Cabinet to take up crucial Education Bills on Thursday

New Delhi: Two major reforms bills of the HRD Ministry -- one to allow entry and operation of foreign education providers in India and another on setting up of educational tribunals -- are expected to come before the Cabinet on Thursday.

The Cabinet is likely to consider the Foreign Education Providers Bill, 2010, and Educational Tribunal Bill, 2010, official sources said.

The government has completed all discussions over the Foreign Education Providers Bill which is hanging fire for over four years.

The proposed legislation would regulate the entry of foreign education providers as per India's priorities.

Though 100 per cent foreign direct investment through automatic route is permitted in the education sector since 2000, the present legal structure in India does not allow granting of degrees by foreign educational institutions here. The proposed law would facilitate the globally- renowned institutes to participate in India's higher education sector.

Mamata blames communication gap for abstaining from voting on Women's Bill

New Delhi: Trinamool Congress chief and Railway Minister Mamata Banerjee today attributed her party's abstention from voting on the Women's Reservation Bill in Rajya Sabha to a "communication gap" and said she was committed to the Constitutional amendment.

"In Rajya Sabha we have two members. We were not informed... There was a communication gap," she told reporters outside Parliament.

She said during the meeting of allies with Prime Minister Manmohan Singh, it was decided that an all party meeting would be called (on the Bill) where her party could also raise the issue of including minorities in women's reservation.

"But no (all party) meeting was called later. We had no information," said Banerjee who was fuming yesterday and directed her two Rajya Sabha members not to vote.

While defending her decision to abstain from voting, she said, "Our party is committed to the Bill. We will do it."

Congress President Sonia Gandhi had yesterday expressed surprise over Trinamool's abstention, saying Banerjee had been 'enthusiastic' when the bill was discussed in a Cabinet meeting.

When pointed that Left was taking all the credit for the successful passage of the Bill in the Upper House, she said Left never wanted quota for women in the Rajya Sabha as it was against letting common women enter the Upper House.

Yesterday, Trinamool MP Dinesh Trivedi had said his party chief wanted the views of the Dalits, OBCs and Muslims to be taken on board. "But unfortunately that did not happen. Trinamool Congress is for debate and discussion," he had said.

Hyderabad 4G Identity Solutions Pvt. Ltd. ("4G ID") announced that it has won two bids to provide both fingerprint and iris recognition devices to the Nandan Nilekani-led Unique Identification Authority of India ("UIDAI") as it undertakes building the world's largest national registry.

These devices will be used in the UIDAI Proof of Concept ("PoC") tests.

The objective of the UID feasibility tests is to establish a definitive baseline for biometric data quality under Indian conditions. Subsequent to those tests, the devices and the data collected in the PoC will be used in the UIDAI's biometrics Center of Competence.

The Unique Identification Authority of India (UIDAI) has been set up by the Government of India with a mandate to issue a unique identification number to all 1.2 billion residents of India. A key requirement of the Unique ID system is to eliminate duplicate identities in order to improve the efficacy of service delivery under numerous federal and state programs. UIDAI has chosen to capture iris, fingerprint and facial biometric features as the primary mechanisms for ensuring uniqueness.

In December 2009, UIDAI invited global bids for supply, installation and commissioning of biometric & fingerprint devices. Nineteen companies, including the largest Indian integrators and hardware producers, participated in the bidding process which 4G ID won.

Dr. Sreeni Tripuraneni, the CEO of 4G ID, said "The size, diversity and nature of India's population, and adverse field conditions each add unique challenges to achieving uniqueness through biometric features. We at 4G ID know this because of our substantial experience in large-scale biometrics in India. 4G ID is pleased to be able to offer the expertise it has gained in building the world's largest biometric ID databases in India.

