Data Regarding Representation of Minorities in the Government Departments and Public Sector Undertakings

New Delhi: May 7, 2010

 

            The Government has said that the details regarding number of minorities employed in Government Departments/Public Sector Undertakings, which are compiled after the close of each financial year, are not maintained community-wise. Giving this information in written reply to a question in the Lok Sabha, the Minister for Minority Affairs, Shri Salman Khurshid, said that the Prime Minister's New 15 Point Programme for the Welfare of Minorities was launched in June, 2006. On 8th January, 2007 Department of Personnel & Training had circulated revised guidelines to all Central Ministries/Departments for giving special consideration to the recruitment of minorities in Central Government Offices and Central Public Sector Undertakings. The number of persons belonging to all the minority communities recruited during 2006-07, 2007-08 and 2008-09 is as follows:

Railways' Tatkal Reservation Scheme

Tatkal Scheme was initially introduced in December 1997 on a few trains by attaching additional coach and the same was defined in computerized Passenger Reservation System (PRS) as separate train by suffixing word "T" to the train number. The Tatkal Scheme was comprehensively reviewed in 2004 and revised Tatkal Scheme was introduced extending the same to Sleeper, Air-Conditioned Chair Car, AC-3 tier, AC-2 tier classes in all Mail/Express trains including Rajdhani, Shatabdi and Jan Shatabdi Express trains by earmarking the following accommodation as Tatkal :

 

AC-2 tier - 4 berths per coach

 

AC-3 tier - 6 berths per coach

 

AC Chair Car - 6 seats per coach

 

Sleeper Class - 10 per cent of the accommodation or one coach whichever is less.

 

The Tatkal coaches running in the trains were, however, included in the train service composition.

 

Since the revised Tatkal Scheme was extended to all Mail/Express trains including Rajdhani/Shatabdi/Jan Shatabdi Express trains and in various classes, the availability of general accommodation got reduced to that extent. However, the Tatkal quota so earmarked was also available for the general passenger with the only difference of comparatively reduced Advance Reservation Period.

 

Based on the demand pattern, the berths/seats under Tatkal Scheme were increased in phases on certain trains during the period from 2004-05 to 2008-09 resulting in increased percentage. Simultaneously, general reservation quota also increased during this period on account of introduction of new trains, increasing the frequency and augmenting the load of existing trains etc., which required investment in production of additional coaches.

Security of Train Passengers

Duties and responsibilities assigned to Railway Protection Force (RPF), Government Railway Police (GRP) and State Police are as under:-

 

RPF – is primarily for security of railway property. It is headed by the Director General.

 

GRP – is maintained by the respective State Governments, as a wing of the State Police and is entrusted with maintenance of Law and order and Security of passengers between outer signals of the stations and in running trains. It is headed by the Director General (Police) of the State Governments.

 

State Police – is responsible for Security of tracks, tunnels and bridges over Indian Railways, Law & Order problems & passenger security beyond outer signals of railway stations. It is headed by the Director General (Police).

 

Government Railway Police are a part of the Station Police. They are authorized to check passengers in a moving train in respect of security of passengers or other crimes, without association of Railway Protection Force or force authorized by Railways.

Participation of Private Investors in Railways

New Delhi: May 7, 2010

 

Prospective investors are free to participate in schemes/areas/projects identified for execution through private participation.

 

There is no plan to privatize any sector of Railways. However, certain areas have been identified for execution through partnership with private sector. Some of these are: manufacturing of locomotives/coaches/wagons, development of world-class stations, operation of container trains, Liberalized Wagon Investment Scheme, connectivity to ports and other industrial clusters, private freight terminal, special freight train operation, auto hubs and ancillaries, medical colleges, educational institutions and revenue generation by leveraging the advertisement potential using railway's assets, properties and services etc.

Leasing of Real Estate Assets of Railways

New Delhi: May 7, 2010

 

In order to mobilize additional financial resources, Indian Railways have set up Rail Land Development Authority (RLDA) through an act of Parliament to undertake suitable development of its vacant land not required by Railways for its own immediate future operational needs, by leasing it on long term basis.

 

Vacant land is also leased/licensed for purposes connected with Railway working viz. shops, coal dumps, steel yards, bulk oil installation etc. This yields additional revenues for Railways, which was expected to be to the tune of Rs. 611 crore for 2009-10.

 

RLDA has so far finalized lease deals for two sites viz. Gwalior and Bangalore. 135 sites measuring 3761 acres of railway land has been entrusted to RLDA so far in this regard. Consultants have been appointed for 62 sites.

