SEVEN persons, including a woman, were killed and over 20 injured when suspected armed CPI-M cadres fired at villagers in Lalgarh in West Midnapore district today.Lalgarh was 'recaptured' by the CPI-M on October 9 last year after they fled the area in the wake of the Maoists targeting them after the launch of anti-Naxal operations in June 19, 1999.
Eight persons, including a woman, were shot dead and 18 injured by suspected armed CPI(M) cadres in Lalgarh in West Midnapore district on Friday.
The villagers, who had gathered to protest against demands made by Marxist armed cadre that they volunteer for night patrols and arms training, were fired at from a house at Netai village in Belatikri gram panchayat in Lalgarh police station area, sources said.
The killings triggered a blame game between CPI(M) on the one hand and Congress and Trinamool on the other and drew a strongly worded statement from governor MK Narayanan who said "it was a day of sorrow and shame" for the state and asked the state government to act "before reaching a point of no return".
In Delhi, home minister P Chidambaram shot off another letter to chief minister Buddhadeb Bhattacharjee asking him to "reschedule all appointments and visit Delhi immediately".
Describing the violence in Lalgarh as a "grave incident", Chidambaram said he had received information that eight people were killed in the firing and 18 injured.
A senior West Bengal police official said there was a woman among the dead.
Villagers alleged that armed CPI(M) cadre living in the house of a CPI(M) activist Ranjit Dandapat for the past four months and for whom they were forced to cook and wash clothes, fired on them from inside.
Home secretary Gyan Dutta Goutama said the incident was the result of a political clash between the Trinamool Congress and the CPI(M).
"The firing in Lalgarh is a result of a political clash between the Trinamool Congress and the CPI(M)," Goutama told reporters at the state secretariat.
Left Front chairman Biman Bose accused both Maoists and Trinamool Congress of being responsible for the incident.
"We strongly condemn the despicable activity by the Maoists and the Trinamool Congress and ask the people of the area to raise their voice in protest. We also ask the administration to take strong steps," the CPI(M) state committee secretary said in a statement here.
Mamata accused the CPI(M) of resorting to the politics of terror by using its 'harmads'(armed cadre).
On the other hand, Congress demanded the resignation of Bhattacharjee alleging the administration had totally spun out of his control.
The fresh violence came days after a "letter war" between Chidambaram and Bhattacharjee on the unabated killing of political workers in West Bengal, in the run up to the Assembly elections which are due in May.

West Bengal governor MK Narayanan tonight said the killing of seven persons in Lalgarh was "a day of sorrow and shame" for the state and asked the West Bengal government to act before "reaching a point of no-return".
In a strongly-worded statement assailing the political violence in the state, he said "today's carnage in Lalgarh has by now claimed seven lives with more than a dozen seriously wounded. Not even mothers and daughters have been spared. For our state, it is a day or sorrow and shame".
"This has gone on for far too long. It is incumbnet upon the authorities to act decisively to preempt or quell attempts at violence, irrespective of the affiliations of the groups involved. A decisive stage has been reached for the government to act, before it becomes a point of no-return," Narayanan said.
"No democracy can allow such violence. No civilised society can tolerate such wanton disregard for human lives and no state can accept such mindless discord," he said.
Pointing out that for sometime now, reports have been appearing almost daily in the media about political violence in the state, Narayanan said "with unfailing regularity, each day begins and ends with news of political clashes in different areas of the state.
"Hardly a district remains unscarred by such conflicts. Khejuri, Nanoor, Sashan, Managalkote, Jhalda, Indas, Canning, Ketugram, Khanakul ... the circle of bloodshed has been expanding," he said.

