India on Sunday made it clear that the Teesta river water-sharing deal will not be signed during PM Narendra Modi's visit to Bangladesh from June 6, indicating that the West Bengal CM Mamata Banerjee is still not on board."There will be no deal on Teesta during the coming visit because we have to take the state (West Bengal) government on board for this," Sushma Swaraj said.

Thus went the conversation between Bangladesh Prime Minister Sheikh Hasina and West Bengal Chief Minister in Dhaka today, on the most contentious issue of the sharing of the Teesta river's waters between the two countries.
The Teesta flows through north Bengal into Bangladesh. Mamata Banerjee had opposed a pact that former Prime Minister Manmohan Singh had wanted to sign. Her grouse: the pact would hurt north Bengal. That was in September 2011. Ever since, the Teesta issue has been prickly.

PBBBNP Chairperson Khaleda Zia has thanked the Indian government after its Parliament passed the Land Boundary Agreement (LBA) bill to swap enclaves with Bangladesh, paving way for solving the four-decade-old border issue.
Khaleda also criticised the ruling Awami League-led government for "working in favour of India's previous Congress government".
"The Lok Sabha has passed the Land Boundary Agreement bill after 40 years. I'd like to thank the Narendra Modi-led government for this," the former prime minister told a programme on Saturday night.
India's lower house unanimously passed the LBA bill on Thursday, a day after the Rajya Sabha pushed it through without opposition.
Passage of the bill in Indian Parliament will now allow implementation of the agreement that provides for swapping of 162 enclaves in Assam, West Bengal, Tripura and Meghalaya.
Bangladeshi enclaves have around 14,000 residents while Indian enclaves are home to 37,000.
Modi hailed the ratification of LBA as "a historic milestone" in India-Bangladesh relations, saying it ensured "a permanent settlement" of land boundary issue with Bangladesh.
Khaleda said: "Mr Modi said his government went ahead with the move to create a friendly relation with Bangladesh... He said he wants to build relations with [Bangladesh's] people and not with any particular political party.
"We also want that."
The LBA had been hanging fire since Bangladesh's independence. Not much progress had been made to settle the border between two neighbours since the Mujib-Indira Accord of 1974.
Prime Minister Sheikh Hasina on Saturday said Indian Parliament's passage of the bill manifested the success of the 1974 agreement.
"For 40 years, it was dubbed as a 'servile agreement'. But now everyone realise it was a smear campaign. It has been established that Bangladesh has benefitted from it," she told a programme.
Khaleda claimed the Awami League failed to gain anything from India's previous Congress government.
Awami League President Hasina said solving outstanding bilateral issues with India would have been impossible had her party not returned to power.

However,Former Prime Minister of India, Atal Bihari Vajpayee, is set to be honoured by Bangladesh for his outstanding support which led to the country's independence during the 1971 Liberation War, when he was a Lok Sabha member.
Bangladesh will honour Vajpayee with "Friends of Bangladesh Liberation War Award", said a Foreign Ministry spokesman familiar with the process. The award will be to Prime Minister Modi during his upcoming visit to the country from June 6.
"From the very beginning of the Liberation War (in 1971), he (Vajpayee) took a firm stand in favour of Bangladesh's independence… as the then president of Bharatya Jana Sangh and Lok Sabha member he mobilised campaign at home and in international arena for the rights of Bangladesh's people," the official said quoting the draft citation of the award.
Prime Minister Sheikh Hasina also approved a proposal to honour the families of the members of Indian armed forces for sacrificing their lives for the cause of Bangladesh's independence.
The proposal suggested that it was a "national responsibility" on the part of Bangladesh to acknowledge formally the supreme sacrifices of Indian soldiers.
Officials said Dhaka decided to send the martyrs' family members a letter alongside a certificate to be signed by the Bangladesh premier expressing tributes for their contributions.
The then Indian prime minister Indira Gandhi was the first "foreign friend" to be conferred with the 'Bangladesh Liberation War Honour Award'. Her daughter-in-law and Congress party president Sonia Gandhi received the honour on her behalf in 2012 at a special ceremony.
Most of the subsequent recipients were also from India which extended the most crucial support for Bangladesh's independence with incumbent President Pranab Mukherjee being one of them.
Bangladesh decided to honour the 1971 "foreign friends" soon after the ruling Awami League was elected to power in 2008.

When Narendra Modi was elected as the Indian prime minister, people of Bangladesh were sceptical of India's possible role in Bangladesh, since some comments made about top BJP leaders during the pre-election campaign had already created a sense of unease.
But Modi, in his first state program, buried all such apprehension by inviting the South Asian countries' heads of state. In his speech, he clearly said his vision was to establish sound friendships with his next-door neighbours.
His statements, however, could not assure the people of our country as Congress had been a tested friend of Bangladesh, while BJP was not.
His willingness to strengthen ties with his neighbours once again surfaced when he telephoned the Bangladeshi, Pakistani, and Sri Lankan heads of state on the very first day of the ICC World Cup 2015.
But the situation was completely reversed when the supply of cows from India had stopped completely.
