Backing New Delhi's finding that the ISI was actively involved in attacks on Indians working in Afghanistan, intelligence documents leaked Sunday reveal that the Pakistani spy agency paid the Taliban and the Haqqani terror network to target Indian missions, road workers, doctors and engineers working in the country.US military documents, part of over 90,000 internal logs made public by website WikiLeaks, reveal that intelligence agencies received regular inputs on the ISI paying terror outfits to plan and execute attacks against Indian interests in Afghanistan.

Congress MP Mani Shankar Aiyar Tuesday let off a volley of criticism against the upcoming Commonwealth Games. Terming the hype over it 'sickening', he said he would be happy if the Games are 'spoilt', with just two months to go for the showpiece event.

Aiyar, who as a sports minister was a known critic of the Commonwealth Games and even had continuous run-ins with Kalmadi, maintained that the huge amount of money spent on Commonwealth Games could have been better used to train young athletes for international sporting events.As the Congress-led governments in Delhi pray for a successful Commonwealth Games, Congress leader Mani Shankar Aiyar on Tuesday said he would be unhappy if the Games were a success.

'Personally, I will be unhappy if the Commonwealth Games are successful,' Aiyar, a nominated Rajya Sabha member, told reporters outside parliament Tuesday.

'I am very happy with the rains, firstly it will ensure a good agriculture for the country and secondly it will ensure that the Commonwealth Games are spoilt,' Aiyar said.

'Just imagine, if we would have spent the Rs.35,000 crore ($7 billion) in providing training to the children, we would have won medals at every international sporting event,' Aiyar added.

Kalmadi retorted saying that had Aiyar continued as the sports minister, India could never have hosted the Games.

'The Games are possible only because M.S. Gill is the sports minister. Had Mani Shankar Aiyar continued to be sports minister, the Games would not have happened at all. Gill has done a remarkable job since he has taken over,' Kalmadi said during the inauguration of the remodelled Jawaharlal Nehru Stadium.

Later, talking to reporters, Kalmadi said: 'He (Aiyar) is anti-national. When everyone is looking forward to the Commonwealth Games, he is going around wishing the Games are spoilt.'

Uruguayan star of the recently concluded World Cup Diego Forlan is all set to spell his magic in this football-crazy city  Kolkata when he visits here for a three-day trip beginning July 30.

The Golden Ball winner of 2010 World Cup, Forlan will arrive for a television reality show as his millions of fans will get a chance to have a glimpse of Latin American star.

As part of the show, Forlan will be at Yuba Bharati Krirangan on August 1 where there will be a match between Challenger XI and Mohun Bagan XI. "After travelling all the way for over 24 hours from Uruguay, Montevideo to Sau Paulo, Johannesburg and Dubai, Forlan is scheduled to reach Kolkata at 8.15 am," organisers of the television reality show confirmed.

"Forlan will be present at the event to cheer the Challenger XI team led by captain Dipyendu Biswas.

The team has been trained rigorously and professionally by Brazillian great Branco. It is on the sets of this reality show that Brazilian footballer Branco will meet World Cup superstar Forlan," said the organisers.

The 31-year-old will be accompanied by his girlfriend, the famous supermodel, Zaira Nara. Forlan had played a key role in Uruguay''s fourth finish in the World Cup in South Africa.

He scored five goals in the tournament. Forlan joins a host of football icons who have come to Kolkata in the last three years.

They include Lothar Matthaus, Karl Heinz Rumminege, Diego Maradona, Branco, Romario, Oliver Kahn, Gerd Mueller, Mark van Bommel and Ze Roberto.

A March 2008 intelligence
report said the ISI paid the Haqqani network $15,000-30,000 to eliminate Indian nationals working on the key Zaranj-Delaram road project and target engineers and road workers. The report said that "in one particular case, it was reported that the ISI ordered Serajuddin Haqqani to eliminate Indian nationals working in Afghanistan" and to kidnap "doctors, officers, engineers and labourers" working on the road project.
A month later, two engineers of the Border Roads Organisation (BRO) working on the project were killed in an attack by a suicide bomber that also left six Indians injured, including three road workers. The attacker was one of the Afghan labourers engaged for the project.
Another intelligence report, that came from the Polish a week before the July 2008 attack on the Indian mission in Kabul, warned that the Taliban was planning an attack on the embassy and would use a stolen car to strike.
The report said the budget of the operation was $120,000 and would be carried out to "show TB's abilities to carry out attack on every object in Kabul" � TB is a reference to the Taliban.
"TB designated an engineer � to take this action. He intends to use stolen ANA/ANP car, and wear stolen uniform. He speaks Dari with distinct Iranian accent."
India lost two officers, including an IFS officer and a Brigadier, in the attack that almost brought down the mission building in Kabul. Investigations revealed that the attackers used explosives and tank shells in the suicide vehicle that had been manufactured in Pakistan.
The most direct report on the connection between the ISI and the Haqqani network is a "threat report" that the US military received in November 2007, seven months before the first attack on the Indian mission. It revealed that the ISI gave orders to one of its agents to orchestrate an attack on Indian consulates in Afghanistan.
The ISI, the report says, gave orders to an agent identified as Sarkateep to establish relations with local Afghans to conduct attacks against Indian consulates in Jalalabad, Kabul, Herat, Kandahar and Mazar-e-Sharif. It said Sarkateep "established relations with a driver whose name is Sardar Shah (an employee of the Indian consulship in Jalalabad) and he is going to establish relations with another Afghan employee. After that he will go to Kabul".
While there are several reports that indicate links between the ISI and the Taliban � one talks of a plot to import poisoned alcohol from Pakistan to kill Afghan and coalition troops � some which mentioned Indian interests were shared with New Delhi.
These leaked reports are the first official confirmation that the US had leads on the links between ISI, Taliban and the Haqqani network in coordinating attacks against Indians in Afghanistan.