India cannot leverage other countries' experiences in designing the UIDAI's biometrics systems and processes. Those experiences simply do not exist in terms of scale, diversity, and environmental conditions. Therefore, it is necessary to test devices and enrolment processes in various Indian environments. The UIDAI will use the biometric devices to establish a definitive baseline and answer three questions: What practices will result in the optimum quality of captured biometric information? What level of accuracy can be expected by using fingerprints, iris, and a combination of fingerprints and iris? How does this accuracy vary across certain demographic traits such as gender, age and occupation?

Hours later, he won a major reprieve in the Supreme Court. The CBI supported him, and said that the Bihar government cannot challenge his acquittal in a case that accused him of corruption. The CBI said the sole right to appeal against the verdict rests with it, as the prosecuting agency, and not with the state government.
 
The CBI claims that given that it was brought into the picture by the union government, and asked to investigate the case against Lalu, and his wife, Rabri Devi, and therefore, only the Centre can challenge Lalu's acquittal.
 
On Tuesday, Lalu, along with Mulayam Yadav, declared that he would withdraw support to the central government over the Women's Bill, which he does not support in its current form.  Lalu's lawyer, Ram Jethmalani, said in court, ""Now that Lalu Prasad has fallen from power, I hope the central government has not changed its mind."
 
In 2006, a CBI court found Lalu and Rabri Devi not guilty of illegally collecting assets worth 50 lakhs during Lalu's term as Bihar Chief Minister from 1990-97.  Because the CBI did not challenge that verdict, the Bihar government appealed to the Patna High Court in 2008. In the Supreme Court, its lawyers argued on Wednesday that given that the alleged crime was committed within the state, the Bihar government cannot be considered an irrelevant party.

Women's bill to go through Lok Sabha before March 16

New Delhi, March 10 (IANS) The government intends to push through the women's reservation bill in the Lok Sabha before the house adjourns March 16 for a three-week break, Parliamentary Affairs Minister P.K. Bansal said here Wednesday.

Setting to rest speculation about the fate of the contentious bill that gives 33 percent representation to women in the Lok Sabha and state legislatures and was passed by the Rajya Sabha Tuesday, Bansal said the bill would be passed in the lower house before March 16.

'That's our intention,' Bansal told IANS.

He also said that the government would consider revoking the suspension of the seven Rajya Sabha MPs if they expressed their regrets to Chairman Hamid Ansari.

'It (the suspension) was a well considered action as the (the members) had insulted the dignity of the house. The minimum thing is to go to the chairman,' Bansal told reporters.

The seven MPs include four from the Samajwadi Party (SP) and one each from the Rashtriya Janata Dal (RJD), the Lok Janshakti Party and the Janata Dal-United.

The government also expressed confidence that it would manage to push the bill through the Lok Sabha, despite opposition from the RJD and SP.

The Trinamool Congress also abstained from the vote and has expressed its unhappiness with the United Progressive Alliance government

Why was there was no reservation for women in the Rajya Sabha, party chief Mamata Banerjee asked reporters Wednesday.

Banerjee said her party supported the women's bill in principle but would discuss the stand to be taken in the Lok Sabha when the bill comes up in the lower house.

'The government will manage to get the support of all its allies when it comes in the Lok Sabha for consideration and passing. We will manage the family,' Law Minister M. Veerappa Moily said when asked about the Trinamool.

Parliament will adjourn March 16 for a three-week break and will meet April 12. The session concludes May 7.

the House till noon. As soon as the House assembled for the day, SP, RJD and some JD(U) members criticised the government's "autocratic move" to pass the Bill in the Rajya Sabha.

With Speaker insisting on going ahead with the Question Hour, the members trooped into the well and shouted slogans.

Soon SP chief Mulayam Singh Yadav, RJD supremo Lalu Prasad and JD(U) president and NDA convenor Sharad Yadav marched to the well to protest the passage of the bill in the Upper House on Tuesday.

Amid the din, the Speaker adjourned the House till noon. When the House adjourned, several Congress members were seen walking up to party chief Sonia Gandhi and Prime Minister Manmohan Singh and congratulating them for the passage of the bill.

