With allegations of corruption mounting against Commonwealth Games Organising committee chief Suresh Kalmadi, the Congress Core Committee on Friday took up the issue but decided to leave a decision on Kalmadi's fate to the central government. The core committee which met Friday at the prime minister's residence, discussed issues related to the Commonwealth Games, including allegations of corruption against Kalmadi and the nuclear liability bill besides other issues pertaining to the ongoing monsoon session of parliament.

Sources in the party said that though Kalmadi's alleged involvement in corruption relating to the Commonwealth Games was taken up, no decision could be reached on the matter.

However,The main opposition Bharatiya Janata Party (BJP) on Friday said it would move an adjournment motion in both Houses of Parliament on Monday to demand a discussion on the alleged scam in Commonwealth Games deals. He said the BJP has decided to move "an adjournment motion in both Houses Monday seeking suspension of the question hour and a discussion on the issue".
"Neither is the Prime Minister (Manmohan Singh) nor is UPA chairperson Sonia Gandhi speaking on the issue," Munde said, adding that the government should take a decision and inform Parliament about what they are doing.
He said the Opposition was not satisfied with the replies of Sports Minister M S Gill and Urban Development Minister S Jaipal Reddy.
"Ask them any detail and they would say they don't know. They have crossed all the limits. Somebody should take the responsibility. The government is trying to push the issue under the carpet," he said.

THIRUVANANTHAPURAM: President Pratibha Patil on Friday performed the dedication of a lotus-shaped parnasala at the Santhigiri Ashram, Potencode in the outskirts of the state capital.


The 91-ft high monument shaped like a lotus in full bloom and constructed in white marble has been realized at the final resting place of the ashram's founder Navajyothisree Karunakara Guru.


Ms Patil, who described the guru as a "visionary who believed in a casteless society based on strong family values", said the parnasala (meditation centre) symbolized his message of universal peace and fraternity.


She said Karunakara Guru believed that among human beings there can be no discrimination based on caste, religion or class, and taught his followers the importance of working together for peace, family welfare and spiritual growth.


Earlier, the president prayed at the prayer hall in the ashram premises and offered floral tributes at the parnasala. She also visited the lotus bud-shaped Sahakarana Mandiram (shrine of togetherness) and had a meeting with the ashram head, HH Sishyapoojitha Amritha Jnana Tapaswini.


HH Sishayapoojitha said a positive change had to emerge at the level of households through virtuous living in order for goodness to come into the world.


The Santhigiri Ashram is also involved in preserving and rejuvenating traditional Indian systems of medicine including Ayurveda and Siddha. The ashram and the Santhigiri Research Foundation have taken up eco-friendly technologies, methods and systems to promote organic farming, rainwater harvesting and conservation of groundwater.


The parnasala was a humble hermit's hut when Karunakara Guru established the ashram in 1968 at Pothencode, 21 kms outside Thiruvananthapuram. The month-long celebrations inaugurated by the president will include cultural programmes, an international conference on global warming, climate change, sustainable development, secular spiritualism and a spiritual congress.

With the Congress Core Committee scheduled to meet on Friday evening to discuss the Commonwealth Games (CWG) preparations and the controversies surrounding it, Congress circles indicated that the party was veering round to the view that Organising Committee (OC) chairman Suresh Kalmadi should not be immediately replaced.

An All India Congress Committee (AICC) office-bearer told IANS that the "high command was coming to the conclusion that the focus should be on conducting the Games properly rather than changing horses midstream in the light of some media reports".

However, he said better coordination of the preparations and the Games conduct is likely to be ensured by delegating the task to Cabinet Secretary K M Chandrasekhar as the nodal official.

"The cabinet secretary is already actively involved. He has been monitoring the preparations and updating the prime minister about the progress in the construction works and other arrangements for the Games," the AICC official added.

What apparently has prompted the Congress high command rethink on Kalmadi is that senior leaders have told party president Sonia Gandhi that there are "political motives behind the corruption campaign against the Organising Committee".

It has also been pointed out that the opposition, especially the Bharatiya Janata Party (BJP) and its Delhi unit, wants to "defame the Congress over the issue".

The AICC office-bearer said that the BJP wanted to target several Congress leaders other than Kalmadi through the controversies.

"They want to start with allegations against Kalmadi and extend it to other leaders, including (Delhi Chief Minister) Sheila Dikshit, (Sports Minister) M S Gill and (Urban Development Minister) Jaipal Reddy. We saw it in parliament (during the discussion on the Games preparations)," he said.