Another term for Dalmiya in CAB certain

Jagmohan Dalmiya is all set for yet another term at the Cricket Association of Bengal with no election at its Annual General Meeting tomorrow. With nobody to challenge the Dalmiya panel, the AGM, which had seen some close battle a few years ago, will be reduced to a routine affair.
In fact, last year too there was nobody to challenge Dalmiya even as there was talks of former India captain Sourav Ganguly set to contest the veteran cricket administrator. Ganguly will however be part of the AGM through the same club, Mohammadan Sporting, which he had represented last year too.
This will be his third consecutive year at CAB helm after returning to the post with a convincing win over incumbent Prasun Mukherjee in 2008 elections. There will be some political colours this time around with two Trinamool Congress leaders, Sultan Ahmed and Mukul Roy, both being Union Ministers, participating in CAB working committee and the AGM. Roy will represent Greer Club, while Ahmed will represent Mohammadan Sporting in the working committee.
For the first time since 2004, CAB''s AGM will not have elections on its agenda with former CAB joint secretary Amitava Banerjee, who had filed his nomination for the post of vice-president, withdrawing his candidature earlier.

Lalit Modi''s lawyers today pressed for the inclusion of a retired Supreme Court judge and recusal of Chirayu Amin and Arun Jaitely from the BCCI''s disciplinary panel, probing into the alleged financial irregularities of the suspended IPL Chairman. At the second hearing of the disciplinary committee here tonight, Modi''s lawyers again debated the on the recusal issue.
"The core issue of recusal of two members from the panel was debated. Our lawyers argued the case.
The BCCI will be allowed to come out with a rejoinder," Modi''s counsel Mehmood Abdi told reporters after the hearing which lasted close to three-and-a-half hours. Abdi said that next meeting of the committee will be held on August 1 in New Delhi at 7:00pm.
"The meeting has been scheduled for a Sunday considering that the Parliament session is going on and taking into account the convenience of the lawyers," Abdi said. At the meeting the Modi lawyers sought a number of documents from the BCCI related to the IPL and the Board''s meetings.
Abdi said the issue of recusal will hopefully be sorted out at the next meeting. "A retired Supreme Court judge must be there in the committee.
We have grave concern about the BCCI''s stance. If they have already decided then what''s the point in all their meetings? Whosoever is doing this is hurting BCCI''s cause more," Abdi had said before going into the meeting.
Modi again skipped the disciplinary committee meeting but Abdi was also of the view that his client''s absence would not affect the proceedings. "In the last meeting we had given reason to the BCCI about his (Modi) absence and the Board has accepted that.
We feel, his absence won''t affect the proceedings because I am here to represent him. It will be decided if he can come later depending on the situation," Abdi said.
The three-member disciplinary panel, comprising Amin, Jaitley and Jyotiraditya Scindia, last met on July 16 and allowed Modi to be represented by his lawyers. The exception was made after Modi''s second counsel Venkatesh Dhond explained that the charges against the administrator were of a serious nature and complex legal issues were involved, particularly in relation to interpretation of contract documents.

Commonwealth Express chugs into Kharagpur

The Commonwealth Express exhibition train, on a countrywide journey in the run-up to the Commonwealth Games, today chugged into the Kharagpur railway station here today. The train was declared open for the public by Anil Handa, Divisional Railway Manager, South Eastern Railway.
Consisting of 11 AC coaches, the train will be stationed at Kharagpur railway station till tomorrow. Out of the 11 coaches, five are dedicated to displaying promotion of sports in India and on the theme being the Delhi 2010 Commonwealth Games.

The hosts piled up a massive 642-4 declared on the second day of the match as India's bowling attack could do little to stop the flow of runs.
India replied strongly to reach 95 without loss at the close with Murali Vijay unbeaten on 22 and Virender Sehwag 64 not out.
Sangakkara and Jayawardene pounded the hapless Indian bowlers on a placid batting pitch putting together a third wicket partnership of 193 runs.
Sangakkara went on to score a chanceless 219 off 335 balls hitting 29 fours before being dismissed in the fourth over after lunch when he attempted to punch the ball through point but only succeeded in getting an edge to slip.
Runs continued to flow when Jayawardene became the third batsman in the Sri Lanka first innings to complete a century.
Following opener Tharanga Paranavitana's 100 on the first day and captain Sangakkara's double ton, Jayawardene continued to plunder runs with ease against India's limited bowling attack reaching his 28th test hundred with 12 fours.
Jayawardene innings came to a tame end at 174 when flicked a ball from Harbhajan Singh to short mid wicket to give the spinner his first wicket in the series. He hit 20 fours and a six.
It was Jayawardene's 10th test century at the Singhalese Sports Club ground and it surpassed Bradman's nine hundreds at the Melbourne Cricket Ground.
Thilan Samaraweera added more misery to India's bowlers when he figured in a 176-run stand with Jayawardene. Samaraweera was left unbeaten on 76 when Sri Lanka declared their innings at the fall of Jayawardene's wicket.
Sri Lanka lead the three-match series 1-0.

British business secretary bats for liberal immigration policy

Even as British Prime Minister David Cameron begins his first official visit to India, his Business Secretary Vince Cable created a controversy by saying he preferred a more liberal immigration policy for non-EU workers than the government was currently adopting.
Talking to the media before heading for New Delhi at Heathrow airport Tuesday, Cable, a Liberal Democrat minister in the coalition government, said he wanted a liberal policy as opposed to the Conservative line of a tougher one.
A blog in Financial Times reported the news, saying Cable 'has risked opening a new split within the coalition by admitting that he wants to have a more liberal immigration policy', and that too, on the eve of Cameron's India visit.
Cable said India has already conveyed to Britain that the cap should be reviewed if the latter were to attract more foreign investment then. They (India) are right to make the point, he added.
The London Evening Standard splashed Cable's comments quoting him as saying: 'It's no great secret that in my department and me personally, we want to see an open economy, and as liberal an immigration policy as it's possible to have. We believe that because it's good for growth and good for the British economy.'
He also said: 'But we're trying to reconcile two different objectives, one of which is to reassure the British public that immigration is under control, and the other is to have an open economy where we can bring in talents from around the world.'

Michelle not to celebrate Obama's birthday

Washington, July 27 (IANS/EFE) US first lady Michelle Obama will not be celebrating the birthday of her husband, President Barack Obama, because she will be out of the country with her younger daughter.
Michelle will travel to Spain in the first week of August on a 'private visit', a White House official said, adding that President Obama will remain in the US.
This means that the Obama family will not be spending the president's birthday together on Aug 4, when he will turn 49.
'Only one of the daughters will go on the trip. That will be nine-year-old Sasha, since the elder, Malia, 12, is currently at summer camp, the official said.
The trip to Marbella, 443 km from Spanish capital Madrid, 'is a private visit of mother and daughter together with several old friends of the family'.

