Congress today dropped enough hints that it is not averse to forming an alternative government in Jharkhand in the wake of BJP withdrawing support to the JMM-led coalition but preferred not to take any decision in haste. Amid a controversy over finances of the Twenty20 cricket body IPL, the government on Monday said the Registrar of Companies has not found anything wrong with the balance-sheets of IPL franchisees and no company has given sweat equity to anyone.
"Prima-facie as far as balance-sheets are concerned we can say there is nothing of unnatural... No sweat equity issues have been found either," Corporate Affairs Minister Salman Khurshid said after a meeting with regional RoCs, who were earlier asked to look into the ownership pattern of each IPL team.
Khurshid also said some franchisees have not been up-to-date in terms of filing of balance-sheets and RoCs have issued notices to them to do so by May three, or face proceedings under the Companies Act.
"We have checked with the RoCs. In some cases, they (IPL franchisees) are up-to-date with filings and in some cases they are not. Wherever they are not up-to-date we have issued notices and given time up to May 3," he said.
"We will initiate proceeding as per the Companies Act," he said when asked what will be the action if these companies do not file balance-sheets by the stipulated time.
Asked which franchise has not filed annual returns, he said: "I don't remember the name but companies like Chennai franchise (promoted by India Cement), Mumbai Indians' owner Reliance Industries have filed."
He added that as and when more information is collected and if some irregularities are found, the matter will be investigated.
The third edition of IPL was embroiled in controversies, including allegations about the union ministers influencing the auction of IPL franchisees.
Shashi Tharoor resigned as Union Minister of State for External Affairs over allegations that he influenced award of sweat equity to his friend Sunanda Pushkar in the Kochi team.
The authorities have since launched probe to trace the finances of the cricket body and its franchisees.
As Parliament was on Wednesday rocked by issues like 2G Spectrum allocation, telephone tapping and IPL controversy, the Government assured the Lok Sabha that it will come before the House in these matters after the passage of the Finance Bill.
"On all these issues we will have the opportunity of discussing with various political parties. Either the Prime Minister or I will come to the House. But this will be done after the Finance Bill is passed," Finance Minister Pranab Mukherjee said in the Lok Sabha.
As opposition members, particularly those from AIADMK, trooped into the well demanding an assurance from the Government on the Spectrum issue, Mukherjee said, "I am not running away from the House. The session is there till May 7, there is time."
Mukherjee told the AIADMK members that he will inform them about whether a discussion would be held on the Spectrum allocation issue by tomorrow.
"I cannot give any assurance now. Let me consider it. Let me examine the paper and consult my colleagues and tomorrow I will tell you. Let me look into it," he said.
Assuring opposition support in the passage of the Finance Bill, Leader of Opposition Sushma Swaraj said, "We will pass the Finance Bill by tomorrow. Opposition will not stall the Finance Bill. The passage is not only the responsibility of the Government, but also of a responsible opposition."
Swaraj, however, said the opposition had been assured that there would be a discussion. "But the Prime Minister said 'no' (to JPC) outside the House. You have to say inside the House not outside," she said.
"We have moved a privilege motion against the Prime Minister because when Parliament is in session, he has to speak inside Parliament," she said.
"Will the PM come to the House and reply? Our question is that," she said.
Earlier, BJP leader Yashwant Sinha wanted to know whether the Government planned a discussion on the issue in the House.
"This is a serious issue. We revert to the original demand that there should be a JPC. This is also linked to the IPL," he said.

TRS talks of civil war over Telangana statehood!
On the occasion of its ninth anniversary Wednesday, the Telangana Rashtra Samiti (TRS) warned of a war-like situation in Telangana was not made a separate state soon.
TRS ideologue K. Jayashankar said war-like situation would be inevitable if the Srikrishna committee fails to give a report in line with the aspirations of Telangana people.
Addressing the anniversary celebrations of the party here, he said the panel formed by the central government to look into the issue was the last hope for people demanding a separate state of Telangana.
'If Telangana state is not formed even after the Srikrishna Committee submits its report, struggle will be the only option before the people. We can't say what will be the shape of this movement,' said the former vice chancellor of Kakatiya University.
'People will decide the nature of the movement. They have no options as despite an announcement by the central government in parliament their dream of a separate state has not been fulfilled,' he said.
The five-member committee formed by the central government in February is currently holding consultations with all stake holders. The panel headed by former Supreme Court Justice B.N. Srikrishna has been given time till Dec 31 to submit its report.
TRS chief K. Chandrasekhara Rao had Tuesday reiterated that 'civil war would be inevitable' if separate Telangana state was not formed even after the Srikrishna Committee's report.
The TRS is celebrating its formation day at a time when the Srikrishna Committee is engaged in consultations over Telangana issue. The party conclave, attended by delegates from all 10 districts of the region, including Hyderabad, also reviewed the developments of last six months.
It was Chandrasekhara Rao's fast-unto-death in November-December last year which intensified the movement for Telangana state. Rao called off his fast after 11 days on Dec 9 when the central government announced that the process for formation of Telangana state would be initiated.
However, the statement by Union Home Minister P. Chidambaram plunged Andhra Pradesh into crisis with massive protests in Andhra and Rayalaseema regions. Mass resignations by public representatives and street protests forced the central government to backtrack and it decided to hold consultations with all the stakeholders.
All 10 state legislators of TRS resigned en masse after the central government made a second statement on Dec 23. However, legislators from other parties refused to follow the TRS line.
TRS, which initially opposed formation of the Srikrishna Committee, later submitted a memorandum to it and also put forward its arguments in favour of a separate Telangana state.
It was on this day in 2001 that Chandrasekhara Rao had quit Telugu Desam Party (TDP) and floated TRS to revive the three-decade old movement for a separate Telangana state.
Over 300 people were killed in police firing during violent protests for Telangana in early 1970s.

