Govt. seeks public cooperation in Census Operations
The Government has sought general public's cooperation in the ongoing census operations, and has pointed out that it is mandatory to share requested information with enumerators.The feedback received from enumerators has indicated that there has been misconceived apprehensions in the minds of some people.
"In some of the cases, the enumerators are even not permitted to enter the households on some pretext or the other. This not only hinders the functioning of government servants in performing duties but also seriously hamper the progress of the unique exercise undertaken by the Government for the first time in the history of the nation," said an MHA release on Monday.
"This is reiterated that it is mandatory on the part of each household to share information with the enumerator. This information, to be collected for the National Population Register only, will be highly confidential and will provide the spade work for formulating the policies and programmes by the Governments, both Central and State, for the betterment of the people of our huge nation," it stated.
According to the Govt. release, each resident will get a unique ID card for the first time once the whole exercise in completed.
Under Census 2011, the First Phase of House listing and Housing Census along with collection of Data on National Population Register has commenced with effect from April 1, 2010 in a phased manner covering 29 States/Union Territories till May, 2010.
The remaining States are to be covered during June, 2010.
For each State, the exercise is targeted to be completed within 45 days, to be followed by Biometric and Photography visits required for Publication of the National Population Register.Farm sector records lowest growth in 5 yrs at 0.2%
The country's agriculture sector recorded the lowest growth in five years, at 0.2 per cent, in fiscal year 2009-10 due to widespread drought.Agriculture and its allied sectors had grown at 1.6 per cent in 2008-09.
However, dismal as the farm sector's growth seemed to be, it was not as low as expectations set for the fiscal. It had grown by 0.2 per cent, though the earlier estimation -- arrived at by the Central Statistics Organisation -- had pegged it at a contraction of 0.2 per cent.
Chief statistician Pranab Sen said, "As far as agriculture is concerned, the data keeps changing. When we came up with advanced estimates, we had practically no figures for rabi (winter) crops."
"Now that we have the sowing figures for rabi, we have better growth figures. However, this is partly because of the upward revision of kharif (summer) crop estimates," he added.
The upward revision in the agriculture sector's growth was mainly due to a slight improvement in the kharif production of rice, wheat, cotton and sugarcane -- even as drought hit nearly half the country.
According to the third advance estimate, rice output in 2009-10 improved to 89.31 million tonnes from the earlier estimate of 87.56 million tonnes, while wheat production rose to 80.98 million tonnes from 79.06 million tonnes.
Similarly, the sugarcane production estimate was revised upward to 274.66 million tonnes from the earlier projection of 251.27 million tonnes. Cotton output estimates improved to 22.83 million bales, from 22.31 million bales of 170 kg each.
The weak monsoon had impacted farm production mainly in the third quarter of the last fiscal, as it declined by 1.8 per cent. In 2008-09 also, farm production had contracted in the third quarter -- by 1.4 per cent.
Finance Minister Pranab Mukherjee said, "(in) Third quarter, monsoon had adverse impact (on agriculture)."
In the fourth quarter of last fiscal, agriculture and allied sectors grew by 0.7 per cent against 3.3 per cent a year ago.
While it expanded by 0.9 per cent against 2.4 per cent in the second quarter, it grew by 1.9 per cent against 3.2 per cent in the first one.
The agriculture sector contributed around 17 per cent to the country's total economy in the 2009-10 fiscal.

A rebound in manufacturing and recovering farm output drove India's quarterly economic growth to 8.6 percent, the best in two years as Asia's third-largest economy returns to pre-crisis levels of expansion.Growth for the financial year ended March was 7.4 percent, beating a government forecast of 7.2 percent, officials said Monday. The acceleration in the January-March quarter is likely to add to pressure on the central bank to raise interest rates to contain inflation.
India has rebounded from the global downturn faster than expected thanks to strong domestic consumption and investment, but two uncertainties loom: Rain and Europe.
As India's farmers wait for the monsoon, hoping last year's drought won't be repeated, the nation's business elite watches Europe _ which accounts for a fifth of India's exports _ hoping its sovereign debt crisis won't dampen the investment that's needed to drive growth.
Manufacturing surged an unsustainable 16.3 percent off a low base for the March quarter, up from 0.6 percent a year earlier and its strongest performance in at least two years. Agriculture _ which remains an important source of employment _ limped along at 0.7 percent, up from the prior quarter's contraction of 1.8 percent, but worse than a year earlier, when it grew 3.3 percent.
``We remain vulnerable to the monsoons, as ever,'' said Enam Securities economist Sachchidanand Shukla. ``This is an annual uncertainty that can shave off 60 to 70 basis points (0.6 to 0.7 of a percentage point) from growth. If the monsoon were to fail again, growth will definitely slip below 8 percent.''
He said an unusually bountiful winter crop boosted growth after the worst rainfall since 1972 diminished summer yields.
Monday's figures showed that investment is becoming a key driver of growth as private consumption falls as a share of overall economic activity.
``It's a sign of India moving on to a higher growth trajectory,'' said D.K. Joshi, chief economist at Crisil, an Indian research and ratings agency. ``Investment has picked up really fast and is at par with other economies when they started lifting on a sustained basis.''
