Thanks for the information. For the last 60 years the Ruling Caste Brahmins have cheated us by diverting huge sum of amount of the so-called budgetary provisions "meant" for the upliftment of the SC/ST/OBC. The figures in the Budget are just to be kept on Paper and make our Mulnivasi people believe in them and be happy and contended, not aware that they are being fooled once again. Kindly read the attached news which has appeared in Times of India on 11th July,2010 which clearly shows that the total money of Rs.230 Crores which has been spend for the Commonwealth Games in Delhi which are taking place this year is completely used from the amount meant for the SC/ST/OBC and also confirms the facts as given in the RTI reply for 2010-2011. And the biggest blunder is that they have spend this money on five Stadiums (All by names of Videshi Brahmins) to upgrade them, make luxury facilities in it and after the games these READY MADE stadiums will be handed over to Private Reality Firms for 10 years. They have used our money to furnish the stadiums for the ultimate benefits of the Private Chors. You should not be surprised if the entire country which belongs to only and only the MULNIVASI SC/ST/OBS is sold to these Private dacoits by this Videshi Brahminical political parties – Congress, Brahmins Jati Party (BJP) and the Communist . If we do not come together fast and revolt the day is not far when even the air you breathe will be privatized and they will make beg for each and every thing. THIS IS NOTHING BUT A – TIP OF A ICE BERG, MORE BLUDNERS ARE STILL HIDDEN IN THE DEEP SEA.

Sports ministry's legacy plan for stadia
The Union government has been pulling out all stops to host a magnificent Commonwealth Games in Delhi. Almost $2.3 billion ( Rs. 230 Crores) have been spent for the successful organisation of the October 3 to 14 event, out of which $ 600 million (Rs. 60 Crore) were allocated for the redevelopment of five stadia — Jawaharlal Nehru Stadium, Indira Gandhi Stadium complex, Major Dhyan Chand National Stadium, Dr Shyama Prasad Mukherjee Swimming Complex and Dr Karni Singh Shooting Ranges.
To maintain these magnificent structures after the Games, the Ministry of Sports and Youth Affairs has come up with a 'Legacy Plan' that involves Public Private Partnership (PPP) for operations and maintenance of these stadia. Under the plan, each stadium, under a separate contract, will be handed over to private sector entities after the conclusion of the Games.
"The keystones of the plan are to encourage community participation in sports leading to the overall development of a sporting culture in the capital, the self-sustainability of each facility so as to provide a model for development and operations of future sports infrastructure in the country and world-class maintenance of the each facility," the Request for Qualification (RFQ) issued by the ministry states.
According to the proposed contract, the selected entity will get rights to use the facilities for sporting and allowed non-sporting activities so as to ensure sustainability of the projects. The probable sources of revenue for the private entities could be event hosting fee (for sporting and non-sporting events), club revenues, rent from built-up space and naming rights (as per the terms and conditions of the proposed concession agreement).
"We'll be handing over the stadia on 10-year licences to the corporates. Both parties will of course have an exit clause in the contract. The RFQ has already generated a reasonably good response and we expect more to pour in before the last date for application which is August 23," Pravir Krishn, joint secretary in the sports ministry, told this newspaper on Saturday.
The government is only interested in inviting serious players, placing a Rs 1,000 crores net worth requirement for companies that are interested in bidding for Jawaharlal Nehru Stadium and the Indira Gandhi Sports Complex and Rs 500 crores net worth for the other three venues.
"We only want genuinely interested bidders. These are all well-placed assets and an initiative like this will herald a new beginning for sports. Till now the government has been doing 99 per cent of the work, it is time for the corporates to contribute as well," Krishn added.
Sources indicate newly-formed joint venture IMG-Reliance could be one of the interested parties in the bid. But other corporates are still sceptical about the project.
"If a company is making a major investment like this it will not be interested in just maintaining the stadia. They will like to change it according to their requirement. It will be interesting see the goverment's revenue generation model," a senior official of a leading real estate company said.
For the corporates, cricket is still the primary source of assured revenue. "If it was a cricket stadium, corporates would not think twice. Football and hockey follow in that order, but these also have limited viewers in this country.
"Opening high-end clubs at these venues is an option, but apart from the JN Stadium these are not centrally located. In addition to this, you need to create a certain ambience for your exclusive clientele, which may not be possible here," the official added.

Rs 744cr dalit fund diverted for Games
NEW DELHI: The state government has over the past five years been systematically diverting funds meant for the development of Scheduled Caste communities to projects related to the Commonwealth Games, a reply to an RTI query has revealed. Since 2006, Rs 744 crore has been used up from the Scheduled Caste sub plan fund for Games-related projects of various departments.
Releasing the findings on Thursday, an NGO Housing and Land Rights Network called for an inquiry by a parliamentary sub-committee into the diversion of the funds which it said violated all norms of governance.
The RTI query was addressed to the city's department of social welfare the agency in charge of SC/ST/OBC/minorities which furnished the details. HRLN and the National Dalit Campaign for Human Rights said the funds were used for projects of MCD, NDMC, DJB and departments of urban development and sports and youth, among others.
The RTI reply said that in 2006-07, Rs 1.97 crore was diverted from the special component fund and spent on Commonwealth Games-related projects. In 2007-08, Rs 15.58 crore was used from the fund. The amount rose to Rs 214.73 crore in 2008-09 and Rs 288.44 crore in 2009-10. In 2010-11 so far the amount diverted for CWG projects is Rs 233.64 crore.
In another RTI application filed by HRLN with the Organizing Committee of the Commonwealth Games on the Agra trip being organized for the 8,000-odd athletes and delegates, the OC said the cost of the trip would be Rs 1.71 crore.
HRLN said the diversion of money violated norms governing special component plan funds. The norms, put in place by the Planing Commission and the National Development Council, clearly state that the fund is meant for micro development works for the Scheduled Caste communities. Government of India rules have repeatedly emphasized that the funds allocated under the SCP have to be disbursed exclusively for the benefit of those belonging to the SC communities, HRLN activists said. Delhi has a Dalit population estimated at 2.34 million.
HRLN has also written to the Comptroller and Auditor General seeking an audit into the exact expenditure on the Commonwealth Games to date and the diversion of funds from SC sub plan component.