Last-moment support from Mayawati, chief of the Bahujan Samaj Party that champions lower castes, helped the ruling coalition trounce by a wide margin an opposition sponsored vote of confidence on Tuesday over a hike in fuel and fertiliser prices.
But the fickleness of the allies who supported Prime Minister Manmohan Singh's government underscores the difficulties he and his reformist aides would face in their efforts to further open up the economy and cut down subsidies.
Bills include those to allow more foreign stakes in pension and insurance sectors, and to permit foreign universities to set up local campuses, are all on hold due to political opposition.
"When it comes for foreign investment or opening up products to market forces, like in the case of petroleum, reforms become a major issue. They can't go to the (smaller parties) for support," D.H. Pai Panandikar, head of think-tank RPG Foundation, said.
While few expected the government to lose the vote over high inflation, disputes over a women's bill and a cricket scandal had seen many allies of the coalition either withdraw their support or waver in their support.
Enter Mayawati, who goes by one name and who was touted as a possible prime minister before she performed worst than expected in last year's general election.
This year, her million-dollar spending on statues of herself and parks in Uttar Pradesh, one of India's poorest states, has raised a storm of criticism. But despite this, her 21 lawmakers proved crucial in giving Congress a stable majority.
Congress has 207 members in the 545-member lower house of parliament. On Tuesday, the government had the support of 289 members, just 16 over the half-way mark, a pointer on how close a vote can go if the opposition effectively unites.
While Mayawati charged Singh's government of policies that caused hardships to people, she appeared keener this time to court government favour and deflect criticism as chief minister of Uttar Pradesh state.
"While we should have normally voted against the government, we do not want communal forces to return to power in the garb of these issues," the former school teacher told a news conference.
Singh's government was also brought home safely by a thinning of the anti-government alliance, when the 27 members of the Samajwadi Party (SP) and the Rashtriya Janata Dal (RJD) walked out on the vote, just weeks after they had demanding it.
Like Mayawati, they blamed the Congress for high inflation and other woes, but cited as reason for their shift a reluctance to vote alongside 'communal forces,' shorthand for main Hindu-nationalist opposition Bharatiya Janata Party (BJP).
MAYAWATI, OTHERS, SEEN FICKLE
The 54-year old Mayawati is no friend of the Congress. Both parties are locked in a bitter struggle to control Uttar Pradesh, the state which sends the most number of lawmakers to parliament.
The party, which has tried to spread its wings beyond Uttar Pradesh with limited success, has earlier aligned with both the Congress and the BJP, guided by its founding agenda of being in power and using the government to benefit its lower caste voters.
"She has saved the government, but where do we go from here? In the future she will not maintain this position," said Sudha Pai, a professor at Delhi's Jawaharlal Nehru University and an author of a book on the party.
Pai said Mayawati's decision came on expectation the Congress would pipe down its criticism of issues like using government funds to build colossal states of herself.
Analysts say the Congress looked set to rule till its five-year term ends 2014, but would have to wheel out its dealmakers each time crucial legislation is up for approval, further complicating the rocky road to freeing up the economy.
"I think it is a somewhat stable equilibrium," Abheek Barua, chief economist at HDFC bank, said. "There is a symbiotic relationship between the Congress and the smaller parties."

"Never averse to it. After all we contested the election there to form a government" was his refrain when asked if Congress is not averse to forming a government in the state.
On whether the party sticks to its stand that it will not form any alliance government in the state with Soren as the head, Rao said, "In politics there is no last word." Another senior leader, however, made it clear the JVM chief Babulal Marandi, with whose party it contested the last Assembly election in the state, will not be dumped.
"No question of dumping Babulal. He, too, has to be taken on board," the leader said.
He also said that it was Soren''s stand on Naxalism that had come in the way of formation of a Congress-JMM government last time but was quick to add, "there has been an evolution in his position on the issue since then." At the AICC briefing, Tewari almost stopped short of welcoming Soren''s step of voting against the cut motion yesterday saying, "If somebody has kept in mind the larger picture that the country need not be plunged into uncertainty and exercised that step, all right-minded persons should appreciate that.
" On asked about a possible deal behind Soren supporting the UPA government as money had changed hands when the JMM had bailed out the P V Narasimha Rao government, Tewari brushed aside the question saying "political decisions are taken in political perspectives." .

The real issue is not the numbers but the welfare of the labourers," he said.
Initiating the discussion, Rajiv Pratap Rudy (BJP) wanted to know whether it was correct that 2 crore people migrate from Maharashtra to work in other states. He also wanted to know the number of illegal Chinese and Bangaladeshi migrants in the country.
The BJP member also pointed out the migration from Kashmir and wanted to know the exact numbers and their condition of living. R C Khuntia (Congress) wanted the protection of migrant labourers saying that six lakh such workers are engaged in constructions related to Commonwealth Games and Metro.
Mohammed Amin (CPI-M) gave the example of West Bengal saying that wherever land reforms have taken place, migration is minimised. Kharge said the figures of 14 crore was based on the 2001 census and the figures of 2 crore for Maharashtra included inter-district and intra-district migration along with migration to cities and foreign countries.
He said a tripartite group was formed comprising representatives from migrant labourers, employees'' and those from the government to look into the issue. "The group has submitted its report.
Government will examine it and has already initiated action," he said.

Speaking at the launch of the National School Sanitation Initiative, being undertaken jointly by the HRD and Urban Development ministries, CBSE and GTZ, Sibal emphasised on partnership with children in the sanitation drive.He exhorted the children to take the lead and inspire everybody towards high standards of sanitation.
With a law on the anvil to allow operation of foreign education providers in India, a top consortium of research institutions from the US has evinced interest in collaborating with Indian universities.
A delegation of Committee on Institutional Cooperation (CIC), which represents America's top universities, visited India this week and met HRD minister Kapil Sibal to discuss areas of collaboration and institutional linkages.