Peaceful polls will be held in West Bengal: P Chidambaram

Amidst reports of unabated killing of political workers in West Bengal, the Centre today said it was confident that peaceful elections will be held in the state in May and promised adequate security during the polls there as well as four other election-bound states.
"I am absolutely confident that we will hold peaceful elections in West Bengal as well as other states," home minister P Chidambaram said when asked to comment about the reports of murder of activists of political parties.
The home minister said holding of election was the responsibility of the Election Commission and the Centre's responsibility was to provide security forces to the EC in order to hold peaceful elections.
"We will send central forces to all the states according to the requirement of the EC," he said.
Assembly elections in West Bengal, Tamil Nadu, Kerala, Assam and Puducherry are likely to be held in April-May.
Asked what would be his new year gift for West Bengal as 2010 ended with difference of opinion (on the prevailing law and order situation in the state) between him and chief minister Buddhdeb Bhattacharjee, he said, "people of West Bengal are getting the best new year gift...election in May 2011. We will ensure that the elections are held peacefully".
On the possible future role of central forces deployed in West Bengal, he said, "whatever decision will be taken will be taken at an appropriate time".
Asked whether he had written the letter to Bhattacharjee under political pressure, the home minister said "I do nothing under political pressure. I even do not answer your question under political pressure".
In a letter to the chief minister on December 22, Chidambaram questioned West Bengal government on its use of central forces in the state saying the killing of activists of political parties point to a "virtual collapse" of law and order there.
The chief minister and the CPI(M) hit back at the home minister, accusing him of being "partisan" with a motive to "please" Trinamool Congress and serve its "political interests".
Questioned about the mismatch in figures provided by him and Bhattacharjee on the number of political workers killed in West Bengal, the home minister said "my reports are credible...my sources are also credible".
Chidambaram had said that upto December 15, 2010, the number of TMC cadres killed and injured were 96 and 1237 respectively. Likewise, CPI(M) cadres who have been killed and injured number 65 and 773 respectively and Congress cadres who have been killed and injured number 15 and 221 respectively.
However, the chief minister said, "69 CPI-M workers were killed in political clashes and 723 injured while 32 Trinamool Congress activists were killed and 601 injured. One Congress supporter was killed and 111 were injured".

Kolkata:  At least 8 people were shot dead in Netai village in Lalgarh and another 15 injured in what's being seen as the latest political clash between the CPM and the Trinamool.

The Trinamool called it a genocide and blamed armed CPM squads but the state Home Secretary called it a political clash .

News of the Lalgarh deaths completely dominated a procession in Kolkata by Trinamool workers who were carrying the bodies of three party workers killed earlier in political clashes in Burdwan.

In Kolkata, sources confirmed the receipt of the Home Minister's letter but said Buddhadeb Bhattacharjee had not seen the letter as he had left office before its arrival.  

The Trinamool in Kolkata marched through the city with bodies of 3 party workers allegedly killed in political clashes. But soon news from Largarh took over completely. "They have shot 5 people dead in  Lalgarh again. Harmad has stopped us from entering Lalgarh,"  Trinamool Chief Mamata Banerjee said.

"Lalgarh massacre is like a genocide. It is unbelievable how the Harmad, the armed Harmads and the CPI(M ) activists have so brutally killed the villagers," said Sudip Bandopadhyay, Trinamool MP.

From Lalgarh's Netai village, there are conflicting reports. One version is, CPM workers opened fire on villagers who surrounded the house where armed CPM cadre were staying. Locals claimed the CPM was pressurizing them to give food, join the party and stand guard at night.

"They want us to go for the training. We revolted against it and this is what has happened. They told us if we do not go for training, then they will kill us. The camps belong to Harmads," said an angry villager.

Another version is, a Trinamool procession was passing by the house where CPM workers were staying. A shot was fired from the procession and CPM workers fired back.

The administration is not confirming either version, simply calling it a political clash.

Late evening, the CPM issued a statement blaming Trinamool and Maoists.

"Since last night, Trinamool and Maoist elements were trying to attack uprooted CPM supporters who had returned to Netai village. This morning, when they attacked villagers, the villagers fought back. The attack was led by Trinamool and Maoist elements."

The governor MK Narayanan called it 'Bengal's day of shame' and urged the state government to take action. "For our State it is a day of sorrow and shame. No State can accept such mindless discord. This has gone on for far too long. It is incumbent upon the authorities to begin to act decisively to preempt, prevent or quell attempts at violence, irrespective of the affiliations of the groups involved. A decisive stage has been reached for the Government to act, before it becomes a point of no return." Narayanan said in a statement issued by Raj Bhawan. As the blame game continues, several people injured in the incident in Lalgarh were being brought to hospitals in Kolkata.