As tempers ran high in the House, Lok Sabha officials removed pen stands, notebooks and files kept on the Reporters' table and those on the table of the Secretary General apparently keeping in mind the unruly scenes witnessed in the Rajya Sabha yesterday.

UPA may go slow on women's bill in Lok Sabha

New Delhi: The UPA government has decided to go slow on the women's reservation bill. They might not table it in Lok Sabha in this session. With shrinking numbers, RJD and SP threatening withdrawal of support, and Mamata being upset, the bill and the government's future strategy seem uncertain.

The celebration may not spill over to Lok Sabha. Ironically, despite having more numbers it could be more difficult for the UPA government to press the button on the bill.

The first hurdle is ally Mamata Banerjee of Trinamool Congress which has 19 MPs in Lok Sabha. She refused to allow her MPs to vote for the bill in Rajya Sabha on Tuesday. More than anything else, she is allergic to Left parties and cannot tolerate growing intimacy between Left parties and the UPA government.

After the bill was passed in Rajya Sabha on Tuesday, an angry Mamata Bannerjee had asked, "Left has no credit. Why are they taking credit."

And, then it's the Yadav trio. Taken together, they account for 46 MPs. RJD and SP have already threatened to withdraw support to the UPA government. Hence, with the finance bill in the House, the UPA managers will prefer a go-slow for now.

With the mood in the House not conducive, sources say the government will buy time before presenting the bill in Lok Sabha. Since rule allows the bill to be tabled anytime during the government's five-year term, it may stretch to as late as 2014, just before the next Lok Sabha polls.

However, the bill is dear to Sonia who is confident of the bill getting through in Lok Sabha as well. But then for UPA2, it's equally important to push through with bold and reform policies.

संसद में कुल ५३४ सांसदों का खर्च जोड़ा जाए तो पांच साल में देश को इनपर आठ अरब ५४ करोड़ चालीस लाख रूपए ( लगभग ८५५ करोड़ रूपए) खर्च करना पड़ता है।

आपको भ्रम होगा कि राजनेताओं ( जो मंत्री, सांसद, विधायक हैं )  को उनकी सेवा के बदले में मामूली सुविधाएं मिलती होंगी। ये जनसेवक हैं और सारा जीवन लोगों को समर्पित कर देते हैं। बदले में इन्हें जो मिलता हैं वह सामान्य जीवन के लिए नाकाफी होता है। मगर हकीकत में ऐसी बात नहीं है। इनकी जनसेवा के बदले इन्हें देश की जनता से वसूले गए धन से जो दिया जाता है उसे जानकर आप भी कहने लगेंगे कि राजनीति जनसेवा नहीं पेशा है। अगर सारी उच्चतम सुविधाए लेकर िनके कार्य को जनसेवा कहा जा सकता है तो उन्हें भी जनसेवक ही कहना चाहिए जो इससे कम वेतन और सुविधा लेकर देश की किसी न किसी व्यवस्था में अपना योगदान करते हैं। मसलन शिक्षक, चिकित्सक, व्यवसायी, पत्रकार वगैरह नौकरीपेशा लोगों का भी कार्य जनसेवा ही है। और किसान तो और भी बड़ा जनसोवक जिसे कोई मुश्तकिल धनराशि नहीं दी जाती है। अगर खेती नष्ट हो गई तो उसे तो कुछ भी नहीं मिलेगा। मगर बाकी वेतनभोगी जनसेवकों को तो चाहे जो हो जाए वेतन तो मिलेगा ही। आइए देखें कि जनसेक कहे जाने वाले हमारे जननेता बदले में क्या और कितना पाते हैं ?यह महत्वपूर्ण मसला आपतो भी जानना जरूरी हैं क्यों कि आप ही इन्हें चुनते हैं।------