Policy of Issuing Free Passes for Train Journey

Passes for free rail travel area issued to the following categories of persons as per the scheme announced from time to time by the Ministry of Railways:

 

• Freedom Fighters (Cost borne by Ministry of Home Affairs).

 

• Arjun Awardees/Olympic Medalists/Asian & Commonwealth Gold Medalists/Dronacharya Awardees.

 

• Winners of Param Veer Chakra, Maha Veer Chakra, Veer Chakra (Defence personals)

 

• Winners of Ashok Chakra, Shourya Chakra and Kirti Chakra. (Civilian awardees are not included)

 

• Winners of President's Police Medal for Gallantry and Police Medal for Gallantry (Police Personals).

 

• Non-official Members of Railway Hindi Salahkar Samiti

 

• One office bearer each of the four organizations namely Kendriya Sachivalalya Hindi Parishad, Nagrik Pracharini Sabha Varanasi, Rashtrabhasha Prachar Samiti, Wardha and Akhil Bhartiya Hindi Sansthan engaged in propagation of Hindi.

 

• Ex-Minister of Railways/Minister of State for Railways/Deputy Minister for Railways.

 

• Bharat Ratna Awardees

 

• Complimentary card passes under discretionary powers to Minister of Railways.

Aaganwadi Centres in North Eastern Regions

New Delhi: May 7, 2010

 

As on 31.3.2010, there are 87115 operational Anganwadi Centres (AWCs)/ mini-AWCs, out of 101549 sanctioned AWCs/ mini- AWCs, in North Eastern region of the country including Assam, leaving 14434 AWCs/ mini- AWCs which are yet to be operationalised. This includes 2655 AWCs/mini-AWCs sanctioned on 31.3.2010 in Arunachal Pradesh (197 AWCs) and in Assam (2458 mini-AWCs). The operationalisation of AWCs/mini-AWCs take about one year from the date of sanction by Government of India. The States have, however, been requested to operationalise all the remaining AWCs/ mini-AWCs. There is no further proposal from States to open additional Anganwadi Centres in the North Eastern region.

 

The releases of funds to the States are made depending upon the cost sharing norms & pace of expenditure by the States. For North Eastern region, there is a overall budget provision of Rs.893.28 crore during 2010-11 under ICDS scheme. Funds are not earmarked for AWCs/mini-AWCs, State-wise.

Protection and Management of the Waqf Properties

New Delhi: May 7, 2010

 

The Government has said that as per Section 13 of the Waqf Act, 1995, the Board of Waqfs are established by the concerned State Governments by notification in the official gazette. As per Section 32 of the Act, the general superintendence of all auqaf in a State vests in the Board established or the State and it is the duty of the Board to exercise its powers under this Act to ensure that the auqaf under its superintendence are properly maintained, controlled and administered and the income thereof is duly applied to the objects and for the purposes for which such auqaf were created or intended. Therefore, it is the duty of the concerned State Government and the State Waqf Board to manage the waqf properties properly and take corrective action. Giving this information in written reply to a question in the Lok Sabha, the Minister for Minority Affairs, Shri Salman Khurshid, said that there have been reports from time to time regarding encroachment of waqf properties in various parts of the country.

 

The Minister informed the House that the Joint Parliamentary Committee on Waqf and the Sachar Committee, in their reports, have also adversely commented upon encroachments on waqf properties in various parts of the country. There have also been reports of illegal sale of waqf properties in the country, including Mumbai. In the Mumbai case, Government of Maharashtra had reported back that they have directed the State Waqf Board to initiate proceedings of restoration of the said property under section 52 of the Waqf Act,1995. As the matter pertains to the domain of a State Government and the remedial action is also to be taken by the concerned State Government or the State Waqf Board, the Central Government relies upon the concerned State Government for appropriate corrective action.

Empowerment of Waqf Boards

New Delhi: May 7, 2010

 

The Government has said that the proposed amendments in the existing Waqf Act, 1995 are aimed to make the State Waqf Boards more effective in dealing with the problems of encroachments on and sale of waqf properties. The Bill for amending the Waqf Act, 1995, was introduced in the Lok Sabha on 27th April, 2010. The Central Government has also launched a scheme of computerization of records of State Waqf Boards in December, 2009 to make the administration and management of Waqf properties more transparent, effective and efficient. Giving this information in written reply to a question in the Lok Sabha, the Minister for Minority Affairs, Shri Salman Khurshid, said that a scheme of grants-in-aid to the Central Waqf Council (CWC) for administrative expenditure has also been launched to strengthen CWC in order to improve its institutional capacity to deal with the matters relating to the management of waqf properties.
