Banerjee on Wednesday said that she stood by her statement that it was wrong to kill Maoist leader Cherukuri Rajkumar alias Azad. "Whatever I said in Lalgarh, I stick to it. In our democratic set up, we always prefer an amicable settlement and a peaceful solution. In a democratic set up we are for amicable and peaceful solution. I have heard the Independence Day speeches of the President and the Prime Minister. They also spoke on the same lines," said Banerjee.
West Bengal asked to hand over nine immigration checkposts
Expressing concern over increasing infiltration from Bangladesh into West Bengal, the central government has asked for control of nine immigration check posts (ICPs) in the state, a senior state government official said Thursday.A central team comprising officials from the finance and external affairs ministries met state government officials at the state secretariat in the afternoon to discuss the issue.
'The team members alleged that the infiltration from Bangladesh into West Bengal has increased because of improper monitoring and controlling of the ICPs by the state government,' the official said, adding the team urged the state government to hand over the nine ICPs including that located near Haridaspur in North 24 Parganas.
Confirming the development, Home Secretary Samar Ghosh said: 'We will apprise the central government about our views on this issue shortly after discussing the matter.'
Kalmadi stays away from CPP meeting
Suresh Kalmadi, who is in the eye of a storm over alleged corruption in the Commonwealth Games, did not attend the Congress Parliamentary Party (CPP) meeting today. This was despite the fact that the meeting was convened by the Congress MP from Pune in his capacity as CPP Secretary.Party sources said Kalmadi was asked to stay away from the meeting where Congress President Sonia Gandhi said the government will look into the allegations of malpractices and spare no one found to be involved in them after the event. Kalmadi had also not participated in the discussions in the Lok Sabha on the Commonwealth Games held last week.
At that time, party and government sources had said Kalmadi neither approached the party''s flood managers in Parliament for giving him an opportunity to speak as party MP nor did he move the Presiding Officer or the party to make a personal explanation. The debate in the Lok Sabha had seen a sharp attack on Kalmadi by several opposition members.
Kalmadi was not present in the House when Sports Minister M S Gill had replied to the debate.

Row over N-Liability Bill, govt promises to address concerns
PTINew Delhi, Aug 19 (PTI) The Nuclear Liability Bill was today embroiled in a fresh row with BJP and Left objecting to an amendment proposed by a Parliamentary panel on suppliers' obligation in case of an accident but the government sought to allay the apprehensions of opposition parties. The Union Cabinet meeting scheduled this evening to consider the Bill was postponed till tomorrow, apparently to consider the objections raised by the opposition. BJP and Left parties raised objections to addition of a word 'and' in the Clause 17 which says that "the operator of a nuclear installation shall have a right to recourse where -- (A) such right is expressly provided for in a contract in writing". The parties fear that insertion of the word dilutes the obligations on the suppliers of equipment in case of a nuclear accident. Government, on its part, sought to allay apprehensions over the recommendations of the Standing Committee, saying all concerns would be addressed. "I assure my friends in BJP and Left that we have already taken their concerns on board. If there are any concerns, there are some concerns that have been raised today, all those concerns will be addressed in all seriousness," Minister of State in PMO Prithviraj Chavan told reporters. "Wait till the amendments are brought to Parliament," he said when his attention was drawn to objections raised over the amendments. The report of Standing Committee on Science and Technology, which examined the Civil Liability for Nuclear Damages Bill 2010, proposed that the Clause 17(A) may end with word 'and'. It also proposed modification of Clause 17(b) to say "the nuclear incident has resulted as a consequence of latent or patent defect, supply of sub-standard material, defective equipment or services or from the gross negligence on the part of the supplier of the material, equipment or services". BJP, which had agreed with Congress on changes in the Bill, shot off a note to the government, saying clubbing of Clause 17(A) and (B) dilutes provisions relating to the liability of suppliers. BJP said adding 'and' was not discussed at the Standing Committee or at the meetings the opposition leaders had with Finance Minister Pranab Mukherjee. BJP contended the "efficacy and utility of Clause 17 (b) on the supplier is completely destroyed by the supplier not agreeing to an agreement in writing. Thus, what Clause 17(b) gives as a protection to the operator, the word 'and' snatches it away". The BJP note, handed over to Minister of State for Science and Technology Prithviraj Chavan by party leader Arun Jaitley, said "since the nuclear power plants are to be operated only by the government or government companies, it would be to our own advantage to delete the word 'and'." KHABARI CROSSING, Kuwait — A line of heavily armored American military vehicles, their headlights twinkling in the pre-dawn desert, lumbered past the barbed wire and metal gates marking the border between Iraq and Kuwait early Thursday and rolled into history.
For the troops of the 4th Stryker Brigade, 2nd Infantry Division, it was a moment of relief fraught with symbolism but lightened by the whoops and cheers of soldiers one step closer to going home. Seven years and five months after the U.S.-led invasion, the last American combat brigade was leaving Iraq, well ahead of President Barack Obama's Aug. 31 deadline for ending U.S. combat operations there.