US was high on military before Iraq invasion: Hans Blix

The US administration was 'high on military' ahead of the Iraq war and the progress to it was 'almost unstoppable' by early 2003, former head of UN weapons inspectors Hans Blix said Tuesday.
Blix spoke of his disquiet at the US national security strategy published in September 2002, which set out the White House's belief in its right to launch pre-emptive attacks, The Daily Telegraph reported.
He told the British inquiry, headed by Sir John Chilcott, into the war against Saddam Hussein's regime here that he was convinced a second UN resolution was needed to authorise military action.
He said: 'The US in 2002, that time you refer to, threw it (the UN process) overboard. I think they were high on military at the time. They said, 'we can do it'.'
Blix added that the progress to war with Iraq was 'almost unstoppable' by early 2003 and the UK was 'a prisoner on that train'.
'Once they went up to 250,000 men and March was approaching, I think it was unstoppable or almost unstoppable - the (US) president could have stopped it, but almost unstoppable,' he told the inquiry.
'After March the heat would go up in Iraq and it would be difficult to carry out warfare.'
He added: 'The whole military timetable was, as rightly said, not in sync with the diplomatic timetable. The diplomatic timetable would have allowed more inspections. (The) UK wanted more inspections. The military timetable did not permit that.'
Blix said he thought UN Security Council resolution 1441, passed four months before the March 2003 invasion, had given Saddam Hussein the 'chance for a new start'.
He admitted he had privately believed Saddam had kept weapons of mass destruction.
'If they had weapons, which I thought might well be the case, they had an opportunity. Now here it is, they could put the blame on some general or other.'
Resolution 1441 said the weapons inspectors should give an update to the UN Security Council within 60 days.
Blix questioned how this worked in practice, particularly in the light of the coalition's initial plans to invade Iraq from the north through Turkey.
He said: 'I am a little puzzled, I must say, at how they calculated because the impression was that the invasion would take place through Turkey and that it would occur even in the beginning of January. That would have given (a) very very short time to the inspection.'
'As it turned out we only had three-and-a-half months, but had they gone into Turkey it would have been even shorter.'
He said he told then British prime minister Tony Blair in autumn 2002 of his belief that Saddam had maintained his WMD programmes.
'I, like most people at the time, felt that Iraq retains weapons of mass destruction,' he said. 'I did not say so publicly.'

Terrorists coming to Pakistan from Afghanistan: Malik

Pakistan's Minister for Interior Rehman Malik said that the Afghan Government should take proper measures to block entry of militants and supply of weapons as terrorists were coming to the country from Afghanistan.
Talking to journalists in Pabbi after offering Fateha for the departed soul of the son of Information Minister Iftikhar Hussain, he said that militants were getting weapons from across the border and government had protested to the Afghan government in that regard.
Condemning the killing of Mian Rashid, the Interior Minister said that investigations were in progress and law enforcement agencies would arrest the real culprits.
He said that action against banned outfits was under way in the country and government would also seek help from Interpol, The Dawn reports.
He claimed that militants' command and control had been destroyed, and added that the militants had been eliminated from Malakand, Bajaur and Mohmand and government writ would be established in other parts of the tribal areas also.
Commenting on the situation in Karachi, Malik said that no case of target killing had been occurred in Karachi since Sunday and situation would be improved very soon. (ANI)

The Congress' irrepressible Mani Shankar Aiyar — not so long ago, Union Sports Minister — found himself in the middle of a first class controversy on Tuesday when his remark that he would be "unhappy" if the Commonwealth Games slated for October were a success, and that those who were patronising the Games were "evil," generated responses, ranging from guarded to hostile, from within his own party.
"I am delighted in a way because rains are causing difficulties for the Commonwealth Games. Basically, I will be very unhappy," Mr. Aiyar said in an informal chat with journalists, "if the Games are successful because then they will start bringing Asian Games, Olympic Games etc. Those who are patronising the Games can only be evil. They cannot be God."
With these remarks coming in the midst of virtually daily adverse reports about the poor preparations for the CWG, Congress spokesperson Shakeel Ahmed refrained from commenting on whether Mr. Aiyar had violated the party's directive to its leaders that they should stick to subjects they dealt with. Instead, he said, "I don't know in what context he [Mr. Aiyar] made the remarks." Mr. Ahmed then went on to say, "Since the Games are being held in India, we do hope that the Commonwealth Games will be very successful. Our good wishes for the Games."
In a similar fashion, Sandeep Dikshit, party MP and son of Delhi Chief Minister Sheila Dikshit, dismissed Mr. Aiyar's remarks: "I do not take him seriously."
But Commonwealth Games Organising Committee chairman Suresh Kalmadi was not amused. Describing Mr. Aiyar's comments as "anti-national" and "irresponsible," he said: "It was because of his openness that he was removed from the Sport Minister's post. If he had been the Minister, the Commonwealth Games would never have come to India."
The BJP, too, jumped into the fray, with spokesperson Ravi Shankar Prasad saying: "The Central and State government should understand that the prestige of the country is associated with the Commonwealth Games."
However, Mr. Aiyar's remarks, though phrased in a way calculated to provoke, did not come as a surprise to many; last month he wrote an article criticising the expenditure on the Games, some of which he repeated on Tuesday: "Just imagine if we would have spent the Rs. 35,000 crores in providing training to children, we would have won medals in every international sporting event," he said.
In his article, Mr. Aiyar pointed out how the CWG could have been made more meaningful: "And why, in the name of that same God and Mammon, the Commonwealth Games for the most prosperous part of the most prosperous city in India, the posh heart of New Delhi? The Commonwealth Games in Manchester were leveraged to rejuvenate the utterly rundown eastern section of the city, where every family had undergone unemployment for at least a generation and some for two or three. Now, Walmart has its largest global store, employing 18,000 boys and girls, and Microsoft its European headquarters, in East Manchester, thanks to the fillip given by the Games."

"Personally, I will be unhappy if the Commonwealth Games are successful?" His logic: "I am very happy with the rains, firstly because they will ensure good agriculture for the country, secondly because they will ensure the Commonwealth Games are spoilt."