Investment as a share of gross domestic product rose to 34.6 percent during the March quarter, government data showed. That's far higher than it was in the 1990s, when it hovered near 22 percent of GDP, and close to its peak of 37 percent not long before the global recession, Joshi said.
Europe, India's most important export market, could drag on India, especially if its debt crisis undermines global growth.
Joshi calculates that only about 7 percent of investment comes from abroad. Still, if foreign funding _ which Indian companies have used to feed their growing appetite for overseas acquisitions _ dries up, domestic sources will be stretched, he said.
``We are more connected to Europe than ever, but we have our own strengths,'' he said.
From 2003-2008, economic growth averaged 8.8 percent a year, before slumping to 6.7 percent last fiscal year as the Great Recession roiled India's economy.
India's prime minister Manmohan Singh says the billion-plus nation needs to grow at 10 percent a year to eradicate chronic poverty.

"The CID probe has progressed a great deal and the state government does not feel that a parallel inquiry is necessary," Home Secretary Samar Ghosh told reporters at the state secretariat when asked about a CBI inquiry.
He said the Union Home ministry had sent a letter yesterday to Chief Secretary Ardhendu Sen seeking concurrence of the state government for a CBI investigation.
Asked why a CID inquiry was ordered, he said that generally the Commissioner of Railway Safety inquired into railway accidents. But since there was criminal involvement and sabotage in the disaster, the CID was investigating it.
Asked how long the CID inquiry would take, he said, "it can't be said immediately."
Alleging that there was a 'political conspiracy' behind the disaster, Banerjee on May 29 had demanded a CBI investigation.
She had said that the Railways had requested the Union Home Ministry for a CBI investigation since it was in 'jangalmahal' where joint operations were on.
In Delhi, Home Minister P Chidambaram said that the Railways favoured a CBI probe, but the state government's view has not yet been received.
'The needle of suspicion points to the CPI-Maoist or its front organisation. The identity of the culprits can be established only after the investigation is over,' Chidambaram told reporters here.
The home minister's remark is contrary to what Railway Minister Mamata Banerjee has alleged - that her political rivals had conspired to cause the accident ahead of Sunday's civic polls in West Bengal.
The Trinamool Congress chief has demanded a Central Bureau of Investigation (CBI) probe into the 'political conspiracy' behind the accident.
Chidambaram said the railway ministry had sought a CBI probe and the home ministry was awaiting a response from the the state government over it.
'The ministry of railways has suggested a CBI inquiry. We have asked the West Bengal government's views. We have not received their views,' the home minister said.
The home minister also contradicted Banerjee, who had said that explosives were used to damage the railway track that led to derailment of the Mumbai-bound Gyaneshwari Express early Friday. The engine and 13 coaches of the train derailed. Five coaches rolled on to a parallel track and were hit by a freight train in the Maoist stronghold in West Midnapore district.
'There is no trace of explosives,' Chidambaram said.
'The West Bengal government has on record said that there were no traces of explosives. Prima facie it appears that the tracks were cut and the pandrol clips removed,' Chidambaram said.

National Advisory Council hirings signal socialist agenda
The government has appointed several socialist intellectuals and activists to a powerful policy advisory body, officials said on Monday, signalling the possibility of higher spending on costly social programmes.
The National Advisory Council (NAC) is headed by Sonia Gandhi, powerful chief of the ruling Congress party who is seen as more inclined toward favouring the predominantly rural poor to help boost the party ahead of some key state elections.
While higher spending may be cushioned by windfall gains from a recent auction of telecom spectrum, the risk is it could fuel rural demand, feeding inflation, already high, and increasing the pressure on the central bank to raise rates aggressively.
The NAC, formed in 2004, initiated social programmes credited with helping return the Congress party to power last year. The council has cleared 11 names, including a left leaning economist, social and human rights activists and former civil servants.
"They will try to advocate left-liberal policies. The appointments show that the Congress is still in favour of a socialist policy as opposed to a capitalist line," said political analyst Amulya Ganguli.
Those appointed, officials said, include economist Jean Dreze, former Planning Commission official N.C. Saxena, rights activist Farah Naqvi, former civil servant Harsh Mander and agricultural scientist M.S. Swaminathan.
MOST APPOINTEES HELPED GOVT PROGRAMMES
Most of the appointees have, in some capacity, helped the government give shape to programmes such as the rural job schemes and food security that won the Congress Party votes in the last election.
Gandhi is credit with creating some of the flagship schemes, including the rural jobs programme that already costs about 1 percent of GDP. She has overruled ministers to widen a food subsidy bill and is pushing a women's rights bill in parliament.
On issues of economic reforms, Indian media often report differences between her and Prime Minister Manmohan Singh, an economist credited with opening up India's heavily socialist economy in the 1990s.
Some analysts say the appointments signal a government willingness for a stronger oversight of its current social programmes rather than a push for fresh social investments.
Most central schemes still continue to elude millions of poor people. Experts say badly run programmes may add to deficit spending and hinder India from following rival China by broadening an economic boom to hoist millions from poverty to become well-fed middle class consumers.
"These are people with impeccable credentials and it signals the seriousness with which the government want to pursue inclusive economic growth and meet social commitments," said Siddharth Varadarajan of The Hindu newspaper.
The NAC will also likely influence domestic security policy in a country fighting a worsening Maoist insurgency.