"The BJP, which has been defeated in three consecutive assembly polls in Delhi, is desperate. They want to weaken Dikshit and the Congress through the Commonwealth Games controversies," the AICC leader said.

Friday's Congress Core Committee meeting will be attended by Sonia Gandhi, Prime Minister Manmohan Singh, senior ministers Pranab Mukherjee, A K Antony and P Chidmabaram and the political secretary to the Congress chief, Ahmed Patel.

Sources told IANS that Patel and other party leaders have briefed Sonia Gandhi in detail on the controversies about the Games that had begun surfacing during the two weeks since July 25 when she and son Rahul Gandhi were away to the US to attend to her ailing mother.

Rahul Gandhi had also been updated on the allegations against Kalmadi and his aides, party sources said. In fact, a section of the Congress leaders wanted Rahul Gandhi to be part of an oversight panel on the Games.

After the issue witnessed much uproar in parliament on Friday, a decision on the future of Kalmadi, who is Congress MP in Lok Sabha from Pune, was expected to be taken by the core committee.

Setting up an oversight committee on the Games was also discussed, but a final decision has been left on the government in consultation with Sports Minister MS Gill.

"The issues were discussed but no decision has been taken. It was decided that the decision will be taken up by the government in consultation with the sports minister," a party member said after the meeting.

It has been decided that Cabinet Secretary KM Chandrashekhar will be asked to co-ordinate the CWG preparations.

Opposition parties have been mounting pressure on the government to take action against Kalmadi for his alleged involvement in corruption in the organizing committee.

Sources, however, say that a decision may not be taken unless the allegations against Kalmadi are proved, or till the Games are over.

While the Left parties have demanded Kalmadi's removal, the Bharatiya Janata Party (BJP) has sought action against him. Some quarters of the Congress party too have been demanding his removal.

Senior party leader Digvijay Singh on Tuesday remarked that if a prima facie case is filed against Kalmadi by the CBI, he should resign.

Sources in the party say similar demands have come up from some other members as well.

The core committee also discussed the Nuclear Liability Bill which is set to be tabled in the present session of parliament. The government is making all efforts to work out a consensus on the bill which is critical for implementing the Indo-US nuclear deal.

Four killed in anti-India protests in Kashmir

Four people were killed and 10 wounded in Kashmir on Friday as police fired at thousands of demonstrators, the latest deaths in the two month-long protests against New Delhi's rule in the region.

The largest anti-India protests in two years have shown no sign of calming down despite calls by many public figures, including separatist leaders. Security forces daily battle stone-throwing men, women and children on the streets and 55 people have died so far.

"Security forces have fired in least three places to quell violent protesters. Four people have died," said a police official, who did not want to be identified. Some of the injured, he said, were critically wounded.

The latest deaths brought tens of thousands of people out into the streets in Srinagar, Kashmir's summer capital, shouting: "Go India go! We want freedom!"

The Himalayan region has had a bloody insurgency since 1989, but the seperatist movement dates to 1947, when the British partitioned the subcontinent into India and Pakistan.

Both nations claim Kashmir in full but rule in part and have fought two of their three wars over it and the unrest complicates efforts for peace between India and Pakistan.

The nuclear-armed neighbours are trying to revive peace talks halted after New Delhi blamed Pakistan-based militants for the 2008 Mumbai attacks.

Prime Minister Manmohan Singh, who has been accussed of overseeing a slow reaction to the protests, on Tuesday said a panel would look into ways of creating jobs in Kashmir, a move that separatists say solves nothing.

Naxalism suppressed in initial stages in Gujarat: DGP

Gujarat police has been able to suppress the menace of Naxalism in its initial stages in the State, DGP S S Khandwawala today claimed. Asked about the threat from Naxals to Gujarat ahead of the Independence Day celebrations on August 15, Khandwawala said, "Naxalism was at a very preliminary stage in the state and we have been able to suppress it at the initial stage itself.

" "There is no threat due to Naxals in the state for the August 15 function," he added. Khandwawala said the situation in Gujarat was unlike that of Chhattisgarh or Jharkhand where Naxalism is a matter of great concern.