The image of a former sports minister praying for rain to submerge Delhi during the international sporting event may seem rather odd. But this is a man who not too long ago publicly went on record to say how much he loathed being sports minister and how relieved he was when the portfolio was taken away from him last year.

Aiyar, however, isn't completely cold to Indian sporting glory. "Imagine if we would have spent the Rs 35,000 crore (cost of hosting the Games) in providing training to children, we would have won medals in every international sporting event," said the former Doon School and St Stephens College alumnus known for his distaste for sports in general and 'elitist' sports in particular.
Chief Minister Sheila Dikshit refused to comment. Games  Organising Committee chairman Suresh Kalmadi called the remarks "anti-national".
"Had Aiyar been sports minister, the Games would never have come to India," he said.
While the Congress was quick to disown the remarks, so was the BJP. "We hope the Games will be successful. I don't know in what context (Aiyar) made the remarks,"  Congress's Shakeel Ahmed said. "The prestige of  the country is associated with the Games," said BJP's Ravi Shankar Prasad.
Never believing in understatement, the unsporting Congress MP drove home his point: "Those patronising the Games can only be evil. They can't be God."

It is not just Delhi on which the danger of missing the deadline for the Commonwealth Games projects looms large. Noida is also grappling with deadline issues. An eight lane, 200 meter synthetic athletics track is to come up at a Kendriya Vidyalaya in Noida but the contract for the same is yet to
be awarded.
This track is to be used by athletes for practise before they go for the games. Only 67 days remain for the start of the Commonwealth Games.
The estimated cost for constructing the track is Rs 1.31 crore, including Rs 36.83 lakh for civil work and Rs 94.07 lakh for synthetic track work.
"We have sent a reminder to the Central Public Works Division (CPWD) to know the work schedule. We have earmarked the site near the swimming pool of the school and handed over the site to a CPWD team, who had visited the site in May and taken measurements and soil samples," said school principal Jahan Singh.
"We also received Rs 1.27 crore from the Ministry of Sports for this project and have given the money to the CPWD."
On the other hand, CPWD engineer D.B. Gupta said, "The sanction was received late, so the tendering process could not be completed."
B K Pandey, CPWD assistant engineer who is looking after the Kendriya Vidyalaya project, said, "The athletic track was scheduled to be completed by middle of September. The administrative delay in sanctions delayed the project. We will finish the project by this September."

The official estimates of tourist arrivals and requirement for hotel rooms during the Commonwealth Games are grossly exaggerated, a new research has said. Bangalore based NGO Equtable Tourism has alleged that the bumped up numbers and the projected requirement for tourism infrastructure was just to
benefit the real estate and hospitality sectors, which enjoyed tax holidays, discounted land rates and other incentives, in the name of the Games.
The research called 'Implicating Tourism in the Commonwealth Games 2010' said, "The official estimates have not dwelled on the crucial issue of the profile of international visitors and why they visit India."
It said Bangladeshis were the largest number of foreign tourists after those from the US and the UK and that the reason was mostly medical treatment.
"It is likely that business and medical treatment are high on their list of reasons to visit Delhi and sports linked tourism is low," it said.
The government study estimated there would be 1,39,754 tourists during the 12-day event in Delhi. Around 69,000 are expected to be foreign, while the rest domestic. This estimate is just based on the fact that in 2008, around 63,000 foreign tourists stayed in Delhi in October.
"But the government also did not consider the aversion effect," said Rosemary Viswanath, chief functionary of the organisation.
'Aversion effect' implies the number of tourists that would stay away from Delhi to avoid the Games related hoopla.
"The government seems to expect aversion effect on domestic tourists only and not on foreigners."
"It is assumed that all tourists will stay in starred accommodation. A major flaw again is not to take into account the differentiated nature of type of accommodation," the research said.
Union Tourism Minister Kumari Selja refused to comment but the Federation of Hotels and Restaurant Associations of India called the research "flawed".

Barack Obama enlists Afghan war leaks in support of policy switch

Barack Obama today said the disclosures about the mishandling of the Afghanistan war contained in leaked US military documents justified his decision to embark on a new strategy.
Speaking on the White House lawn after a meeting with congressional leaders to discuss funding for the war and other issues, the US president deplored the leak and said he was concerned that the information from the battleground could jeopardise the lives of US soldiers.
But he went on to say that the material – which catalogues a series of blunders – revealed the challenges that had led him to announce, late last year, the strategy change that involved sending an additional 30,000 troops to Afghanistan.
The tens of thousands of documents were sent to the Wikileaks website and published in the Guardian, the New York Times and Der Spiegel.
They deal mainly with the conduct of the war during the Bush administration, which Obama has repeatedly accused of ignoring Afghanistan because of its focus on Iraq.
"For seven years, we failed to implement a strategy for this region," Obama said of the period starting with the September 11 attacks on New York and Washington. "That is why we have increased our commitment there and developed a new strategy."
He said he had also sent one of the finest generals in the US, General David Petraeus.
He ended with a plea to the House of Representatives to join the Senate in passing a bill needed to provide funds for the Afghan war.
The leaks have put attention on Afghanistan at a time when the Obama administration would rather focus on the economy – the main issue among voters – and have put pressure on him to explain why he thinks his new strategy will stand any better chance of success than the old one.
The president is also facing pressure to explain continued financial, military and other support for Pakistan, despite of allegations in the leaked documents that elements in the Pakistan intelligence service are supporting the Taliban.
Members of congress are becoming increasingly sceptical in public about the conduct of the war, and public support is falling.
According to a Reuters/Ipsos poll published today, satisfaction with Obama's handling of the war has dropped to 33%, down from 38% in January and 47% in February last year.

Obama: 'Nothing new' in Wikileaks Afghan records leak

                
Barack Obama has said that the leaking of classified documents on the war in Afghanistan is a concern, but that it had not revealed any new information.
In his first public reaction to the leak, the US president said the data justified his decision to overhaul the US military strategy in Afghanistan.
Wikileaks, which posted the documents on its website, describes them as battlefield and intelligence reports.
New details, including reports on Osama Bin Laden have emerged from the files.
Several files track Bin Laden, although the US has said it had received no reliable information on him "in years".

