A strong 6.8-magnitude earthquake has struck off the coast of northeastern Japan, but authorities have not issued a tsunami warning and there are no immediate reports of damage.
The quake struck at 6.12am (7.12am AEST) off the east coast of Japan's Honshu island in the Pacific Ocean at a depth of 38.9km, according to the US Geological Survey.
Japan's meteorological agency said there was no immediate tsunami threat from the quake, which hit 33km southeast of the nearest city of Ofunato.
Large areas jolted by the latest tremor were among those damaged by the 2011 quake and tsunami that killed more than 18,000 people and triggered a nuclear meltdown at the Fukushima power plant.

More earthquakes struck Nepal on Tuesday, killing dozens of people as the Himalayan nation was still mourning its dead andjust beginning to recover after a massive temblor in April left more than 8,000 dead.
A magnitude-7.3 quake hit at midday in a mountainous area east of Kathmandu, near Nepal's border with China, according to the U.S. Geological Survey. That was followed by a magnitude-6.3 event about 30 minutes later around 15 miles south, and a number of smaller aftershocks. The epicenter of the April 25 earthquake, which registered a 7.8 magnitude, was west of the Nepalese capital.
As of Wednesday morning, 65 people were confirmed dead and 1,926 had been injured, according to Lakshmi Prasad Dhakal, a spokesman for Nepal's home ministry. In the capital, homes, guest houses and at least one school collapsed.
Unlike last time, India will wait for Nepal to make the first call, before rushing any help to the neighbouring country, which was hit by another earthquake on Tuesday.Indian Express reports.
Senior Home Ministry officials held three meetings with officials of Prime Minister's Office and Cabinet Secretary in the day to discuss the tragedy. The government has also put National Disaster Response Force (NDRF) and Indian Air Force (IAF) on standby to respond to any emergency call from Nepal.
"We have put NDRF and IAF teams on standby. This time we have decided to wait and watch. Either we should get a request from Indian Ambassador in Nepal or the Nepalese ambassador here in Delhi. We don't want to be seen as interfering in their work," said a senior official.