The chair of the NAC holds the rank of a cabinet minister, allowing Gandhi to call for and work with government officials and documents.

Home Minister P. Chidambaram on Monday indicated that the government may revisit its anti-Maoist policy at a cabinet meeting on security soon in the wake of a surge in Left-wing attacks that have killed over 300 people since the beginning of the year.
"I am told that a meeting of the CCS is being scheduled shortly," Chidambaram told reporters in response to a question on whether there was any move to revisit the government's anti-Maoist policy. The home minister has said that he has been given a "limited mandate" to tackle Left-wing violence.
Maoist hand suspected in train disaster: Chidambaram
On being asked by reporters whether the air force could be used to give support to the paramilitary and police in the jungles in their anti-Maoist operations, he said: "You will be told as and when any decision will be taken."
Three days after suspected Maoists sabotaged a rail track in West Bengal's Jhargram causing a passenger train's derailment and deaths of around 150 people, the union home minister reiterated that the government was willing to talk to the rebels provided they abjure violence.
"Abjuring violence as a pre-condition for talks applies to all insurgents groups, including Maoists," said Chidambaram.
He ruled out any plans to have a separate wing in the home ministry to deal with cases of terrorism by right wing Hindu fundamental groups. "There is no need to create separate cells in the ministry to deal with terrorism by different groups."

Congress alleges victimisation of Dalits in Gujarat
Gujarat Congress leader Shaktisinh Gohil Monday charged Chief Minister Narendra Modi of victimising Dalits who oppose his policies against the interest of the socially marginalised people.'Cases are being filed against Gujarat Dalit leaders at the instance of the chief minister,' said Gohil, who is also the leader of opposition in the state assembly.
He added that the irresponsible policies of the government have resulted in injustice to Dalits.
Attacking Modi for his approach, the Congress leader said that the Dalit leaders against whom he is initiating action are leaders of standing, known for their commitment to the cause of the socially marginalised people.
'The Modi-led Bharatiya Janata Party government is neglecting the welfare of the Dalits. The backlog of unfilled posts in the reserved category has been growing,' he said.
Instead of filling up these posts, efforts are being made to cancel them. The government does not respond positively when Dalit leaders go for any work, he said.
There is criminal delay in giving promotion to Dalits, he said.
A look at the record of the last five years shows that the budget for Dalit-centric projects has remained unused.
Gohil said commercialisation of education has created a situation where Dalits cannot afford education in institutions offering self-finance courses.
He said a new system in Gujarat Public Service Commission Examinations has resulted in a steep fall in the number of Dalits getting selected.
Dalit candidates now have to opt whether they want to compete for reserved category seats or the general seats and the merit list is prepared accordingly, he added.
Maya all set to be elected unopposed to Legislative Council
Uttar Pradesh Chief Minister Mayawati and 12 others are poised to be elected unopposed to the Legislative Council as only 13 aspirants have entered the fray for the biennial polls. As the deadline for filing nominations drew to close this evening, only 13 candidates are in the race for as many seats for the Vidhan Parishad.On the last day, a nominee each of the BJP and the Congress submitted their papers taking the total number of nominations to 13. Naseeb Pathan entered the fray as a Congress candidate and former minister Hriday Narain Dixit as a BJP nominee.
The results will be announced on June three, the last day of withdrawal of nominations, EC officials said. Twelve Legislative Council seats will fall vacant on July six.

Art of Living has presence in 150 countries
The Art of Living, founded by Sri Sri Ravi Shankar on whose life an attack was allegedly made Sunday evening at his ashram near the Karnataka capital, has a presence in 150 countries.Born in Shimoga district in 1956, the spiritual guru was said to be a precocious child. At the age of four, he was reciting parts of the Bhagavad Gita, Lord Krishna's discourse at the war front to Arjun, the hero of epic Mahabharata. He was also interested in meditation.
In 1973, when he was 17 years old, he had graduated with degrees in both Vedic literature and physics.
Sri Sri Ravi Shankar founded the art of Living in 1982, after a ten-day period of silence in 1981 during which he developed the Sudarshan Kriya, a breathing technique. Sudarshan Kriya is the centre-piece of Art of Living.
'The Sudarshan Kriya came like an inspiration. After I came out of the silence, I started teaching whatever I knew and people had great experiences,' the guru said about the technique.
He set up Art of Living as an international non-profit educational and humanitarian organisation. It has consultative status with the Economic and Social Council of the United Nations.
Sri Sri Ravi Shankar set up the International Association for Human Values (IAHV) in 1997 to coordinate sustainable development projects, foster human values and coordinate conflict resolution in association with AoL.
Sri Sri Ravi Shankar is a frequent traveller, visiting around 40 countries a year on peace and relief missions. He been to conflict zones in Sri Lanka, Iraq, the Ivory Coast, Cameroon, and in countries hit by the 2004 tsunami.

Following an order by an appellate authority, the Environment Ministry today stayed the clearance granted to a mining project at village Pirla in South Goa three years ago. On May 13, the National Environment Appellate Authority (NEAA) had stayed the nod given by the ministry to private firm Careamol Iron Ore Ltd after it was found that it allegedly made a "wrong" declaration in its Environment Impact Assessment (EIA) report in violation of ecological norms."The mining project was granted environmental clearance in September 2007 by the Environment Ministry even though the project proponent had given wrong information," said Supreme Court advocate Ritwick Dutta who had challenged the order before the Authority. He claimed that the company "mislead" the government by declaring that the river Kushawati is at a distance of 2.6 km of the project site whereas actually it is at a distance of only 50 metres.