"While I am concerned about the disclosure of sensitive information from the battlefield that could potentially jeopardise individuals or operations, the fact is these documents do not reveal any issues that have not already informed our public debate on Afghanistan," Mr Obama said at a press conference in Washington.
"Indeed they point to the same challenges that led me to conduct an extensive review of our policy last fall."
"For seven years, we failed to implement a strategy adequate to the challenge in this region," he added, pointing out that it was from Afghanistan that the 11 September attacks on New York and Washington and other terror plots originated.
"That's why we have substantially increased our commitment there, insisted upon greater accountability from Afghanistan and Pakistan, developed a new strategy that can work. Now we have to see that strategy through."
Hunt for whistle blower
The Pentagon has launched what a spokesman described as "a very robust investigation" into who passed the classified documents to Wikileaks.

The Army Criminal Investigation Division has also launched its own inquiry into the breach.
Wikileaks says the documents were compiled by a variety of military units between 2004 and 2009, the majority of them written by soldiers and intelligence officers listening to reports radioed in by troops on front line deployments.
In August 2006, a US intelligence report placed Bin Laden at a meeting in Quetta, over the border in Pakistan.
It said he and others - including the Taliban leader, Mullah Omar - were organising suicide attacks in Afghanistan.
The targets were unknown, the report said, but the bombers were carrying explosives from Pakistan.
Nearly 200 files concern Task Force 373, a US special forces unit whose job was to kill or capture Taliban or al-Qaeda commanders.
The records log 144 incidents involving Afghan civilian casualties, including 195 fatalities, the UK's Guardian newspaper reports.
The Wikileaks dossier includes an incident in June 2007 when the unit engaged in a firefight with what were believed to be insurgents. An airstrike was called in.
Seven of those killed were Afghan police officers. A further four were injured. The incident was labelled a misunderstanding.

WASHINGTON — U.S. President Barack Obama on Tuesday sought to control damage from an explosive leak of Afghan war documents, saying he was concerned about the disclosure but it revealed little that was not already known.

Defending his strategy for the unpopular war after the unauthorized release of some 91,000 classified reports, Mr. Obama insisted the leak underscored the need to stick to his approach and he urged Congress to approve critical additional funds for the war effort.

"While I'm concerned about the disclosure of sensitive information from the battlefield that could potentially jeopardize individuals or operations, the fact is, these documents don't reveal any issues that haven't already informed our public debate on Afghanistan," Mr. Obama told reporters after a meeting with congressional leaders.

The Obama administration has scrambled in response to the leak of military records that painted a grim picture of the U.S.-led war in Afghanistan and raised new doubts about key ally Pakistan.

The release was expected to fuel uncertainty in the U.S. Congress about the war, as Mr. Obama sends 30,000 more soldiers into the battle to break the Taliban insurgency.

The documents, made public by the whistle-blowing website WikiLeaks, detail allegations that U.S. forces sought to cover up civilian deaths as well as U.S. concern that Pakistan secretly aided Taliban militants even as it took billions of dollars in U.S. aid.

The documents, a collection of field intelligence and threat reports from before Mr. Obama ordered the troop surge in December, illustrated the Pentagon's bleak assessment of the war amid deteriorating security and a strengthening Taliban.

Mr. Obama said the reports "point to the same challenges that led me to conduct an extensive review of our policy last fall."

"For seven years, we failed to implement a strategy adequate to the challenge in this region, the region from which the 9/11 attacks were waged and other attacks against the United States and our friends and allies have been planned," Mr. Obama said.

"That's why we've substantially increased our commitment there, insisted on greater accountability from our partners in Afghanistan and Pakistan, developed a new strategy that can work and put in place a team, including one of our finest generals, to execute that plan," he said.

"Now we have to see that strategy through and, as I told the leaders, I hope the House will act today to join the Senate, which voted unanimously in favor of this funding, to ensure that our troops have the resources they need and that we're able to do what's necessary for our national security.

U.S. Says Pakistan Ties Have Strengthened

The U.S. military field reports released by WikiLeaks paint a picture of Pakistan between 2004 and 2009 where the country's chief spy agency undermines and even inflames the U.S.-led war in Afghanistan.
   
Jerry Seib says that White House officials, already on the defensive over their Afghan war strategy, have scrambled to keep the Wikileaks disclosures from eroding U.S. allies' support for the war.
But U.S. officials contend that in the past several months, Pakistan's stance has become much more nuanced than portrayed in the WikiLeaks reports, released Sunday by the Web-based document-publishing site. U.S. officials argue that the two nations have made strides in deepening military and civilian ties, chiefly in response to a Pakistani military offensive begun almost two years ago against Taliban militants operating on Pakistani soil. In return, the U.S. has pledged billions of dollars in new military and civilian aid.
The WikiLeaks documents, covering six years through December 2009, purportedly show in detail the involvement of the Inter-Services Intelligence military spy agency in numerous attacks on coalition forces in Afghanistan. The reports couldn't be independently verified and U.S. officials have questioned their reliability. Pakistan has denied its spies have aided the Afghan insurgency or terrorism against India.

Many experts, including some U.S. officials and analysts in India, continue to suspect Pakistan's military and intelligence of fostering military ties with the U.S. in return for aid while fomenting the Afghan insurgency and regional terrorism.
U.S. officials are concerned that Pakistan's military continues to offer shelter to Afghan Taliban leaders and their allies because it believes they offer no threat to Pakistan and could play a significant role in Afghanistan after U.S. troops pull out. And India recently presented Pakistan with what it said was evidence that the ISI was directly involved in the terrorist attacks in Mumbai in November 2008, which killed more than 160 people.
But U.S. officials say they have seen a shift in Pakistan's attitudes toward the Taliban in the past 18 months.

"We have made progress in moving this relationship forward," White House spokesman Robert Gibbs said Monday. "What the Pakistanis have found is that the extremists that once enjoyed complete safe haven in parts of their country now threaten their country."
Pakistan's military in the 1990s funded and trained the Afghan Taliban, who were largely culled from the ranks of militants who had fought the Soviets in Afghanistan in the 1980s.
Since last year, the Pakistan Taliban, who are allied with the Afghan Taliban, began to threaten the Pakistan state, breaking out of their strongholds in the lawless tribal areas on the borders with Afghanistan to overrun the Swat Valley in the north and threaten other settled areas.
The Pakistani military responded with a military offensive that has pushed the militants back to a few areas of the tribal regions. The military cites more than 2,000 casualties so far as a mark of its seriousness in going after militants. The U.S. has supported this campaign with unmanned-drone strikes, which have killed scores of top Taliban leaders.
In response, the Obama administration has also upgraded military and civilian government ties.
The U.S. Congress agreed in October to a $7.5 billion civilian aid package for Pakistan over the next five years. In March, ministers from both governments attended a high-level meeting in Washington aimed at building closer ties.