All of a sudden, things took a dramatic turn as the LBA was approved in the cabinet. Then, the very next day, it was passed in the Lok Sabha and then in the Rajya Sabha. The much anticipated and long overdue agreement was ratified at lightning speed, and people could not even predict what was going on.
The most significant point of the ratification was that it was passed without any opposition, and no criticism was found on either side. This ratification showed us that India valued humanity, going beyond political considerations.
As Bangladesh has long been pressing for the settlement of pending issues with its next-door neighbour, the Indian move is expected to ease the politics in South Asia on many counts.
It comes as a gesture of goodwill from an "elder brother," and not a "big brother" as termed by the Indian external affairs minister, Sushma Swaraj.
Bangladesh has always been a very important factor for Indian diplomacy because of its northeastern states. Part of the Indian support during the Bangladesh Liberation War was also rooted in the protection of the Indian seven sister states. Prime Minister Sheikh Hasina's steps for Indian security concerns in the seven sister states caused India to think positively about Bangladesh and the ratification was a great return on Hasina's initiative.
The dispute over the demarcation of the international boundary, exchange of enclaves and land, would have been resolved much earlier had the political leaderships in both countries been sincere enough even after the signing of the Land Boundary Agreement between Sheikh Mujibur Rahman and Indira Gandhi in 1974.
Bangladesh ratified the agreement soon after the signing of the agreement, but unfortunately the deal remained elusive as the Indian politicians could not get it ratified. None of the Indian prime ministers worked towards moving a bill in parliament as India saw high-profile leaders like Morarji Desai, Charan Singh, Indira Gandhi, Rajiv Gandhi, VP Singh, Chandra Shekhar, PV Narasimha Rao, HD Deve Gowda, IK Gujral, and Atul Bihari Vajpayee had forgotten the agreement.
On the other hand, Bangladeshi leaders like Ziaur Razhman, HM Ershad, and Khaleda Zia, who ruled the country for over 21 years after Sheikh Mujibur Rahman was assassinated along with most of his family in 1975, did not pursue the matter either.
It all came about when the former Indian prime minister, Manmohan Singh, visited Bangladesh in September 2011 and signed a protocol for the implementation of the LBA. The Congress-led coalition government raised hope after it moved a constitution amendment bill in parliament later that year.
But it got stuck with protests from the opposition parties, including the BJP, and leaders from states neighbouring Bangladesh. And it was thought that the implementation of the LBA was all but buried.
Since partition in 1947, people of enclaves have passed horrible times. Their sufferings cannot be narrated in words. Only an extremely remarkable writer can come close to projecting their sufferings.
Modi really behaved like an elder brother. Usually, in Bangladesh, when one goes to a relative's house, the person brings along some sweets or gifts. In a similar fashion, the Modi government has done this prior to Modi's visit to Dhaka. After the ratification, it was learnt that Modi is expected to visit Dhaka in June.
The most significant point is that around 50,000 people of the enclaves can now breathe fresh air. None will be born or die stateless in the enclaves. Though some five decades have gone, they now have their identities.
People of Bangladesh remember Congress for their roles in the Bangladesh Liberation War.
And from now on, the people of Bangladesh will remember the Modi government for their courageous step for ratifying the LBA in parliament.
Modi certainly behaved like an elder brother, and for this I must salute him.
Thank you Mr Modi and colleagues, for taking these steps towards the betterment of your next-door neighbour Bangladesh.

ভারতবিরোধী রাজনীতি কি ভুলতে চাইছে বিএনপি!

ভারতের প্রধানমন্ত্রী নরেন্দ্র দামাদোর মোদির আসন্ন ঢাকা সফরের সময় বিএনপির চেয়ারপারসন খালেদা জিয়ার সঙ্গে সাক্ষাতের বিষয়ে ধোঁয়াশায় রয়েছে বিএনপি। বিভিন্ন সময় বিএনপির ভারতবিরোধী বক্তব্য, ২০১৩ সালে ভারতের রাষ্ট্রপতি প্রণব মুখার্জির সঙ্গে সাক্ষাৎ করতে খালেদা জিয়ার না যাওয়া, জামায়াতকে জোটে থেকে বাদ না দেয়াসহ বিভিন্ন কারণে ভারতের সঙ্গে বিএনপির সম্পর্ক ভালো নয়। তবে ভারতের প্রধানমন্ত্রীর সফরকে সামনে রেখে বিএনপিতে ব্যাপক উৎসাহ-উদ্দীপনা লক্ষ্য করা গেছে। দলের কয়েকজন নেতার সঙ্গে কথা বলে এমন আভাস পাওয়া গেছে। রাজনৈতিক বিশ্লেষকদের মতে, ভারতবিরোধী রাজনীতি কি ভুলতে চাইছে বিএনপি!
