Status of Implementation of the Multi-Sectoral Development Programme for the Welfare of Minorities

New Delhi: September 29, 2010.

 

The total amount released to the States under Multi-sectoral Development Programme (MsDP) for the welfare of minorities by the Ministry of Minority Affairs is Rs. 1,342.39 crore and expenditure reported by the States/ UTs is Rs. 530.22 crore which is more than 39 per cent of the releases made. Implementation of the Programme in the field started only after the general elections in May, 2009. Under the programme, district plans of 81 Minority Concentration Districts (MCDs) have been approved; of which 15 MCD plans have been fully approved and 66 district plans have been partially approved. District plans of nine MCDs (seven in Arunachal Pradesh and two in Assam) are still awaited.

Discussion Paper on Foreign Direct Investment in Limited Liability Partnerships

The Department of Industrial Policy and Promotion (DIPP) has so far released several Discussion Papers on various aspects related to FDI.  In the series of these Discussion Papers, the fifth paper on 'Foreign Direct Investment in Limited Liability Partnerships' has now been released. The discussion paper has been uploaded on http://dipp.nic.in 

The views and suggestions are invited on the gamut of issues raised in the discussion paper, particularly on Paragraph 6.0: 'Issues for consideration' by October 31, 2010.   It is requested that, to the extent possible, facts, figures and empirical evidence may be furnished, in the context of the specific observations/suggestions made.

Ministry of Home Affairs

Sanction Granted for Rs. 100 Crore Special Assistance to J&K

Concerned Authorities Instructed to Release Funds Immediately.

New Delhi: September 29, 2010.

 

The centre has granted sanction of Rs. 100 crore announced at the CCS meeting on 25th September, 2010 as part of the peace package for Jammu & Kashmir. The grant under Special Plan Assistance (SPA) is meant for schools and colleges for improvement and additions to their existing infrastructure such as class rooms, auditorium, library, playgrounds and toilet complex etc. The concerned authorities have been instructed to release funds immediately to the State Government who are expected to release the same to the implementing agencies without any delay.

The centre has also advised the J&K State Government to constitute a Committee to determine eligibility of the families to whom ex-gratia relief is to be given for those killed in the civil disturbances since June 11, 2010. The Centre in its package had announced grant of ex-gratia relief to the families of the deceased persons at the rate of Rs. 5 lakh per person. This expenditure will be reimbursed by the Union Ministry of Home Affairs.

'Commonwealth Express' Train Attracts More Than Seven Lakh Visitors so Far

Exhibition Train in Delhi For Public Viewing From 29th September to 14th October 2010

New Delhi: September 29, 2010.

 

'Commonwealth Express' train, which has attracted more than seven lakh visitors so far during its about three months' journey across the country, is now arriving on its final destination in the capital for public viewing. The exhibition train will be available for public viewing at Sahibabad Railway Station on 29th September at Patel Nagar railway station on 30th September, at Delhi Safdarjung railway station on 1st and 2nd October and finally at Pragati Maidan railway station from 3rd October to 14th October 2010. The train has so far travelled to 47 places which mainly include Ajmer, Agra, Jhansi, Gandhinagar, Mumbai, Goa, Bangalore, Mysore Thgiruvanthapuram, Maduri, Chennai, Mancheswar, Raipur, Dhanbad, Kolkata, New Jalpaiguri, Gaya, Patna Varanasi, Lucknow, Una, Haridwar, Chandigarh, Ambala, Patiala, Udhampur, Jalandhar, Amritsar and other places since its inauguration on 24th June 2010 at Delhi by the Minister of Railways Mamata Banerjee. The main purpose of this special exhibition train is to spread awareness about sports and Information Technology especially among the youth and among the masses in general. The first stop of this train was at Amritsar on 25th after its flag off, to coincide with the event of arrival of Queen's Baton of Commonwealth Games in India. The itinerary of this train was planned in such a way that the arrival of the train at a particular place also coincided with the arrival of Queen's Baton as far as possible.

This train consists of 11 coaches out of which five coaches are being allocated to Railway Sports Promotion Board to showcase the history of Commonwealth Games, details of the venues of the events to be held in the month of October, 2010 in Delhi, to spread general awareness about different sports and to give wide publicity to the sports icons of India who have brought laurels to the country with their stupendous feats. Besides, one coach is exclusively dedicated to the Railway Sports Promotion Board to showcase their history, activities as well as achievements Railway sports persons at national and international level.

In the remaining 6 coaches of this exhibition train, Department of Information & Technology are showcasing the capacity and the work done in the country in the area of Information and Communication technology and the initiatives carried out by the Department of Information Technology and its affiliated entities in the fields of e-governance, infrastructure, technology relevant to rural India, language interfacing technology etc. The 'IT Story of India' is being told through the six coaches by way of backlit translites, front-lit digitally printed posters, short informational films etc. To reach out to the common man in as effective manner as possible, the content of the backlit translites has been made available in regional languages in addition to English, and the language changeover was happened in ten languages (as and when the train enters such a State).

Release of Central Assistance of over 300 Crore to Uttar Pradesh Under Scheme of

Post-Matric Scholarship to SC Students

New Delhi: September 29, 2010.

 

The Ministry of Social Justice and Empowerment has released an amount of Rs. 202,10,76,000/- (Rupees Two Hundred Two Crore Ten Lakh and Seventy Six Thousand only) as central assistance to the Government of Uttar Pradesh under the centrally sponsored scheme of Post-Matric Scholarship to Scheduled Caste (SC) students. Prior to this, an amount of Rs. 101 crore was released to the State under the same scheme in June this year.

 

In Uttar Pradesh, the anticipated expenditure during the year 2010-11 under this scheme is about Rs. 570 Crore out of which, the committed liability of the State is Rs. 267 crore (app.). Therefore, the due central assistance during the year comes to Rs. 303 crore (app.) which has been released to the State.

 

It may be recalled that a central assistance of Rs 203 crore was released to the State of Uttar Pradesh in the previous financial year for the scheme of Post-Matric Scholarship to SC student and the State's committed liability for this period was Rs. 267 crore. Therefore the actual expenditure incurred during the year was Rs. 470 crore which included an arrear of Rs. 50 crore of the previous year (2008-09). Nearly eight lakh SC students were benefitted with the scheme during the year 2009-10.

 

The objective of the scheme is to provide financial assistance to the Scheduled Caste students studying at post matriculation or post-secondary stage to enable them to complete their education.

 

The value of scholarship includes maintenance allowance, reimbursement of compulsory non-refundable fees, study tour charges, thesis typing/printing charges, book allowance for students pursuing correspondence courses, additional allowance for students with disabilities and book bank facility for specified courses, for complete duration of the course.