Gujarat police had in February this year filed a first comprehensive FIR against CPI (Maoist) in the state to investigate their plans, activities and to identify persons involved in spread of the banned organisation in South Gujarat region. Since the filing of FIR, the special investigation team (SIT) constituted to probe the case has arrested 12 persons in this case from different part of the state.

Some have also been brought on a transfer warrant from other states for questioning. The SIT has already filed an 1,800-page chargesheet against 11 persons arrested in the case.

According to the chargesheet, all the accused have been booked under various sections of the IPC which include criminal conspiracy (120B), waging war against government (121A), Sedition (124A) and promoting enmity between different groups (153A). Besides, they have also been booked under sections of the Unlawful Activities (Prevention) Act.

PC says BJP only wants to prove Rajiv 'hand'

For the second consecutive day on Thursday, the BJP tried to pin the government down on the Bhopal gas disaster by raising the issue of then Union Carbide chairman Warren Anderson leaving India. However, it found a tough combatant in Union Home Minister P Chidambaram.

Before Chidambaram could reply to the debate on the issue that began on Wednesday, Leader of the Opposition in the Rajya Sabha Arun Jaitley sought special permission to intervene. He contested the claim of Arjun Singh, the chief minister of Madhya Pradesh at the time of the tragedy and now member of the Upper House, that then prime minister Rajiv Gandhi did not know about Anderson being released, saying the explanation given by Singh was "doubtful and highly dubious".

"A farcical impression is being given that then prime minister did not know, that then chief minister did not know (about Anderson being allowed to leave). But how did this curious thing happen? The country is entitled to know," Jaitley said. He also referred to remarks by former foreign secretary M K Rasgotra that the then government gave a safe passage to Anderson.

However, Chidambaram took the sting out of the attack when he said that instead of asking questions now, Jaitley should have asked them when he was law minister in the NDA regime as at that time some people who could have answered those questions would have been alive.

Chidambaram then went on to reiterate that everyone present in the House was equally culpable in not addressing the disaster and the grievances of the victims in a satisfactory manner.

The Home Minister said the real intention of the BJP was to somehow prove that Rajiv Gandhi was involved in letting Anderson leave, though there was no evidence to back this.

Chidambaram also reiterated that the government did not have the records to show who took the decision to allow Anderson to leave the country, an issue that was later taken up by the CPM's Sitaram Yechury. "It is a very, very serious point that you have archival records of what happened during British rule but do not have records of what happened 20-25 years ago," Yechury said.

On allegations that the decision to let Anderson leave was taken under US pressure, Chidambaram said he "has not found any evidence of US pressure on anything that was done or not done in the last 25 years".

"If there has been a commission, it is our commission. If there has been an omission, it is our omission," he said.

Chidambaram said the manner in which successive governments had addressed the Bhopal tragedy was "most unsatisfactory" and lamented that the Executive and Legislative had completely "abdicated" their responsibilities and let the judiciary run the show.


Terrorists may be planning terror attacks in India, Pak: US

WASHINGTON: In a fresh warning, the US has said it has "credible evidence" that terrorists may be planning terror attacks at places frequented by its citizens in India, Pakistan and Middle East and asked them to be alert and take precautionary measures.


In a "Worldwide Caution" issued yesterday, the State Department said it continues to receive information that terrorist groups in South and Central Asia, including in India and Pakistan, may be planning attacks in the region, possibly against US government facilities, citizens or its interests.


"In India there is a continuing threat of terrorism as attacks have randomly targeted public places frequented by Westerners, including luxury and other hotels, trains, train stations, markets, cinemas, mosques, and restaurants in large urban areas," the State Department said.


The presence of al-Qaeda, Taliban elements, LeT, indigenous sectarian groups, and other terror organisations, many of which are on the US government's list of foreign terror organisations, poses a potential danger to US citizens in the region, it said.


Terrorists and their sympathisers have demonstrated their willingness and capability to attack targets where Americans or Westerners are known to congregate or visit, the statement said.


Their actions may include, but are not limited to, vehicle-born explosives, improvised explosive devices, assassinations, carjacking, rocket attacks, assaults, or kidnappings, it added.


"Some examples include Pakistan where a number of extremist groups continue to target US citizens and other Western interests and Pakistani officials.


"Suicide bombing attacks continue to occur throughout the country on a regular basis, often targeting government authorities such as police checkpoints and military installations, as well as public areas such as mosques, and shopping areas," it said.


The State Department said credible information indicates terrorist groups seek to continue attacks against US interests in the Middle East and North Africa.