তবে খালেদা জিয়া এবং নরেন্দ্র মোদির বৈঠক হলে এবার দেশের অভ্যন্তরীণ রাজনীতি নিয়ে কৌশলী বক্তব্য উপস্থাপন করতে চায় বিএনপি। বিএনপি যে ভারতবিরোধী নয়- মূলত এই বার্তাটাই নরেন্দ্র মোদিকে দিতে চায় দলটি। কারণ বিএনপি নেতাদের প্রত্যাশা নরেন্দ্র মোদির সফরে বিএনপি এবং খালেদা জিয়া গুরুত্ব পাবে। যদিও এতে সরকার বাধা সৃষ্টি করতে পারে এমন আশঙ্কাও রয়েছে বিএনপি নেতাদের মনে।
অন্যদিকে এ বৈঠক যদি কোন কারণে না হয় তবে ইমেজ সংকটে পড়বেন বিএনপি চেয়ারপারসন। সে বিষয়টি মাথায় রেখেই এগুচ্ছেন বিএনপির কূটনীতিক বিষয়ক নেতারা।
খালেদা জিয়া এবং নরেন্দ্র মোদি বৈঠকের ব্যাপারে বিএনপির সর্বোচ্চ নীতিনির্ধারণী ফোরাম জাতীয় স্থায়ী কমিটির সদস্য লে. জে. (অব.) মাহাবুবুর রহমান সংবাদকে বলেন, ভারতের প্রধানমন্ত্রী নরেন্দ্র দামাদোর মোদি বাংলাদেশ সফরে আসবেন। সবচেয়ে বৃহৎ গণতান্ত্রিক দেশ, যেখানে ১২০ কোটি মানুষ। এতো বড় দেশে মাত্র একবার জরুরি অবস্থা জারি হয়েছিল। তিনি বলেন, আগেও ভারতের প্রধানমন্ত্রী দেশ সফর করেছেন। এবারের সফরে পরিবর্তন আছে। আগের প্রধানমন্ত্রী নিয়ে গেছেন বেশি দিয়েছেন কম। এবার মোদি গণতন্ত্রের পতাকা উড়িয়ে আসছেন। দেশের গণতন্ত্রের যে সংকট চলছে তাতে তার ভূমিকা থাকবে। এবারের সফরে খালেদা জিয়ার সঙ্গে ভারতের প্রধানমন্ত্রীর সঙ্গে
বৈঠকের বিষয়ে জানতে চাইলে স্থায়ী কমিটির এ সদস্য বলেন, বিএনপি এর আগে ক্ষমতায় ছিল। জিয়াউর রহমান চীন, ভারত সফর করেছেন। খালেদা জিয়াও ভারত সফর করেছেন। নিশ্চয়ই বিএনপি চেয়ারপারসন ভারতীয় প্রধানমন্ত্রীর সঙ্গে দেখা করবেন। তবে এ বিষয়ে কবে বৈঠক হতে পারে তা জানেন না তিনি।
বিএনপির বিভিন্ন পর্যায়ের কয়েকজন নেতা সংবাদকে বলেন, বিভিন্ন সময় বিএনপির ভারতবিরোধী রাজনীতি, হরতালের অজুহাতে ২০১৩ সালে ভারতের রাষ্ট্রপতি প্রণব মুখার্জির সঙ্গে সাক্ষাৎ করতে খালেদা জিয়ার না যাওয়া, বিএনপির আমলে ১০ ট্রাক অস্ত্র উদ্ধারসহ বিভিন্ন কারণে ভারতের সঙ্গে বিএনপির সম্পর্ক। ভারতের কংগ্রেসের সঙ্গে আওয়ামী লীগের একটি ঐতিহাসিক সম্পর্ক আছে। অনেকের ধারণা ছিল, বিজেপি ক্ষমতায় এলে আওয়ামী লীগ সরকারের সঙ্গে ওই সম্পর্কে ছেদ পড়বে। বিজেপির সঙ্গে আওয়ামী লীগের চেয়ে বিএনপির সম্পর্ক ভালো হতে পারে বলে মনে করা হতো।
কিন্তু নির্বাচনসহ বিভিন্ন দাবিতে টানা হরতাল-অবরোধ ডেকে খালেদা জিয়ার টানা ৯২ দিন নিজ কার্যালয়ে অবস্থানসহ বিভিন্ন কর্মসূচিতে কোন সাড়া মেলেনি। বরং এ সময়ে সহিংসতায় শতাধিক মানুষের মৃত্যুতে বিএনপিকে ভিন্ন দৃষ্টিতেই দেখছে বাইরের দেশগুলো।
এছাড়া এর আগে ভারতের পররাষ্ট্রমন্ত্রী সুষমা স্বরাজ তার ঢাকা সফরের সময় খালেদা জিয়ার সঙ্গে সৌজন্য সাক্ষাৎ করেছিলেন। সে সময় সফরের সঙ্গে ওতপ্রোতভাবে যুক্ত ঢাকায় কর্মরত একাধিক কূটনীতিক জানিয়েছিলেন, ৫ জানুয়ারির নির্বাচন, বাংলাদেশে গণতন্ত্র নেই ইত্যাদি বিষয় সৌজন্য সাক্ষাতে বারবার উল্লেখ করেন খালেদা জিয়া। এটি সুষমা স্বরাজ ভালোভাবে নেননি।