When 18-year-old Spc. Luke Dill first rolled into Iraq as part of the U.S. invasion, his Humvee was so vulnerable to bombs that the troops lined its floor with flak jackets.
Now 25 and a staff sergeant after two tours of duty, he rode out of Iraq this week in a Stryker, an eight-wheeled behemoth encrusted with armor and add-ons to ward off grenades and other projectiles.
"It's something I'm going to be proud of for the rest of my life — the fact that I came in on the initial push and now I'm leaving with the last of the combat units," he said.
He remembered three straight days of mortar attacks outside the city of Najaf in 2003, so noisy that after the firing ended, the silence kept him awake at night. He recalled the night skies over the northern city of Mosul being lit up by tracer bullets from almost every direction.
Now, waiting for him back in Olympia, Wash., is the Harley-Davidson he purchased from one of the motorcycle company's dealerships at U.S. bases in Iraq — a vivid illustration of how embedded the American presence has become since the invasion of March 20, 2003.
That presence is far from over. Scatterings of troops still await departure, and some 50,000 will stay another year in what is designated as a noncombat role. They will carry weapons to defend themselves and accompany Iraqi troops on missions (but only if asked). Special forces will continue to help Iraqis hunt for terrorists.
So the U.S. death toll — at least 4,415 by Pentagon count as of Wednesday — may not yet be final.
The Stryker brigade's departure left about 52,600 U.S. troops in Iraq as of Thursday, said Lt. Gen. Robert Cone. The U.S. military's top spokesman in Iraq, Maj. Gen. Stephen Lanza, called Iraqi security forces ready to defend the country despite "some violent acts that we've seen."
"Their capability continues to grow, which has enabled us to conduct our responsible drawdown," Lanza said on CBS's "The Early Show."
Based in Joint Base Lewis-McChord in Washington state and named for the vehicle that delivers troops into and out of battle, the Stryker brigade lost 34 troops in Iraq. It was at the forefront of many of the fiercest battles, including operations in eastern Baghdad and Diyala province, an epicenter of the insurgency, during "the surge" of 2007. It evacuated troops at the battle of Tarmiyah, an outpost where 28 out of 34 soldiers were wounded holding off insurgents.
The U.S. military kept a tight lid on security, restricting the media embedded with the U.S. troops from reporting on the brigade's movements until they were almost to the border.
The brigade's leadership volunteered to have half of its 4,000 soldiers depart overland instead of taking the traditional flight out, a decision that allowed the unit to keep 360 Strykers in the country for an extra three weeks. The remainder of the brigade flew out with the last of the troops slated to leave later Thursday.
U.S. commanders say it was the brigade's idea to drive out, not an order from on high. The intent was to keep additional firepower handy through the "period of angst" that followed Iraq's inconclusive March 7 election, said brigade chief, Col. John Norris.
It took months of preparation to move the troops and armor across more than 500 kilometers (300 miles) of desert highway through potentially hostile territory.
The Strykers left the Baghdad area in separate convoys over a four-day period, traveling at night because the U.S.-Iraq security pact — and security worries — limit troop movements by day.
Along the way, phalanxes of American military Humvees sat at overpasses, soldiers patrolled the highways for roadside bombs, and Apache attack helicopters circled overhead as the Strykers refueled alongside the highway.
Chief Warrant Officer 3 Gus McKinney, a brigade intelligence officer, acknowledged that moving the convoys overland put soldiers at risk, but said the danger was less than in past.
The biggest threat was roadside bombs planted by Shiite extremist groups who have a strong foothold in the south, McKinney said.
But except for camels straying into the road, and breakdowns that required some vehicles to be towed, there were no incidents. The last of the Strykers rolled across the border just before 4 a.m. Thursday into Kuwait, honking their horns and waving to the small crowd gathered at the crossing.
The brigade's leadership was on hand to greet the troops after they crossed the border and pulled into a parking lot where they shed their sweaty armor and stumbled out of their Strykers.
"This is powerful. This is exciting for me. As a commander, this means that all of my soldiers are safely inside of Kuwait and getting ready to redeploy back to their families," Norris told The Associated Press.
The worst of the ride was conditions inside the Strykers — sitting for hours in a cramped space — and the temperatures outside that reached 50 Celsius (120 Fahrenheit).
The driver's compartment is called the "hellhole" because it sits over the engine and becomes almost unbearably hot. The vehicle commander and gunner can sit up in hatches to see the outside world. At the tail end are hatches for two gunners. Eight passengers — an infantry squad in combat conditions — can squeeze in the back.
Riding as a passenger felt a bit like being in a World War II-era submarine — a tight fit and no windows. The air conditioning was switched off to save fuel on the long ride south to Kuwait. Men dozed or listened to music on earphones.
