Beautification of Delhi For CWG

The beautification of Delhi is being done in preparation of Commonwealth Games and an amount of Rs.263.50 crore have been allocated for this. Out of this, Rs. 92.00 crore have been spent so far. This information was given by Shri Pratik Prakashbapu Patil, Minister of State for Youth Affairs & Sports in the Rajya Sabha today in a written reply to a question by Shri Brij Bhushan Tiwari and Shri Bhagwati Singh.

Air Cargo

The estimated growth of air cargo business in India during 2011-12 is 11.8 per cent. The growth in air cargo was approximately 5 per cent in 2008-09. This information was given by the Minister of Civil Aviation, Shri Praful Patel in Lok Sabha today.
Airports Authority of India (AAI) has plans to develop cargo handling facilities at Srinagar, Surat and Agartala airports.
The airports where cargo handling facility is operated by Airports Authority of India (AAI) are Chennai, Kolkata,Guwahati, Lucknow, Coimbatore, Amritsar and Indore. In addition, airports where cargo handling facility is operated by State Government Agencies / others are Delhi, Mumbai, Amritsar, Nagpur, Bengaluru, Hyderabad, Ahmedabad, Jaipur, Varanasi, Calicut, Visakhapatnam, Trivandrum, Bagdogra, Goa, Cochin, Srinagar, Bhubaneshwar and Tiruchirapalli.

Sustainable Development of Tourism

The Minister of State in the Ministry of Tourism Shri Sultan Ahmed has said, as per Tourism Satellite Account (TSA) for India, tourism contributed 5.83 per cent of total Gross Domestic Product and 8.27 per cent of total employment in the country during 2002-03.
In a written reply in the Rajya Sabha today he said, the number of foreign tourist arrivals (FTAs) and foreign exchange earnings (FEE) from tourism in India during the years 2007, 2008 and 2009 are given below:-

Shri Ahmed said, the Ministry of Tourism is focusing on preservation and enrichment of natural and cultural resources to ensure positive impact on environmental protection and community development. In order to create awareness, the Ministry of Tourism organized four conferences in 2008 across India on themes of responsible tourism, community participation and empowerment and waste management, etc. These conferences were held in association with UNDP and various stakeholders. The Ministry also provides Central Financial assistance to States/UTs for development of eco-tourism projects. Promotion and marketing of eco-tourism products have been carried out in domestic and overseas markets.

Reservation in Posts for Persons with Disabilities
New Delhi: May 6, 2010
Three percent vacancies in the identified posts, in all groups, in case of direct recruitment; and three percent vacancies in the identified posts in group 'C' and 'D' in case of promotion where the element of direct recruitment, if any, does not exceed 75%, are reserved for persons with disabilities.
Some reserved vacancies remain vacant for reasons like non-availability of suitable candidates, gap between arising of a vacancy and its filling up etc.
In order to ensure that the vacancies reserved for persons with disability are filled by such persons only, relaxations in age limit, standard of suitability etc. are provided to them. If a reserved vacancy is not filled up, for reasons like non-availability of suitable disabled persons, the vacancy/reservation is carried forward. The Government has issued instructions that policy of reservation should be implemented scrupulously.

Evaluation of RTI ACT

A study has been conducted through an independent organization, namely, PricewaterhouseCoopers, to assess the key issues and constraints in implementation of the Right to Information Act, 2005.
The Organization has submitted the report, which points out that there is inadequate planning by the public authorities in regard to supply of information; awareness about the Act in rural areas is much less than in urban areas; awareness amongst women is much less than men; the gap in implementation of the Act is because of lack of clear accountability in respect of various functions, etc. In this regard, the study recommended measures for improving awareness on right to information; improving convenience in filing information requests; improving efficiency of the Information Commissions, enhancing accountability and clarity of various stakeholders, etc.
The Government, in order to create awareness, has been launching awareness generation campaigns from time to time through television and radio. Rural areas have been reached by display of RTI posters in post offices located in rural areas. Assistance for capacity building has been provided to the Information Commissions under a centrally sponsored scheme. The Government is imparting training to public information officers, first appellate authorities and other stakeholders. It has issued several memoranda clarifying various provisions of the Act and has published five guides on the Right to Information Act.