তবে প্রথমবারের মতো বাংলাদেশ নরেন্দ্র মোদির সফরের বিষয়ে বিএনপির সূত্র বলছে, ৭ জুন খালেদা জিয়ার সঙ্গে সাক্ষাৎ নিয়ে বিএনপির চেয়ারপারসনের কয়েকজন উপদেষ্টা ও ভাইস চেয়ারম্যান কাজ করছেন।
নাম প্রকাশ না করার শর্তে দলের একজন নেতা সংবাদকে বলেন, একটি বড় রাজনৈতিক দল হিসেবে বিএনপির সঙ্গে ভারতের প্রধানমন্ত্রীর সৌজন্য সাক্ষাৎ হতে পারে। তবে এবার দেশের অভ্যন্তরীণ বিষয় তারা সরাসরি উপস্থাপন না করে ভারত একটি বৃহৎ গণতান্ত্রিক দেশ হিসেবে পার্শ্ববর্তী দেশ বাংলাদেশের গণতন্ত্র বিষয়ে যেন গুরুত্ব দেয়। কারণ ভারত বাংলাদেশের পরিস্থিতি সম্পর্কে ভালোভাবেই জানে। তবে বাংলাদেশ সরকার এ ক্ষেত্রে কিছুটা নেতিবাচক বলে তাদের মনে হচ্ছে। বিএনপির অন্য একটি সূত্র জানায়, বিএনপি ভারত ও বিজেপিকে এই বিষয়টি আশ্বস্ত করতে চাইবে যে, বিএনপি ভারতবিরোধী নয়। বিএনপি ভারতের সঙ্গে বন্ধুত্বপূর্ণ আস্থার সম্পর্ক রাখতে চায় এবং ক্ষমতায় গেলেও ইতিবাচক মনোভাবই থাকবে।
এদিকে জামায়াতে ইসলামী ও হেফাজতে ইসলামের সঙ্গে সম্পর্ক নিয়ে পশ্চিমা দেশগুলোর নেতিবাচক অবস্থানের কারণে বিগত আন্দোলনেও কোন সমর্থন পায়নি দলটি। দলটির আশা ছিল, ৫ জানুয়ারির নির্বাচনের পর পশ্চিমা বিশ্ব দ্রুততম সময়ের মধ্যে আবার নির্বাচন দিতে ক্ষমতাসীন আওয়ামী লীগের ওপর চাপ সৃষ্টি করবে। কিন্তু উল্টো বিএনপি চাপে পড়েছে জামায়াত ও হেফাজতের সঙ্গে সম্পর্কের কারণে। সর্বশেষ গত ২৮ এপ্রিল সিটি করপোরেশন নির্বাচনে অংশ নিয়ে তা বর্জন করলেও তাতেও কোনও বাইরের দেশগুলোর সমর্থন পায়নি।
বিএনপির চেয়ারপারসনের উপদেষ্টা খন্দকার মাহবুব হোসেন গত শুক্রবার এক অনুষ্ঠানে বলেন, বাংলাদেশে গণতান্ত্রিক প্রক্রিয়া যাতে অব্যাহত থাকে নরেন্দ্র মোদির সফরে ভারতের কাছে তারা সেই সমর্থন চাইবেন।
এ প্রসঙ্গে জানতে চাইলে বিএনপির বর্তমান মুখপাত্র ও আন্তর্জাতিক বিষয়ক সম্পাদক আসাদুজ্জামান রিপন সংবাদকে বলেন, এ বিষয়ে এখন আমি কোন কথা বলব না। তবে গত বুধবার এক সংবাদ সম্মেলনে ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদির বাংলাদেশ সফরকে স্বাগত জানিয়ে আসাদুজ্জামান রিপন বলেছিলেন, গুরুত্বপূর্ণ ব্যক্তিদের সফরের বিস্তারিত সূচি গোপন রাখা হয়। এ কারণে এখন বিএনপি এ বিষয়ে কিছু বলতে চান না। তিনি বলেন, বিএনপি কখনো ভারতবিরোধী রাজনীতি করেনি, করছে না, করবেও না।
তবে ভারত বিষয়ে বিএনপির এই পরিবর্তনে রাজনীতিক বিশ্লেষকরা দেখছেন ভিন্নভাবে। তারা মনে করছেন দলটি হয়তো তাদের ভুল বুঝতে পেরেছে। রাজনৈতিক বিশ্লেষক ড. বদিউল আলম মজুমদার সংবাদকে বলেন, এখন প্রেক্ষাপট বদলে গেছে, রাজনীতিও বদলে গেছে। তিনি বলেন, পার্শ্ববর্তী দেশ এবং গণতান্ত্রিক দেশ হিসেবে ভারত আমাদের জন্য অনেক গুরুত্বপূর্ণ। তাই বিএনপি হয়তো তার ভুল অনুধাবন করতে পেরেছে।

