Leaders of Saarc countries on Wednesday vowed to collectively combat the scourge of terrorism, extremism and insurgency plaguing the region with Pakistan and Bangladesh rejecting claims of those who justified violence in the name of Islam.
Terrorism was high on the agenda at the two-day Summit which kicked off on Wednesday with Bhutanese Prime Minister Lyonchhen Jigmi Thinley asserting that no cause could be enhanced or served through the acts of terror nor was it in any degree deserving of sympathy and support.
"Those who are responsible for the perpetration of such heinous crimes against humanity must know that they will be brought to justice in a world where nations are acting together and their individual and collective capacity to apprehend the guilty is growing," he said.
Voicing concerns over terrorism, extremism and radicalism, Prime Minister Manmohan Singh asked the Saarc countries to "revive the South Asia of our dreams that is once again a source of new ideas, new knowledge and new opportunities."
India's strong push for the Saarc Convention on Suppression of Terrorism and ratification of the Convention on Mutual Assistance in Criminal Matters received the backing of Saarc leaders.
In his speech, Pakistan Prime Minister Yousuf Raza Gilani said terrorism was like a "toxic brew" under the garb of different ideologies and underscored the need for the Saarc countries to join hands individually and collectively.
He hoped the meeting of the Saarc home ministers in Islamabad in June would help in synergizing their positions to effectively fight the menace.
Bangladesh Prime Minister Sheikh Hasina said her country was firmly opposed to terrorism, insurgency, organized crimes and religious extremism.
"We categorically reject claims of those who cloak themselves in the rhetoric of Islam, or any other faith to justify violence. We are also committed against the use of Bangladesh territory for launching terrorism elsewhere," she said.
Sri Lankan President Mahinda Rajapaksa also spoke of the threat posed by terrorism and made a strong pitch for collective action to defeat it.
Afghan President Hamid Karzai said all Saarc members should without exception or reservation should commit not to allow their territories to be used directly or indirectly to train or shelter terrorist networks.
He said the terrorist attacks in the last two years in Kabul, Islamabad and Mumbai and elsewhere were yet again gruesome reminders that terrorism continues to find a place in the region.
Terrorist attacks have become audacious and its reach spread aimed at destabilizing societies, he said while asking Saarc leaders to collectively resolve to decisively defeat all forms and manifestations of terrorism in the region.
Addressing a press conference here, following the bilateral talks of Indian and Pakistani Prime Ministers held on the sidelines of 16th South Asian Association for Regional Cooperation (SAARC) here today, Pakistani Foreign Minister Shah Mahmood Qureshi informed that the Pakistani Prime Minister Yusuf Raza Gilani has agreed that those responsible for the Mumbai Attacks would be brought to justice.
He also informed both the Prime Ministers have agreed that their soil will not be used against each other.
Giving further details of the meeting, Qureshi said: "There was an acknowledgement about deficit of trust on both sides."
"The two Foreign Ministers have to bridge that gap and build confidence to take the process forward," he added.
Mentioning about the significance and impact of today's bilateral meet, Qureshi said: "The climate has already changed, the outcome of the meeting has changed the climate of India and Pakistan." Describing the meeting as "comprehensive, cordial, and friendly", Qureshi said: "Foreign Ministers and Foreign Secretaries of the two countries have been instructed to work out engagements that can begin as soon as possible and as frequently as possible."
Announcing that the SAARC Home Ministers' meeting would be held in Islamabad this year on June 26, Qureshi said: "We welcome Indian Home Minister to take part in that meeting."
Pakistan also received assurances from India that it has no intentions to destabilize the country, after Islamabad raised the issue of Balochistan at the meeting.
"The water issue was also brought under discussion between the two leaders," he said, adding the region was facing a severe water crisis, and there is an important need to highlight water conservation on all platforms.
At a meeting on the sidelines of the eight-nation South Asian Association for Regional Cooperation (Saarc) meeting, both leaders said their countries should keep the channels of dialogue open to restore "trust and confidence". The foreign ministers of both countries will meet soon to chalk out a road map for future talks.
Experts' opinion is divided. While one foreign policy expert said the move was significant as it is high time to resume dialogue, another said this would be an "asymmetric dialogue" because India was not in talks with the people who are responsible for terrorism against India.