With India and other countries rushing their relief and rescue teams to Nepal, Kathmandu is feeling the strain on its already stretched resources. While India has already sent 13 National Disaster Response Force (NDRF) teams, three more are on their way.
Each NDRF team has about 45 personnel. This does not include the Indian Air Force and Army personnel who have also been sent.
According to data available with the Indian agencies, Israel has sent the second largest team with 299 personnel, followed by China with 253, including 60 medical personnel.
A multi-nation coordination centre has been operationalised by the Nepal Army to coordinate relief efforts. Like the NDRF teams, most of the foreign teams have carried their own tents.

সুন্দরবন বিনাশী কর্মকাণ্ড কোনোভাবেই থামছে না। সজ্ঞানে সুন্দরবনকে বিপন্ন, বিনষ্ট করার সব আয়োজনই চলছে। দেশী-বিদেশী বিশেষজ্ঞ আর মানুষের পরামর্শ এবং দাবির পরেও পিছু হটানো যাচ্ছে না। সুন্দরবন রক্ষায় মূল উদ্যোগটি আসার কথা সরকারের দিক থেকেই। কিন্তু সে সরকারই কোনো কিছুতে কান না দিয়ে উদ্দেশ্যপ্রণোদিতভাবে কর্মকাণ্ড চালিয়ে যাচ্ছে। অসহায় গাছ-গাছালি, মাছসহ জলজপ্রাণী, পশুপাখি এবং খোদ সুন্দরবনের কোনো রেহাই নেই। যার সর্বশেষ প্রমাণ জ্বালানি তেলবাহী জাহাজ ডোবার পর এবার ডুবল সারবাহী জাহাজ। এ ঘটনায় সুন্দরবনের বিভিন্ন নদ-নদী ও বনের জীববৈচিত্রের ব্যাপক ক্ষতির আশঙ্কা করা হচ্ছে। বাগেরহাটের পূর্ব সুন্দরবনে শরণখোলা রেঞ্জের মরাভোলা এলাকার ভোলা নদীতে এ জাহাজ ডুবির ঘটনা ঘটে। বনবিভাগ সূত্র জানায়, ভোলা নদীতে চলাচলের সময় ডুবো চরে আটকে যায় 'এমভি জাবালে নুর' নামে সার বোঝাই জাহাজ। পরে উদ্ধারের চেষ্টা করা হলে তলা ফেটে সেটি ডুবে যায়। এর আগে সুন্দরবনের অভ্যন্তরে শেলা নদীতে ৫ মাস আগে তেলবাহী জাহাজ 'এমভি সাউদার্ন সেভেন স্টার' ডুবে গেলে সুন্দরবনের পরিবেশ ভয়াবহ হুমকির মুখে পড়ে। এতে পৃথিবীর বৃহৎ এই ম্যানগ্রোভ বনের উদ্ভীদ ও প্রাণী রাজ্যের ব্যাপক ক্ষতি হয়। তারপরও সরকারের টনক নড়ছে না। বিকল্প পথ থাকা স্বত্তেও ব্যবহার করা হচ্ছে সুন্দরবনের বিপদজনক নৌ-রুট। আর প্রায়ই সেখানে দুর্ঘটনায় পতিত হচ্ছে পণ্য বোঝাই জাহাজ। প্রশ্ন হলো, সরকার কি সজ্ঞানে সুন্দরবনের ক্ষতির জন্য এ রুট চালু রেখেছে? কারণ এখানেই ক্ষান্ত দেয়নি তারা। ইপিজেড ও বিমানবন্দর তৈরির উদ্যোগও নিয়েছে সরকার। এর আগে সরকারি উদ্যোগে একটি এবং বেসরকারি উদ্যোগে আরো একটি কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের পদক্ষেপ নেয়া হয়েছে। এভাবেই সুন্দরবন ধংসের সব আয়োজন করছে সরকার। কেন - তার সুদত্তর মিলছে না কারো কাছ থেকেই।