The CIC is a consortium comprising universities of Chicago, Illinois, Indiana, Iowa, Michigan, Michigan State University, Minnesota, Northwestern, Ohio State, Pennsylvania State, Purdue and Wisconsin-Madison.
"We have come for discussion on collaboration on research and academic programmes. We are a consortium of research universities and we are together for over 50 years. We do lots of things together and we can collaborate with Indian institutions," Associate Director, Technology Collaboration for CIC, Keren Partlow told PTI.
She said the delegation was on a fact-finding mission to explore the areas of collaboration. This was the first meeting of the CIC delegation with Sibal.
"The minister is open to hear specific ideas like what sort of engagement we would like to have in India. We will prepare a detailed plan in this direction and come again," Partlow, who led the delegation, said.
The CIC is known for quality research and its advanced research laboratories. Through collaboration, the CIC members increase teaching, learning and research opportunities.
These universities conduct funded research of $6.4 billion every year while the funded research of Ivy League universities and the University of California are pegged at $3.27 billion and $4.38 billion respectively.
India is interested in institutional linkages between CIC institutions and universities here. This will help Indian universities take advantage of the high quality research facilities of CIC member institutions, a HRD ministry official said.
The CIC universities enrol nearly three lakh under-graduate and 76,000 post-graduate students every year and deliver doctoral programmes in 147 areas of study.
University of Illinois, a member of CIC, had earlier helped India set up IIT Kharagpur and GB Pant University of Agriculture and Technology.
The visit of CIC comes at a time when the government is likely to introduce the Foreign Educational Institution(Regulation of Entry and Operation) Bill, 2010 in Parliament this month.
The Cabinet approved the bill which lays down norms for allowing entry and operation of foreign education providers in India.
Nearly 50 foreign institutions, including Boston, Yale and Duke University, have evinced interest in either setting up campuses or collaborate on research and academic programmes.
The CIC delegation also met representatives of Aligarh Muslim University (AMU) and discussed facilitating more research students.
The delegation evinced interest in sending students for pursuing studies in Persian, Arabic, Urdu, Hindi and other Indian languages.
The delegation comprised Wolfgang Schloer from University Illinois, Will Glover from University Michigan, Molly Portz from University of Minnessota, Ken Shapiro and Aseem Ansari from University of Wisconsin-Madison, Terry Webb from Madison Area Technical College and Partlow.
The Knowledge Economy Adovocate kapil Sibal said the main objective of the initiative will be awareness generation and behavioural change among the children who have a significant role in the sanitation programmes.
The programme will touch upon personal hygiene, safe sanitation, clean toilet habits, safe drinking water, disposal of waste water, human excreta disposal, waterless urinals, waste segregation and composting food hygiene, conservation of green spaces.
Minister for urban development Jaipal Reddy said sensitisation of people was required on issues of sanitation, energy efficiency and conservation of natural resources.
He talked about the National Urban Sanitation Policy and how this new initiative could play a large role in improving sanitation levels in the country.
On the occasion, Sibal released a School Sanitation Manual which will be part of the CBSE curriculum. Reddy also launched a Bio-dynamic Waste Segregation Programme which seeks to educate children about use of waste as a resource.
Minister of state for HRD D Purandeswari released the School Sanitation Report and actor Aamir Khan was declared the brand ambassador for the initiative.
The initiative assumes significance as 30.66 million urban households in India suffer inadequate access to sanitation facilities and either defecate in the open or use shared and community lavatories.
Besides, being an issue of human dignity, this practice results in unsafe disposal of human excreta which has a severe impact on environmental and health outcomes.
Rao, who earlier accepted the chair of nanoscience and nanotechnology at the Mahatma Gandhi University here, said academic collaboration with foreign universities would improve the future of students but favoured control in opening up higher education.
There should be a regulatory mechanism, he said.
The role of universities is to impart quality education to students. "Unfortunately, our universities are suffering from local politics," Rao said.
The country has to compete with developed countries in all sectors within the next 20 years, he said, adding that a thorough overhaul of higher education was required.
Rao said real development was required in young people, 60% of whom live in rural areas.
Teachers should be trained properly, he said. This, in turn, would help to promote quality education. He underlined that several good engineers and doctors have been trained in "ordinary
colleges".
Kottayam: Slamming the move to open up higher education in India to foreign universities as "mere stupidity", CNR Rao, scientific adviser to prime minister Manmohan Singh, has said education can never be treated as a commodity.
The diplomat, Madhuri Gupta, 53, continued to be grilled in detention today about information she is suspected to have passed on to Pakistani intelligence agencies.
She was arrested here six days ago after being called back from
Islamabad, where she was posted as second secretary, on the pretext of discussing the Saarc summit that is now on in Thimphu, Bhutan.
Following Gupta's interrogation and earlier surveillance, the security agencies have zeroed in on a couple residing in Rajouri district of Jammu & Kashmir, who were in regular touch through email and telephone with the arrested diplomat in Islamabad.
The Rajouri-based woman had gone to Pakistan several times.
A highly placed source said the senior army officer used to visit the Rajouri couple when he was posted in the region. He is related to the couple, but his frequent visits to them aroused the suspicion of security agencies, the source said.
Some of the emails exchanged between Gupta and the Rajouri woman are part of the documents being held as evidence against the diplomat, who is in the custody of the special cell of the Delhi police.
The role of the external intelligence agency officer is also being investigated. Gupta may have been taking information from him, the source said.
But it was not immediately clear whether he knew the woman's real designs. He could be questioned by the security agencies, the source said.
Gupta, who belongs to the Indian Foreign Service, B category, is the first IFS official to have been arrested as a Pakistani spy.
Gupta is said to have been under surveillance by Indian security agencies for about four months before a decision was made to arrest her.
Security agencies briefed senior external affairs ministry officials about Gupta's alleged activities in Pakistan, which included supplying sensitive and classified documents related to Indian interests in Pakistan and Afghanistan, the source said.