U.S. General Stanley McChrystal, who commanded North Atlantic Treaty Organization forces in Afghanistan until last month, visited his Pakistani counterpart, Gen. Ashfaq Parvez Kayani, every three weeks and touted their good relations as being a meaningful breakthrough in the U.S.-Pakistan relationship.
"In the last year, we significantly ramped up consultations," said Rick Snelsire, a spokesman for the U.S. Embassy in Islamabad.
Washington is pushing for deeper cooperation on counterterrorism. It has increased the U.S. military presence in Pakistan to about 230 personnel, including 120 Special Operations Forces involved in training and advisory roles. Pakistan doesn't allow U.S. combat forces. The U.S. has trained more than 370 Pakistan military officers in counterterrorism, intelligence and other areas in the past few years.
The CIA and ISI agreed earlier this year to set up more U.S. listening posts in Karachi along with dispatching more officers from the Central Intelligence Agency to the port city, a trade hub of 18 million people that militant and criminal groups also frequent. That dragnet is what led to the February arrest of the Taliban's second in command, Mullah Abdul Ghani Baradar.
"There's a team of crack ISI and CIA people there now," a U.S. official said, adding that the operation is likely walled off from the wing of the ISI that U.S. officials hold with more suspicion because it maintains ties to Islamist militant groups.
The U.S. and Pakistan have also established centers to share military intelligence in cities like Quetta and Peshawar, U.S. officials said. "The partnership is guided in many ways by shared interests, especially when it comes to the problem of terrorism," another U.S. official said. "There's regular, robust, and candid dialogue between CIA and ISI officials, including when differences arise."
Still CIA officers are aware of Pakistan's historical relationships with militants, the official said. "Everyone's eyes are wide open."
In a sign of increased military cooperation, a military official at the U.S. Embassy points to an incident in February when Pakistan's Frontier Corps forced militants operating in the Bajaur tribal region to flee across the border to Afghanistan. Pakistan then informed coalition forces, which dropped precision-guided rockets on the group, killing more than a dozen militants.
To be sure, the U.S. remains deeply suspicious about Pakistan's motives. For one, it has repeatedly urged Pakistan to crack down on the remaining safe havens in the tribal regions from where al Qaeda-linked militant groups like the Haqqani network continue to launch attacks inside Afghanistan.
"Where we've seen good cooperation between the U.S. and Pakistanis is generally purely out of self interest," a U.S. official said. That means Pakistan has been willing to help the U.S. target members of al Qaeda and the Pakistani Taliban—both of which the Pakistani government, including ISI, see as direct threats to the Pakistani state.
But there is far less cooperation in areas where national interests diverge, such as with the al Qaeda-affiliated groups like the Haqqani network that have tended to attack Afghan and Indian targets, U.S. officials said. In some cases, the U.S. has found evidence of the ISI providing Haqqani fighters with components that could be used for explosive devices as well as basic items like sleeping bags, they added.
The ISI has also provided Afghan Taliban members with financial help, intelligence, and assistance with strategic planning, the military official said.
Secretary of State Hillary Clinton publicly raised U.S. concerns on a July 19 visit to Pakistan, stating she believed someone in the Pakistan government knew where al Qaeda chief Osama bin Laden was hiding in the tribal regions. Pakistan has replied it is too stretched fighting in other parts of the tribal regions to open a new front for now.
Other Pakistani moves have been harder to read. U.S. officials welcomed Pakistan's arrest in February of Mr. Baradar, the Afghan Taliban's military chief, in the Pakistani port city of Karachi. The arrest raised hopes that Islamabad was finally cracking down on the Taliban.
But Pakistan has declined to hand Mr. Baradar over to Afghanistan. Some analysts believe Pakistan may have made the arrest to stop Mr. Baradar from pursuing peace talks with the government of Afghan President Hamid Karzai without input from Islamabad.
After some tussling, the CIA gained access to Mr. Baradar for questioning and obtained useful details, U.S. officials say. The U.S. has had some access in the past few months, the U.S. military official added.

The 2010 Commonwealth Games are the nineteenth Commonwealth Games, and the ninth to be held under that name. The Games are scheduled to be held in Delhi, India between 3 October and 14 October 2010. The games will be the largest multi-sport event conducted to date in Delhi and India generally, which has previously hosted the Asian Games in 1951 and 1982. The opening ceremony is scheduled to take place at the Jawaharlal Nehru Stadium in Delhi. It will also be the first time the Commonwealth Games will be held in India and the second time the event has been held in Asia (after 1998 in Kuala Lumpur, Malaysia).

The two principal bids for the 2010 Commonwealth Games were from Delhi, India and Hamilton, Ontario, Canada. A ballot of members was held in November 2003 at the Commonwealth Games Federation General Assembly in Montego Bay, Jamaica. Delhi bid won by a margin of 46 votes to 22, confirming India's first successful bid for the Games, while marking Canada's to host its fifth games.[1][2][3]

India shifted the balance in its favour in the second round of voting with a promise that it would provide US$ 100,000 to each participating country, along with air tickets, boarding, lodging and transport. The successful 2003 Afro-Asian Games held in Hyderabad was also seen as having showed India has the resources, infrastructure and technical know-how to stage a big sporting event. India also thanked Latif Butt, former vice president of the Olympic Council of Asia, for his support in the winning bid, by saying, "You played a vital role in the Commonwealth Games 2010 being allotted to India. Such actions are worthy of emulation by all concerned in Pakistan and India. I have no doubt that if both sides continue to live by such ideals, one day, sooner than later our generations to come will reap the benefits of and be grateful to those making such contributions. You would certainly be such person."[4]

The Indian government stated that it would underwrite the total cost of the Games.[5]

India's bid motto was New Frontiers and New Friendships.[4]