Thus,  West Bengal once again became a battlefield for ruling CPI(M) and main Opposition Trinamool Congress (TMC). Seven people were killed and more than 20 were injured in the clash between the two parties on Jan 7.Trinamool leaders in Lalgarh area in the state, accused CPI(M) cadres over number of firings of bullets.

Union Home Minister P Chidamabaram had written to West Bengal Chief Minister Buddhadeb Bhattacharjee on December 22 questioning the utility of central forces in anti-Maoist operations when armed CPI-M cadres had taken the responsibility of law and order on themselves.The violence in West Bengal's Naxal-dominated Lalgarh area, which killed six, has taken a political colour with Home Minister P Chidambaram writing, yet again, to Buddhadeb Bhattacharjee about the incident. The Home Minister has urged the chief minister to bring forward their meeting.


"They [(CPI(M)] are claiming that we are doing politics with dead bodies. But they are doing the politics of killing and terror. Let them stop it, we will also not parade bodies," Banerjee, who took out a procession here with the bodies of three party workers killed in Burdwan district yesterday, told a rally.

This had led to an exchange of letters between them, with Bhattacharjee objecting to the use of the word 'harmad' to describe CPI-M activists, though remaining silent on the question of armed CPI-M camps in West Midnapore district.

The villagers suspecting that a house was being used by CPI-M cadre as a camp gheraoed it but were fired from inside at Netai village in Belatikri gram panchayat in Lalgarh police station area, a senior police officer said.

"There is an woman among the dead. The injured have been rushed to hospital where the condition of five is serious," he said.

The house owner was identified as Ranjit Dandapat.

The dead were Phulkumari Maity, Sourav Ghorai, Shyamananda Ghorui, Kablu Patra, Dhiren Sen and Dhruba Goswami, he said.

Asked whether the house was being used as a CPI-M armed camp, the officer said, "We are investigating it."

When contacted, Lalgarh CPI-M leader Chandi Karan said, "I am in West Midnapore on a personal visit and cannot say anything."

"They were all innocent villagers and some are our supporters. We have been alleging about armed camps for so long. Now what will the chief minister say about this?" asked a angry leader of the Opposition.

The incident occurred at Netai village near Lalgarh. Villagers showed protest in front of the house of a CPI(M) leader who had allegedly sheltered armed goons.

Few days back, Union Home Minister send a letter, to the chief Minister Buddhadeb Bhattacharjee, which created controversy over his usage of word - 'harmad'.

Stating her viwe on the situation in the state, Trinamool leader Mamata Banerjee claimed, "West Bengal lost its law and order under CPI(M) rule."

She also demanded for "justice and democracy" in the state as he accused CPI(M) cadres by saying, "CPI(M) killed Trinamool's followers and supporters."

"They [(CPI(M)] are claiming that we are doing politics with dead bodies. But they are doing the politics of killing and terror. Let them stop it, we will also not parade bodies," Banerjee, who took out a procession here with the bodies of three party workers killed in Burdwan district yesterday, told a rally.

Banerjee said chief minister Buddhadeb Bhattacharjee had taken exception to the word 'harmad' (pirates and looters) used by home minister P Chidambaram in his letter to him on law and order in the state.

"But those who are resorting to such killings cannot be called anything else but harmads," she said before leaving for Lalgarh earlier in the day.

Banerjee said she was on the streets to seek justice from the people as the state government had failed to deliver it.

"We believe in democracy. We want people to give a fitting reply to CPI(M)-sponsored terror through ballots. We don't want power at the cost of people's blood," she said in a reference to the ensuing assembly elections in the state.

Banerjee said that her party would not call a bandh to protest the killings, but would condemn it through a 'dhikkar diwas' (condemnation day) tomorrow.

Binayak Sen moves Chhattisgarh high court against conviction, life sentence

Rights activist Binayak Sen has challenged in Chhattisgarh high court the life sentence given to him by a local court after being convicted for sedition and links with Maoists, saying his involvement in the alleged crime was not proved beyond reasonable doubt.