Gupta has been extensively questioned by sleuths of the Intelligence Bureau and officers of the Delhi police. She reportedly claimed that she used to obtain sensitive information within the Indian high commission in Islamabad.
A source said the woman had been passing information related to policy matters and movement of Indian officials to a Pakistani intelligence man identified only as Rana.
A promotee officer of the external affairs ministry, Gupta was working in the mission in Islamabad for nearly three years andreportedly told investigators she had been passing information since 2008.
She was well versed in Urdu and her services were used for translation and interpretation.
Earlier, she had been posted in the Indian mission in KualaLumpur, Malaysia, and worked with India Perspective, a magazine of the external publicity wing of the ministry.
India to get direct access to Headley
India seems to be close to getting direct access to Pakistani American terror suspect David Coleman Headley, key plotter in 26/11 Mumbai terror attack with US agreeing to take 'suitable steps' to bring it about.
Modalities were discussed at a meeting Tuesday between India's Solicitor General Gopal Subramanium and US Attorney General Eric Holder. Indian Ambassador Meera Shankar and other US Justice Department officials joined the talks.
'The two partners agreed to take suitable steps to bring about direct access by Indian authorities to David Headley as soon as possible,' the Indian embassy said. There was no comment from the US side.
'The partnership between India and the United States recognizes the high priority to be accorded to each country's national security,' Indian officals said adding, 'Both countries recognised the need for the investigations to reach a fruitful and successful outcome.
''The discussions have resulted in a mutual commitment that there would be the best possible cooperation in our common fight against terrorism,' they said.
Subramanium's visit to work out the modalities followed President Barack Obama's assurances to Prime Minsiter Manmohan Singh that India will get access to Headley, who has confessed to his role in the Mumbai assault in a bid to avoid the death penalty.
Obama had told Manmohan Singh during a meeting on the sidelines of the nuclear security summit earlier this month that he was aware of the legal issues, but India will get access to Headley, who has admitted to helping Pakistan based terror outfit Lashkar-e-Taeba (LeT) by scouting targets for the Mumbai attacks.
India's National Security Adviser Shivshankar Menon had then discussed the issue in detail with his US counterpart Gen James Jones.
Only last week US Ambassador to India, Timothy J. Roemer, told reporters in New Delhi that the 'US is working at the highest level to provide direct access to Headley. Our government has put this as the highest priority in counter-terror cooperation.'
'We recognise the sensitivity of this issue to India and the people of India,' stressed Roemer, a former member of the 9/11 commission.'We want to ensure justice is brought to these blood-thirsty terrorist attackers, whether they kill thousands of people in New York or scores of them in Mumbai,' he said.

"The BJP Parliamentary Board has decided to withdraw support immediately to the Shibu Soren government. He (Soren) has behaved in a very dubious manner and voted with the government during the cut motion. BJP has taken very serious note of this betrayal and dubious conduct," senior BJP leader Ananth Kumar told reporters here.
New equations in Jharkhand appeared to be in the offing with AICC in-charge of the state K Keshav Rao saying, "There is nobody untouchable in politics....(We were) never averse to it (forming a government with JMM). After all we contested the election there to form a government. In politics there is no last word."
BJP leader and Jharkhand Deputy Chief Minister Raghubar Das will submit a letter to the state governor withdrawing support to the JMM-led government later in the day.
"The Deputy Chief Minister and all BJP ministers in the Jharkhand government will also submit their resignations to the governor," Kumar said.
Kumar, who along with former party president Rajnath Singh was part of the negotiations with Soren just four months ago to form a government, refused to comment on whether BJP's coalition experiment has failed in the state.
With elections to the state legislature throwing up a hung assembly, BJP had formed a coalition government with Soren.
In the 82-member Jharkhand Assembly, BJP and JMM have 18 seats each, Congress 14, RJD 5, JVM 11, ASJU 5, JD(U) 2, CPI(ML) 1 and others and independents six. One member is nominated.
"A lot of duplicates have come up...maybe with my blessings. They copy whatever I say. That is their agenda. They look like carbon copy of Shiv Sena before people," Thackeray said, without naming MNS or Raj Thackeray.
"I had said in my speech at the first public meeting of Sena on October 22, 1966 that there should be a permit system to stop the hordes of migrants to Mumbai," Thackeray said, in an interview published in party mouthpiece 'Saamana' today.
Thackeray said Marathi people should not refer to Chhatrapati Shivaji Terminus as CST.
"Call the station by its full name," he said. Mumbai belongs to Marathi people and will continue to remain a part of Maharashtra, the Sena Chief said.
Thackeray flayed late Morarji Desai for ordering firing on agitators demanding a samyukta (united) Maharashtra. It was Gandhiji's fortune that he did not meet Desai, or else he would have committed suicide before Godse killed him, Thackeray said.
The list of Indian officials and spying cases
Diplomat Madhuri Gupta, arrested on charges of spying for Pakistan, joins a list of several top Indian officials accused of leaking sensitive information or falling into honey trap in the past few decades. The last such case is that of Navy officer Commodore Sukhjinder Singh, now being probed for his alleged liaison with a Russian woman between 2005 and 2007 -- when he was posted in Russia as the head of Indian team overseeing the refit of aircraft carrier Admiral Gorshkov.
A board of inquiry, set up against Singh after his objectionable photographs with the unidentified woman surfaced, is now probing whether his "loose moral conduct" and indiscretions have any connections with the Gorshkov deal which has been signed after a lot of negotiations due to the cost hike of the carrier. In May 2008, a senior Indian Embassy official in Beijing was called back to New Delhi for falling to the charms of a Chinese honey trap.
Manmohan Sharma, a senior Research and Analysis Wing (RAW) officer, was alleged to be in a romantic affair with his Chinese language teacher. Indian authorities suspected the woman could be an informant of the Chinese government and gathered information about India''s moves and counter-moves on the border talks.