Danger of Solar Flare
New Delhi: May 6, 2010
Solar activity has a regular cycle, which peaks approximately every 11 years. When the activity peaks, solar flares can cause some interruption in satellite communications. The next solar maximum will occur in 2012-2014 timeframe and is predicted to be an average solar cycle like the previous solar cycles.
ISRO is currently gearing up to face any such situation, if arises. Space weather studies are being carried out at various laboratories and observatories by solar physicists and radio astronomers on this subject.
This was stated by Shri Prithviraj Chavan, Minister of State (I/C) for Science & Technology and Earth Sciences in the Rajya Sabha today.

Anand Sharma to Address Industry Captains at Chandigarh Tomorrow – to Inaugurate IIUS Cluster at Baddi – CEOs Meeting in Shimla on May 8

New Delhi: May 06, 2010 Shri Anand Sharma, Union Minister of Commerce and Industry, will be visiting Chandigarh on 7th May and to Baddi and Shimla on 8th May, which is the first-ever high level meetings to be held in both the places.
Shri Sharma will address at the Interactive Session with the captains of Industry of Northern Region, which is being organised by the Confederation of Indian Industry (CII) on 7th May, 2010 at Chandigarh.
On 8th May 2010, the Minister will be inaugurating IIUS (Industrial Infrastructure Upgradation Scheme) at Pharmaceuticals & Allied Industries Cluster, Baddi, Barotiwala District – Solan. This would be the first project under the IIUS in the State of Himachal Pradesh. IIUS was launched in 2003 as a central sector scheme to enhance international competitiveness of the domestic industry by providing quality infrastructure through Public Private Partnership in existing functional clusters. The special feature of this initiative is that the scheme is implemented through a Special Purpose Vehicle (SPV) at the individual cluster level so as to ensure that the infrastructure upgradation / development is user-driven.
Shri Sharma will also be addressing the Round Table with CEOs organised by CII on 8th May at Shimla.

Jute-Geo Textiles

Jute in the form of Jute Geotextiles (JGT) are used in road construction. JGT is not being used for modern lifestyle products. The specific areas of its application are:
* Road construction, especially medium and low volume roads.
* River bank erosion control.
* Stabilisation of flood and road embankments &
* Hill slope erosion control.
* Soft soil consolidation and
* Watershed management.
This information was given by the Minister of State for Textiles, Smt. Panabaaka Lakshmi in a written reply in the Lok Sabha today to a question by Shri Baijayant Jay Panda.
The Minister further stated that an international project on 'Development and Application of Potentially Important Jute Geotextiles in Rural Road Construction and Erosion Control" has recently been launched. The project was mooted by the International Jute Study Group (IJSG), Bangladesh with Common Fund for Commodities (CFC) providing 51.60% of the project cost (US$ 3,962,826) as grant. The project will cover India and Bangladesh and several European countries.
The objectives of the project would be (i) Development of potentially important Jute Geotextiles (JGT) suitable for use in the two identified end-uses viz. soil erosion control and rural road construction and (ii) Standardisation of potentially important JGT, evolving design methodologies based on simulation studies & field applications. The purpose of the project is to expand domestic and international market, especially in European countries, of JGT in the two specific areas of application through international accreditation, the Minister added.
The Minister further stated that the Government has been making every effort to ensure that India's T&C exports are increased in the global market. These initiatives include exploiting potential markets where the share of India's T&C exports could be enhanced. The LAC countries viz. Brazil and Argentina have been identified among such focused countries because of their immense potential.

Ministry of Textiles
Modernization of NTC Mills
New Delhi: May 6, 2010
The scheme of revival of the National Textile Corporation (NTC) envisages modernization as one of the component. 24 mills are being revived by NTC itself, out of which, 18 mills have already been modernized. As per the BIFR approved scheme, an amount of Rs.1155.96 crores is earmarked for modernization, of which an amount of Rs.850.86 crores has been spent on modernization. This information was given by the Minister of State for Textiles, Smt. Panabaaka Lakshmi in a written reply in the Lok Sabha today to a question by Shri Mansukh Bhai D. Vasava, Shri Vitthalbhai Hansrajbhai Radadiya, and Shri Adhir Chowdhury.
The Minister further stated that the scheme is self-financing and the funds are to be generated through sale of surplus land and assets. There were some initial delays owing to delay in permission from the State Governments, pending litigations before various Courts, recession in the real estate market etc. Most of such problems have since been sorted out. To overcome the temporary resource problem, the company has decided to borrow funds from banks.

