New Delhi: September 9, 2010.

 

The WPI for the week ended 28th August, 2010 in respect of 'Primary Articles' and 'Fuel. Power, Light & Lubricants' is given below:

 

PRIMARY ARTICLES (Weight 22.02%)

The index for this major group rose by 0.5 percent to 314.0 (Provisional) from 312.5 (Provisional) for the previous week.

 

The annual rate of inflation, calculated on point to point basis, stood at 15.40 percent (Provisional) for the week ended 28/08/2010 (over 29/08/2009) as compared to 15.19 percent (Provisional) for the previous week (ended 21/08/2010) and 8.88 percent during the corresponding week (ended 29/08/2009) of the previous year. The groups and items for which the index showed variations during the week are as follows:-

 

The index for 'Food Articles' group rose by 0.9 percent to 306.1 (Provisional) from 303.3 (Provisional) for the previous week due to higher prices of fish-inland (19%) and bajra (1%).  However, the prices of moong   (2%) and urad, arhar, fruits & vegetables and coffee (1% each) declined.

 

The index for 'Non-Food Articles' group declined by 0.6 percent to 290.0 (Provisional) from 291.7  (Provisional) for the previous week due to lower prices of raw rubber (10%), raw jute (6%), raw silk (4%) and rape & mustard seed and copra (1% each).  However, the prices of cotton seed, groundnut seed and tobacco (1% each) moved up.

 

FUEL, POWER, LIGHT & LUBRICANTS (Weight 14.23%)

The index for this major group remained unchanged at its previous week's level of 386.7 (Provisional).

 

The annual rate of inflation, calculated on point to point basis, has remained unchanged at 12.71 percent (Provisional) for the week ended 28/08/2010. It was (-) 8.82 percent during the corresponding week (ended 29/08/2009) of the previous year.

Cabinet

Enumeration of Castes other than Scheduled Castes and Scheduled Tribes

New Delhi: September 9, 2010.

 

The Union Cabinet considered the recommendations of the GoM and decided as follows:

 

a) 'Caste' of all persons as returned by them would be canvassed.

 

b) The caste enumeration would be conducted as a separate exercise from the month of June 2011 and completed in a phased manner by September 2011 after the Population Enumeration phase (to be conducted in February-March 2011) of the Census 2011 is over.

 

c) A suitable legal regime for collection of data on Castes would be formulated in consultation with the Ministry of Law & Justice.

 

d) The Office of the Registrar General and Census Commissioner India would conduct the field operations of the caste enumeration. The Government of India would constitute an Expert Group to classify the caste/tribe returns after the enumeration is completed. The Office of the Registrar General and Census Commissioner India would hand over the details of the castes/tribes returned in the enumeration to the proposed Expert Group.

Caste-wise enumeration had been given up as a matter of policy after independence. The last Census when caste-wise data was collected, tabulated and published in detail was the 1931 Census.

In response to the demands for enumerating castes other than Scheduled Castes and Scheduled Tribes in the Census 2011 raised inside Parliament as well as by various groups outside, the Ministry of Home Affairs submitted a note to the Union Cabinet in May 2010 pertaining to this issue. The Union Cabinet in its meeting held in May 2010 decided that 'the matter would require further examination'.

The Ministry of Home Affairs submitted a fresh note on this subject in May 2010. The Union Cabinet discussed the matter in its meeting held in May 2010 and decided that, "the matter may, in the first instance, be considered by a Group of Ministers".

Accordingly, a Group of Ministers (GoM) was constituted under the Chairmanship of Hon'ble Finance Minister Shri Pranab Mukherjee. The GoM deliberated on the matter in three meetings and gave its recommendations to the Union Cabinet.

Aligning Sarva Shiksha Abhiyan Norms with the Right of Children to Free and Compulsory Education Act, 2009

New Delhi: September 9, 2010.

 

The Cabinet Committee on Economic Affairs today approved revision of the existing norms of the SSA programme to conform with the RTE Act (Right of Children to Free and Compulsory Education Act).

 

The Sarva Shiksha Abhiyan (SSA) Programme, a major flagship programme of the Government of India to universalize elementary education in the country, will be the main vehicle for the implementation of the RTE Act.

 

The revisions are as follows:

 

(i) Revision of SSA norms, including provisions for teachers and classrooms, support for academic supervision, research, evaluation and monitoring, opening of Kasturba Gandhi Balika Vidyalayas (KGBVs) to bring them in conformity with the provisions of the RTE Act and implement the combined RTE-SSA programme. New norms under SSA for uniforms, transportation costs and residential schools to implement the combined RTE-SSA programme have also been included.

 

(ii) Revision of the funding pattern for the combined RTE-SSA programme between the Centre and the States in the ratio of 65:35 for all States/ UTs; in the case of eight States of NER the existing sharing pattern of 90:10 would however be continue.