58-yer-old Sen's counsel Mahendra Dubey filed an appeal against his conviction yesterday, contending that after a thorough examination of the lower court's judgment it has become clear his involvement in the alleged crime was not proved beyond reasonable doubt.

"Circumstantial evidence, which form the basis of the judgement, lack cohesion and arguments of the defence were ignored," Dubey said in the petition challenging the December 24 order of additional district and sessions judge BP Verma.

Dubey further said, "The lower court neither properly followed the procedure laid down for trial of criminal offences nor explained the evidence adduced in accordance with law."

The conviction has triggered angry reactions from fellow activists within and outside the country.

Sen, vice-president of People's Union of Civil Liberties, was convicted for sedition and sentenced to life in prison along with Naxal ideologue Narayan Sanyal and Kolkata businessman Piyush Guha for colluding with Maoists to establish a network to fight the state.

Additional district and sessions judge BP Verma held the trio guilty under provisions of section 124A (sedition)and 120 B (conspiracy) of IPC and Chhattisgarh Special Public Security Act.

Sen, a paediatrician by training, had been accused by the prosecution of acting as courier for Sanyal, who was in jail, by carrying his messages and letters to the underground Maoists.

Sen was arrested on May 14, 2007 from Bilaspur and was in jail for two years before being granted bail by the Supreme Court in May last year.

Left Front alleges Trinamool-Maoist nexus in West Bengal

The Left Front along withthe TDP and the JD(S) today submitted a memorandum to home minister P Chidambaram, alleging existence of a nexus between the Maoists and the Trinamool Congress in West Bengal.

"We met the home minister with a delegation of the Left Front and TDP and JD(S) to draw his attention to the fact that there is incontrovertible evidence of links between the Trinamool Congress and the Maoists," CPI(M) leader Sitaram Yechury told reporters after submitting a memorandum to Chidambaram.

Yechury said, "So far whenever we raised the issue, we were told that it was the CPI(M) or Left Front's charge against Trinamool Congress. Now, in this memorandum, we have given him evidence as we have collected it from one of their (TMC) own members of Lok Sabha, who has published a book detailing various meetings that have taken place before the Nandigram incident in West Bengal."

A recently released book written by Kabir Suman, a Trinamool MP, describes how the anti-land movement in Nandigram has succeeded because of a close coordination between the Trinamool and Maoists.

Referring to the Nandigram agitation, Yechury said, "Since then onwards this collaboration (TMC-Maoists) is continuing...and then a statement by a Maoist leader himself who has given graphic details of how they have not only worked together but also that they would work in future together.

Describing this nexus as a threat to India's internal security, the CPI(M) MP said, "We have a prime minister of the country who has repeatedly said that the gravest threat to India's security is the Maoist violence and now you have members of his cabinet who are actively in collaboration with the Maoist and are, therefore, undermining India's internal security."

He said this was a contradiction that cannot be accepted.

On Chidambaram's response, he said, "The home minister assured us that this is a very serious matter and that he will look into it impartially. We hope that the government takes cognisance of it."

However, Yechury also said that it is not an intra-party issue between TMC and CPI(M) or LF or secular opposition parties.It is an issue concerning the internal security of our country. That is why we have come here to tell the home minister to look into it seriously and he assured us that he will take it seriously."

AIADMK, RSP and Forward Block representatives were conspicuous by their absence during the meeting of the Left Front leaders with Chidambaram. Only CPI, JD(S) and TDP members were present in the delegation.

Yechury said, "All non-Congress and non-BJP secular parties are with us. Some could not come. TDP and JD(S) members are present here. Forward Block and RSP are with us but they could not reach here but they have signed the memorandum."

He said the memorandum has been submitted with annexures.

Hooghly sadhu's arms blown off by bomb

A sadhu who sold vegetables for a living had both his arms blown off by a bomb today at a railway platform in Hooghly district, police sources said.

The sadhu, identified as 78-year-old Sailen Das, was handling a bomb at an isolated place on platform number three ofBaidyabato railway station when it exploded around noon blowing both his arms off, the sources said.

The police suspected that the sadhu selling vegetables could have been a cover for something else.

Since the incident occurred at an isolated place on the platform there was no panic at the railway station.