Under Recoveries by OIL Marketing Companies

The Minister for Petroleum & Natural Gas Shri Murli Deora informed the Lok Sabha in a reply today that the annual under-recoveries of the Public Sector Oil Marketing Companies (OMCs) on the sale of four sensitive petroleum products i.e. Petrol, Diesel, PDS Kerosene and Domestic LPG have been estimated to be around Rs.1,10,000 crore, assuming an average crude oil price at 85 dollar per barrel and at Rupee-Dollar exchange rate of Rs. 45 per dollar for the year 2010-11.
The Minister further informed that in order to suggest a viable and sustainable system of pricing of petroleum products and address the issues relating to under-recoveries of the OMCs, an Expert Group was constituted by the Government under the chairmanship of Dr. Kirit Parikh, which has submitted its Report on 3rd February, 2010. The Government has recently constituted an Empowered Group of Ministers on 27.4.2010, which will consider issues relating to the under-recoveries of the Oil Marketing Companies on the sale of four sensitive petroleum products in the light of the recommendations of the Kirit Parikh Committee Report and other related issues.
Replying to supplementary questions Shri Jitin Prasada, Minister of State for Petroleum & Natural Gas stated that Government has been making efforts to pass on minimum burden of rising global oil prices on the consumers.

Fixation of Natural gas Price

Article 21.6 of the Production Sharing Contract (PSC) stipulates sale of gas at competitive arms-length prices to the benefit of parties to the Contract and that gas price formula/basis would require approval of the Government prior to the sale of natural gas to the consumers/buyers. Thus, under the PSC, Contractor is required to get the price formula/basis approved by the Government prior to sale of gas.
Accordingly, the contractor of KG-DWN-98/3 block, vide its letter dated 18th May 2007, had submitted a price proposal for approval by the Government. This price proposal was considered by the Prime Minister's Economic Advisory Council(EAC) chaired by Dr. Rangarajan, which recommended that the proposed price appeared to be in line with the PSC with small modification. The Government also constituted a Committee of Secretaries (CoS) under the Cabinet Secretary to consider the gas supply and pricing issues, which recommended that the government may consider framing a Gas pricing and Gas Utilization Policy, before considering the price proposal. Various representations and presentations were made by various stakeholders which were taken into account by these two committees while giving their report.
The Empowered Group of Ministers (EGOM) was set up to decide on the utilization and pricing issues of gas produced under New Exploration & Licensing Policy (NELP). The EGOM comprised of Minister of External Affairs, Minister of Power, Minister of Chemicals and Fertilizers and Minister of Steel, Minister of Finance, Minister of Law & Justice, Minister of Petroleum & Natural Gas, Minister of Corporate Affairs and Deputy Chairman, Planning Commission. The EGOM considered the recommendations of the EAC and CoS and approved the price formula based on which the current gas price works out to be US $ 4.2 per mmbtu at crude price greater or equal to US $ 60 per barrel.
Thus, while arriving at the price of gas, the interests of powers and fertilizer sector were also taken into account.

Planning Commission
Sikkim Annual Plan 2010-11 Finalized
New Delhi: May 6, 2010
The Annual Plan for Sikkim for the year 2010-11 was finalized here today at a meeting between Deputy Chairman, Planning Commission Shri Montek Singh Ahluwalia and Chief Minister of Sikkim, Shri Pawan Chamling. The Plan outlay was agreed at Rs.1175 crores. This includes special Plan assistance of Rs. 225 crores for projects of special importance to the State.
In his comments on the plan performance of the State, Mr Ahluwalia said the plan realization of the State is good. He said the human development indicators indicate balanced growth. He said the State has immense tourism potential but care should be taken to ensure that the growth is more in quality tourism. He said the State must give priority to improving connectivity.
He said that focus on self employment and capacity building initiatives are steps in the right direction. He also appreciated the efforts of the Government to ensure that growth is inclusive and in this regard specially lauded the efforts in empowering women and Panchayati raj institutions. Efforts to improve forest cover were appreciated but the State Government was advised to intensify efforts.
The State Minister Mr R.B. Subba drew attention of the Commission to efforts being made by the State Government to improve infrastructure and improve pace of growth with no compromise on inclusiveness of the development strategy. He said the green field airport at Pakyong will be operational by January 2012. He thanked the Union Government for agreeing to give rail-link to the State. He said in the first phase Rangpo will be linked to Sevok station.
He said the Government has taken up the programme to provide comprehensive annual/periodical check up for all citizens for appropriate intervention individually and collectively. He said out of 450 village blocks, so far 425 have been electrified under ongoing RGGVY scheme and 100 per cent electrification would be reached by the end of this year.