Indian foreign secretary Nirupama Rao told reporters in Thimpu: "India expressed its willingness to discuss all issues of concern with Pakistan and to resolve all outstanding issues through dialogue, but pointed out that terrorism was holding back progress on all issues."
This was the first such meeting after Singh and Gilani met at Sharm-el-Sheikh in Egypt on 16 July, when a joint statement that followed triggered a major controversy in India as it had delinked composite peace talks from terrorism. New Delhi had been refusing talks with Islamabad, saying that the latter was not doing enough to contain terrorist activities emanating from its soil against India. India broke off peace negotiations with Pakistan after the Mumbai attacks that left at least 166 dead.
Pakistan foreign minister Shah Mehmood Qureshi told a news conference that the meeting between the two leaders ended on a positive note and he would be engaging with his Indian counterpart S.M. Krishna at an appropriate time. He also welcomed home minister P. Chidambaram to Islamabad on 26 June for the Saarc home ministers' meet.
Rao said Singh and Gilani agreed that their respective foreign ministers would work out the modalities to create trust and confidence in the relationship and for a substantive dialogue "in which all matters of concern" would be discussed. The dates of the meeting are not finalized yet.
According to Salman Haider, India's former foreign secretary, Thursday's move would not create any stir in India as it had in July 2009 because "the situation is more conducive and the leaders are proceeding more cautiously".
He also rubbished reports that India and Pakistan had taken the decision to resume talks under pressure from the US. "I do not believe for a minute that it is happening under any pressure from the US. India is not a country which can be pushed in a matter close to its heart."
However, Brahma Chellaney, professor of strategic studies, Centre for Policy Research, a Delhi-based think tank, was not so optimistic. "India is talking to the wrong people—the civilian leadership which is not responsible for terrorism. The impediment for peace is terrorism and the military leadership which is responsible for fomenting terrorism against India is not in dialogue with India. This is asymmetric dialogue," he said.

Pakistan shifts 100,000 soldiers from eastern frontier, says Pentagon
About 147,000 security forces personnel were deployed on its western borders to combat the menace of terrorism and no additional forces had been shifted there, Online news agency quoted military spokesman Maj. Gen. Athar Abbas as saying.
'Our armed forces are conducting operation against the terrorists on the western borders. We are facing threat of conventional war from the eastern borders, therefore, the troops deployed on the eastern borders alongside India have not been thinned out and nor will this strength be scaled down,' he said.
'The number of troops required to be deployed on the eastern border is still there and any question to relocate them to the western border stands ruled out,' Abbas said, adding that there was 'no substance' in the reports published in the US media.
In a report to the US Congress, the US defence department said that 'more than 100,000 PAKMIL (Pakistan military) troops were moved from the eastern border with India. This unprecedented deployment and thinning of the lines against India indicates that Islamabad has acknowledged its domestic insurgent threat'.
The 'Report on Progress toward Security and Stability in Afghanistan' said over 130,000 Pakistani troops were participating in the ongoing campaign against the Taliban in Pakistan's tribal region.

Washington: Pakistan has moved 100,000 troops from its borders with India, thinning the lines, to bolster its campaign against Taliban and other militants on its restive border with Afghanistan, the Pentagon said on Thursday.
The mass shifting of troops is an acknowledgement of the fact that terrorism and internal insurgency were posing more threat to Pakistan now, the Pentagon said in a report to the US Congress.
"More than 100,000 Pakmil troops were moved from the eastern border with India. This unprecedented deployment and thinning of the lines against India indicates that Islamabad has acknowledged its domestic insurgent threat," the department said in its latest report on Afghanistan.
The Pentagon did not specify the regions' from where the troops had been pulled out, but said it estimated that more than 140,000 Pakistani forces were now taking part in the ongoing offensive against the Taliban in Pakistan's semi-autonomous tribal region, known as FATA.
The Pentagon report was issued hours before the crucial meeting between Prime Minister Manmohan Singh and his Pakistani counterpart Yusuf Raza Gilani in the Bhutanese capital Thimphu on the sidelines of the Saarc Summit.