The organisation was beset by delays: in January 2005, the Indian Olympic Association vice-chairman Raja Randhir Singh expressed concern that Delhi was not up to speed in forming and organising its games committee and, following a 2009 Indian Government report showing two thirds of venues were behind schedule, Commonwealth Games Federation president Mike Fennell stated that the slow progress of preparations represented a serious risk to the event.[6] Singh called for a revamp of the games' organising committees:[7] Jarnail Singh, a former Secretary of the Government of India, was appointed as the Chief Executive Officer and Indian Olympic Association president Suresh Kalmadi was appointed as head of the committee.[8] In spite of delays, commentators stated that they are confident that India will successfully host the games and do so on time.[9][10]

At the launch of the Queen's Baton Relay in October 2009, the Business Club of India (BCI) was formed through the partnership of the organising committee, the Confederation of Indian Industry (CII) and the Federation of Indian Chambers of Commerce and Industry (FICCI). The BCI was formed to both market the Games and promote Indian business interests internationally.[11]

The total budget estimated for hosting the Games is US$ 1.6 billion and this amount excludes non-sports-related infrastructure development in the city like airports, roads and other structures. This will likely make the 2010 Commonwealth Games the most expensive Commonwealth Games ever, being larger than the previous games in Melbourne 2006 (approx. US$ 1.1 billion).

Delhi metro

Delhi proposed a four-lane, 2.2 km underground stretch from Lodhi Road to trans-Yamuna, linking the Games Village to the Jawaharlal Nehru Stadium and reducing travelling time between the Village and the Stadium to six minutes.

In response to concerns over the large number of trains that pass by the Delhi metropolitan region daily, construction of road under-bridges and over-bridges along railway lines has been started. To expand road infrastructure, flyovers, cloverleaf flyovers, and bridges have been planned to improve links for the Games and city in general. Road-widening projects have begun with an emphasis being placed on expanding national highways. To improve traffic flow on existing roads, plans are underway to make both the inner and outer Ring roads signal free.

To support its commitment to mass transport, nine corridors have been identified and are being constructed as High Capacity Bus Systems (for example, one from Ambedkar Nagar to Red Fort). Six of these corridors are expected to be operational in 2010. Additionally, The Delhi Metro will be expanded to accommodate more people and boost the use of public transport during the 2010 games. At 420 km long, it will be one of the world's longest networks and it will extend to Gurgaon and the Noida area.[12] For this exponential increase of the network, Delhi Metro will deploy 14 tunnel boring machines, an unprecedented number in an Asian country.[13]

Indira Gandhi International Airport is being modernised, expanded, and upgraded. Costing nearly US$ 1.94 billion, Terminal 3 will improve airport passenger capacity to more than 37 million passengers a year by 2010. A new runway is being constructed, allowing for over 75 flights an hour and – at over 4400 metres long – it will be one of Asia's longest.

The airport will be connected to the city via a six-lane expressway (Delhi–Gurgaon Expressway) and the $580 million Delhi Airport Metro Express line.[14]

The opening and closing ceremonies, athletics, lawn bowls, and weightlifting will take place at the Jawaharlal Nehru Stadium, Delhi, which will have a capacity of 75,000 spectators after renovation for the games.[16]

Archery, cycling, gymnastics, and wrestling will take place at the Indira Gandhi Arena, the largest indoor sports arena in India and the second-largest in Asia, which seats 25,000 people. Located at the Indraprastha Estate in the eastern region of New Delhi, the arena will be connected to other venues via dedicated bus lanes and mass transportation. The arena will be renovated for the Games.[17]

There are 26 new stadiums which will be utilised for the Commonwealth Games. Some older ones will be upgraded and some new will be constructed.[18]

The organisers signed a Memorandum of Understanding (MoU) with the United Nations Environment Programme to show the intention to host a "sustainable games" and to take the environment into consideration when constructing and renovating venues. Thyagaraj Stadium is intended to be a key example of environmentally-considered construction.

In opposition to this intention, a number of environmental controversies arose and the adverse ecological impact of various aspects of the games have been protested by city residents.[19][20] City residents filed a public interest petition to the Supreme Court of India against the felling of 'heritage' trees in the Siri Forest area to make way for Games facilities. The court appointed architect Charles Correa to assess the impact and he severely criticised the designs on ecological grounds.[21] In spite of this, in April 2009 the Supreme Court allowed the construction on the grounds that "much time had been lost" and "the damage already caused to the environment could not be undone".[22][23]

The Commonwealth Games village, located on the flood plains of the Yamuna, has also been the subject of controversies about the flouting of ecological norms.[24] After a prolonged legal battle between city residents and the state, construction was permitted to continue on the basis of an order of the Supreme Court of India in July 2009, which held that the government had satisfied the requirements of "due process of the law" by issuing public notice of its intention to begin construction work in September 1999 (a date four years prior to the acceptance of Delhi's bid for the games).[25]

The games mascot is an anthropomorphic tiger called Shera; a name derived from the Hindi word Sher – meaning tiger.[26] The logo and the look for the games were designed by Idiom Design and Consulting.[27]

[edit] Medical Tourism

Commonwealth Games is expected to bring a boom to the medical tourism industry. With already millions of patients traveling thousand miles to receive affordable medical care and treatment, the games are going to drive millions of fans in the National Capital. Medical areas, especially dental and cosmetic treatments, which are mostly day care procedures and are quite expensive in countries outside India, can expect a significant increase. With such an anticipation both the healthcare providers, including BLK Hospital, Max Healthcare, Apollo Hospitals, Batra Hospital & Fortis Healthcare, as well as the leading medical tourism facilitators, such as AADI MediTour, Sahara Medical Tourism, MedicoGlobal, etc., are making extra efforts to gain from this opportunity.