Das lived in a slum at Paschimpara behind the railway platform.

Five teenage Maoist girls surrender to police in Orissa

Keonjhar (Orissa), Jan.7 (ANI): Five teenaged Maoist girls have laid down their arms in front of top police officials in Orissa's Keonjhar District.
They surrendered their arms and ammunition in the presence of Yashwant Jethwa, the Deputy Inspector General (D.I.G.) of police.
"Today, five Naxalite Maoist cadres, who were active in Kalinganagar divisional committee have surrendered before us. One pistol, one SBML (single barrel muzzle loading) gun and ammunition have also been surrendered by them. They were active since 2008 in armed Naxalite squads and we suspect their involvement in a number of violent incidents," Jethwa said.
He also described the Orissa government's rehabilitation policy set up to integrate them into the mainstream.
"The Orissa government has come with a rehabilitation policy, which is a detailed policy. As per the policy framework, the necessary steps are being taken. We are trying to rehabilitate them, provide them with occupational assistance, trying to also provide them with trading (vocation), which will make them occupationally active and lead a normal life," added Jethwa.
Shanti Soy, one of the Maoists who surrendered, was also known to be closest to the secretary of one of the Maoist outfits.
She admitted her involvement in many attacks in the state.
"I have been involved with the Maoist group from the age of 12 in 2008. I was trained there to hold the gun and we're also trained to run and attack. They then sent us to the field to fight our battles. I was involved in the attacks of Bansapal, Pallaspal, Daitary burn case and Telkoi attack," she said.
According to reports, the Maoist girls were frustrated by harassment by their seniors and surrendered.
The Maoists have spread into rural pockets of 20 of India's 28 states.
Prime Minister Manmohan Singh has termed the Maoists as India's gravest internal security threat.
Initially, the Maoists contended they are fighting for the cause of poor and weaker sections of the society whereas over the past two decades, they have turned extremely violent, not hesitating in killing civilians, on the pretext they are police informers. (ANI)

BJD, Congress doing politics over farmers plight: CPI-M

Bhubaneswar, Jan 7 (PTI) Accusing both ruling BJD and Opposition Congress in Orissa of doing "politics" over the plight of rain-hit farmers, CPI(M) today said the Centre should have released interim relief before sending a team to access damages.
"While the Centre released Rs 400 crore and Rs 600 crore as interim relief for farmers in Andhra Pradesh and Maharashtra respectively, it deliberately delayed assistance to Orissa by sending a team to access the damage," CPI(M) state secretary Janardan Pati told reporters here.
"The Centre is hoodwinking the people in the name of sending central team to Orissa. No such exercise was done for either Andhra Pradesh and Maharashtra," he said.
Stating that both BJD and Congress had been trying to take "political mileage" from the farmers'' miseries, Pati said the state government should consult peasant organisations and political parties to assist those affected.
"A team of political parties, farmer bodies and labour unions should be sent to New Delhi to meet the Prime Minister Manmohan Singh and Union Agriculture Minister Sharad Pawar," the party said in a letter to Chief Minister Naveen Patnaik.
Terming the Orissa government''s package for rain-hit farmers as grossly inadequate, the letter demanded Rs 10,000 for per acre of non-irrigated land and Rs 25,000 for per acre of multi-crop land in view of the damage to Kharif crops due to the unseasonal rains late last year.
CPI-M would hold civil disobedience agitation at all tehsil offices in the state to highlight the farmers issue, price rise and corruption in the Bofors deal, Pati said. PTI AAM