দীর্ঘ ৪১ বছর অপেক্ষার পর বাস্তবায়িত হতে যাচ্ছে স্থলসীমান্ত চুক্তি। দ্বিপক্ষীয় বাণিজ্য চুক্তি সইয়ের ৪৩ বছর পর বাংলাদেশ-ভারত একে অন্যের ভূখণ্ড ব্যবহার করে তৃতীয় দেশে বাণিজ্যের জন্য পণ্য ব্যবহারের সুযোগ পাবে। আর পণ্য পরিবহনের জন্য এক দেশ অন্য দেশকে
মাশুলও দেবে। বাংলাদেশের ভূখণ্ড ব্যবহার করে ভারতের উত্তর-পূর্বাঞ্চলের সঙ্গে পূর্বাঞ্চলে যাত্রীবাহী বাস চলাচল শুরু হবে।
বাণিজ্য ও নৌপরিবহন মন্ত্রণালয়ের কর্মকর্তারা জানান, দুই পক্ষ আন্তর্জাতিক চুক্তি, সনদ ও রীতি অনুসরণ করে আলোচনার ভিত্তিতে দুই দেশ পণ্য পরিবহনের জন্য ট্রানজিটের মাশুলের হার ঠিক করবে।
ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদির দুদিনের ঢাকা সফরের প্রথম দিনেই অর্থাৎ ৬ জুন এ বিষয়গুলোর সুরাহা হতে যাচ্ছে। ওই দিন বিকেলে প্রধানমন্ত্রী শেখ হাসিনার সঙ্গে শীর্ষ বৈঠক শেষে পাঁচ বছরের জন্য নবায়ন হবে বাণিজ্য চুক্তি ও অভ্যন্তরীণ নৌ-বাণিজ্য ও ট্রানজিটের প্রটোকল। চালু হবে আগরতলা-ঢাকা-কলকাতা বাস সার্ভিস।
দুই পক্ষের সম্মতিতে তৃতীয় দেশে পণ্য পরিবহন ও মাশুলের প্রস্তাব যুক্ত করে বাণিজ্য চুক্তিতে পরিবর্তন আনা হয়। সংশোধিত চুক্তিটি পাঁচ বছরের জন্য নবায়ন হবে। বাণিজ্য চুক্তিতে পরিবর্তন আনায় নৌ-প্রটোকলেও তৃতীয় দেশে পণ্য পরিবহন ও মাশুলের বিষয়টি যুক্ত করা হয়। গত ১৮ মে বাংলাদেশের মন্ত্রিসভায় সংশোধিত নৌ-প্রটোকল পাস হয়। গত ১৯ মে ঢাকায় ভারতীয় হাইকমিশন এ দুটি বিষয় বাদ দেওয়ার প্রস্তাব দেয়। এতে অনিশ্চয়তা দেখা দেয় নৌ-প্রটোকল নিয়ে। শেষ পর্যন্ত গত ২৮ মে ভারত অবস্থান পরিবর্তন করায় নৌ-প্রটোকল নিয়ে অনিশ্চয়তার অবসান হয়।
জানতে চাইলে মন্ত্রিপরিষদ বিভাগের সচিব মোশাররাফ হোসাইন ভূইঞা গতকাল রোববার দুপুরে তাঁর দপ্তরে প্রথম আলোকে বলেন, দ্বিপক্ষীয় বাণিজ্য চুক্তি ও নৌ-প্রটোকলে আলোচনার মাধ্যমে আন্তর্জাতিক রীতি অনুসরণ করে ট্রানজিট মাশুলের বিষয়টি অন্তর্ভুক্ত করা হয়েছে। এক দেশের ভূখণ্ড ব্যবহারের মাধ্যমে অন্য দেশ পণ্য পরিবহনের জন্য মাশুল দেবে। সংশোধিত বাণিজ্য চুক্তি অনুযায়ী ভারতের সড়ক, নৌ ও রেলপথ ব্যবহার করে নেপাল বা ভুটানের মতো তৃতীয় কোনো দেশে বাংলাদেশ পণ্য পরিবহন করতে পারবে। এটি বাংলাদেশের জন্য একটি বড় অর্জন। ভারতও বাংলাদেশের ভূখণ্ড ব্যবহার করতে পারবে।
নরেন্দ্র মোদির প্রথম ঢাকা সফরে সীমান্ত চুক্তি বাস্তবায়নের ঘোষণা, তৃতীয় দেশে পণ্য পরিবহন ও ট্রানজিটের জন্য মাশুল নির্ধারণের পাশাপাশি বাংলাদেশের নাগরিকদের জন্য ভিসা সহজ করার ঘোষণা আসছে। তবে বাংলাদেশের অন্যতম প্রধান দাবি, তিস্তার পানি বণ্টন চুক্তি এ সফরে সই হচ্ছে না।
প্রথম আলোর নয়াদিল্লি প্রতিনিধি জানান, ভারতের পররাষ্ট্রমন্ত্রী সুষমা স্বরাজ গতকাল তাঁর দপ্তরে এক সংবাদ সম্মেলনে বলেন, নরেন্দ্র মোদির আসন্ন বাংলাদেশ সফরে তিস্তার পানি বণ্টন চুক্তি সই হবে না। পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের মত নিয়েই চুক্তিটি সই হবে।