In October 2007, a 1975 batch Research and Analysis Service (RAS) officer Ravi Nair was called back from Hong Kong for his ''friendship'' with a girl believed to be working for a Chinese spy agency. However, within a brief time Nair was again given a foreign posting in Colombo where the woman also came and allegedly started staying with him, raising suspicion.
The officials of other departments, posted at the Indian High Commission, sent reports about Nair to their respective departments paving way for his recall. Like any other snooping agency, India''s external Intelligence agency RAW has also a history of officials switching their loyalties to foreign agencies.
The most infamous case which shook RAW out of reverie was that of Rabinder Singh who became a mole of American intelligence agency CIA and flew to the US despite being under RAW surveillance. Singh initially worked with the Indian Army and held a very senior position with RAW handling Southeast Asia.
By the time the agency sensed his affiliations, Singh escaped to the US through Nepal in 2004. The second blow came in 2006 with the discovery of another alleged CIA mole in India''s National Security Council Secretariat, which is part of the Prime Minister''s Office.

CBI has registered a case against four government employees, including a senior IAS officer, and Daman-based six distilleries for allegedly causing a loss of Rs 340 crore to the exchequer. According to CBI, a case under different Sections of IPC and the Prevention of Corruption Act has been registered against O Ravi, Joint Secretary(Disaster Management), Ministry of Home Affairs and two excise inspectors - Ramesh Mahyavanshi and Vijay Halpati - and against sub-inspector Suresh Dhodi.
The case was also registered against the directors of six distilleries -- Khemani Distilleries, Royal Distilleries, Jupiter Distilleries, Krimpy Distilleries, Silver Star Distilleries and Dharmesh Distilleries and other unknown persons for fraud. "It has been alleged that in order to evade excise duty and VAT, the distilleries of Daman in connivance with officials of the excise department resorted to under reporting of production by preparing fake documents," a CBI spokesperson said.
CBI has conducted searches at 36 places of accused persons at Daman, Mumbai and New Delhi. Ravi, a 1983-batch Gujarat cadre IAS officer, allegedly took a bribe of Rs 25 lakh to get Daman administrator transferred, he said.
Sources said Ministry of Home Affairs has asked the Department of Personnel and Training (DoPT) to suspend Ravi. The suspension orders are likely to be issued late night or tomorrow, they said.
No-frills IPL? League to lose its starry nights
Addressing a barrage of questions on the muck surrounding the cash-rich tournament, the 62-year-old administrator insisted that the controversy had not damaged the image of the IPL or of cricket in India. "The brand image of IPL is very strong and no one can touch it. There is a little storm, but we can survive.
My job as chairman is to clean up the IPL," Amin said.
The difference in the personalities of Amin and his predecessor, the high-flying suspended IPL chairman Lalit Modi, was evident as the low-profile Baroda Cricket Association president faced the media for 16 minutes.
Amin, however, downplayed his unassuming personality saying, "It is not necessary to be flamboyant to be IPL chief. I have my own working style which will evolve.
The focus should be the interest of the cricket fans in the country." He said he had not expected the job, but will fulfill his responsibilities diligently. "I have never asked for anything, but the BCCI has given me the responsibility. I didn't expect to be put in the hot seat," he said.
Amin promised a bigger, better and more transparent IPL next year. "The show will go on. IPL-4 will be on schedule and it would be bigger and better.
The cleaning up is already happening," he said. But the new chairman wants to tone down the glitz and glamour associated with the tournament. "I don't know about the cheerleaders, but the IPL nights will be stopped," he said.
Amin minced no words while talking about Modi and made it clear that if found guilty, he will be punished.
When asked about Modi's tweet on Monday - I am still the IPL commissioner - Amin hastily added, "But suspended." On allegations that Modi has a stake in Rajasthan Royals, Amin said, "We have just started the inquiry. Once we are through with it, I will discuss everything with the governing council and then take a decision."
He said allegations of financial irregularity, match-fixing and the rigging of bids are being probed. "Government agencies have been asking for various details. Series of documents have gone missing, but we will co-operate with the agencies and unearth it. And to have a smooth (investigation), we have kept Modi away from all this," he said.
SAARC is glass half empty, region needs empowerment: PM
Thimphu, April 28 (IANS) The 25-year experience of SAARC has been like a glass half empty, Indian Prime Minister Manmohan Singh said Wednesday, warning South Asian leaders that the region housing a fourth of the human race could face 'marginalisation and stagnation' if not empowered and better connected.
'In looking back at these two-and-a-half decades (of SAARC), we can claim the glass is half full and compliment ourselves, or we can admit the glass is half empty and challenge ourselves,' Manmohan Singh said in his address at the 16th South Asian Association for Regional Cooperation (SAARC) summit.
'I believe we should challenge ourselves by acknowledging that the glass of regional cooperation, regional development and regional integration is half empty,' the prime minister said at the summit attended by the leaders of India, Bhutan, Bangladesh, Pakistan, Afghanistan, Nepal, Sri Lanka and the Maldives.
Pitching for greater regional cooperation, Manmohan Singh shared the 'vision of inclusive growth in South Asia both within our countries and for the region of South Asia as a whole'.
The region, he said, should enable freer movement of people, of goods, of services and of ideas. 'If we do not, we run the risk of marginalisation and stagnation.'
Noting that SAARC member countries were able to cooperate individually as members in various international forums, he said it was 'unfortunate that, together, the people of South Asia do not have the voice they should and could have in the global polity'.
'The 21st century cannot be an Asian century unless South Asia marches together,' he said.
The two-day summit began Wednesday afternoon in this idyllic capital city of Bhutan at its Tashicho Dzong, the main secretariat building, which houses the National Assembly Hall, the office of the king and the throne room.
Manmohan Singh said intra-regional trade flows in the region have grown and transport and telecommunication links have expanded. 'But the share of intra-regional trade and investment flows in total trade and investment flows in South Asia is far below what we see in East and Southeast Asia. It is also well below the potential.'