Once out of Iraq, there was still work to be done. Vehicles had to be stripped of ammunition and spare tires, and eventually washed and packed for shipment home.
Meanwhile, insurgents have kept up a relentless campaign against the country's institutions and security forces, including a suicide bombing this week that killed 61 army recruits in central Baghdad. It was only the latest violence to highlight the shaky reality left by the departing U.S. combat force and five months of stalemate over forming Iraq's next government.
For Dill, who reached Kuwait with an earlier convoy, the withdrawal engendered feelings of relief. His mission — to get his squad safely out of Iraq — was accomplished.
Standing alongside a hulking Stryker, his shirt stained with sweat, he acknowledged the men who weren't there to experience the day with him.
"I know that to my brothers in arms who fought and died, this day would probably mean a lot, to finally see us getting out of here," he said.

As Combat Troops Leave Iraq, News Media Ride Along

In a broadcast that Brian Williams said constituted an "official Pentagon announcement," NBC showed live pictures Wednesday night as members of the last combat brigade in Iraq drove toward the Kuwait border, symbolizing an end to fighting in the country.
"We are with the last combat troops" in Iraq, the NBC correspondent Richard Engel said at 6:30 p.m. Eastern, the same time that the military lifted an embargo that had been placed on the reporters traveling with the 440 troops, a part of the 4/2 Stryker Brigade.
The Associated Press, Fox News, The Los Angeles Times, The Washington Post, Al Jazeera and other news media outlets also reported Wednesday evening that the last combat troops were crossing into Kuwait. Only NBC broadcast it live, in asymmetrical image to the invasion that captured the nation's attention on television seven years ago.
The movement of the trucks, televised live on "NBC Nightly News" and simulcast on MSNBC, was a largely symbolic demonstration that the war, as Americans have known it, is in its waning phases.
Still, a White House spokesman reiterated Wednesday night that the combat mission in Iraq formally ends on Aug. 31. At that time, Operation Iraqi Freedom becomes Operation New Dawn, with troops serving as trainers for the Iraqi military, much as they have for several months already. More than 50,000 troops will remain in Iraq; they will be reclassified as trainers.
Asked how the NBC broadcast constituted "an official Pentagon announcement," Steve Capus, the president of NBC News, said the broadcast was such a declaration because "the announcement that the last Stryker brigade was leaving Iraq had not been made" by the military.
David Verdi, an NBC News vice president, added, "The military had said, 'You are the ones who are going to broadcast it first.'"
In prime time Wednesday, the cable news channels treated the brigade's arrival in Kuwait as banner-worthy breaking news, with MSNBC and CNN going almost wall-to-wall with live coverage at times. At one point,
the Fox News Channel replaced a commercial break during "The O'Reilly Factor" with another live update about the pullout.
Mike Emanuel, a Fox News correspondent, said during the 7 p.m. hour, "The American public should understand that there may be more casualties to come, even though the end of combat operations is
technically just about over, several days ahead of schedule."
In explaining NBC's live coverage earlier this week, the network's chief foreign correspondent, Richard Engel, said the war "shouldn't end with such a whisper."
"We should have a time to reflect on the accomplishments of the military, of their sacrifices, of their failures," he said in a telephone interview from Iraq this week, surrounded by the empty containers at Camp Liberty outside Baghdad.
NBC officials said their requests to report live during the withdrawal were first filed many weeks ago. The requests provoked debate within the military, with some people arguing that having reporters present would place excess attention on the fact that the troops were leaving.
"But the Iraqis know we're leaving; it's hardly a secret," Mr. Engel said.
The reports on Wednesday came as the news media prepare to cover the formal end of combat in Iraq at the end of the month. "It's not just the gimmick of one live broadcast, it is yet again a commitment to covering what is happening in Iraq and the brave men and women who have committed so much of their lives to these missions," said Mr. Capus.

Promote mathematics among young generation, says President
Hyderabad, Aug 19 (PTI) Noting that mathematics inculcates the habit of rational thought and promoted scientific temper, President Pratibha Patil today stressed on the need for promotion of the subject among the young generation. Inaugurating the nine-day International Congress of Mathematicians at the Hyderabad International Convention Centre here, Patil said, "The need for understanding mathematics is necessary in all walks of life, be it engineers, scientists or those working in the industry, finance or social sciences." "Mathematics is an integral part of India''s science policy. Economics and social sciences, once impervious to mathematics, are coming increasingly under its influence.
There is an aesthetic component to its pursuit and it inculcates the habit of rational thought," she said. Noting that India''s engagement with mathematics dated back to some 3,000 years, the President said the country had a rich mathematical heritage and has been accorded a primary position among intellectual pursuits.
This is the first time that the ICM, organised every four years by the International Mathematical Union (IMU), is being held in India. More than 3,000 delegates from over 80 countries took part in the event.