[edit] Other preparation

In preparation for an influx of English-speaking tourists for the Games, the Delhi government is implementing a program to teach English, and the necessary skills for serving tourists, to key workers – such as cab drivers, security workers, waiters, porters, and service staff. In the two years prior to the Games 2,000 drivers were taught English. The program aims to teach 1,000 people English per month in the hope of reaching all key workers by March 2010. In addition to Delhi, the Indian Government plans to expand the program to teach people in local tourist destinations in other parts of India.[28]

To prepare for the energy-usage spike during the Games and to end chronic power cuts in Delhi, the government is undertaking a large power-production initiative to increase power production to 7,000 MW (from the current 4,500 MW). To achieve this goal, the government plans to streamline the power distribution process, direct additional energy to Delhi, and construct new power plants. In fact, the government has promised that by the end of 2010, Delhi will have a surplus of power.[29]

In addition to physical preparation, India will offer free accommodation for all athletes at the Games Village, as well as free transport and other benefits, such as a free trip to the famed Taj Mahal and a reserved lane for participants on selected highways.[30] The Games Village will house over 8,000 athletes and officials for the Games. Indian states will train state police forces to handle tourist-related issues and deploy them prior to the Games.

A massive construction and "beautification" project has resulted in the demolition of hundreds of homes and the displacement of city dwellers – at least 100,000 of New Delhi's 160,000 homeless people have removed from shelters, some of which have been demolished.[31][32] Bamboo screens have been erected around city slums to separate visitors from the sights of the slums,[33] a practice which human rights campaigners have deemed dishonest and immoral.[34]

The Delhi High Court is set to implement a series of "mobile courts" to be dispatched throughout Delhi to relocate migrant beggars from Delhi streets. The mobile courts would consider each beggar on a case-by-case basis to determine whether the beggar should be sent back to his/her state of residence, or be permitted to remain in government-shelters.[35]

[edit] Queen's Baton relay

The Queen's Baton Relay began when the baton, which contains Queen Elizabeth II's message to the athletes, left Buckingham Palace on 29 October 2009. The baton will arrive at the 2010 Games opening ceremony on 3 October 2010, after visiting the other 70 nations of the Commonwealth and travelling throughout India, reaching millions of people to join in the celebrations for the Games.The baton arrived in India on the 25th June 2010 through the Wagah Border crossing from Pakistan.[36]

The baton was designed by Michael Foley, a graduate of the National Institute of Design.[37] It is a triangular section of aluminium twisted into a helix shape and then coated with coloured soils collected from all the regions of India. The coloured soils are a first for the styling of a Queen's Baton. A jewel-encrusted box was used to house the Queen's message, which was laser-engraved onto a miniature 18 carat gold leaf – representative of the ancient Indian 'patras. The Queen's baton is ergonomically contoured for ease of use. It is 664 millimetres high, 34 millimetres wide at the base, and 86 millimetres wide at the top and weighs 1,900 grams.

The Queen's baton has a number of technological features including:

• The ability to capture images and sound
• Global positioning system (GPS) technology so the baton's location can be tracked
• Embedded light emitting diodes (LEDs) which will change into the colours of a country's flag whilst in that country
• A text messaging capability so that people can send messages of congratulations and encouragement to the baton bearers throughout the relay

Kabaddi will also be a demonstration sport at the 2010 Games.[39]

The triathlon appears likely to be excluded from these games as there is no suitable location for the swimming stage. The organisers have also proposed removing basketball, but want to include archery, tennis, and billiards and snooker for men. Cricket, although in strong demand, may not make a come-back as the Board of Control for Cricket in India were not keen on a Twenty20 tournament, and the organisers did not want a one day tournament.[40]

There are currently 72 nations planning to field teams at the 2010 Commonwealth Games. As Fiji is suspended from the Commonwealth, it has been banned from participating in the Games.[41] Rwanda will field a team for the games since becoming a Commonwealth member in 2009.[42]

In September 2009, Commonwealth Games federation chief Mike Fennell reported that the games were at risk of falling behind schedule and that it was "reasonable to conclude that the current situation poses a serious risk to the Commonwealth Games in 2010". A report by the Indian Government released several months prior found that construction work on 13 out of the 19 sports venues was behind schedule.[6] The Chief of the Indian Olympic Association Randhir Singh has also called expressed his concerns regarding the current state of affairs. Singh has called for the revamp of the games' organizing committees commenting that India now has to "retrieve the games".[7] Other Indian officials have also expressed dismay at the ongoing delays but they have stated that they are confident that India will successfully host the games and do so on time.[9][10]

[edit] Labour violations

Campaigners in India have accused the organisers of enormous and systematic violations of labour laws at construction sites. Human Rights Law Network reports that independent investigations have discovered more than 70 cases where workers have died in accidents at construction sites since work began.[43] Although official numbers have not been released, it is estimated that over 415,000 contract daily wage workers are working on Games projects.[44] Unskilled workers are paid 85 to 100 Indian rupees (INR) per day while skilled workers are paid 120 to 130 INR per day for eight hours of work. Workers also state that they are paid 134 to 150 INR for 12 hours of work (eight hours plus four hours of overtime). Both these wages contravene the stipulated Delhi state minimum wage of INR 152 (approx. US$3) for eight hours of work.[citation needed]

These represent violations of the Minimum Wages Act, 1948; Interstate Migrant Workmen (Regulation of Employment and Condition of Services) Act 1979, and the constitutionally enshrined fundamental rights per the 1982 Supreme Court of India judgement on Asiad workers.[45] The public have been banned from the camps where workers live and work – a situation which human rights campaigners say prevents the garnering of information regarding labour conditions and number of workers.[45]

There have been documented instances of the presence of young children at hazardous construction sites, due to a lack of child care facilities for women workers living and working in the labour camp style work sites.[46] Furthermore, workers on the site of the main Commonwealth stadium have reportedly been issued with hard hats, yet most work in open-toed sandals and live in cramped tin tenements in which illnesses are rife.[47] The High Court of Delhi is presently hearing a public interest petition relating to employers not paying employees for overtime and it has appointed a four-member committee to submit a report on the alleged violations of workers rights.[46][48]

During the construction of the Games Village, there was controversy over financial mismanagement,[49] profiteering by the Delhi Development Authority and private Real Estate Companies,[50] and inhumane working conditions.[51]

[edit] Terror threats

Following the attacks on Mumbai in 2008 some athletes and their representative bodies expressed security fears during the games. In April 2010, during the Indian Premier League, two low intensity bombs went off outside the stadium in Bangalore. Although there were no casualties, this postponed the start of the game by an hour. Following this attack, foreign cricketers like Kevin Pietersen expressed fears for their safety and questions were raised regarding the safety of atheles during the Commonwealth Games. The UK and Canada also warned about potential attacks on commercial targets in Delhi ahead of the games.[52][53]