सांसद की तनख्वाह और मिलनेवाली सरकारी सुविधाएं
वेतन प्रति माह-- १२००० रूपए
संसदीय क्षेत्र पर प्रति महीने खर्च--१०००० रूपए
सांसद के कार्यालय का खर्च प्रति महीने--१४००० रूपए
आठ रूपए प्रति किमी के हिसाब से यात्रा रियायत--४८००० रूपए
( उदाहरण के तौरपर दक्षिण भारत से दिल्ली और वापस दिल्ली का दौरा - ६००० किमी )
संसद जब चल रही हो तो रोज का मंहगाई व यात्रा भत्ता प्रतिदिन--५००रूपए

Terrorism and militancy are being fanned to destabilise the economy of the country which is at the threshold of a double digit growth, Union Home Minister P Chidambaram on Wednesday said.He said hostile forces seek to undermine the security and stability of our nation.

In a major development that will allow Indian investors access to the American market, the country's top bourse NSE has decided to
begin trading in futures contracts of Dow Jones Industrial Average (DJIA) and S&P 500 - the two key indices of the US market.

At the same time, Nifty - NSE's benchmark index comprising India's 50 top blue-chip stocks - would be traded on the Chicago Mercantile Exchange of the US.

The listing and trading arrangement for these indices, which are subject to regulatory approvals in India and the US, was announced by National Stock Exchange and CME in a joint statement on Wednesday.

Besides the cross-listing and licensing agreements, the two bourses have also entered into a "memorandum of understanding with respect to other areas of potential co- operation including related to development and distribution of financial products and services."

NSE's affiliate India Index Services and Products Ltd (IISL) has granted exclusive licence for Americas and Europe to CME Group for trading of Nifty 50. Besides, NSE also announced an agreement to explore listing and trading of more India-linked products on Singapore Exchange Ltd, which already has a licence to trade in Nifty 50.

Commenting on the CME deal, NSE MD and CEO Ravi Narain said: "This association with CME Group will make the Nifty 50, and over time, potentially other products across various India-related asset classes, available to a much larger community of traders and investors."
 
"Even while they (hostile forces) challenge our borders and our boundaries, they make attempts to destabilize our economy. Terrorism and militancy are being fanned to hinder the growth of our country,"
 
Chidambaram said in his address at the CISF Raising Day Parade here.
He said since the 1980's, India has emerged as one of the most happening economies of the world. "The past decade has seen good growth and our economy is on the threshold of a double digit growth," Chidambaram said. He said the country's growth depends on infrastructure and the CISF, which guards some of the most critical installations, is securing India's future.
 
About the renewed mandate of the force to provide security to private installations also, the Minister said his Ministry continues to receive requests which are being examined and security will be provided as per priority.
 

At present the government has selected Information Technology, Power, Oil and Natural Gas sectors as the top three priorities.

 
Mulayam Singh Yadav and Lalu Prasad, the two strong opponents of the Women's Reservation Bill, on Wednesday said they were "as of now" not considering the issue of bringing a no-confidence motion in Lok Sabha, saying they did not have the numbers for it.
 

"Nothing as of now, we need to decide it among ourselves first and then only we can bring it (a no-confidence motion). We don't have enough MPs of our own," Mulayam, whose Samajwadi Party has 21 members in Lok Sabha, said.

 

On whether he was planning to carry out his threat to withdraw outside support to the UPA, the SP supremo said, "There is no question of meeting the President now." He did not elaborate.

 

On the issue of no-trust motion, Lalu Prasad, whose RJD has four members in the Lower House, said, "There is no such decision. It is wrong information."

 

"We have only four MPs and, therefore, where is the question of no-confidence motion," he said.

 

He, however, said that his party has sought a meeting with President Pratibha Patil but has not been allotted a time as yet.

 

When the House reassembled at noon after the first adjournment, members of SP, RJD, JD(U) and LJP rushed menacingly to the well shouting 'marshal bulao' (call the marshals), prompting Speaker Meira Kumar to immediately adjourn the House till 1400 hours.
 
But the Speaker could not even order laying of papers due to vociferous protests led by SP and RJD chiefs Mulayam Singh Yadav and Lalu Prasad, who too were in the well.
 