মোদি সরকারের প্রথম বর্ষপূর্তি উপলক্ষে মন্ত্রণালয়ের এক বছরের কাজের মূল্যায়ন উপলক্ষে এ সংবাদ সম্মেলনের আয়োজন করা হয়। সুষমা ঢাকায় মোদির সফরসঙ্গী হচ্ছেন না।
এদিকে কূটনৈতিক সূত্রে জানা গেছে, গতকাল দুপুর পর্যন্ত ভারতের পক্ষ থেকে মোদির সফরসঙ্গীদের যে তালিকা বাংলাদেশকে দেওয়া হয়েছে, তাতে কোনো মন্ত্রীর নাম নেই। ভারতের জাতীয় নিরাপত্তা উপদেষ্টা অজিত দোভাল ও পররাষ্ট্রসচিব এস জয়শঙ্কর মোদির সঙ্গে ঢাকায় আসবেন। সফরসঙ্গী হিসেবে এক দিন আগেই ঢাকায় আসবেন মমতা। ৫ জুন ঢাকায় এসে তিনি ৬ জুন কলকাতা ফিরে যাবেন।
মমতার কারণে শেষ মুহূর্তে মোদির ঢাকা সফরসূচিতে কিছু পরিবর্তন আসছে। এর আগে খসড়া সফরসূচিতে ৭ জুন বঙ্গবন্ধু আন্তর্জাতিক সম্মেলন কেন্দ্রে আগরতলা-ঢাকা-কলকাতা বাস সার্ভিস উদ্বোধনের কথা ছিল। দুই পক্ষ এখন বাস সার্ভিস উদ্বোধনের অনুষ্ঠানটি ৬ জুন বিকেলে দুই প্রধানমন্ত্রীর শীর্ষ বৈঠকের পর প্রধানমন্ত্রীর কার্যালয়ের উন্মুক্ত প্রাঙ্গণে আয়োজনের কথা ভাবছে। একই অনুষ্ঠানে ঢাকা-শিলং-গুয়াহাটি বাস সার্ভিস উদ্বোধনেরও কথা রয়েছে।
পররাষ্ট্র মন্ত্রণালয়ের কর্মকর্তারা জানান, ৬ জুন প্রধানমন্ত্রী শেখ হাসিনার সঙ্গে নরেন্দ্র মোদির শীর্ষ বৈঠকের পর বেশ কয়েকটি চুক্তি ও সমঝোতা স্মারক সই হবে। চুক্তি ও সমঝোতা স্মারকসহ প্রায় ২০টি চুক্তি সইয়ের জন্য চূড়ান্ত করা হচ্ছে। এর মধ্যে উল্লেখযোগ্য চুক্তিগুলো হচ্ছে বাণিজ্য, ঋণ, উপকূলীয় জাহাজ চলাচল ও পণ্যের মান পরীক্ষা। সমঝোতা স্মারকের মধ্যে রয়েছে মানব পাচার ও জাল নোট প্রতিরোধ, উপকূলীয় রক্ষীদের সহযোগিতা ও যাত্রীবাহী জাহাজ চলাচল। এ ছাড়া বিদ্যুৎ উৎপাদন, সামুদ্রিক অর্থনীতি, জলবায়ু পরিবর্তন, দুর্যোগ মোকাবিলা, শিক্ষা ও সংস্কৃতি নিয়ে বেশ কয়েকটি চুক্তি ও সমঝোতা স্মারক সইয়ের জন্য চূড়ান্ত করার কাজ চলছে।

চুক্তির মেয়াদ বাড়ছে, পণ্য পরিবহন সুযোগ পাবে তৃতীয় কোন দেশও
তৌহিদুর রহমান ॥ নৌ ট্রানজিট প্রটোকলে বাংলাদেশের সংশোধিত প্রস্তাবে সম্মতি দিয়েছে ভারত। বাংলাদেশের প্রস্তাব অনুযায়ী নৌ ট্রানজিটের আওতায় তৃতীয় দেশের পণ্য চলাচলে এখন কোন বাধা থাকছে না। এছাড়া উপকূলীয় জাহাজ চলাচল চুক্তির আওতায় দুই দেশের মধ্যে যাত্রীবাহী জাহাজ চলাচল করতে পারবে। আর ঢাকা সফরের মধ্যে দিয়ে নতুন অধ্যায় শুরু করতে চলেছেন বলে জানিয়েছেন ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদি। এদিকে ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদির ঢাকা সফরের একদিন আগে আসছেন পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বাংলাদেশ ও ভারতের মধ্যে নৌ যোগাযোগ বৃদ্ধির লক্ষ্যে দুই দেশের মধ্যে নৌ প্রটোকল চুক্তি রয়েছে। তবে এই চুক্তির