The US Defence Department while acknowledging that Pakistani military operations in tribal areas of NWFP had placed "a high degree of pressure on militants and reduced their safe havens", but was unlikely to have an immediate impact on the US-led war in Afghanistan.
The Pentagon report said that there was a broad syndicate of extremist groups operating in the AfPak region with multiple short and long term goals.
It identified the groups as Al Qaeda, Tehreek-e-Taliban and Lashkar-e Taiba (LeT) which it said threatened security of Afghanistan, Pakistan, India and elsewhere.
"The three major groups include the Quetta Shura Taliban, Hezb-e-Islami Gulbuddin (HIG), and the Haqqani Network (HQN). These groups cooperate and coordinate at times and their areas of operations tend to be geographically and demographically determined," it said.
"They operate mainly in the Pashtun-majority areas of Afghanistan in the south and east, and in Pashtun pockets in the north. The common goals of these groups are to expel foreign forces from Afghanistan (although there is no mention of foreign fighters allied with them or Al Qaeda) and to undermine the central government," the report added.
Pentagon said Pakistan military crackdown so far has focussed only on internal threats, but outlined that these could be more productive depending on how they evolve in future.
It acknowledged that Pakistan military had suffered attacks from terrorists in response to its successful operations.
"These attacks include mass casualty events in Mingora, SWA (South Waziristan Agency) -- close to clearing operations -- as well as in Lahore, far away from the fighting.
"While these attacks do not appear to have shaken Pakistan's commitment, they do demonstrate, for the time being, insurgent ability to continue attacks despite reported successful Pakmil operations," said the report which runs into nearly 150 pages.
According to the report, Pakistan military is beginning to acknowledge the ties and threats posed by Afghan and Pakistani Taliban.
"The Pakistani operations have focused almost exclusively on internal threats. These operations reduce the space available to all insurgent and extremists groups," it said.
"While this evolving approach is unlikely to have significant impact on the Afghan insurgency in the short term, it offers opportunities in coming months to have a greater impact on the conflict in Afghanistan, depending on how Pakmil operations evolve," the report said.
Despite discussions regarding the possibility of transfer of Afghan Taliban captured in Pakistan to Afghanistan, most notably Mullah Abdul Ghani Baradar, no transfers have taken place, it said.
The Pakmil has also offered to provide military training to Afghan army and security personnel. The Afghan ministry of defence is reviewing the offer, but is evaluating it cautiously based on Afghan Government political concerns, the report said.
"In conjunction with ISAF's Operation Moshtarak, the Pakistan military has maintained an increased presence along Afghanistan's southern border.
"Pakistan reports these operations have succeeded in extending the writ of the Pakistan Government within the area including the former insurgent stronghold of Damadola, native home of Maulana Faqir Muhummad," it said.

Shanghai: The International Monetary Fund (IMF) warned on Thursday that Asian economies were at risk of overheating as strong capital inflows fan inflationary pressures and raise the risk of damaging bubbles.
The IMF urged Asian leaders to return to "more normal" monetary policies after the global financial crisis, and increase the flexibility of their exchange rates to counter speculative funds flowing into their economies.
"For China, like in other economies in the region, the risk is to ensure that the boom we see in asset flows does not, like in the past, lead to a cycle of boom and bust," Anoop Singh, director of the IMF's Asia-Pacific department, told a news conference.
In its latest report on the regional outlook, the IMF said brighter economic growth prospects and widening interest rate differentials with developed economies "are likely to attract more capital to the region."
"This could lead to overheating in some economies and increase their vulnerability to credit and asset price booms with the risk of subsequent abrupt reversals," the report said.
The IMF raised its growth forecasts for Asia to 7.1% for both 2010 and 2011, higher than its prediction last week when it estimated Asian economies would expand an average 6.9% this year and 7.0% next.
But the Fund warned export-driven Asia remained vulnerable to a slower-than-expected recovery in the West, and urged governments to reduce their reliance on overseas shipments and boost domestic consumption.
"It will be important to implement reforms that boost the productivity and the competitiveness of the services sector," IMF senior economist Olaf Unteroberdoerster told reporters.
The IMF said Asian policymakers need to safeguard against the build-up of imbalances in asset and housing markets caused by "excess liquidity", and one way to do this was to adopt more flexible exchange rates.