The President gave away prestigious Fields Medals, also called the Maths Nobel, to four eminent mathematicians -- Elon Lindenstrauss (Israel), Ngo Bao Chau (Vietnam), Stanislav Smirnov (Russia) and Cedric Villani (France) -- in recognition of their contribution to the field. The newly-instituted Chern Prize for lifelong achievement in mathematics was presented to Canadian Louis Nirenberg of New York University.
The ICM coincides with the Centenary of founding of Indian Mathematical Society and the silver jubilee year of Ramanujan Mathematical Society. World Chess champion Viswanathan Anand will test his skills by playing chess simultaneously against 40 mathematicians on the sidelines of the mega event, Govindan Rangarajan of the ICM Organising Committee said.
Rights groups protest Bengal activist's arrest
Several human rights organisations Thursday protested against what they called the illegal and arbitrary arrest of social activist Naba Dutta by the West Bengal Police for his alleged role in the torching of a sponge iron unit in West Midnapore district.At a joint media meet, the organisations said the state government had acted with a vengeance in arresting Dutta - general secretary of the Nagarik Mancha - Tuesday while he was returning to the city after attending a hunger strike agitation of the Lodha and Sabar tribes at Narayngarh in West Midnapore district against the injustice meted out to them.
'Police took Dutta and his associates to a police outpost at Manickpara. Though the others were subsequently released, Dutta was moved from one place to another from the evening till late into the night and arrested,' they said.
'The charge against him was involvement in the torching of the sponge iron unit Dec 18 last year in Jitusole. About 1,000 people had been named in the FIR. His name was at number 803. Dutta didn't even know that his name figured in the FIR. Nor was he told about it all these months,' they said.
'It's an effort on the part of the state to throttle the voices of the people taking part in mass agitations. We condemn it and demand withdrawal of all charges slapped against Dutta,' the organisation representatives said.
Dutta is now out on bail.
Among the organisations present at the media meet included the Bandi Mukti Committee, the Association for Protection of Democratic Rights and the Lalgarh Mancha.
Theatre personality Bivas Chakraborty was among those who addressed the meet.
Poor use by states of Maoist-area funds: Panel
A parliamentary panel has rebuked the tribal affairs ministry for not aggressively persuading the states to utilize funds for development in Maoist-affected areas.The Standing Committee on Social Justice and Empowerment presented its report on the ministry of tribal affairs in both house of parliament Thursday.
'In the case of Naxal-affected areas, the concerned state governments are required to identify the requirement of the local people and for this purpose the state governments are sensitized from time to time during interaction,' the report said, quoting the ministry's clarification to the committee.
However, the central grant of Rs.1,000 crore projected in the budget estimates for special area programmes under special central assistance to tribal sub-plans, was reduced to Rs.399 crore at the revised estimate stage 'due to poor offtake by the states for reasons of delayed submission of proposals'.
The committee, however, felt that there should be more visits by ministry officials to the states to help them in formulating proposals so that the entire allocation is utilized.
Sponsors pull-out delivers jolt to Commonwealth Games
Two Indian state-run firms have withdrawn their sponsorship of the Delhi Commonwealth Games due to "negative publicity" of the event stemming from allegations of graft and mismanagement.India, which hopes to showcase its growing global clout by staging a successful Games, is relying on state-run firms for sponsorship as private companies have largely stayed away.

Struggling to get the venues ready before athletes start arriving next month, the Oct. 3-14 Games is also facing serious corruption charges, which has led to the suspension of three senior officials , while the treasurer has quit following a contract row.
The country's biggest power producer, NTPC Ltd , has decided to scrap its 500 million rupees ($11 million) sponsorship deal and is seeking an audit of the 200 million rupees it has already paid.
"Our board has decided not to go ahead with the sponsorship because of the negative publicity," NTPC Chairman and Managing Director R. S. Sharma told Reuters on Thursday.
State-run transmission utility Power Grid Corp of India has also decided to back out of its 100 million rupees commitment to the Games, its Chairman S. K. Chaturvedi said.
A spokesman for the Games organising committee was not immediately available for comment.
NATIONAL PRESTIGE
The event, the cost of which has risen more than 17.5 times over its initial estimates, lost its merchandising partner last week when the Indian company pulled out citing an inordinate delay in launching the products.
A government anti-corruption agency has identified 16 Games projects where large-scale irregularities are suspected while the state audit agency questioned the process followed in engaging some of the consultants.
With the event threatening to become a national embarrassment and tarnishing the image of the ruling Congress party, Prime Minister Manmohan Singh has ordered probes into the corruption charges after a stock-taking meeting on Saturday.
Congress Chairperson Sonia Gandhi on Thursday echoed Singh's views in her address to the party parliamentarians.
"The success of the Games is that of our country -- not of any party or any individual...The prestige of the nation is involved," she said.