Cabinet Committee on Economic Affairs (CCEA)

Disinvestment in Manganese ORE (India) Ltd. (MOIL)

New Delhi: September 9, 2010.

 

The Cabinet Committee on Economic Affairs today approved the disinvestment of 10% of total paid up equity of MOIL out of its holding through Initial Public Offering (IPO). The State Governments of Maharashtra and Madhya Pradesh have also decided to divest 5% each of total paid up equity in MOIL out of their shareholding along with the Government of India. This will lead to MOIL listing its shares in the Stock Exchanges. A portion of the shares to be offered for sale through IPO shall be reserved for the employees of the Company.

 

The CCEA has also approved to allow 5% price discount to the employees of the company under employees reservation quota to encourage their becoming stakeholders in the company. The CCEA has further decided to allow this 5% price discount to retail investors as well as to encourage the development of people-ownership.

 

At present, the Central Government holds 81.57% of the equity of Manganese Ore India Ltd. a Miniratna Central Public Sector Enterprise. The balance is held by the State Governments of Maharashtra and Madhya Pradesh to the extent of 9.62% and 8.81% respectively. MOIL is engaged in production of manganese ore, which is the raw material for manufacturing of alloys, an essential input for steel making and dioxide ore for manufacturing dry batteries.

Home Minister Appeals to Media to Help Maintain Communal Harmony in View of U.S. Pastor Threatening to Burn Quran

New Delhi: September 9, 2010.

 

The Union Home Minister Shri P.Chidambaram has appealed to media to help maintain communal peace and harmony in the wake of reports of a pastor in the United States threatening to burn the holy Quran. In a statement issued here today, the Union Home Minister said that the act is calculated to increase strife between different religious groups. Following is the text of his statement :

 

"There are reports of a pastor in the United States threatening to burn the Quran on September 11, 2010.

 

The US authorities have strongly condemned the statement of the pastor. Religious leaders all over the world have also condemned his proposed action.

 

We condemn the action of the pastor. It is totally unbecoming of anyone who claims to be a man of religion. It is obviously calculated to increase bitterness and strife between different religious groups. No one who is interested in maintaining harmony and peace among different sections of the people can condone such action.

 

We hope that the US authorities will take strong action to prevent such an outrage being committed. While we await the action of the US authorities, we would appeal to the media in India – both print and visual media – to refrain from telecasting visuals or publishing photographs of the deplorable act. We would also appeal to the media to exercise great restraint over the next couple of days and help in maintaining communal peace and harmony."

Selection of Candidates for the 'Maulana Azad National Fellowship for Minority Students' Finalized for the Year 2009-10

The Process of Selection of Candidates for the Current Year to Begin Soon

New Delhi: September 9, 2010.

 

The process of selection of candidates for the 'Maulana Azad National Fellowship for Minority Students' has been finalized for the year 2009-10. Under it out of 756 scholarships, candidates for 755 have been selected. 'Maulana Azad National Fellowship for Minority Students' is a scheme launched by the Ministry of Minority Affairs during last Financial Year for research studies leading to regular and full time M.Phil and Ph.D. courses. University Grants Commission (UGC) is the Nodal Agency for implementing this scheme and an amount of Rs. 14.90 crore has been placed at its disposal by the Ministry for award of fellowships for the year 2009-10.

 

The community wise distribution of the fellowships granted for the year 2009-10 is as follows:

 

Muslims- 539; Christians- 101; Sikhs- 80; Buddhist- 34; Parsis- 1.

 

The list of selected candidates is available on the official website of the Ministry of Minority Affairs and UGC. The objective of the Scheme is to provide fellowships in the form of financial assistance to students from five notified minority communities viz. Muslim, Christian, Sikh, Buddhist and Parsi. UGC will select afresh 756 candidates for award of fellowships for the year 2010-11 for which advertisements would be released shortly. A provision of Rs. 30 crore has been made in the Budget for the year 2010-11 for this Scheme.

Ministry of Tourism

Assistance to Tourism Sector from Asian Development Bank

New Delhi: September 9, 2010.

 

Asian Development Bank (ADB) has provided the following Technical Assistance (TA)/ Projects Preparatory Technical Assistance (PPTA)/ Regional Economic Technical Assistance (RETA) during the last three years and the current year:

 

§        PPTA of US $ 0.5 million has been provided on grant basis for Project Processing and capacity Development for nation wide study.

 

§        PPTA of US $ 1.0 million on grant basis for Inclusive Tourism Infrastructure Development Project for the states of Punjab, Uttarakhand, Himachal Pradesh and Tamil Nadu.

 

§        RETA   of US $ 2.0 million on grant basis for Improving Connectivity and Destination Management of Natural and Cultural Resources in the South Asia Sub-region for the state of Sikkim.

 

Further a loan assistance of US $ 20.0 million from ADB has been negotiated for South Asia Tourism Infrastructure Development Project for the state of Sikkim.