Similarly, the EIA document was made available only in English and the public hearing venue was nearly 40 kms away from the project site. There is also an archaeological monument within a distance of 500 metres which was never disclosed to the NEAA, Dutta said.
The NEAA has also directed the Environment Ministry to place the project before the Standing Committee of the National Board for Wildlife (NBWL) as it is located within ten km of Cotigaon and Netraval wildlife sanctuary, a fact allegedly hidden by the firm. The NEAA members have decided to conduct a site visit on July 15 and 16 to ascertain the site''s distance from the river as well as to meet the affected people.
On May 17, the ministry had suspended clearance given to the mine of Anil Agarwal Foundation in North Goa which came soon after the NEEA decision to stay the nod granted to the mine of Sesa Goa located at Pirna village and Nadora in Bardez Taluk in North Goa.
K fake encounter: No cover-up to protect guilty, says Antony
Pune, May 31 (PTI) Against the backdrop of allegations of Army personnel being involved in fake encounters in Kashmir, the government today said it would not tolerate human rights violation and any cover-up to protect the guilty. "Government has a policy of zero tolerance on the issue of human rights violation in the state and there would be no cover-up to shield the guilty," Defence Minister A K Antony told mediapersons on the sidelines of the NDA passing out parade, apparently referring to the recent allegations.
The army had on April 30 said they had killed three unidentified infiltrators in Machhil sector in Kashmir when they sneaked into India from across the border. However, relatives alleged that the three killed were youths who were missing since April 27.
The Army has already ordered a high-level inquiry into the alleged fake encounter and said that proceedings will be "judiciously expedited". Antony also said government has no plans to deploy more armed forces in Kashmir.
Replying to questions on the North-East, Antony said infrastructure in the region was being strengthened with more roads coming up in the region. "The infrastructure aspect of the Eastern sector was neglected in the past and the mistakes made earlier would be corrected," he said without elaborating.
Without naming any country, Antony said India will protect "every inch" of its territory. "We don''t want an inch of land from anybody.
But we will protect every inch of our land," the Defence Minister said, adding India had no territorial ambitions.

Perhaps the two least reformed sectors of the Indian economy are its labour and land markets. They are also two of the biggest impediments in achieving double-digit growth. And while reform of labour laws unfortunately continues to remain off the agenda of the UPA government, there may finally be some creative thinking on making land markets more efficient. The department of land resources in the ministry of rural development has come up with a draft legislation—Land Titling Bill, 2010—that would create a new register of titles, give every parcel of land a unique number and record ownership and other details with clarity. The fact that the outcome of this exercise will be endorsed by the state will give people conclusive ownership rights. At the moment, countless land disputes find their way to courts and carry on for years without resolution, at considerable cost to the parties involved and the economy. That bottleneck will hopefully be relieved with this new legislation. Of course, there is a big catch in getting this reform through—since land is a state subject, all states will have to be brought on board. As we know from experience in other reform measures, this is often hard to achieve quickly. But the Centre must make every effort, given the huge benefits such reform will yield. Industry may finally be able to acquire land more easily and without contentious intervention by the state. The poor and landless will get a point of access to the formal market economy. And various land mafias are likely to be directly hit, and with time marginalised.
Of course, this is only one dimension of the bigger land problem in India. Even with a better titling regime, there needs to be a satisfactory regime for resettlement, rehabilitation and appropriate compensation. The draft Bill, which was supposed to address this satisfactorily, has been put in cold storage courtesy Mamata Banerjee's opposition. The government must find a way to expedite this. The government must also find ways to ease its own ownership and control over vast tracts of land across the country. There is absolutely no reason for the government to be such a significant land holder in a capitalist economy. Much of the land owned by the government is wasted in any case, without serving any productive purpose. here is no moral justification for India's Naxalite-Maoists to derail a train and kill 145 innocent people as they did on Friday morning in rural West Bengal, regardless how "altruistic" their cause.One could try and argue legitimate grounds exist for Maoist rage, the root source being the inequities of Indian society driven by exploitive corporations and corrupt government. However, even that far-flung rationalization fails to exculpate the militants because, according to some of my trustworthy sources in India, the Maoist leaders are as corrupt as the object of their terror.
Maoist Mafioso
Masters of extortion, Maoists share corporate profits with those capitalist "swine" they so chastise, which further chokes off the lower classes they claim to represent and exacerbates the plight of India's underprivileged, who continue to truly struggle and suffer injustice.
Indian law enforcement officials have estimated the "per year extortion earnings" of Maoists is up to Rs. 2,000 crore, which translates into well over 400 million USD, based on Maoist cash books and other vital records recovered by authorities late last year.