"I trust that as soon as the Games is over, the government will look into the allegations of malpractice and spare no one found to be involved in them."

In a bid to break the logjam, the smart phone maker has offered to provide information on a deferred basis after it faced the threat of a shutdown of the core features by August 31 if security agencies cannot gain access to heavily encyrpted corporate email sent on a Blackberry handset.The Research In Motion (RIM), makers of the smart phones, along with the Department of Telecom had submitted a proposal for intercepting the BlackBerry Messenger (BBM) services. Under this proposal, a mobile number needed for monitoring would have to be handed over to the RIM who would in turn providethe information within a maximum of 10 days.
However, the security agencies insisted on a real time information rather than a deferred one in the interest of national security. "Now for example if two terrorists are negotiating a strike, you can''t expect us to wait for 10 days," remarked a senior Home Ministry official The BlackBerry makers are racing against time to meet the August 31 deadline set by the Government last week to provide a solution for intercepting the BBM and BlackBerry Enterprise Mail (BES) or see the prospect of the mobile phone''s popular services in the shut down in the country.
The officials of RIM, which has a subscriber base of nearly one million in India, have informed the government that they would be coming again next week with a more precise solution which will help the Indian security agencies monitor the services. Only after security agencies are satisfied with the technology of interception, a green signal would be given for continuation of the services, the official said.
In a letter to Department of Telecom Secretary P J Thomas, Union Home Secretary G K Pillai had asked him to convey to the operators and Canada-based RIM that a technical solution to make available lawful interception of BES and BlackBerry Messenger Services BBM must be found out by the end of this month. This move prompted the BlackBerry maker to take steps to end the logjam by agreeing to provide technical solution on the issue of interception of its services.
INTERVIEW - ADB chief economist sees robust Asian recovery
Asian economies are likely to show robust growth this year supported by China and India, though growth could slow in the second half, the Asian Development Bank chief economist said on Thursday."Asia will be affected by any significant slowdown in the (global) recovery, but Asian countries are now getting support from the strong resilient recovery of the large regions including China and India," Jong-Wha Lee, also the chief spokesman of the Manila-based lender, told Reuters in an interview.
"There will be moderation of recovery partly due to a different base because last year -- in 2009 the first half, especially first-quarter -- numbers were very bad because of severe impact of worldwide trade collapse."
In April, the ADB had forecast that China would grow at 9.6 percent and India at 8.2 percent this year, but the figures would be revised in September, he said. Growth in the two economies could decelerate in the second half due to the base effect.
He said though downside risks remain in the U.S. economy, it was likely to maintain around 3 percent growth this year.
"We do not think there will be double-dip recession in the U.S.," he said, adding the euro zone was also performing better mainly on account of surge in German exports.
CAPITAL INFLOWS
The decision of the central banks in India and other Asian countries to raise interest rates could possibility lead to a surge in capital flows into the region as investors are looking for safer havens as well as higher returns on investment.
"Asian countries are now raising interest rates faster than industrial countries. That will also attract capital flows so we also see the numbers of capital flows remain robust and strong."
India could attract more long-term direct investment than China on better rate of returns in Asia's third-largest economy, he said, adding the Indian rupee is expected to appreciate against the dollar this year.
Lee said the Indian economy was not overheating but there are concerns about increased inflationary pressures.
"My understanding is that India inflation in the consumer goods, especially the food price, increased significantly especially in the fist quarter and early second half (of 2010).
"But the non-food price also increased and then core inflation that the central bank should be mostly worried about."
The rupee value against dollar has so far depreciated by about 3.5 percent since April.
Lee said the global metal and foodgrains prices were likely to remain stable in coming months.
"Oil price will maintain the stable level of about $80 per barrel, over the next one year," Lee said.

World stocks, dollar fall as jobless claims disappoint
An unexpected rise in U.S. jobless claims weighed on global stocks and the dollar on Thursday, sending investors to seek refuge in U.S. Treasury debt and gold.The U.S. dollar weakened further against the yen and hit a seven-month low against the Swiss franc after data showed new claims for U.S. unemployment benefits climbed to a nine-month high last week.

The third consecutive increase in weekly jobless claims disappointed analysts, who expected that number to fall, and reinforced concerns about a double-dip economic recession.
"It's worse than expected. The jobs issue will continue to hang over the stock market, as it hangs over the rest of the nation, raising continuing issues regarding consumer and investor confidence," said Fred Dickson, chief market strategist at The Davidson Cos in Lake Oswego, Oregon.
The data also offset earlier optimism brought by the Bundesbank, which said the German economy is set to grow by around 3 percent this year, better than a previous forecast of almost 2 percent.
"If the economy is going down, there's no way the euro zone can withstand the slowdown. It's too early to say we're headed for a double dip, but things are slowing," said Win Thin, senior currency strategist with Brown Brothers Harriman in New York.
