BJP sources said the "body language" of Mukherjee appeared positive and the government reportedly assured the main Opposition that "four-five" of their main concerns were being taken care of.
The right-wing party had opposed the Rs 500 crore cap on compensation terming it too less and also the no-fault liability provision. It demanded more powers to the Claims Commissioner to prevent multiple counters for appeal besides fixing of some liability for the supplier among others.
The Parliamentary Standing Committee on Science and Technology met this afternoon to take a final view on the report on Civil Liability for Nuclear Damages Bill 2010.
With BJP and the UPA regime arriving at a broad understanding on the issue, the idea of a giving a dissent note with the report has been dropped, sources said.
The government is keen on passage of the Bill in Lok Sabha in the on-going monsoon session of Parliament.
BJP sources said if its concerns are met as promised by the government today, then it is likely to support the Bill in Lok Sabha. This would isolate the Left parties which are still opposed to the Bill.
If the BJP stands with the government on the proposed nuclear legislation, the Congress-led regime would not need the support of BSP, SP and RJD.
Parl panel approves Nuke Liability Bill, cap raised to Rs1500 cr
New Delhi: Parliamentary Standing Committee on Tuesday suggested amendments to the Nuclear Liability Bill, raising the compensation cap to Rs 1,500 crore.
With this, the Nuclear Civil Liability Bill is slated to be tabled in Parliament tomorrow.
Crucially, the Standing Committee has recommended inclusion of 'defective equipment' in Clause 17(B) which provides for liability in case of a nuclear accident, say sources.
"Every issue raised by the members was discussed threadbare and amendments suggested by them are being considered," Subbirami Reddy, Chairman of the Standing Committee on Science and Technology told reporters outside Parliament.
He said, "We had total 24 meetings... all are being consulted including trade union leaders. The Bill is in the interest of the nation."
CPI(M), CPI and Forward Bloc, however, gave a dissent note in the Standing Committee report. They are demanding increase in the compensation cap to Rs 10,000 crore.
Official sources said that Finance Minister Pranab Mukherjee, who met Bharatiya Janata Party (BJP) leaders today over the bill, is expected to meet Left parties' leaders on Friday.
Both the BJP and Left parties had opposed the nuclear liability bill in its present form. The bill was referred to the standing committee after its introduction in the Lok Sabha in the budget session of parliament.
The Civil Liability for Nuclear Damage Bill, 2010, seeks to create a mechanism for compensating victims of nuclear damage arising from a nuclear accident.
In its earlier draft the bill fixed no-fault liability on operators and gave them a right to recourse. It caps the liability of operator at Rs.500 crore and makes the central government liable for damage exceeding this amount up to 300 million SDR.
The passage of the legislation is crucial to implementing the landmark India-US civil nuclear deal. The government wanted the bill to be passed in this session so that President Barack Obama could sign it when he makes his debut visit to India this November.
