Integral Coach Factory, Chennai at a cost of Rs 50 crore and it will be managed by Royale Indian Rail Tours Ltd, a joint venture between the IRCTC and Cox and Kings travel company," IRCTC Managing Director Rakesh Tandon told Deccan Herald. The cost of running the train will be around Rs 30 lakh per day. "Equipped with every modern amenity and comfort that money can buy or science can create, the Maharaja's Express is truly the last word in luxury trains. From large LCD screens to next generation environmentally friendly washrooms, each and every facet of this ultra luxury train has been looked into," Tandon said. All passenger carriages would come with individual temperature controls, the first of its kind in India. With a passenger capacity of about 80 to 85 the train would have five deluxe cabins, six junior suites and two suites equipped with LCD TV, Direct Dial telephone, digital climate controls, separate sitting rooms and large modern bathrooms with environment-friendly toilet systems. There would also be a grand Presidential suite with two bed rooms–one with twin beds and one with double bed and a separate sitting-cum-dining room. The green toilet would even have a bath tub. The package would be divided into several categories exploring different destinations. Thus the eight-day-tour of "Princely India" would start from Mumbai and proceed through Vadodara, Udaipur, Jodhpur, Bikaner, Jaipur, Ranthambore, Agra and culminate in Delhi. "Royal India" package would commence from Delhi and take the tourists through Agra, Ranthambore, Jaipur, Bikaner, Jodhpur, Udaipur, Vadodara and on the eighth day will reach Mumbai. The week-long "Celestial India" package commencing from Kolkata will take the Maharaja's team on a journey meandering through the country's most renowned religious and Buddhist centres like Gaya and Varanasi. The Comptroller and Auditor General (CAG) of India report (Commercial) on the performance of the PSUs till 2008-09, which was tabled in the Legislative Assembly on Friday, stated that the Executive Director (Finance) of the corporation in 2007 invested Rs 30 crore in the equity-based fund without the approval of the Managing Director. The investment was in violation of the guidelines of Karnataka State Bureau of Public Enterprises (KSBPE). As against the investment of Rs 30 crore, the amount realised was only Rs 28.36 crore, the report stated. The CAG has recommended the Government to set up an independent regulatory body for public transport corporations, including BMTC, on the lines of Karnataka Electricity Regulatory Commission, to take crucial decisions like fixing fares and addressing grievances of commuters. It has also recommended undertaking PPP projects to offset the loss. BMTC Though the Bangalore Metropalitan Transport Corporation (BMTC) has earned a profit of Rs 55.18 crore in 2008-09, the CAG has cautioned it about the the declining profit margin mainly due to its high cost of operations and very meagre increase in revenue. BMTC has a fleet of 5,542 buses and carried an average of 36.69 lakh passengers per day, as on March 2009. The CAG has observed that 42 per cent of the route schedules were unprofitable and 12 per cent of the schedules were not earning enough to meet even variable cost of operation. Besides, the Corporation's performance on preventive maintenance was poor with only about 53.75 per cent maintenance done on time, the report stated. Manpower and fuel constitute 74 per cent of the total operational cost. In 2008-09, BMTC has consumed Rs 15.76 crore excess fuel against its own target. It has spent Rs 96.37 crore for repairs and maintenance at Rs 1.81 lakh per bus, according to the report. Fleet utilisation However, BMTC has performed well in areas of fleet utilisation (94.54 per cent, which is above all India average of 84 per cent) and vehicle productivity (227.70 kms per day bus, which is above all India average of 187 kms). Other corporations The other three transport corporations - KSRTC, NWKRTC and NEKRTC - have suffered a loss of Rs 39.53 crore in 2008-09 alone and their accumulated losses is Rs 694.25 crore. Unlike the BMTC, these corporations' performance in terms of fleet utilisation and vehicle productivity is abysmally poor and below the national average. Nearly 82 per cent of route schedules of these corporations have been found to be unprofitable and 50 per cent schedules were not earning enough to meet the variable cost of operation, the report noted. Wind up PSUs The CAG report said that the working PSUs registered a turnover of Rs 32,627.68 crore for 2008-09 and incurred a loss of Rs 587.97 crore. KPCL, Mysore Minerals Limited and Hutti Gold Mines Company registered profit of Rs 391.93 cr, Rs 192.42 crore and Rs 154.09 crore respectively. The electricity supply companies - Bescom, Hescom and Chescom suffered loss of Rs 587.36 cr, Rs 560.51 cr and Rs 217.15 cr respectively. The report recommended winding up of 16 non-working PSUs including six under liquidation.

When Maharaja express chugged into Jambughoda for lunch
The Jambughoda palace where it halted for lunch, offered a specialised Gujarati Silver Thali' with more than 21 different types of dishes in three different lunch menus for tourists onboard the dazzling red train.
The Maharajas' Express, touted among the world's top luxury trains rolled out its maiden journey on March 6 from Mumbai. The train visited Vadodara on March 7 for the first time, Karamvir Singh of Jambughoda royal family says, "Before selecting us a part of the luxurious express, a team of officials visited our palace to see the facilities. They were visibly impressed by the ambience, traditional cuisine and rich tapestry of flora and fauna surrounding it."
"This March, we had the first lot of Maharajas's Express 60 foreign tourists, who visited the palace for the lunch. We served them traditional Gujarati cuisine in a Gujarati thali' in a traditional manner of serving food "adds Singh.
According to Singh, the ingredients used for cooking are completely organic, the fruits and vegetables are grown up in agricultural farms around the palace by using natural manure without fertilisers and pesticides.
The train, is a joint venture between Indian Railways Catering and Tourism Corporation (IRCTC) and Cox & Kings. The express has facilities such as LCD TVs, DVD players, direct dial telephone, and Internet.
Singh said, "Gujarat has a lot more to offer to tourists from across the globe, the need is to give impetus through different initiatives and support from the government agencies. The tourists were in complete awe of Gujarati thali culture."
The palace is located on the periphery of Jambhughoda wild life sanctuary, spread over 12 acres of land. During their day-long stay in Vadodara, the tourists were taken to the World Heritage site of Champaner-Pavagadh, Jama Masjid and later to the Maharaja Fateh Singh Museum, with painting exhibits of Raja Ravi Verma among others and also the majestic Laxmi Vilas Palace.
The seven day royal India tour of the Maharajas' Express embarks from Delhi and travels to princely regions in the country spread in Agra, Ranthambore, Jaipur, Bikaner, Jodhpur, Udaipur, Vadodara and finally ends in Mumbai.