Investor sentiment further deteriorated after the Philadelphia Federal Reserve Bank said factory activity in the U.S. Mid-Atlantic region unexpectedly contracted in August to its lowest level in more than a year.
The MSCI All-Country World equity index slipped 0.7 percent after hitting its highest in more than a week earlier on the session.
European shares turned negative after the jobs data and added to losses following the U.S. business conditions data, sending the FTSEurofirst 300 index 0.9 percent lower.
The Dow Jones industrial average lost 117.76 points, or 1.13 percent, to 10,297.78, while the Standard & Poor's 500 Index declined 13.49 points, or 1.23 percent, to 1,080.67. The Nasdaq Composite Index was down 24.81 points, or 1.12 percent, to 2,190.89.
DOLLAR WEAKENS
The dollar weakened against major currencies, with the U.S. Dollar Index down 0.11 percent.
The greenback lost 0.47 percent against the Japanese yen, to 85.02 yen. It also fell more than 1 percent versus the Swiss franc and traded as low as 1.0295, a level last seen Jan. 19, according to Reuters data.
The euro rose 0.16 percent against the dollar to $1.2875.
"Claims fits in with a gloomier assessment of the U.S. economy, and the yen has gained a bit on it," said Brown Brothers Harriman's Thin. "But people are still questioning whether to sell the dollar on weak U.S. data or buy it on a general move away from risk."
Benefiting from a renewed flight to safety, U.S. Treasuries prices rose further.
The benchmark 10-year notes gained 10/32 in price, with the yield at 2.6017 percent. The 30-year bonds were up more than a full point in price, with the yield at 3.6779 percent.
Gold also rallied on a safe-haven bid. Prices for the metal hit a seven-week high of $1,235.50, up 0.57 percent on the day.
Oil prices declined on concerns about the global economy. U.S. crude oil prices fell 77 cents, or 1.02 percent, to $74.65 per barrel.

Flood-hit Pakistan dithers over India aid offer
Pakistan said on Thursday it is still mulling over India's offer of aid for flood-affected communities, despite a serious shortage of funds hampering Islamabad's ability to provide relief to the eight million people in need.The disaster in Pakistan, which has killed up to 1,600 people and affected around 20 million, is one of the biggest humanitarian crises in recent years, yet international donations have been slow and scant.
India last week offered $5 million, but a Pakistani diplomat said Islamabad has not yet decided whether to accept, despite the massive scale of the flooding and its lack of resources to respond effectively.
"There are a lot of sensitivities between India and Pakistan ... but we are considering it very seriously," said Abid Saeed, press counsellor at the Pakistani High Commission in New Delhi.
"The financial needs for this disaster will not be vanishing with the passage of time. The need for the aid will remain there for a long time."
India and Pakistan have been trying to improve relations, which worsened after the 2008 Mumbai attacks that killed 166 people and which New Delhi blamed on Pakistan-based militants.
The two sides have since met to try and revive a four-year-old sluggish peace dialogue suspended by India after the attacks, but mistrust remains.
Indian Prime Minister Manmohan Singh called his Pakistani counterpart Syed Yousef Raza Gilani on Thursday to express sorrow over the humanitarian crisis and reminded him of India's offer.
"The prime minister said that the government of India had already made an offer of assistance and was ready to do more to assist in the relief effort," said a government statement.
HUGE NEEDS
The United Nations is struggling to meet even the most basic needs of food, clean water and shelter for the millions displaced by the floods, which have inundated areas stretching from Pakistan's far north to the deep south.
A shortfall in financial donations - with the U.N appeal for $459 million only 52 percent funded - and a lack of access due to hundreds of broken bridges and washed-away roads mean only a fraction of those who need aid have received it.
There are fears of a second wave of deaths caused by water- and insect-borne diseases such as cholera, typhoid and malaria.
Aid experts say the world has been slow to respond to the Pakistan crisis, which has generated much less funding than other natural disasters affecting fewer people, such as the Indian Ocean tsunami or the earthquake in Haiti.
Divided Kashmir remains at the heart of the dispute between India and Pakistan, with both sides claiming the Himalayan region in full. They have fought two of their three wars over it.
India accuses Pakistan of fuelling the violence in Kashmir, which has killed tens of thousands, but Islamabad says it only lends moral support to what it calls Kashmir's independence movement.
DISASTER DIPLOMACY?
Humanitarian workers in Pakistan say there is no time to waste in securing funds and converting them into relief, and have criticised Islamabad for dithering over India's offer, saying aid should be not be linked to politics.
But the United Nations, which has been leading calls for more international relief for Pakistan, has been more guarded.
"We cannot comment on this because every government can decide whether to provide assistance to someone or accept assistance from someone," said Maurizio Giuliano, spokesman for the U.N. Office for the Coordination of Humanitarian Affairs (OCHA).
"Solidarity across borders is a very difficult thing but it is all about saving lives."