সারবাহী জাহাজ ডোবার তিনদিন পর টনক নড়ে প্রশাসনের। ড্রেজার মেশিন দিয়ে তোলা হয় নদীর পানিতে গলে যাওয়া সার। এদিকে নদীর পানিতে বিশাক্ত রাসায়নিক সার মিশে সংশ্লিষ্ট এলাকার প্রাণীকূলের জন্য ভীতিকর পরিবেশ তৈরি হয়েছে। এতে ক্ষতিগ্রস্ত হবে সুন্দরবনের প্রাণীরা। বিশ্বের বৃহত্তম ম্যানগ্রোভ ফরেস্ট সুন্দরবন শুধু বাংলাদেশের সম্পদ নয়,এটি এখন ইউনেস্কোর বিশ্ব ঐতিহ্য বা বিশ্বের অন্যতম প্রাকৃতিক দেয়াল বনভূমি ও জলাভূমি। সুন্দরবনের বৈশিষ্ট্য, ভূ-প্রাকৃতিক গুরুত্ব বিবেচনায় এই বনের সুরক্ষা এবং নিরাপত্তা নিয়ে বিশ্ব সংস্থা এবং বিশ্বের পরিবেশবাদীদের তাগিদ দীর্ঘদিনের। শেলা নদীতে তেলবাহী জাহাজ ডুবির অনেক আগে থেকেই ইউনেস্কো সুন্দরবনের ভেতরকার বাণিজ্যিক নৌ-চ্যানেল বন্ধের আহ্বান জানিয়ে আসছিল। তেলবাহী জাহাজ ডুবির পর সে দাবী আবারো জোরালো হয়ে উঠে। দেশের পরিবেশবাদী এবং নাগরিক সমাজও সুন্দরবনের ভবিষ্যত নিয়ে বিভিন্ন সময় উদ্বেগ প্রকাশ করেছে। কিন্তু আমাদের সরকার এবং সংশ্লিষ্ট মন্ত্রণালয়ের দায়িত্বশীল ব্যক্তিরা এই উদ্বেগের গুরুত্ব যেন বুঝতেই পারছেন না। সুন্দরবনের অস্তিত্বের চেয়ে কিছু সংখ্যক জাহাজ মালিক এবং নৌ-পরিবহন শ্রমিকের অর্থনৈতিক স্বার্থই যেন তাদের কাছে বড়। শেলা নদীতে জাহাজ চলাচল নিষিদ্ধ ঘোষিত হওয়ার পরও নানা খোঁড়া অজুহাত দেখিয়ে ওই চ্যানেলে বাণিজ্যিক জাহাজ চলাচলের সুযোগ উন্মুক্ত করে দিয়েছে সরকার। কাগজে কলমে কিছু শর্তের কথা বলা হলেও সারবাহী জাহাজ ডুবির মধ্য দিয়ে প্রমাণিত হয়, কথিত শর্তগুলো পালনে কোনই মনিটরিং ব্যবস্থা কার্যকর ছিলনা। অবস্থাদৃষ্টে মনে হয়, একটি প্রভাবশালী মহলের ষড়যন্ত্র এবং সরকারের সংশ্লিষ্ট বিভাগের হেলাফেলার বিষয়ে পরিণত হয়েছে সুন্দরবন।
বিভিন্ন মহলের উদ্বেগ ও প্রতিবাদ উপেক্ষা করে সুন্দরবনের স্পর্শকাতর অঞ্চলে বৃহত্তম কয়লাভিত্তিক তাপবিদ্যুৎ কেন্দ্র স্থাপনের কাজ এগিয়ে চলেছে। ভারত-বাংলাদেশ যৌথ উদ্যোগে নির্মিতব্য রামপাল তাপবিদ্যুৎ কেন্দ্র প্রধানত ভারত থেকে আমদানী করা কয়লা ব্যবহার করেই পরিচালিত হবে। এই বিদ্যুৎকেন্দ্রকে ঘিরে বিশেষজ্ঞ ও পরিবেশবাদীরা যে সব আশঙ্কা প্রকাশ করে আসছেন, সরকারের তরফ থেকে তা' অগ্রাহ্য করে নানা মন্তব্য করা হচ্ছে। গত এক দশকে সুন্দরবন এলাকায় জাহাজ ভাঙ্গা শিল্প, সিমেন্ট কারখানাসহ নানা ধরনের ভারী শিল্পের অনুমোদন দিয়েছে সরকার। তেল বা সারবাহী জাহাজ ডুবে যাওয়ার পর গণমাধ্যমে কিছু লেখালেখি হলেও অনেক ঘটনা-দুর্ঘটনাই পর্দার অন্তরালে থেকে যাচ্ছে। প্রায়ই সুন্দরবনের নৌ-চ্যানেলে নানা ধরনের ভারী ও রাসায়নিক পণ্যবাহী লাইটারেজ জাহাজ ও ট্রলার ডুবির ঘটনা ঘটে চলেছে। শত শত টন তেল ও সার সুন্দরবনের পানিতে মিশে বনের পানি, প্রাণী, গাছপালা ও জীব-বৈচিত্র্যের উপর যে বিপর্যয় ডেকে আনছে তা নিয়ে সরকারের সংশ্লিষ্ট মহলের কোন মাথাব্যথা নেই। সারবাহী জাহাজ ডুবির ঘটনায় ইতিমধ্যে একটি তদন্ত কমিটি গঠিত হয়েছে। এর আগে ফার্নেস অয়েলবাহী জাহাজ ডুবির পরও যথারীতি তদন্ত কমিটি গঠিত হয়েছিল। কিন্তু এসব কমিটির রিপোর্ট পূর্ণাঙ্গরূপে আলোর মুখ দেখে না। রিপোর্টের সুপারিশও কখনো বাস্তবায়িত হয় না।