The extortion revenue is primarily driven by iron and coal mining companies, infrastructure project contractors and tendu patta businessmen (tend patta is the leaf used to make leaf-rolled cigarettes). According to the Director General of Police (DGP) of Chhattisgarhm, Vishwa Ranjan:
Around 20 percent of the amount extorted is siphoned off by grassroots Maoist cadres who pass on the remaining 80 percent to the top leadership of the banned Communist Party of India-Maoist (CPI-Maoist). The CPI-Maoist uses the extortion amount for smuggling ammunition even from some foreign countries, party meetings, boosting urban network and to care for a vast publication section, including a set of experts who manage the Maoist website, plus funding its legal cell that takes care of court cases against thousands of jailed Maoists across the country."
Per Maoist literature, in theory, the Naxalites are warring against the "eco-imperialist exploitation" by multinational companies and the "social oppression" of India's caste system. But, in practice, they are actually enabling corporations to exploit and they themselves are indirectly oppressing their supposed constituents on the low-end of the caste scale.
Maoist recruiting efforts are driven by extortion money as they lure unemployed youth and lost souls by providing them a cut of "collections", paying them about Rs 3,000 per month. Maoists demand payment from businesses in return for security – as in we won't attack your commercial concerns. Supposedly government officials even pay-off the Naxalites in fear they could bring certain segments of the Indian economy crashing down.
Well-designed terrorist attack
And it looks as if the Maoists have abandoned their principle of employing violence against government forces only, as they resorted to this pre-meditated, well-planned, and well-executed terrorist attack, directly targeting civilians.
The revolutionaries sabotaged train tracks 90 miles south of the Calcutta station that led to 13 cars of a passenger train to derail, filled with sleeping civilians mind you. But the worse of the damage occurred when a cargo train coming from the other direction slammed into three of the cars.
Vivek Sahai of the rail board said the incident was impeccably executed considering the railways took precautions by adding extra patrols after the Maoists had announced a week of chaos called "Black Days". The militants timed their attack perfectly because it happened after patrolling was completed and the two trains crossed paths, which maximized the body count.
Maoists simply adhering to their doctrine
The ideological underpinnings of the Naxalite-Maoist insurgency in India were cast in stone over 40 years ago by Charu Majumdar. Ideologies do not change, but whether or not to abide by one already established is a different story, and by continuing to call themselves "Maoists" the Naxalites ipso facto adhere to a particular belief system incapable of begetting anything but violence – perpetual violence at that, until their ends are achieved, which is nothing less than the complete overthrow of government and the utter destruction of "class enemies."
Mr. Majumdar penned a series of articles called the "Historic Eight Documents" that became the dogmatic foundation of the radically violent tactics we see today. Their ideology was based on that of the Chinese revolution and the teachings of Mao Zedong who's most famous maxim sums up their philosophy: "political power comes from the barrel of a gun."
Majumdar encoded these beliefs into the party's fundamental doctrine which is centered around the concept that revolution must take the path of armed struggle. Nowhere does it say armed struggle as a last resort or try and negotiate first – the first and only means to their ends is via violent upheaval and chaos. And nowhere does it say civilians will be spared. As Chairman Mao explained:
It's necessary to bring about a brief reign of terror in every rural area ... To right a wrong it is necessary to exceed the proper limit."
By the early 1970s the Indian state had crushed the first wave of Maoist agitation, a counter-insurgency led largely by university-educated urbanites. However, the latest version of the radical group, which officially calls themselves the Communist Party of India-Maoist (CPI-Maoist), had been reinvigorated recently from the 2004 merger of Maoist communists with Marxist-Leninist communists.
According to the South Asia Terrorist Portal the groups agreed to make an even more concerted effort to focus on true Maoist principles to overthrow India's "semi-colonial, semi-feudal" form of rule through armed struggle:
The new entity has reaffirmed its commitment to the classical Maoist strategy of 'protracted armed struggle' which defines its objectives not in terms of the seizure of lands, crops, or other immediate goals, but the seizure of power. Within this perspective, participation in elections and engagement with the prevailing 'bourgeois democracy' are rejected, and all efforts and attention is firmly focused on 'revolutionary activities' to undermine the state and seize power.
Growth in size and level of violence
The insurgency started as a peasant rebellion in the village of Naxalbari in 1967 and over the decades has grown to infect portions of the central and eastern parts of India, a strip referred to as the Maoist's "Red Corridor", and they now have infiltrated 20 of India's 28 states.
According to Indian intelligence estimates, the Naxalites now have 20,000 armed guerrillas operating independently from 50,000 regular members who organize grassroots efforts and have built up a following of millions of sympathisers. They had become big enough and violent enough by 2007 that Indian Prime Minister Manmohan Singh called the Maoists "the most serious internal threat to India's national security."
Since 2004 the amount and level of intensity of Maoist violent attacks has steadily increased. According to the Indian government, the number of insurgent incidents had risen from 1,533 in 2004 to 2,239 last year. In 2009 586 civilians, 317 security force members and 217 insurgents were killed.
The Maoist military commander Koteshwar Rao, also known as Kishenji, has been ramping up the violence more and more this year in response to a government crackdown aimed at flushing the Naxalites out of their jungle bases. They've launched attacks against police, government buildings and earlier this month they blew up a bus, killing 35 people – 15 of them civilians.
Prior to the recent rail incident, over the past six weeks the Maoists in Chhattisgarh have killed more than 90 policemen. In early April the Maoists slaughtered 76 police officers which Siddharth Varadarajan, a columnist for The Hindu, said represented "the highest casualty figure sustained by state forces in a single incident in a war anywhere in the world in years."