Noticing the aggressive nature of the protests, Kumar adjourned the House almost immediately after she came in.
 
Prime Minister Manmohan Singh, UPA Chairperson Sonia Gandhi, Leader of the House Pranab Mukherjee and Leader of Opposition Sushma Swaraj were present in the House.
 
After the adjournment, Yadav and Prasad were seen urging Swaraj to take up the issue of using marshals to remove the suspended members from Rajya Sabha yesterday.
 
BJP leader Yashwant Sinha was heard asking the RJD and SP chiefs to go to the President and withdrawing support from the UPA.
 
Earlier when the House assembled for the day, members of these parties criticised the government's "autocratic move" to pass the Bill in the Rajya Sabha.
 
At that time, the Speaker insisted on going ahead with the Question Hour and took up the first question.

Mamata defends decision to abstain from voting
 Trinamool Congress chief Mamata Banerjee on Wednesday defended her party's decision to abstain from voting on the Women's Reservation Bill in the Rajya Sabha but said she was in favour of the Constitutional amendment.

"Our party is committed to the Bill. We will do it," she told reporters outside Parliament. But at the same time, she was critical of the 'communication gap' before the Bill was put to vote in Rajya Sabha on Tuesday. "In Rajya Sabha we have two members. We were not informed, there was communication gap," she said.

She said during the meeting of allies with Prime Minister Manmohan Singh, it was decided to call for an all party meeting (on the Bill) where her party could also raise the issue of including minorities in women's reservation. "But no (all party) meeting was called later. We had no information," Mamata said.

When pointed that Left was taking all the credit for the successful passage of the Bill in the Upper House, she said Left never wanted quota for women in the Rajya Sabha as it was against letting common women enter the Upper House. "They only want their cadre to enter the Rajya Sabha. They do not want common women to enter the Upper House," Mamata said.

She also said her party has repeatedly asked quota for women in Rajya Sabha. On tuesday, Trinamool MP Dinesh Trivedi had said his party chief wanted the views of the Dalits, OBCs and Muslims to be taken on board. "But unfortunately that did not happen. Trinamool Congress is for debate and discussion," he had said.

1.73 lakh Kerala men lose Gulf jobs
Over 1.73 lakh workers from Kerala have returned to their state after losing jobs in the Gulf from October 2008 to July 2009, Chief Minister V S Achuthanandan told the assembly today.

Out of this, 37,000 persons lost employment due to global economic crisis, he said in a written reply in the assembly.

The government had constituted a committee to work out a welfare scheme for the affected persons, he said.
 
Poster case: Mayawati orders release of 4 arrested students

Reprimanding the police for the arrest and detention of four school students for allegedly discolouring her posters during Holi, UP Chief Minister Mayawati on Wednesday directed their 'immediate' release.

The four students of UP Sainik School here, who are appearing for their XII board exams, were arrested on Holi night on charges of damaging public property and a case had been lodged against them under the Prevention of Damage to Public Property Act. They were later sent to a reformatory home for juveniles, according to official sources.

Taking serious exception to action taken against the students for their 'petty mistake', Mayawati said she talked to the Lucknow DIG and asked him why they had been punished so harshly and that too during their exams. "I have asked him to release them immediately," she told a press conference here.

Sikhs feel offended, as Sajjan Kumar gets bail in 1984-anti Sikh riots case

Scores of Sikhs gathered outside the Karkardooma court in here on Wednesday to lodge their protest against the bail granted by the court to the Congress leader, Sajjan Kumar, in cases related to 1984 anti-Sikh riots. Earlier, the court had issued two non- bailable warrants against the accused.

Sajjan surrendered before the court on Wednesday morning.

Additional Chief Metropolitan Magistrate Lokesh Kumar granted bail to the accused, including Sajjan Kumar, after they all appeared before him.

Protestors were agitated after Sajjan was granted bail.

"A ray of hope had kindled when the court here issued non-bailable warrants against the accused. Even that ray of hope is extinguished by the judge. We request the people of India and the Supreme Court that Supreme Court should fight our case," said Tarseem Singh, a protestor.