তেলবাহী জাহাজ ডুবির পর সরকারের আহ্বানে জাতিসংঘের একটি বিশেষজ্ঞ দল গত ২২ ডিসেম্বর সুন্দরবনে আসে। ২৫ সদস্যের দেশি-বিদেশি ওই বিশেষজ্ঞ দলটি পাঁচ দিন ধরে সুন্দরবনে ঘুরে ঘুরে ক্ষয়ক্ষতির তথ্যসহ নানা উপকরণ সংগ্রহ করে। বিশেষজ্ঞ দলের সদস্যরা তাদের পর্যবেক্ষণ প্রতিবেদনে সুন্দরবনের মধ্য দিয়ে নৌযান চলাচল বন্ধের সুপারিশ করে। ২৮ দিন বন্ধ থাকার পর ৭ জানুয়ারি থেকে সরকার নিয়ন্ত্রিত উপায়ে শুধুমাত্র দিনের আলোয় শ্যালা নদীর ওই পথে নৌযান চলাচলের অনুমতি দেয়। তেলবাহী জাহাজ ডুবির ৫ মাস যেতে না যেতেই সার বোঝাই এ জাহাজ ডুবির ঘটনা ঘটলো।
২০১১ সালে নিউইয়র্কভিত্তিক 'ওয়াইল্ডলাইফ কনজারভেশন সোসাইটি' জানায়, বাংলাদেশের সুন্দরবন অঞ্চলে প্রায় ৬ হাজার ইরাবতী ডলফিন রয়েছে - যা কয়েক বছর আগেও প্রাণী বিজ্ঞানীদের কাছে 'ইরাবতি' ছিল হারিয়ে যাওয়া ডলফিন। বিশ্বের সবাই জানতো 'ইরাবতি' ডলফিন পৃথিবী থেকে বিলুপ্ত হয়েই গেছে। ইরাবতিসহ সুন্দরবনের ৬ প্রজাতির ডলফিন খুবই স্পর্শকাতর। এ দুর্ঘটনার পর ডলফিন যদি সুন্দরবন থেকে হারিয়ে যায় তাহলে এই ব্যর্থতার দায় কে নেবে?
কারিগরী বিশেষজ্ঞদের নিরাপত্তা ছাড়পত্র ছাড়াই প্রায় ৩ বছর যাবত মংলায় জাহাজ আসা-যাওয়ার কারণে দুর্ঘটনায় গত ৩০ সেপ্টেম্বর ৬০০ টন সিমেন্টের কাঁচামাল নিয়ে একটি কার্গো জাহাজ পশুর চ্যানেলের জয়মনির ঘোল এলাকায় এবং গত ১২ সেপ্টেম্বর পশুর চ্যানেলের হাড়বাড়িয়া এলাকায় প্রায় ৬৩০ টন সিমেন্টের কাঁচামাল নিয়ে আরও একটি কার্গো জাহাজ ডুবে যায়। ওই জাহাজ দু'টি এখনও চ্যানেল থেকে উত্তোলন করা সম্ভব হয়নি।
মাত্র ৩ মাসের ব্যবধানে এমন তিনটি দুর্ঘটনা ঘটল বিশ্বের বৃহত্তম ম্যানগ্রোভ বনাঞ্চল সুন্দরবনের ভেতর। এতে মানুষের সন্দেহ হওয়াটা কি অস্বাভাবিক? শ্যালা নদী দিয়ে বাণিজ্যিক নৌযান চলাচল বন্ধ করতে সুন্দরবন বিভাগ গত ৩ বছরে ৭ বার চিঠি দেয় বিআইডব্লিউটিএ'কে। আর অনেক আগে থেকেই পরিবেশ বিশেষজ্ঞরা বলতে বলতে এখন ক্লান্ত। সেই দাবিতে সরকার সাড়া দেয়নি। বরং তাদেরকে বৃদ্ধাঙ্গুলি দেখিয়ে দায়িত্বে অবহেলা করেছেন। এই সুন্দরবন ঘিরে জেলে, মৌয়ালী,বাওয়ালিসহ স্থানীয়দের জীবন-জীবিকা নির্ভরশীল, তারাও ক্ষতিগ্রস্ত হবেন। হারাবেন জীবিকা ও বাসস্থান। জীবন হয়ে পড়বে দুর্বিসহ। নষ্ট হবে সুন্দরবনের সৌন্দর্য। ক্ষতিগ্রস্ত হবে দেশ। তাই সুন্দরবন রক্ষায় দায়িত্বশীলদের আরও দায়িত্বশীল হওয়া খুব জরুরি।।