"Letting the exchange rate appreciate can forestall short-term inflows," the Fund said, without specifically referring to China.
"Without more currency appreciation, the pressure to sterilize the impact on money supply will continue."
But stronger currencies alone were not going to rebalance the economies in China and other countries in the region, said Singh.
Governments needed to reduce household "precautionary savings" and very high corporate savings in China and elsewhere.
"It's very important that this package of measures is not viewed as based on one policy, which is the exchange rate," Singh said.
The IMF said last week a stronger yuan was "essential" for both the Chinese and world economies, heaping more pressure on Beijing to revalue the currency, which has been effectively pegged at 6.8 to the US dollar since mid-2008.
Critics say the policy has given Chinese manufacturers an unfair advantage by making their exports cheaper.
Manmohan tells Gilani to rein in Hafiz Saeed
Thimphu: Prime Minister Manmohan Singh today asked his Pakistani counterpart Yousuf Raza Gilani to rein in 26/11 mastermind and Jamaat-ud-Dawa chief Hafiz Saeed, saying his free movement was not conducive to the atmosphere of peace and stability in the region.
Prime Minister (Manmohan Singh) mentioned "deep concern about Hafiz Saeed and the way he is allowed to roam free and engage in communication not conducive (to the relationship between India and Pakistan)," Foreign Secretary Nirupama Rao told reporters here.
Briefing newsmen after the meeting between two Prime Ministers, Ms. Rao said Prime Minister Singh emphatically told Pakistan that it has to act on the issue of terrorism and that the "terror machine" in that country needs to be eliminated.
Mr. Gilani assured Singh that his government was making all efforts to bring to justice the perpetrators of the Mumbai attacks and not to allow Pakistani soil to be used for terrorism against India.
Last week, Pakistan's Interior Minister Rehman Malik said that the authorities are keeping a close watch on Saeed and the JuD but ruled out any action till they could build a solid case against the founder of the LeT.
India blames that Saeed had personally coordinated training for the Mumbai attacks and gave Ajmal Kasab, the lone attacker captured by police, the new name of Abu Mujahid.
Saeed-led Jamaat-ud-Dawah is the front organisation of Lashkar-e-Taiba, which is accused by India of executing the 26/11 strikes that killed 166 people, including foreigners.
Saeed, who remained out of the public eye for over a year following the 2008 Mumbai attacks carried out by the LeT, recently called on the people of Pakistan to stand united against India.
The Jud chief was placed under house arrest in Lahore in December 2008 after his group was declared a front for the LeT by the UN Security Council in the wake of the Mumbai terror attacks.
He was freed after about six months on the orders of the Lahore High Court.

Over half of world's chemical weapons destroyed: UN
More than half of the world's chemical weapons stockpiles have been destroyed in the 13 years since the UN Chemical Weapons Convention entered into force, UN Secretary General Ban Ki-Moon said Thursday.Ban said the Organization for the Prohibition of Chemical Weapons, which was set up to monitor the convention, has certified the destruction of 58 percent of the weapons as of the end of March. It has also verified that 89 percent of chemical weapons production
facilities have been destroyed and converted to peaceful uses.
Countries that have begun eliminating their stockpiles include the US, Russia and Iraq, while others like Libya, Albania and India have reported total destruction of their chemical weapons.
The organization has also conducted more than 4,000 inspections in 81 countries that signed the convention, including verification at commercial enterprises.
'On this annual observance, let us honour the victims of chemical warfare by re-affirming our commitment to strengthening the convention,' Ban said. 'Let us also remember the suffering of families of these victims as we work together to free the world once and for all, from the horror of each and every weapon of mass
destruction.'
As PM meets Gilani today, 26/11 action holds the keyAssurances on early Pakistani action against the plotters of the Mumbai attack might hold the key to progress at the meeting today between Prime Ministers Manmohan Singh and Yusuf Raza Gilani on the margins of the SAARC Summit in Thimphu, Bhutan.
If Gilani is prepared to bring the case against those accused of planning the Mumbai outrage in November 2008 to a quick closure and punish the guilty, Singh is likely to agree to an early resumption of the dialogue between the two nations and reaffirm his commitment to a rapid progress in the normalization of bilateral relations.
