RTI ACT HAS EMPOWERED PEOPLE AT THE VILLAGE LEVEL
Bajkul: Friday, March 13, 2010.

The Right to Information Act has empowered people even at the village
level to seek information and contribute to a transparent and
corruption-free administration. Participating at a seminar on RTI Act
at Bhagabanpur of Purba Medinipur district speakers described the act
as a bold one and an instrument to maintain probity in public
administration. The seminar was organized on the penultimate day of
the five-day long Bharat Nirman Public Information Campaign organized
by different media units of the Ministry of Information and
Broadcasting at Bajkul Milani Maha Vidyalaya ground.

Shri Sukumar Mandal, Dy. Secretary of Bhagabanpur-I Panchayat Samity
said that the RTI Act has been become effective in our state in 10th
March 2006. While there are designated public information officers in
various government departments a State Information Commission has also
been set up and a State Information Commissioner appointed. Shri
Mandal said that any citizen can apply for information just with a
payment of Rs.10/- as fee. The people below the poverty line have been
exempted from paying such fee. He also mentioned the penal provisions
in case of any officer or functionary not supplying the requisite
information.

Smt. Rama Mandal, Field Exhibition Officer, DAVP, said that like the
officers working at the state or block levels, gram panchayat
functionaries also have responsibility under the act. She also
emphasized the need for creating public awareness about the RTI Act.
Without public awareness the people's movement to establish their
right to information cannot be successful, she observed.

An interactive session was also organized yesterday on subjects like,
social security and health awareness. Local women and members of the
Self Help Groups took part in the session organized by the DFP. A
script entitled 'Alo' on 100 days work scheme was also performed by
the members of Atmik a voluntary organization.

A recitation competition was also organized by the DFP. Members of the
SHGs and local people took part in the competition. Different
competitions were also organized as part of the Bharat Nirman Public
Information Campaign.

PEOPLE URGED TO INTROSPECT ON STATE OF ELEMENTARY EDUCATION IN THE COUNTRY
Bajkul: Saturday, March 13, 2010.

All of us should introspect on the state of elementary education in
the country and feel concern that even after sixty years of
independence why we have failed in providing elementary education to
each and every child. In order to come out of such a situation and
ensure progress of the society a mission like imitative such as Sarva
Shiksha Abhiyan can play a significant role. Participating at a
seminar on Sarva Shiksha Abhiyan and mid-day meal scheme at
Bhagabanpur national teacher Durgapada Bhattacharya made this
observation. The seminar was organized by on the penultimate day of
the five-day long Bharat Nirman Public Information Campaign organized
by different media units of the Ministry of Information and
Broadcasting at Bajkul Milani Maha Vidyalaya ground. Shri Bhattacharya
said that without education of the children the overall development of
the society cannot be ensured. To promote education of the children
concrete planning and scientific application of ideas are necessary,
he said. Highlighting the role of mothers in children's education
particularly in giving him the first lessons, sending him to schools
and maintaining his regular attendance in the educational
institutions, he said that only alert and conscious mothers can ensure
proper education of their children and the success of any initiative
like Sarva Shiksha Abhiyan. On mid-day meal scheme Shri Bhattacharya
said that real purpose of the scheme is to provide the children with
appropriate nutritious food so that their physical and mental
development is attained. The scheme, if properly executed, would
definitely ensure progress in education and bring about a remarkable
decline in the number of school drop-outs. The mid-day meal scheme
should never be seen as a shortcut measure to bring children to
schools with temptation of food. The eminent teacher also called for
setting up kitchen gardens in the schools if space is available and
utilize its produce in the mid-day meal scheme. If students can also
be associated with the work relating to kitchen garden they would
learn agricultural practice also, Shri Bhattacharya said. He said that
children have to be inspired from their early years with the ideas how
to build a society liveable for all the guardians and the retired
teachers also can also play a vital role in enthusing them to
undertake social activities, he said.