Kishenji claims his militant group is fighting for the rights of indigenous tribes people and the rural poor who've been neglected by government. They also claim to represent local concerns over land ownership and equitable distribution of resources (although we know how well they pull that off). And Kishenji obviously has no designs on even attempting a peaceful resolution anytime soon after rejecting Union Home Minister P. Chidamabaram's offer to negotiate last week.
Maoist Sympathizers
Defenders of the Maoists point to state violence and blame injustices inflicted by the establishment against the poor. Dr. Ranabir Samaddar, director of Calcutta Research Group said:
Let's not forget the killing of more than a hundred tribal villagers by the security forces since June 2009 ... It's time the nation starts to work towards cease-fire and cessation of hostilities so as to help initiate dialogue with the Maoists, and to address the real issues affecting the people like forced corporate or state acquisition of land, displacement, tribal rights and the lack of governance."
Grassroots activists say the government is paying the price for years of indifference towards dispossessed, marginalized communities left behind by India's economic boom.
I am against violence and I think the killing of common people is not going to endear the Maoists to the masses," said Medha Patkar, a tribal rights campaigner. "Having said that, we want the government to be more responsive to the needs of the people, to hold a dialogue to address the genuine problems the tribals and the poor face. We have been waging a non-violent struggle for tribal rights for decades and the government has turned a deaf ear to us. So it's no wonder some people think violence is the only way to make the government listen."
Government Gridlock
Within India's government battle lines have been drawn between two camps on how best to address the insurgency. The hawks want an even more militant crackdown while the doves want to alleviate the conditions that enable the insurgency to flourish by assisting landless tribes people and impoverished farmers who support the Maoists. Home Minister P Chidambaram leads the hawks, while Congress party chief Sonia Gandhi has stressed combating the "root causes" of the never-ending insurrection.
Truth be told, overall the Maoists are a security threat that can be handled. As a matter of fact they are less of a security threat than they are a public relations nightmare. The insurgency is embarrassing because it dramatically highlights and advertises India's inequalities to the world, and politicians are most worried about how Maoist activities are impacting the perceptions of India's current and potential investors.

Sri Sri Ravishankar escapes unhurt as gunman fires at convoy
Spiritual leader Sri Sri Ravishankar today escaped bid on his life when an unidentified gunman shot at his car when he was returning after delivering a discourse, an ashram official said.
"I am absolutely safe," the 54-year-old founder of the Art of Living said shortly after the incident.
One of his devotees sustained a minor injury on the thigh with the bullet brushing past, ashram spokesperson Charu said.
The incident took place around 6.15 PM when Ravishankar was returning to his 'Kutir' by car after addressing a gathering at the 'Satsang', she told PTI.
"We usually have a satsang from four PM every Sunday till around six where even people from neighbouring villages join us. Sri Sri had addressed those gathered at the Satsang and completed his discourse and was returning to his `kutir' by car when the incident occurred," she said.
Sri Sri Ravishankar, who has a wide following all over the country and abroad, where he has set up centres of his organisation, said he had gone ahead with his discourse even after the incident.
Karnataka Home Minister V S Acharya said central range IG Kamal Panth has been sent to the ashram to inquire about the incident. "There is no problem... everything is peaceful there," he said.
The spiritual guru told a TV channel that he had not received any threat earlier.
Sri Sri Ravishankar has popularised 'Sudarshan Kriya', a powerful breathing technique in India and overseas.

The source said the deal value could be 8 percent of the assets under management at JM Financial, backing a report in the Mint newspaper.
Reliance Industries declined to comment.

Chinese Premier Wen Jiabao warned on Monday that global economic growth remained vulnerable to sovereign debt risks and the possibility of a second downturn, while saying his own country's growth remained on track.
Referring to the risk of a second dip in global economic growth rates, Wen said "I believe that we can't say with absolute certainty, so we must undertake close observation and act to prevent it."
He said it was too early for economies to consider exiting from their stimulus spending.
"All countries must coordinate together and strengthen support to the economy. There cannot be the least relaxation," he told a meeting with Japanese business leaders in Tokyo.
"The world economy is stable and beginning to revive, but this revival is slow and there are many uncertainties and destabilising factors."
Wen mentioned problems of countries including Greece and added: "Is this phenomenon over? Now it seems that it is not so simple."
He said Europe's sovereign debt problems may drag down its rates of growth.
"In these circumstances we propose that what is needed is an appreciation of the threats, calm observation and a steady-handed response."
He remained confident that China could achieve its growth goal for this year, but said China would also have to "maintain a certain level of intensity in its economic stimulus."
He also stressed several times the risks that inflationary pressures posed to the Chinese economy.
Referring to China's goal of keeping annual CPI in 2010 within 3 percent, he said: "Achieving this is an important goal for this year."

After train sabotage, Maoist says sorry, was a mistake
Sardiha: Hours before he was named as the prime suspect in the Jnaneswari train disaster, Bapi Mahato told The Indian Express that he was "sorry" for what had happened, and that the targeting of the passenger train was a "mistake".
Speaking to the Express inside the Romroma forests, 8 km from the accident site, after much persuasion, Mahato, a key leader of the PCAPA, said: "We are sorry. We never wanted these innocent civilians to die. Trust me, we targeted the goods train. But somehow, we were fed wrong information that the goods train would cross through this track and we removed pandrol clips from a long stretch. We did not want to harm civilians. There must have been some miscalculation."