'We have created institutions for regional cooperation, but we have not yet empowered them adequately to enable them to be more proactive,' the Indian prime minister said.
He said the challenge before the grouping was to 'translate institutions into activities, conventions into programmes, official statements into popular sentiments'.
According to Manmohan Singh, declarations at summits and official level meetings don't mean cooperation. 'Regional cooperation should enable freer movement of people, of goods, of services and of ideas. It should help us re-discover our shared heritage and build our common future.'
He said abhorrence of extremism, radicalism and terrorism were part of South Asian civilisational heritage.
'Let us pledge to revive the South Asia of our dreams that is once again a source of new ideas, new knowledge and new opportunities.'
FACTBOX - Factors to watch as Israel, Palestinians near talks
REUTERS - Prodded by U.S. President Barack Obama, the slumbering Middle East peace process is showing signs of reawakening. Here are factors to watch in the coming two weeks:
* Israeli Prime Minister Benjamin Netanyahu has moved to delay any leadership challenge from the far right in his Likud party that could upset Israeli-Palestinian peace talks. The Likud's 2,500-strong Central Committee votes on Thursday on a proposal backed by Netanyahu to amend the party's constitution so that elections to its institutions, due this year, can be delayed for up to another two years.
* Palestinian President Mahmoud Abbas is expected to ask Arab states to support a decision by the Palestinians to resume indirect negotiations with Israel, at a meeting of the Arab League follow-up committee on Mideast peace in Cairo on Saturday to be attended by chief Palestinian negotiator Saeb Erekat.
* Obama's envoy George Mitchell evidently managed to open a crack in the impasse during a visit here last week, despite media reports of "no progress". He is expected back in Jerusalem again sometime next week. Netanyahu says he knows that Abbas plans to relaunch "proximity" talks and hopes word on that will come next week. An Israeli cabinet minister believes the stalled process could rumble back into life in the next two weeks.
* The formula that appears to have made this possible is one vulnerable to unplanned upsets, including unauthorised announcements and protests that might turn violent. Abbas had insisted that Israel totally freeze Jewish settlement building before talks resume, including in East Jerusalem. He has received no such commitment, but apparently feels he would not lose face by agreeing to resume indirect talks provided Netanyahu quietly delays implementing housing projects in and around East Jerusalem. Palestinian sources say Mitchell in turn has pledged that Washington would assign blame publicly to any party that takes actions which compromise the negotiations.
* Netanyahu on Monday will meet Egyptian President Hosni Mubarak, a key figure in the process as leader of the first Arab country to make peace with Israel. Abbas aides decline to confirm or deny that he has been invited to see Obama in Washington in May. Netanyahu aides say they know of no plan for a three-way White House meeting next month.
* Israel says it would much prefer direct talks with the Palestinians without going via U.S. mediation, and that it wants the proximity negotiations to progress quickly to the direct stage. But how soon that next phase might begin is anyone's guess. Some pundits say Netanyahu will not really want to get down to crunch decisions on the price of peace -- meaning sharing Jerusalem -- until he sees how Obama's Democrats have dome in the mid-term U.S. congressional elections in November.
* In the medium-term, Israel hopes that hardhitting international sanctions led by the United States will be imposed on Iran sometime next month to compel it to open its nuclear project to inspection and prove it is not trying to develop atomic weapons. Any serious setback to the progress of a diplomatic solution would ramp up talk of the need for military intervention, which could sideline Middle East peace efforts.
* The militant Islamist movements Hezbollah and Hamas, in Lebanon and Gaza, are Iranian-backed and could be enlisted as proxies by Tehran in the event of a conflict. For the moment, both fronts are quiet, although the United States and Israel say Hezbollah has been getting increasingly powerful missiles from Syria to bolster an already considerable arsenal of short-range rockets of the kind that crippled northern Israel in a 2006 war.

New Delhi, Apr 28 (ANI) The first summit of the South Asian Association of Regional Cooperation in 1985 saw the enthusiastic participation of Rajiv Gandhi, who had just become the Prime Minister of India the previous year following the assassination of Indira Gandhi.
Elected by a massive majority in Parliament of India, young Rajiv Gandhi was hopeful of ushering India into the twenty-first century, promoting harmonious relations within the country as also in the neighbourhood and also developing the subcontinent into a homogeneous entity.
Within the country, he had entered into the landmark Punjab and Assam Accords, and in the subcontinent extended his hand of friendship to Pakistan, Bangladesh and Sri Lanka with whom India had many misunderstandings.
India's relations with Bangladesh had soured following the assassination of Sheikh Mujibur Rahman and Pakistan continued to entertain hostility inspite of the Shimla Accord. The Sri Lankan Government had a festering sore with the uprising of Tamils in northern part of the country, led by the LTTE.
Rajiv Gandhi initiated steps to reach an accord with Sri Lanka to ensure peace in the northern part of the country, and ensure that the refugees in Tamil Nadu could return to their homeland and the LTTE would lay down its arms.
For Rajiv Gandhi, the promotion of South Asia as a region of peace was an act of faith. After agreeing to have the summit in Bangladesh, even though India was the senior member, he agreed to hold the next summit in India.
I had the privilege of being associated with the first few summits as Principal Information Officer of the Government of India between 1985 and 1992. And also witnessed how the Association was unable to take off in spite of sincere efforts, mainly because of the mistrust between member countries.
The second summit, held in Bangalore (now Bengaluru) focused mainly on the conclusion of the India Sri Lanka Accord. President Jayawardene of Sri Lanka was the focus of attention and to ensure that the Sri Lankan delegation felt at home, the summit was held in Bangalore instead of New Delhi with opposition Chief Minister Ramakrishna Hegde being the host. There were back channel negotiations with Prabhakaran of the LTTE, with the DMK extending a helping hand.