Analysts say Pakistan's government is thinking about how acceptance of India's aid will play out nationally, given the history between the two nuclear-armed neighbours, and there may be limited scope for disaster diplomacy between the two sides.
"Humanitarian aid is always enmeshed in politics in some way," said Ben Ramalingam, head of research and development at the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP), a network of major international humanitarian agencies.
"From the perspective of the Pakistani people who are affected by the floods, it would be good to encourage the Pakistan government to accept India's offer. But the idea that politics should play no role whatsoever in humanitarian assistance may be a naive one."

Mideast peace process slows to stall speed
Six weeks before a fateful deadline, the Middle East peace process has run aground over the terms of a symbolic upgrade from indirect to direct negotiations between Israel and the Palestinians.Refloating the process quickly is crucial, diplomats say. An "invitation to talks" statement by the powers involved in Middle East peacemaking has been expected since Monday, with negotiators expected to discuss the wording again late Thursday.
U.S. President Barack Obama wants face-to-face talks started well before Sept 26, when Israel's 10-month moratorium on West Bank settlement building is due to end.
Full-scale return to settlement construction could sink the talks for good. Veterans of 20 years of Middle East talks say it is like riding a bike: you either move forward or you fall over, and falling over can ultimately mean sliding back to war.
Israel is ready for direct talks provided there are no preconditions. The Palestinians are ready provided there is a clear agenda. Israel says the agenda means preconditions.
Israeli Prime Minister Benjamin Netanyahu could benefit politically from a move to direct talks, countering the notion abroad that he is not a genuine peace-seeker.
Palestinian President Mahmoud Abbas, by contrast, has a lot to lose politically. In fact he would be destroyed if he emerged after months of talking as a failed appeaser.
Washington, Moscow, the European Union and the United Nations -- the so-called Mideast "Quartet" -- were working all this week to finesse a way out of this deadlock, fashioning a framework for talks and a form of words both sides can accept.
"The situation is a wait-and-see mode," said a Palestinian official. "The delay in the issuing the Quartet statement is because it collides with the Israeli position...Israel does not want the Quartet to get involved with the negotiations."
Diplomats from the Quartet were hoping to finalise the wording in a conference call later on Thursday and could issue it as soon as Friday evening, a European source said.
A Quartet statement can give Abbas the backing he needs for a move direct talks. But Israel has, discreetly, reminded Washington that its only condition is no conditions.
HARMFUL LEAK?
The peace talks saga generates widespread apathy among Palestinians and Israelis. Few believe direct talks would lead to a peace treaty soon, or that a treaty would be quickly implemented if one is ever agreed.
In Israel's coalition, attention is more focused on Sept 26, with a majority of Netanyahu's seven-member inner cabinet opposed to extending the settlement moratorium, but a minority seeking some compromise that Abbas could swallow.
One idea is to allow building in big established settlements that Israel expects to keep in a peace deal but not in those it would hand over in a land swap with the Palestinians.
Resolving that could take weeks. But Abbas is banking on a Quartet statement soon.
Western diplomats who decline to be quoted say there is no expecation that Netanyahu could buy in to a document explicitly stating that all settlement must cease -- the Quartet position.
Israeli officials said it was EU foreign policy chief Catherine Ashton's leaked letter last week, referring to the imminent publication of a Quartet statement on terms for peace talks, that led to current delay.

West Bengal identifies four locations for NSG hub
The West Bengal government has shortlisted four locations in North 24 Parganas district for setting up the proposed National Security Guard (NSG) hub in the state, a senior official said Thursday.State government officials took NSG officers to the four locations Thursday.
Home Secretary Samar Ghosh said: 'We have identified four places for setting up the eastern regional hub of the NSG. All the four places were shown to them and now they will select one after considering the location and valuation of the place.'
'The district magistrate of North 24 Parganas has been asked to inform the NSG officers about the valuation of all the places.'
'As soon as the NSG officers select any one of the four places and communicate this to us, we will start the land acquisition process,' said Ghosh.
Exploitation, says apex court of prolonged contract job
The Supreme Court Thursday said that uninterrupted prolonged employment on contract amounts to exploitation and government agencies are not expected to adopt such unfair practices.The state or its instrumentalities which are expected to be the model employer are not expected to take advantage of their position and impose wholly inequitable and unreasonable condition of employment on the helpless and jobless employees, said an apex court bench of Justice G.S. Singhvi and Justice Asok Kumar Ganguly in their judgment.
The court said this while quashing the Delhi government's order of 2007 dispensing with the services of doctor Radha Dubey who had been on contractual employment with the government since 1996.
The court said that employees like Dubey had no choice but to accept the appointment on unjust terms and conditions.
In the instant case, was appointed as medical officer for one year in 1996 and thereafter she was in uninterrupted service till 2007 when her contract was terminated.