It also said that a number of Al Qaeda operatives and other extremists are believed to be operating in and around Africa.


"US citizens considering travel by sea near the Horn of Africa or in the Southern Red Sea should exercise caution as there has been a notable increase in armed attacks, robberies and kidnappings for ransom at sea by pirates," the State Department said.



ED looking at QBR money trail leading to London firm

Widening its probe into alleged financial irregularities in the Commonwealth Games, the Enforcement Directorate is looking at the source and gateways through which payment was made for the Queens Baton Relay in London last October.


The ED has scrutinised the bid documents that led to the awarding of the work of arranging display services to A M Films, a little-known London-based company, to which a huge sum of money was transferred through the Royal Bank of Scotland.


The agency's initial probe, including leads from the RBI, has led the ED sleuths to gather more information about the source and various channels used to transfer money to the firm.


The ED is also likely to summon other Organising Committee members like Joint Director General (F&A) M Jaychandran and Deputy Director General (Ceremonies) Sudheer Verma who are said to be the signatories to the work related to the QBR.


The directorate, probing the CWG case for alleged violations under the Foreign Exchange Management Act (FEMA) has already quizzed sacked Organising Committee JDG T S Darbari and suspended DDG Sanjay Mohindroo few days back.


The probe will also focus on a noting in the minutes of the meeting of the committee for evaluation of bids relating to the work of arranging display services as a part of crowd control measure during the QBR in London.


"The firm has asked for hundred per cent advanced payment and in view of the short time available and the risk of event cancellation, the committee recommends that the advance payment of hundred per cent may be given to the firm (AM Films) to facilitate taking up the work in time," the minutes stated.


Sources said that violation under FEMA could be related to the arrangements of this 100 per cent advance payment to A M Films.


According to sources, the minutes of the meeting said that the committee "also expressed concerns on the vendor not willing to deliver services without payment and they indicated that if the vendor does not confirm to provide the display screens they would have no options but to cancel the QBR event."


The business rules of both the OC and A M Films and other vendors will be cross-checked to find out more about this particular provision of the firm, sources said.


The sporting event, beginning in October in Delhi, has been mired in several controversies including alleged financial irregularities by OC members and contractors of various projects.

China, US back on collision course over yuan

LONDON: The United States and China are again on collision course over the yuan, bringing the threat of protectionism and the potential to tip the world back into recession. An export led recovery, or at least a recovery aided by a more competitive export sector, has been seen as an easier option than boosting demand for governments trying to shore up their economies.

This has led to officials talking down currencies or actual FX interventions, the latter being the preferred policy for many Asian central banks. US President Barack Obama has played the export card with his pledge to double exports in five years. China, on the other hand, has supposedly played ball, allowing the yuan to appreciate. The reality though is very different.

Earlier this week US politicians gnashed their teeth after China's trade surplus blew out to an 18-month high in July. Senator Charles Schumer is pushing hard for US legislation to put an end to what he sees as unfair China trade practices. A shock widening of the US trade deficit followed on Wednesday, boosted by a huge rise in Chinese imports.

The alarm bells in the Senate will be ringing ever louder. It was notable that U.S exports actually dropped 1.3 percent month on month in July after the authorities had made such a big deal about promoting the sector. But those watching the unwelcome return of the trend of widening deficits in the United States will definitely see the dollar's rise this year as a source of increasing concern.

China provided the coup de grace on Thursday, fixing the yuan at a seven-week low against the dollar. This is certain to be seen as an unreasonable action in the United States. USD/CNY was fixed at 6.8015, meaning the yuan had gained around 0.3 percent versus the dollar in nearly two months.

Even worse the fix represented the biggest one-day move in dollar/yuan since the June 19 de-pegging. China authorities thus appear far more likely to respond to dollar strength or apt to hold dollar/yuan steady, or boost the rate if a weaker euro puts pressure on the yuan basket.

None of that will wash in D.C. Rather, the yuan de-pegging is widely seen, as many feared, as a purely political gesture designed to throw US bloodhounds off the scent. Calls in Washington to label China as an FX manipulator will be back on the table. The danger is that such action brings with it the prospect of a trade war as duties are levied. Speculation often follows that China might reduce or stop buying US assets in response to U.S. protectionist measures.