However, when the Express contacted him again after he had been named the "mastermind" of Thursday night's carnage by Bengal DGP Bhupinder Singh and a manhunt launched for him, Mahato denied all role in the attack.
Speaking over the cellphone, he said: "We are being framed by the CPM and police. I investigated and came to know that our cadres were not involved in the sabotage. CPM goons, including Arjun Mahato and Lolit Sahoo of Pathuri and Kotushol, are the main persons behind the incident... Everybody knows that a CPM minister held a meeting in Barjudi Primary school just the night before the incident happened."
However, based on intercepts of calls among Maoist activists, police and investigating agencies believe that the Jhargram CPI (Maoist) squad, including 12 cadres led by a 15-year-old boy named Kanu, and the local unit of the PCAPA (People's Committee Against Police Atrocities) removed the pandrol clips and were helped by villagers. The calls also indicate that some gangmen of the Railways were "engaged" forcibly to remove the clips from both the Up and Down tracks. A senior CID official said they had zeroed in on three of the gangmen.
Raj Kanojia, ADG, CID, who visited the accident site on Sunday, said there was no evidence of a blast. "It was sabotage and it was done by Maoists. There is no doubt about it," he said.
Call intercepts also reveal that a quarrel has broken out between senior leaders over the attack. "One group is blaming another... A blame game has started within the CPI (Maoist) and the PCAPA," a senior police official said.
Bapi Mahato leads the PCAPA in the Guimara-Lalgeria panchayat area under Jhargram, controlling a vast area covering over 20 villages and railway stations like Khemashuli, Sardiha, Banstala and Jhargram.
Express reporters could enter villages around the accident site only with his sanction. The road leading to Romroma forests and the villages surrounding it were blocked with felled trees. Initially, Mahato was reluctant to surface from his forest hideout and sent emissaries. He said he wasn't feeling well and hadn't slept properly because of raids by security forces. It was on persistent request that he agreed to meet.
While regretting the civilian deaths at the meeting with Express, Mahato justified the Maoist anger. "Whatever we do, we do with the sanction of local villagers. Our villagers are being tortured mercilessly by security forces and in the wee hours of Thursday, several teams of security forces came along with 'Harmads' (armed goons backed by the CPM) into villages and picked up people indiscriminately. So they were seething with anger... you would understand," he said.
Asked about his links with Maoists, Mahato evaded a straight answer. "We stay out of our homes for fear of security forces, and to stay in the jungles you need arms. There are animals, elephants and one has to have something to defend himself. The moment we pick up arms, we are branded Maoists," he defended.
He was more keen to discuss issues concerning the villagers. He showed an irrigation canal which, he said, could bring smiles to 16 villages if maintained properly. "Just Rs 4 lakh is needed from the government to repair the 32 gates. But those are lying in the same condition since 1971," said Mahato.
With the police on the hunt for him, the PCAPA leader said over the phone that he wasn't worried. "Nobody can prove my involvement. I am only concerned and tense about my high school results which will be out in a couple of days," Mahato said. A student of Manikpara High School, this is his third attempt to pass high school.
Aged 25, he joined the PCAPA a year and a half ago and was assigned the task of leading the Anchal Committee after the CPI (Maoist) Central Committee expelled three leaders in the area for the October 2009 detainment of Rajdhani Express. The next month, at a meeting in Romroma forests, attended by senior leaders including Bikash, Mahato was made the leader of the PCAPA.
Mahato's father Khudiram was reportedly arrested in 1994 when Bapi was just 10. "I wanted to grow up normally. But one day some miscreants hurled a bomb at a neighbour's house. My father was unnecessarily picked up and jailed for several years."
In 2008, Mahato said, he applied for a CRPF constable's job. "I cleared, but I was asked to deposit a huge sum for the job. I did not have the money."

Chidambaram confirms firing not aimed at Sri Sri
Home Minister P Chidambaram on Monday said the firing incident at the Art of Living founder Sri Sri Ravi Shankar's ashram on Sunday could be related to a dispute between two of his followers and it may not be correct to say that it was aimed at the spiritual leader.
"The incident took place after he (Sri Sri Ravi Shankar) had left in his car. It may not be correct to say that the firing was aimed at him," Chidambaram said in an interaction with reporters on the performance of his ministry during May.
He said the incident could be related to "dispute between two of (his) followers".
Earlier, the Karnataka police had also said that they were not treating the firing incident at Art of Living complex here late Sunday as a bid on its founder's (Sri Sri Ravi Shankar) life.
While Ravi Shankar had categorically stated that he was attacked, the Director General of Police Ajay Kumar Singh contradicted him on Monday saying that "From the evidence we got, we are treating it as an incident and not as an attack on guruji (Ravi Shankar)."
Singh told this to reporters at the complex on Kanakapura Road, about 25 km from Bangalore city.
A devotee Vinay Kollumath, who hails from Belgaum in north Karnataka and works as software professional in Bangalore, suffered a minor injury as the bullet brushed past his right thigh.
"I won't call it an attack as such because the bullet was fired five minutes AFTER (emphasis ours) guruji left. The bullet was not aimed at any person per se, as it seems to have been fired not only from a distance but also in the air," the state police chief said.