মেয়াদ এবার বাড়ানো হচ্ছে। আগে এই চুক্তির মেয়াদ ছিল তিন বছর। এখন এই চুক্তির মেয়াদ হবে পাঁচ বছর। দুই দেশের মধ্যে বিদ্যমান 'প্রটোকল অন ইনল্যান্ড ওয়াটার ট্রানজিট এ্যান্ড ট্রেড' শিরোনামে এই নৌ প্রটোকল রয়েছে। ১৯৭২ সালে ভারত বাংলাদেশের মধ্যে নৌ-প্রটোকল সই হয়। এর পর বিভিন্ন সময়ে এই চুক্তির মেয়াদ বাড়ানো হয়েছে। তবে এবারের চুক্তিতে নতুন সংশোধনী আনা হয়। এতে বলা হয়, বাংলাদেশ বা ভারত নৌপথ ব্যবহার করে তৃতীয় কোন দেশে পণ্য পরিবহনের সুযোগ পাবে। প্রটোকলটি আগে দ্বিপাক্ষিক ছিল। এখন তৃতীয় পক্ষ সংযুক্ত করা হয়েছে। তৃতীয় পক্ষ হিসেবে নেপাল ও ভুটানকে টার্গেট রাখা হয়েছে, যেন দুই পক্ষেরই (বাংলাদেশ-ভারত) সুবিধা হয়। দুই পক্ষ আলাপ-আলোচনা করে সমস্যা চিহ্নিত ও সমাধান করবে।
নৌ প্রটোকল চুক্তির সংশোধিত খসড়া মন্ত্রিসভায় অনুমোদনের পরে ভারতের নিকট পাঠানো হয়। তবে সংশোধিত খসড়ায় দু'টি বিষয়ে আপত্তি তুলেছিল ভারত। সে কারণে ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদির ঢাকা সফরের আগে সংশোধিত এই চুক্তি নিয়ে অনিশ্চয়তা দেখা দিয়েছিল। অবশেষে শনিবার ভারতের পক্ষ থেকে বাংলাদেশের প্রস্তাবিত সংশোধনীতেই সম্মতি দেয়া হয়। বাংলাদেশের সংশোধিত প্রস্তাবে যে দুটি বিষয়ে ভারত আপত্তি তোলে, তার মধ্যে একটি হলো নৌ পথে ট্রানজিটের আওতায় তৃতীয় দেশে পণ্য চলাচল সুবিধা। অপরটি অপারেশনাল মূল্যবৃদ্ধির সঙ্গে সঙ্গতি রেখে রক্ষণাবেক্ষণ চার্জ বাড়ানোর বিধান বাতিল। তবে ভারতের এই আপত্তি তোলার পরে বাংলাদেশ কর্তৃপক্ষ কিছুটা বিব্রতকর অবস্থায় পড়ে। কেননা বাংলাদেশের সংশোধনী প্রস্তাব বাতিল হলে পুনরায় এটি মন্ত্রিসভায় নতুন করে পাস করাতে হতো। আর মোদির সফর সামনে রেখে পুনরায় সংশোধনের জন্য সময় ছিল খুবই কম। ভারতের সম্মতির পরে এখন এই চুক্তিতে আর কোন বাধা নেই।
এদিকে নৌ প্রটোকলের আওতায় বাংলাদেশ ও ভারতের উপকূল দিয়ে জাহাজ চলাচল নিয়ে আরও একটি চুক্তির প্রস্তুতি নেয়া হয়েছে। এ চুক্তির মাধ্যমে দুই দেশের মধ্যে উপকূল দিয়ে পণ্যবাহী জাহাজ চলাচল করতে পারবে। ভারত-বাংলাদেশের মধ্যে এই চুক্তির নাম 'কোস্টাল শিপিং এগ্রিমেন্ট'। এ ব্যবস্থার ফলে দুই দেশের মধ্যে পণ্যবাহী জাহাজ চলাচল করবে। এতে দ্বিপক্ষীয় বাণিজ্য বৃদ্ধিসহ দুই দেশের সড়কপথের ওপর চাপ অনেকটা কমবে। সাশ্রয়ী মূল্যে ও স্বল্প সময়ে দুই দেশের মধ্যে পণ্য পরিবহন সম্ভব হবে। তাছাড়া দ্বিপক্ষীয় সম্পর্কোন্নয়নে এটি বিশেষ ভূমিকা রাখবে। দুই দেশের মধ্যে ইতিমধ্যেই প্রাথমিক সমঝোতা হয়েছে।