Bilateral Air Services Agreements
New Delhi: May 6, 2010
India has signed 12 bilateral Air Services Agreements(ASAs) with foreign countries during the past six years. However, in total India has 104 bilateral ASAs with foreign countries.
As on 1st April, 2010, 72 foreign airlines are operating to/from various destinations in India providing 1356 services/week utilizing 3,26,705 seats/week.
Indian carriers are eligible to operate to/from 104 countries with whom India has bilateral Air Services Agreements. However, four Indian carriers are operating on international sectors to 25 foreign countries operating 990 frequencies per week to 35 destinations. The seat – capacity utilization per week by the Indian carriers during the last six years are as under:

2005 - 1,14,664 seats per week
2006 - 1,16,465 seats per week
2007 - 1,33,650 seats per week
2008 - 1,70,053 seats per week
2009 - 1,59,846 seats per week
As on 1st April, 2010, 7,11,356 seats per week are available as capacity entitlements to the Indian carriers on reciprocal basis. The Indian carriers and foreign carriers are utilizing 1,70,914 and 3,26,705 seats per week respectively.

The Minister of State in the Ministry of Tourism Shri Sultan Ahmed has said, according to the Ministry of Railways, the train services were restored on 5.1.2010 between Coonoor to Udagamandalam. In a written reply in the Rajya Sabha today he said, the approximate cost of restoration is Rs.12.00 crore. Nilgiri Mountain Railway (NMR) attracts large number of tourists.

Credit Linked Capital Subsidy Scheme For Small and Medium Pharma Companies to Upgrade to Schedule M
New Delhi: May 6, 2010
Schedule M of Drugs and Cosmetics Rules, 1945 has been made mandatory from 1st July, 2005 for all Pharma Enterprises. The up-gradation to Schedule M by a small and medium pharma enterprise normally requires a sum of Rs. 20.00 lakh to Rs. 2.00 crore depending upon the capital cost and the size of the unit. The Department of Pharmaceuticals and Ministry of MSME are coordinating their efforts for assisting medium and small pharma units. The Department of Pharmaceuticals, in collaboration with the Development Commissioner, MSME of the Ministry of Micro, Small & Medium Enterprises (MSME) introduced a Credit Linked Capital Subsidy Scheme (CLCSS) for financial assistance to pharma SSI units for up-gradation and compliance of schedule M standards as per the Drugs and Cosmetics Rules 1945 for the Drugs and Cosmetics Act 1940. Under this scheme, 15% capital subsidy is provided up to a loan of Rs. 1.0 crore as per the guideline of the scheme. Further several awareness workshops were organized to help them understand requirement for technical up-gradation and to make them schedule M compliant. Good Laboratory Practices (GLP) is not yet mandatory and the financial aspect is not yet estimated.

Memorial for Victims of Bhopal Gas Tragedy
New Delhi: May 6, 2010
A proposal for construction of an International Bhopal Gas Tragedy memorial involving estimated expenditure of Rs. 70 crore was received from the State Government of Madhya Pradesh in December 2005. The Government of Madhya Pradesh was advised to approach the Planning commission directly for funds. The Planning Commission approved one time Additional Central Assistance of Rs. 10.00 crore for this purpose, during 2006-07 to the Government of Madhya Pradesh. A proposal for construction of Bhopal memorial with an estimated expenditure of Rs. 116.18 crore was received again from the Government of Madhya Pradesh in November 2009. The State Government of Madhya Pradesh has again been advised to take up the matter directly with Planning Commission for required funds.