He said the bullet was fired from an illegally-made pistol of 0.32 calibre by an unidentified person between 6.05-6.10 p.m. in the ashram premises five minutes after Ravi Shankar left the spot in his car.
"We are investigating the case on some leads we got. From the preliminary evidence, we have from the injured victim Vinay, the bullet was fired from a distance of 700-750 feet and its trajectory was up in the air," Singh said.
The bullet was handed late Sunday over to the investigating team by the foundation members.
"We are also inquiring into the three hour delay in informing the police of the incident," the police chief said.
He said no one present at the spot saw the gunman and are unable to describe his features.
Meanwhile, as the bigger picture on the firing at Art of Living Guru Sri Sri Ravi Shankar has started emerging, many mysteries and loopholes too have surfaced. The big question is that the firing took place AFTER the guruji left the place.
The second mystery is that the firing was in the air, not at Ravishankar, and from a distance of 700 to 750 feet away. The gun, from which the firing took place, is used only for close range shots.
Thirdly, nobody, including the Guruji, saw the man. The fifing was not at close range or at the car of Ravi Shankar. So why and how did Ravi Shankar claim that there was an attempt on his life?
Fourthly, there was heavy downpour at that time. Hence, a perfect aim was impossible. Will anyone who wants to attempt an assassination bid use these conditions?
Fifth: The time lapse. The firing incident took place at 6 pm, but was made public only three hours later. What was the reason behind this delay? His devotees say that those close to the guru were in `consultation'. What was there to consult for three hours when the police should have been informed immediately.
Ashram spokesperson Charu said the incident came to light only after the spiritual leader shared it with his followers during a satsang scheduled around 7 PM. "We were not aware of it (shooting) till he shared it with us," she said.
Mystery number 6: Sources say that except the very close circle of the Guru, nobody saw or heard the gunshot.
Mystery number 7: Investigations revealed that the bullet that was fired was from a .32 bore revolver. This is an ordinary revolver and all licensed revolver owners can use it. Terrorists seldom use the revolver. So can a terror angle be ruled out? If so, was it a work of someone in the ashram?
Mystery number 8: Where is the gun?
The Guru himself added mystery number nine when he said on Monday that there were people who wanted to attack him but he was not afraid and would continue to spread the message of anti-terrorism and peace. Who are these forces? If they are terrorists, they would not have used an ordinary pistol.
Ravishankar said: "I was about to sit in the car when the incident happened. Those spreading terror might have attacked me. I will continue to spread anti-terrorism messages."
Later he said: "My driver had a vision and told me that I may be attacked," the guru, who has millions of followers in India and abroad, told reporters at his ashram on Kanakapura Road on Bangalore's outskirts.
He said he had forgiven the attacker. "I want him to come here and experience peace and see what we are doing."
Ravishankar said he did not want heightened security at his complex to come between him and the people. He said a large number of people come from villages to meet him. Security should not deter them, he added.
The spiritual leader was particularly concerned about the safety of his foreign devotees. "Police should ensure their safety," he said.
Police have stepped up security in and around the sprawling complex. Inspector General of Police, Kamal Pant, who visited the spot Sunday evening and Monday said: "We are searching the premises. Teams have been formed (to probe)."
Meanwhile, the local police have said it is too early to comment on the attack on the Art of Living founder and stated they are looking into all aspects of the incident.
"It is too premature to comment right away," IGP Central Range, Kamal Panth told reporters here.
He said police have begun investigations. A police team and forensic experts are conducting examinations and their reports have to be awaited before arriving at any conclusion, he said.
Spiritual leader Sri Sri Ravishankar on Sunday evening escaped bid on his life when an unidentified gunman shot at his car when he was returning after delivering a discourse, an ashram official said.
"We are looking into all aspects," Panth said and added that the ashram members had provided information on the incident.
He said security measures have been beefed up. "Yes we have strengthened security".
Deputy Superintendent of Police (Ramanagaram district) Deveraj said an unidentified person fired a round at the convoy when Sri Sri Ravishankar was leaving after satsang in his ashram last evening. The injured devotee was discharged after first aid at a local hospital, he said.
Deveraj said the whole area has been cordoned off. "We have closed all entry points and have begun combing operation inside the premises. The identity of the person is yet to be ascertained," he said.
Meanwhile, Karnataka Home Minister V S Acharya confirmed Sri Sri Ravishankar was safe and a thorough investigation would be carried out.
One of his devotees sustained a minor injury on the thigh with the bullet brushing past.
The incident took place around 6.15 PM when Ravishankar was returning to his 'Kutir' by car after addressing a gathering at the 'Satsang'
"I am absolutely safe," 54-year-old Sri Sri Ravishankar said shortly after the incident.
Sri Sri Ravishankar, who has a wide following all over the country and abroad, where he has set up centres of his organisation, said he had gone ahead with his discourse even after the incident. He said he would convene a press meet today in this regard.
Sri Sri Ravishankar has popularised 'Sudarshan Kriya', a powerful breathing technique in India and overseas.
Charu, a devotee of the guru, told IANS late Sunday that the bullet had been recovered and handed over to the police.
Asked about this, Pant said "We have certain details but they cannot be made public as investigation is on."