Simultaneously, Rajiv Gandhi promoted the idea of promoting friendship among the countries of the subcontinent. He hoped that travel between the countries would be easy and there would be increased trade among the countries.
India continued to have problems in traveling from West Bengal to Assam and the eastern States through Bangladesh. Sri Lanka continued to trade with the West even though the markets in Colombo and Jafffna were full of smuggled goods from Tamil Nadu.
Prime Minister M.K. Junejo of Pakistan, who had come to Bangalore, did mark his attendance, but nothing moved as President Zia-ul Haq had his own vision of promoting problems in Punjab and Jammu and Kashmir.
The relationship with Nepal also remained uneasy.
The second summit ended on a high note, but soon the Indian Peacekeeping Force in Sri Lanka, started facing problems and Rajiv Gandhi's vision of promoting a South Asian community was a still-born child.
I remember attending the SAARC summits in Male in 1990 and Colombo in 1992. Vishwanath Pratap Singh attended the summit at Male and Narasimha Rao went to Colombo. The atmosphere on both occasions remained tense following the return from Sri Lanka of the Indian Peacekeeping Force and the escalation of violence in the northern parts of the island nation.
On the positive side, many steps have been taken since then to create institutions that have the ability to promote regional cooperation. They include the SAARC Development Fund, the Food Bank, the South Asian Free Trade Agreement and the South Asian University. Prime Minister Manmohan Singh has taken the leading role in taking up these initiatives.
But these institutions have not taken off. There is more of smuggling among the countries of the region than 'Free Trade'. The movement between the countries of the region is marked by illegal immigration.
India and Pakistan continue to be wary of each other. Terrorist attacks and infiltration across the Line of Control and the International Border continues. Pakistan continues to claim that its soil would not be used against India but more than 40 terrorist training camps exist in that country.
Relations with Bangladesh has improved with Sheikh Hasina having taken over the Premiership, but she also has to proceed carefully. Sri Lanka has been able to subjugate the Tamil rebels, but the uneasy situation continues in the northern areas of the country.
Nepal is yet to promulgate a new Constitution for the country, and the Maoists are wary of promoting cordial relations with India.
Afghanistan, the most recent member, is also going through a state of flux and one hopes that it would settle down to be an active member of the SAARC.
It is fitting that the 25th session of the SAARC summit is being held in Thimphu in Bhutan. One hopes that the Himalayas surrounding the city would help elevate the mood of the participants to a higher level and take the association a step forward in the direction conceived by the late Rajiv Gandhi.

Forces hold joint exercise off Andhra coast
Hyderabad, Apr 28 (PTI) A three-day joint coastal security exercise conducted by the Coast Guard along with the Indian Navy and Marine Police began off the Andhra coast in Visakhapatnam today, officials said. Officers from the Coast Guard, Eastern Naval Command, Andhra Pradesh Marine Police, Customs department, State Police ports and private ports are taking part in the exercise, they said.
"During the three-day joint exercise various mock drills and situations would be created to test the effectiveness of the security forces against enemies spread over the sea," Coast Guard Deputy Inspector General M D Talha told PTI. "The exercise would enable the agencies in learning about the flaws during the operation if any and on how to overcome them," the senior official said. DIG (Marine Police) Chandra Mouli said the exercise was basically to test security along the Andhra coast and preparedness of security forces to thwart attempts of enemies coming from sea routes.
"The exercise would test the efficacy of all the agencies involved in ensuring coastal security and the level of coordination among them," he said, adding interceptor and patrolling boats besides helicopters and navy ships will be used by the forces, he said. The exercise will also help in testing the effectiveness of communication, patrolling and combat skills of the Central and state marine forces, the official said.
Betrayed BJP makes Soren pay for his mistake
New Delhi/Jharkhand: A wounded on Wednesday BJP decided to punish JMM chief Shibu Soren for his act of betrayal. At a parliamentary board meeting in New Delhi, the saffron party decided to pull the plug on its coalition partner in Jharkhand.

Soren's vote an act of betrayal, says BJP
Calling Jharkhand Chief Minister Shibu Soren's action of voting with the government in Lok Sabha an "act of betrayal", BJP on Wednesday convened a parliamentary board meeting to discuss the future of ties with JMM in Jharkhand where the two parties run a coalition government.
Senior party leaders said that BJP has taken very serious note of Soren's action and is not buying the explanation given by Soren's son Hemant that it has happened by mistake even as the Chief Minister wondered "what difference will it (his vote) make".
"The voting in favour of UPA by Soren is an act of betrayal. The manner in which he has voted is a betrayal of coalition dharma. We have taken it very seriously. Senior party leaders will take a call on it," senior BJP leader Prakash Javdekar said.
Another party leader Venkaiah Naidu echoed similar views saying "it's a clear betrayal". "You can't be heading a government with the support of BJP, be in opposition and at the same time, support the ruling party at the Centre. It is not acceptable. On what to do the party will meet and discuss. It is a serious issue," he said.
Naidu also refused to buy the explanation given by Hemant Soren on the issue that his father voted for UPA in a mistake. Senior party leader from Jharkhand Yashwant Sinha said, "He (Soren) is there (on the Chief Minister's chair) in Jharkhand with our support. Therefore, the least that was expected of him that he would not go to this stage. He could have stayed neutral."
Asked whether the BJP would take any action into the matter, Sinha said, "We will sit down and take stock of the situation." Sinha said Soren's action showed "perhaps, he has some plans up his sleeve."
Sources said that after Soren sprung a surprise yesterday by voting with the government on the cut motions moved by BJP and the Left, the BJP top brass was livid and held discussions with the JMM chief.
Soren had a meeting with BJP president Nitin Gadkari last night where his decision not to vote with the BJP came up for discussion. Gadkari has called a meeting of the BJP parliamentary board, the highest decision making body of the party, to deliberate on the issue.
With Soren voting along with the UPA government, speculation is rife that he may have struck a deal with the Congress-led government. Sources said he may bargain for a berth in the Union Cabinet and make his son Hemant the deputy chief minister in Jharkhand.