Dubey went on leave from April 3, 2006. Upon expiry of her leave she sought extension on the grounds her widowed mother was sick.
Her application for extension was rejected and she was asked to report for duty July 31, 2006.
Dubey again applied for extension of leave and the same was rejected and her contract was terminated Nov 23, 2007.
Dubey lost her plea both before the Central Administrative Tribunal and the Delhi High Court.
The apex court said that both the tribunal and the high court did not address the important question whether the state has the power to employ a person on contract basis and continue her or him in that state for 10 long years.
The apex court in its interim order directed the government to restore her services immediately.
Sonia steps in, new officials to oversee CWG works
Stung by corruption charges and delays, the government Thursday took direct charge of all work to ensure the completion of stadiums well ahead of the Oct 3-14 Commonwealth Games.In a sweeping move that virtually clipped the wings of Games Organizing Committee chief Suresh Kalmadi, the government named 11 top bureaucrats to oversee all the agencies involved in the preparations.
The officials, drawn from various government departments and ministries, 'will ensure completion of various assignments in Games venues allocated to them', a statement from the Prime Minister's Office (PMO) said.
The appointments came on the day United Progressive Alliance (UPA) chief Sonia Gandhi made it plain that the Games were 'a matter of national pride and efforts should be made to hold them successfully'.
'As soon as the Games are over, the government will look into the allegations of malpractises and spare no one found to be involved in them,' she added.
Thursday's move followed widespread reports of corruption and delays in the preparations for the Games, prompting Prime Minister Manmohan Singh to consult ministers and officials Saturday to review the works.
The appointments coincided with the visit of Commonwealth Games Federation (CGF) president Mike Fennel to Delhi. On the conclusion of the two-day day visit, Fennel said at a press conference Thursday: 'We (CGF) do not and will not tolerate any corruption.'
Reports of corruption, Fennel said, 'should be investigated thoroughly and acted upon as per the law of the land'.
Kalmadi, however, was defiant, saying his wings had not been clipped.
'The government has appointed these officers to coordinate as per the organising committee's request,' he said at the same press conference.
The newly-named bureaucrats have been told to resolve problems of coordination between multiple agencies and have also given the power to take decisions on the spot 'in order to tie up any loose ends'.
They will be on deputation to their new assignments till Sep 15.
'Decisions taken by these officers would have to be complied with by the executing agencies (at) the venue level,' the PMO statement said.
The officers drawn for the gigantic task include Subodh Kumar, S.R. Rao, R.C. Mishra, Amarjeet Singh, J.S. Deepak, Rohit Nandan, Shashi Shekar, Taradatt, Gopal Krishna, Rajeev Kapoor and Injeti Srinivas.
Srinivas, joint secretary in the ministry of sports, will look after issues of media accreditation.
The officers would first discuss with the sports secretary if the decisions they take have financial implications, the statement said.
According to informed sources, Deepak will be in charge of the sprawling Commonwealth Games village coming up on the banks of the Yamuna river.
The Jawaharlal Nehru Stadium, which will host the opening and closing ceremonies, will be overseen by S.R. Rao.
Earlier Thursday, Fennel met Delhi Chief Minister Sheila Dikshit for about 30 minutes to discuss issues related to the Games and infrastructure development.
Fennel had Wednesday inspected various stadiums in the city.
The Commonwealth Games -- India's biggest sporting event after the 1982 Asian Games -- will see participation from 53 countries.
Allegations of corruption and delays as well as various infrastructure problems have cast a shadow on the preparations, forcing the government to intervene.
CAT scraps promotion given to four IPS officers
The Central Administrative Tribunal (CAT) Thursday declared null and void the promotion given to four senior police officers of West Bengal cadre last year.The state government has decided to appeal against the CAT verdict, said Home Secretary Samar Ghosh.
Observing that the four officers were promoted to the Additional Director General rank in violation of the rules, the CAT said the IPS promotion order issued by the state government during the middle of 2009 was invalid.
The CAT verdict came after Inspector General of Police Anil Kumar moved the tribunal challenging the state government order and argued that the four officers were promoted by superseding him.
'In last year's promotion order, Anil Kumar was made IG (Welfare) from IG (Armed police) while his junior Raj Kanojia was promoted to Additional Director General of Criminal Investigation Department from IG (Law and Order), A.K. Maliwal to Director Security, R.K. Pachnanda and Banibrata Basu to Additional Commissioner-I and II respectively.'
Later, I.G. (telecom) N.S. Nalwa also became a party to the case, said the officer.
The CAT also said both Kumar and Nalwa should be given proper promotion in the fresh promotion list.
State Home Secretary Samar Ghosh said: 'We are yet to receive the verdict of the CAT, but if the CAT's order goes against the government we will obviously move the higher court.'
He added: 'Seniority is one of the criteria which is considered during giving promotion to police officers but not the only one. The service record is also considered during the process.'