Obama seals visa fee hike law despite Indian concerns

President Barack Obama signed into law a legislation to secure the US-Mexico border with $600 million raised by massively hiking work visa fees, ignoring concerns over a "discriminatory" provision that will largely hit Indian firms, including Wipro, Tata, Infosys and Satyam. ( Watch )


Obama signed the bill in his Oval office at the White House on Friday, a day after final Congressional approval of the legislation that he has praised as answering "my call to bolster the essential work of federal law enforcement officials and improve their ability to partner with state, local and tribal law enforcement".


The measure's $600 million tag would be paid for mostly by hiking visa fees on what the measure's backers called a handful of foreign firms that "exploit" the US visa programme to improperly import workers to the US. A summary of the bill named Indian firms Wipro, Tata, Infosys and Satyam, which send thousands of employees each year to the US to work at their clients' locations as technicians and engineers.

The legislation proposes to raise the fees on H-1B visas for companies who have more than 50 percent of their employees on such visas for highly skilled professionals from $320 to $2,320. Similarly the fee on L-visas given to multi-national transferees is hiked from $320 to $2,570.


The president argued that the new law would facilitate cooperation along the border between the US and Mexican governments, and asserted that it would make "an important difference" in the push for comprehensive immigration reform.


The bill includes money for 1,500 new border personnel, a pair of unmanned drones and military-style bases along the border.


The Senate briefly suspended its six-week summer break to give final approval to the border security bill Thursday in response to Obama's request for reinforcements on the Southwest border by passing the House version of the bill by "unanimous consent" with just two lawmakers present.


Democratic Senator Chuck Schumer, a lead sponsor of the measure who had branded Indian IT major Infosys as a "chop shop" during the senate debate, offered up the bill, and Democratic Senator Benjamin Cardin gavelled it approved.


But even after the final passage of the bill Thursday, the State Department maintained it was still talking to lawmakers about corporate concerns over the legislation.


"Well, we'll continue to work with Congress, I think, on this," spokesman Mark Toner said when told that the Congress had already passed the measure, which the US-India Business Council, representing 300 top US firms doing business with India, has warned could hurt burgeoning India-US economic ties.

India presses for BlackBerry access

India today began issuing letters to the country's telecoms operators ordering them to make BlackBerry corporate e-mail and messenger services accessible to interception by security agencies or risk suspension of their licences.
The move marks the first step by the government towards implementing an ultimatum from the Ministry of Home Affairs on Thursday warning that India would block the services by the end of this month unless they were opened for monitoring.

"The issue is that the service providers have legal obligations to the government under their licences," said one industry executive.
The legal obligations of Research In Motion, the Canadian company that makes the devices, were to the service providers, he said.
The order poses a dilemma for India's 15 mobile operators, including industry leader Bharti Airtel and Vodafone Essar, the number three, as the technology for BlackBerry services is controlled by RIM.
The move also raises the temperature for RIM, which is locked in tense negotiations with the government over its encrypted enterprise e-mail service and messenger function amid concerns these might be misused by terrorists.
Spurred on by similar moves against RIM by the United Arab Emirates and Saudi Arabia, India is keen to tighten security ahead of the Commonwealth Games in October and to curb terrorist attacks originating from neighbouring Pakistan.
India is the world's fastest growing mobile phone market with about 600m users and 10m-20m new customers being added every month.
While BlackBerry users number only about 1m, they are among the highest spending customers in a market in which growing competition is squeezing margins.
One operator said yesterday it had received a letter from the government ordering it to suspend the corporate e-mail or messenger service by the end of this month if a solution to the security issue was not reached. Operators were instructed to communicate the order to RIM.
India sets stringent conditions for mobile licence holders, requiring them to make all communications through their networks open to interception by security agencies.
Failure to do so can lead to the seizure of the operator's network and equipment by the authorities and the suspension of the licence.
However, mobile operators say they doubt they have the technology to selectively block BlackBerry services.  
The providers could instead suspend all domestic BlackBerry handsets from the network, but this would not prevent international users of the devices from using roaming services in India.
It is difficult to detect what type of handset is being used when an international customer enters a market using roaming services.  
The government is expected to use the BlackBerry issue to put pressure on other internet-based communications systems, such as Google and Skype.  
The names of the two internet providers were mentioned as next in line for scrutiny at a meeting last month between government officials and telecoms and internet service provider associations.  
RIM's stock fell 1.2 per cent to C$55.77 yesterday in early trade on the Toronto Stock Exchange.
