DCPCR is the not only one to raise objections to the latest guidelines . Social jurist , Ashok Agarwal , in a statement , said : "Delhi government's directive of December 12, 2010, on nursery admissions guidelines is simply an order having no legal sanctity and , therefore , has no legal consequences . The order is neither under the provisions of RTE Act, 2009, nor under the Delhi School Education Act, 1973 . Nor it is under any other law .