Jharkhand Vikas Morcha-Prajatantrik Chief Babulal Marandi may then become the Chief Minister in a coalition government of the Congress, JMM and JVN. In the 81-member Jharkhand Assembly, Congress has 14 MLAs, JMM has 18 and JVM(P) has 11 MLAs.
Asked about JMM's sudden support on the cut motions, Hemant Soren, today claimed that it happened by "mistake" and made it clear there was no move to form a government in Jharkhand with Congress backing.

"Soren has clearly ditched us. Now we are going to review our stand to support the government led by him," said BJP's state unit spokesperson Sanjay Seth.
BJP sources said Soren may have struck a deal with the Congress under which he may move to the Centre and make his son Hemant the Deputy Chief Minister of Jharkhand.

In a damage control exercise after BJP's ally JMM supported the government in the cut motions in Lok Sabha, its MP Hemant Soren on Wednesday claimed that it happened by "mistake" and made it clear there was no move to form a government in Jharkhand with Congress backing.
"It has happened by mistake. It is a human error which happens due to confusion during voting. We met BJP President Nitin Gadkari last night and explained to him the real position," Hemant, Rajya Sabha MP and son of Jharkhand Chief Minister Shibu Soren said.
JMM's sudden support to the UPA on the cut motions had yesterday set off speculation that new power equations may emerge in the tribal state and alter the party's ties with coalition partner BJP.

Having served as Chief Minister of Jharkhand for around four months now, Soren technically continues to be a member of Lok Sabha.
The BJP was incensed. "He (Soren) has clearly ditched us. Now we are going to review our stand to support the government led by him," said BJP's state unit spokesperson Sanjay Seth.
After having serious differences with Soren on ways to tackle Maoists, the CM's decision today could lead to eventual parting of ways of two uneasy allies in the state, said a senior BJP leader.
Party leaders were not willing to say much on record, though. Most of them said the party had "taken note of the development" and "some action would definitely be taken against Soren".
Soren, who quietly slipped out of Parliament after the vote, made vague statements on his decision. "Jo kiya, so kiya (whatever had to be done, was done)," he said.
Soren's act, in a way, became the highlight of an evening when the vote on the cut motion got reduced to an academic exercise after the BSP, SP and the RJD didn't join the Opposition.
A cut motion moved by CPI's Gurudas Dasgupta was defeated by a margin of 88 votes (201-289), while another cut motion moved by Leader of Opposition Sushma Swaraj was defeated by a 162-246 division.
Soren, next to Trinamool's Sudeep Bandopadhyay and DMK's TKS Elangovan, had earlier hit the red button when the first motion was put to vote implying he was opposing the BJP's motion.
BJP Deputy Leader Gopinath Munde walked up to him to check if something was amiss but Soren was again seen filling up the red slip, supporting the UPA.
JD (U) leader Sharad Yadav and BJP MP Nishikant Dubey asked Soren about his support to UPA and Dubey was then seen apprising senior leaders Advani, Sushma and Yashwant Sinha about Soren's vote.
A senior BJP leader, requesting anonymity, reflected the wider mood in the party, and said that most MPs "were uniformly incensed" by Soren's action and many had called for "withdrawal of party support" to the Soren-led government. Some BJP leaders felt Soren "may have cut a deal with the Congress, with a key role for his son Hemant Soren and Babulal Marandi in the state".
A visibly happy Hemant, however, refused to comment, when contacted by The Indian Express, at Parliament House premises.
BJP general secretary and former Jharkhand BJP chief Arjun Munda told The Indian Express that "the party would each a definitive decision in a day or two, even when they had taken the issue very seriously".
A BJP leader also claimed that Soren's action was a "result of CBI pressure on Soren". On Monday, however, the BJP Parliamentary Party spokesperson had said that Soren, as also another JMM MP, Kameshwar Baitha (who's in jail), "would vote along with the NDA and the non-Congress bloc" on cut motions.
The Congress sought to downplay Soren's vote maintaining that the JMM continued to be with the UPA at the Centre notwithstanding its alliance with the BJP in the state. Congress sources said the "party was still open to the idea of forming a Congress-JMM government in Jharkhand if, "at any point of time, Shibu gives up his claim for the CM's post".
AICC in-charge of Jharkhand K Keshava Rao told The Indian Express that he was "constantly in touch" with the JMM chief to "ensure" that he supported the UPA government when it came to cut motions.
"He (Soren) is with the UPA. His support to the government at the Centre and his alliance with the BJP in the state are entirely different issues. I did ask him that he must vote for the government in Parliament. Frankly, we are not taking his vote that seriously."
Asked about the party's stance if Soren were to seek Congress's support in future to form the government in the state, Rao said, "It is true that we did not want him as Chief Minister. There is not much to talk about it right now."
Soren's move comes at a time when he has failed to persuade any one of his party's 18 MLAs -- including his son Hemant and daughter-in-law Sita -- to quit an Assembly seat to help him win before June 30 to stay in power.
Also, on July 20, the apex court is slated to hear the kidnapping and murder case of his private secretary Shashi Nath Jha dating back to 1994. Jha's brother Vijaynath, daughter Preeti and friend and co-petitioner Mukesh Baba had appealed to Prime Minister Manmohan Singh to get them justice.
His allies suspect that Soren, who lost the Tamar bypoll only to quit as the CM leading to imposition of President's rule in Jharkhand on January 19 last year, may not contest polls and, instead, enter into a bargain with the UPA partners to instal son Hemant as CM.
Said Deepak Kumar, JD(U)'s district unit secretary: "Everybody knows Guruji (Soren) does not do anything without weighing its pros and cons."
The JMM in the state declined to comment but its senor leader Suraj Mandal sought to play it down: "As far as I know, he voted for the UPA by sheer mistake...he pressed the wrong button."