2G scam:Govt rejects CAG's findings; says loss figures erroneous

New Delhi, Jan 7 (PTI) Government today rejected CAG estimates of losses of Rs 1.76 lakh crore on account of allocation of 2G spectrum to telecom operators saying it "had no basis and was utterly erroneous".
"We are extremely pained at methodology adopted by CAG (Comptroller and Auditor General) for arriving at 2G spectrum (allocation loss) figures... that have no basis", Telecom Minister Kapil Sibal told reporters here.
The CAG estimates on losses arising from sale of 2G spectrum, the minister added, were "utterly erroneous".
Asserting that there were actually no losses to the exchequer, Sibal said "CAG has done injustice to itself and the Opposition is doing injustice to aam aadmi"
The CAG in its 77-page report of CAG, tabled in Parliament in November last year, had said that due diligence was not followed and even the recommendations of the telecom regulator TRAI were "not followed in spirit".
The report said the "presumptive" loss caused to the exchequer through spectrum allocation to 122 licensees and 35 dual technology licences in 2007-08 was Rs 1,76,645 crore. It arrived at the figure on the basis of 3G auction held earlier this year in which the government mopped up over Rs 67,000 crore.
The 2G scam has become a major political issue with the Opposition demanding a Joint Parliament Committee to probe the issue. The demand, however, was rejected by the government leading to disruption of almost the entire Winter Session of Parliament.

Lalgarh (Bengaliলালগড়) is a village in Binpur–I community development block under theJhargram subdivision of West Midnapore district in the Indian state of West Bengal. Lalgarh is the headquarters of Binpur–I CD block.[1] Midnapore Railway station is the nearest important station about 45 km from the village.

Lalgrah came under media attention at the beginning of November 2008. The guerrilla movement (proscribed by the indian state as terrorist)[2] outfit Communist Party of India (Maoist), launched a massive fight against police personnel and rival ruling communist party;Communist Party of India (Marxist). In June 2009 Indian security forces launched Operation Lalgarh against the Maoists in the village.

Lalgarh is a sparsely populated place with majority of population being adivasis.

The main occupation of the people here is cultivation, share cropping and selling disposable plates made of leaves. Most people do not own land but work on others fields. The region is dry and there are but a single harvest each year. At other times people work as daily labor, collect and sell leaves and wood from forest etc. Over 75% of the households own land given to them under the Land reforms programme of the Left Front Government between the years 1977 and 2002. But income poverty exists [3].

[edit]Operation Lalgarh

In November 2008, following reports of police brutality, enraged advasi villagers blockaded roads and protested against the police and paramilitary forces in the area.[4] The government maintained the movement was being controlled by Maoist guerrilla agents.[5] The Maoists controlled the village and the surrounding area for eight months until Operation Lalgarh was launched to dislodge them on June 18, 2009.[6]

Operation Green Hunt is the name used by the Indian media to describe theGovernment of India's ongoing paramilitary offensive against the Naxalite rebels. The operation began in November 2009 along five states in the "Red Corridor."[3]

The term was coined by the Chhattisgarh police officials to describe one successful drive against the Communist Party of India (Maoist) in the state. It was erroneously used by the media to describe the wider anti-Naxalite operations; the Government of India doesn't use the term "Operation Green Hunt" to describe its anti-Naxalite offensive.[4]

[edit]Planning and implementation

In October 2009, the Central Reserve Police Force (CRPF) announced that it was in the final stages of planning the offensive and had received approval from the Union-led government. The Commando Battalion for Resolute Action (COBRA) would take the lead in the operations against Maoist insurgents.[5]

At the beginning of November 2009, the first phase of the operation began in Gadchiroli district. As many as 18 companies of the central paramilitary forces were moved into the area in anticipation of the operation.[6]

As a response to the offensive, the insurgents launched several high-profile attacks on the Indian security forces:

  • On February 15, 2010 at least 25 policemen died after Maoists overran a security camp in West Bengal state. Naxalite-Maoist leaderKishenji claimed responsibility for the attack. He was quoted as saying that, "We have attacked the camp and this is our answer to P. Chidambaram's [the Indian Minister of Internal Affairs] 'Operation Green Hunt' and unless the Centre stops this inhuman military operation we are going to answer this way only."[7]
  • On April 6, 2010, Maoist rebels killed 75 policemen/CRPF men in a jungle ambush in central India in the worst-ever massacre of security forces by the insurgents. On the same day, Gopal, a top Maoist leader, said the attack was a "direct consequence" of the government's Operation Green Hunt offensive. This raised some voices of use of Indian Air Force against Naxalites, which were however declined citing "We can't use oppressive force against our own people".[8]
  • On June 29, 2010, At least 26 policemen have been killed in a Maoist attack in the central Indian state of Chhattisgarh.[9]