Harvinder Singh Phoolka, Counsel for Victims of the 1984 anti-Sikh riots, expressed his discontent with the decision and said that he would take the case to the Supreme Court.

"We will file a plea in the Supreme court that the decision is wrong and we will request the Supreme Court that he (Sajjan Kumar) should be given a temporary bail, till his next appearance in the court, and not a permanent bail. The High Court hasn't put any such restriction. The accused was absconding, however, the High Court hasn't considered it," said Harvinder Singh Phoolka.

Central Bureau of Investigation had filed a charge sheet against Sajjan Kumar and others in two cases for allegedly instigating mobs after the assassination of the then Prime Minister Indira Gandhi, in 1984.

The anti-Sikh riots in Delhi occurred following the assassination of the then Prime Minister Indira Gandhi by her Sikh bodyguards in 1984.

Activists accused Congress party of having turned a blind eye to the massacre of Sikhs and said some of its leaders helped orchestrate the rioting.

Public issues make strong comeback

COIMBATORE: Public issues are back with a bang. Despite the tepid response from retail investors to the mega NTPC follow-on public offer (FPO) in

February, resources raised by companies from the domestic primary market have hit a new high during the month.

Companies have raised Rs 12,580.8 crore from the domestic primary market in February - the highest since June 2007, data with the Centre for Monitoring Indian Economy (CMIE) shows. The previous best of Rs 12,110.8 crore came in January 2008, the peak of the previous bull rally.

"There wasn't much retail participation in the (current) rally. Brokers used it (public issues) as an opportunity to get retail investors back," said Amar Ambani, vice-president , research, India Infoline.

Many companies tapped the domestic capital market during the 2005-07 bull run as it was seen as an inexpensive and easy way to raise money. But when the markets tanked in the aftermath of the global financial crisis, liquidity dried up, and corporate companies found raising resources from both debt and equity markets almost impossible.

There were no public issues in the first four out of five months in 2009 and money started flowing in only after the decisive verdict in the general elections. In fact, the period between November 2008 and May 2009 marked the longest dry spell for public issues in five years with no offers coming up in the market in five out of seven months, CMIE data shows.

Companies in the electricity space lapped up most of the money from the public offers in February collecting Rs 8,786.6 crore - about twothirds of all money raised. The NTPC FPO alone managed to collect Rs 8,300 crore. This was followed by financial service providers, mainly driven by the FPO from REC, which gives loans to state electricity boards, and United Bank of India IPO.

"Initial public offers (IPOs) from public sector units (PSUs) would continue to receive good response (from the market)," said Vinod Sharma, head (private broking and wealth management), HDFC Securities.

FDI inflows dip by 25 pc to $2.04 bn in Jan

NEW DELHI: Foreign direct investment in the country declined by 25 per cent to USD 2.04 billion in January compared to the same month last year,

snapping a trend of positive growth in the previous three consecutive months.

"There is no specific reason why the inflows in January dipped," an official told PTI. When asked, he further said India's total FDI by the end of 2009-10, will not be more than last fiscal's.

In January 2009, FDI inflows were USD 2.73 billion. India attracted foreign direct investment of USD 2.33 billion in October 2009, about 56 per cent up over the same month last year, while in November FDI surged by 60 per cent to USD 1.73 billion.

The FDI increased by 13 per cent to USD 1.54 billion in December from USD 1.36 billion in the year-ago period.

In 2008-09, India received USD 27.3 billion FDI, higher than USD 24.5 billion in 2007-08.

During April-January 2009-10, the foreign inflows declined by about 4 per cent to USD 22.96 billion from USD 23.86 billion in the corresponding period last year, the official said.

"The major sectors that received FDI include services, computer software and hardware, telecommunications and housing and real estate," the official said.

CRISIL's Principal Economist D K Joshi also maintained that "it would be difficult for the country to attract more FDI than what it received during 2008-09."
