Hong Kong's Fight Against Corruption The Independent Commission against Corruption was established in 1974 when Hong Kong was still under British rule. It's main aim was to clean up endemic corruption in the various departments in the Hong Kong Government. When it was first established, there were several conflicts between ICAC officers and angry policemen who stormed their offices. This ended only with the announcement of a partial amnesty for minor corruptions committed before 1977. Gradually, the ICAC gained momentum and power and several high profile police officers were tried and convicted while others were forced to retire. In 1978, 119 officers including one customs official were asked to leave, 24 were held on conspiracy charges, 36 officers and a customs official were given amnesties. In the years since the establishment of the ICAC, Hong Kong has been transformed into one of the least corrupt places in the world, as recognized by international institutions such as the World Bank, the Her itage Foundation, and Transparency International. In the 1970's eight out of ten graft complaints were against public officers. This trend has significantly changed over the years, with complaints against police officers reducing by 70% from 1443 in 1974 to 446 in 2007. Private sector cases have been on the rise in recent years, and the ICAC has stepped up efforts to minimize corruption risks through systems controls and staff training. In 2008, many countries have looked up to the ICAC as an effective model of combating corruption through detection, prevention and education. The research further shows that countries that tackle corruption and improve their rule of law can increase their national income by as much as four times in the long term, and the child mortality can fall as much as 75 percent, thus working as a major boost to a developing country.