বর্তমানে নৌ প্রটোকলের আওতায় তিনটি রুটে দুই দেশের মধ্যে দুই শতাধিক পণ্যবাহী নৌযান চলাচল করছে। এর মধ্যে প্রথম রুটটি হচ্ছে : কলকাতা-হলদিয়া-রায়মঙ্গল-চালনা-খুলনা-মংলা-কাউখালী-বরিশাল-হিজলা-চাঁদপুর-নারায়ণগঞ্জ-আরিচা-সিরাজগঞ্জ-বাহাদুরাবাদ-চিলমারী-ধুবড়া-পা-ু-শীলঘাট। দ্বিতীয় রুট হচ্ছে : কলকাতা-হলদিয়া-রায়মঙ্গল-চালনা-খুলনা-মংলা-কাউখালী-বরিশাল-হিজলা-চাঁদপুর-নারায়ণগঞ্জ-ভৈরব-আশুগঞ্জ- আজমীরিগঞ্জ-মারকুলি-শেরপুর-ফেঞ্চুগঞ্জ-জকিগঞ্জ-করিমগঞ্জ। তৃতীয় রুট হলো: ধুলিয়ান-গোদাগাড়ী-রাজশাহী-করিমগঞ্জ-জকিগঞ্জ-ফেঞ্চুগঞ্জ-শেরপুর-মারকুলি-আজমীরিগঞ্জ-আশুগঞ্জ-ভৈরব-নারায়ণগঞ্জ-চাঁদপুর-আরিচা-সিরাজগঞ্জ-বাহাদুরাবাদ-চিলমারি-ডুবরি-পা-ু-শীলঘাট। চুক্তি সইয়ের পর ভারতের কলকাতা, পশ্চিমবঙ্গ ও আসামের সঙ্গে বাংলাদেশের কয়েকটি নদীবন্দরের সরাসরি যাত্রী ও পর্যটক চলাচলের সুযোগ হবে। তবে এক্ষেত্রে নদীগুলোর নাব্যতা বৃদ্ধি করতে হবে। কলকাতার হলদিয়া থেকে নারায়ণগঞ্জ বন্দর আসতে মালবাহী জাহাজ আসবে ৮-১০ দিনে।
বর্তমানে ভারত থেকে সমুদ্রপথে পণ্য আনতে হলে মুম্বাই বা বিশাখাপত্তম বন্দর থেকে শ্রীলংকা বা সিঙ্গাপুরে যায়। সেখান থেকে বাংলাদেশের জাহাজে করে চট্টগ্রামে আসে। এতে একটি পণ্যবাহী কার্গো চট্টগ্রামে আসতে ২৫-৩০ দিন সময় লাগে। আর এক টন পণ্যের ভাড়া দিতে হয় প্রায় ১১০ ডলার। উপকূলীয় জাহাজ চলাচল শুরু হলে অন্ধ প্রদেশের কাকিনাদা বা বিশাখাপত্তম থেকে পণ্যবাহী জাহাজ চট্টগ্রাম বন্দর বা মংলা বন্দরে আসতে সময় লাগবে মাত্র তিনদিন। খরচ হবে টন প্রতি ৩০-৩৫ ডলারের মতো। জাহাজ চলাচল চুক্তি হলে খরচ কমবে প্রায় ৩৩ শতাংশ। কোস্টাল শিপিং এগ্রিমেন্ট সইয়ের জন্য ভারতের কেন্দ্রীয় মন্ত্রিসভায় শনিবার অনুমোদন দেয়া হয়েছে।
ঢাকায় নতুন অধ্যায় শুরুই মোদির লক্ষ্য ॥ ঢাকা সফরের মধ্যে দিয়ে ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদি নতুন অধ্যায় অধ্যায় শুরু করতে চলেছেন বলে মনে করছেন। তিনি কলকাতার আনন্দবাজার পত্রিকাকে বলেছেন, 'বাংলাদেশের সঙ্গে মধুর সম্পর্ক দক্ষিণ পূর্ব-এশিয়ার এই বিস্তৃীর্ণ অঞ্চলে শান্তি এবং স্থায়িত্ব নিয়ে আসবে'। তিনি আরও বলেন, সমস্ত রাজনৈতিক দলের সঙ্গে কথা বলে সংসদের অনুমোদন নিয়েই বাংলাদেশের সঙ্গে স্থলসীমান্ত চুক্তিটি করতে চলেছে ভারত। ১৯৭৪ সালে দেশ ভাগের পর থেকে এই সীমান্ত নিয়ে বিতর্ক শুরু হয়েছিল। ১৯৭১ সালে বাংলাদেশ গঠনের পরেও সেই বিতর্ক বহাল রয়ে গিয়েছে। আমরা এই বিতর্কের অবসান ঘটানোর চেষ্টা করছি এবং সেটা সর্বসম্মতির ভিত্তিতে। এটা আদৌ সামান্য ঘটনা নয়'।
শনিবার কেন্দ্রীয় মন্ত্রিসভায় বাংলাদেশ সফর নিয়ে মোদি আরও বলেন, আয়তনে বাংলাদেশ ছোট হলেও আমাদের কাছে তার ভূ-রাজনৈতিক গুরুত্ব অনেক। শেখ হাসিনার সরকার বেশ কয়েক বছর ধরেই যে সন্ত্রাস দমনে অত্যন্ত ইতিবাচক ভূমিকা পালন করেছে, তা মন্ত্রিসভার বৈঠকে উল্লেখ করেন মোদি। আর এই পরিস্থিতিতে তিনি মনে করেন, উন্নয়নই দুই দেশের কূটনৈতিক সম্পর্ক মজবুত করার কাজে সব চেয়ে বড় হাতিয়ার হতে পারে। দু'দেশের মধ্যে যোগাযোগ যত বাড়বে, পারস্পারিক আস্থাও তত বাড়বে। সেই উন্নয়নের ধারা বজায় রখতেই একগুচ্ছ পদক্ষেপ নেবে দিল্লী।