Whether it is called a 'composite dialogue' as Pakistan wants, or simply a 'result-oriented engagement' that India prefers, is probably less important than the generation of some mutual understanding on the link between terrorism and dialogue.
During the last few weeks, the PM has repeatedly said in public and in official conversations with world leaders that India is willing to walk more than half way if Islamabad takes credible action against those inciting anti-India terror from Pakistani soil.
Although few in the capital are willing to bet on a breakthrough at the meeting between the two leaders, those familiar with the pattern of Indo-Pak engagement say anything is possible when the leaders from the two sides meet.
There have been few positive signals from Pakistan on taking credible steps against the Mumbai accused. Pakistan has been unwilling to even reiterate the commitments it had given in January 2004 on preventing anti-India terror activity on its soil. Delhi is aware of the open gloating in Pakistan's permanent establishment that Army Chief Gen. Ashfaq Pervez Kayani's hard line towards Delhi has paid off.
In the wake of Mumbai, it was Pakistan that was pressing for a dialogue, it is being pointed out in Islamabad. Today, the Pakistani argument runs, it is India that is beseeching Islamabad for a dialogue.
The PM has held intensive consultations with his advisers and senior Cabinet colleagues on how to approach the conversation with Gilani. Unlike at Sharm el Sheikh last year when the government found itself flat-footed in explaining the results of the meeting between Singh and Gilani, this time it appears well-prepared for all potential outcomes from the meeting.
Until now, India has carefully avoided defining in public a benchmark on what it considers 'credible steps' on the Mumbai plotters. The PM is likely to communicate to Gilani on what exactly he seeks from the Pakistan government.
One way of defining the Indian benchmark would be to emphasise an early closure of the Mumbai trial in Pakistan and sentencing the guilty. If such assurances are forthcoming, the PM could activate the formal dialogue with Pakistan.
On the nature and format of the dialogue, India is aware that Pakistan is insisting on the old framework of the 'composite dialogue' merely because India is asking for a change.
If he gets satisfaction on the Mumbai issue, the PM is likely to tell Gilani that Pakistan is free to have the 'composite dialogue' in the old form. But much has changed since the framework of the composite dialogue was formulated in the late 1990s.
The PM is likely to remind Gilani that the real progress on difficult issues � including Kashmir � took place in the back channel and not in the formal dialogue between the foreign secretaries.
On his part, the PM has the credibility as well as the conviction to affirm that if Pakistan controls cross-border violence, India is ready to move forward on all issues of concern to Pakistan.
As he goes to the meeting with Gilani with a positive frame of mind, the burden of experience will make sure that the PM will keep his fingers crossed.

Former Republican vice presidential candidate Sarah Palin, South Korean skating champion Kim Yu-na, Apple Chief Executive Steve Jobs and Brazilian President Luiz Inacio Lula Da Silva also made Time's 100 most-influential people list.
Time ran a separate online poll that picked Iranian opposition leader Mir-Hossein Mousavi, who received more than 800,000 votes, as the winner. He is on the "heroes" section of the 100 list as well.
Talk show host and media mogul Oprah Winfrey made the annual list for a record seventh year in a row, followed by Obama and Jobs who have both been named five times.
The list, which does not rank the most influential, is based on staff suggestions and editorial decisions by senior Time magazine editors.
Conservative figures feature prominently. Along with Palin, Senator Jon Kyl, commentator Glenn Beck and tea party leader Jenny Beth Martin also make the cut, while on the other side of politics U.S. House Speaker Nancy Pelosi joined fellow Democrats Obama and Bill Clinton.
But former presidential candidate Hillary Clinton was not among the record 31 women on this year's list. The chosen, grouped into leaders, thinkers, artists and heroes, also include a record 47 international figures from 23 countries.
Time also separately ranked the 100 most influential people based on the number of followers and connections they have on the social networking websites Twitter and Facebook. Obama came out on top, followed by Lady Gaga and Ashton Kutcher.
"When I see somebody like Gaga, I sit back in admiration. I'm inspired to pick up the torch again myself," pop star Cyndi Lauper wrote of Gaga. "Being around her, I felt like the dust was shaken off of me. I find it very comforting to sit next to somebody and not have to worry that I look like the freak."
