Population Stabilization needs to be brought back into Focus – Says Azad
M.S. Swaminathan Calls for pro-poor, pro-Nature and pro-Women approach

The Union Minister for Health & Family Welfare, Shri Ghulam Nabi Azad strongly advocated that population stabilization should be brought back into focus as fast growth of population negates the vision of ensuring inclusive growth for the 'Aam Aadami' . Emphasizing the linkages between land and food the Minister said that natural resources are limited and 'We have to bear in mind the carrying capacity of the land mass and the resources available at our disposal.' However, the Minister made it clear that he is not in favor of controlling population growth through any kind of legislation. Shri Azad emphasized generating awareness and persuading people to have small family size for the betterment of the health of the mother and child. The Health Minister was speaking at the National Workshop on Repositioning Family Planning for maternal and child health, here today.
The Minister said that the population stabilization should be seen in the broader perspective of child survival, maternal health, women's status and employment, literacy and anti-poverty efforts. He stressed that our population stabilization strategies must address the concerns of most vulnerable segments of society where incidence of IMR and MMR are disproportionately high. Unintended pregnancies lead to all kinds of complications and resultant unsafe abortions contribute significantly to maternal mortality. We need to give people access to choices and empower them to choose their family size, the Minister said. By providing quality family planning services after delivery as per the need of the women will promote spacing between children and avoid unwanted pregnancies. Underserved areas need to be targeted especially for good quality family planning services at all level. The Minister pointed out that while 14 States have achieved the objective of TFR of 2.1, some states are way behind and need to gear up their machinery.
The Chief Guest Prof. M.S. Swaminathan said that if population policy goes wrong nothing else will have a chance to go right. He underlined the need for a holistic approach to population stabilization with pro-nature, pro-women, pro-poor and pro-democratic choices to people that will lead to children by choice not by chance. He said that measures like socio-demographic charters that will map resources do gender audit and create a data base of low birth weight children can create a conducive atmosphere for population stabilization. Further more Prof. Swaminathan said that catalytic interventions like safe institutional delivery, drinking water and nutrition can dramatically bring down IMR and MMR. Prof. Swaminathan also emphasized linkages between nutrition and family planning and stressed the need to strengthen total sanitation programme. He pointed out that there is a need to optimize gains from existing schemes and benefit from cross-linkages.
Minister of State for Health & Family Welfare, Shri Dinesh Trivedi also highlighted the linkages between contraceptive choices and MMR-IMR. Shri Trivedi said that women should be empowered in the reproductive area and they should have the decision making power to choose when they should or should not become pregnant. Quality health care and expanded basket of contraceptive choices should be ensured for realizing the goals of equitable and inclusive growth , the Minister said. The Minister of State, Shri S. Gandhiselvan also underlined the need to have innovative strategies for population stabilization so that benefits of young population are fully realized. He emphasized the need for awareness and equity in the population stabilization efforts.
The national consultation has invited participation from variety of sectors in Government, private, corporate and NGOs. The consultation will look at family planning with specific reference to maternal and child health and will deliberate on various options available in the field.

Park and Ride Bus Service for Central Secretariat Complex
New Delhi: May 5, 2010
Union Minister for Urban Development, Shri Jaipal Reddy today flagged off a free "Park and Ride" bus service for Central Government office complex to ease out parking problem and reduce inconvenience to visiting public and officials. On the occasion, Chief Minister of Delhi, Smt. Sheila Dixit and MoS Urban Development, Shri Saugata Roy were also present.
Inaugurating the service Shri Reddy said it would help visitors to Government offices who find it difficult to get parking+ slot in the compounds of Government buildings besides providing comfortable transport to the Government officials to visit other offices for meeting and other official work.
The service has been started by the Ministry of Urban Development in collaboration with Govt. of NCT and CPWD. Now the visitor to the Government offices can park their cars in the parking lot of C-Haxagon and take a bus ride to any of the Government building located on either side of Rajpath. Similarly employees commuting through metro can take the ride from metro station to their offices. Government officers can visit other ministries without taking their official or personal car through the low floor AC bus under the service.
The service will start from C-Haxagon (India Gate) and will run to and fro various Central Government offices located on either side of Rajpath. It will have two routes P-1 and P-2 in clockwise and anti-clockwise direction respectively. Route 1 will start from Haxagon and will pass through Jamnagar House, Vigyan Bhawan, Nirman Bhawan, Vayu Bhawan, Rail Bhawan, Red Cross, Transport Bhawan, North Block to Haxagon. Route 2 from Haxagon to Andhra Bhawan, IGNCA, Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, 'G' Block, Sena Bhawan, South Block to Haxagon.

India Must Manage Energy Demand Efficiently: Sushilkumar Shinde
National Seminar on Energy Efficiency Looks at Concrete Steps
New Delhi: May 5, 2010
Demand for energy in India will keep increasing because of accelerated industrialization, urbanization and an emerging economy. Consequently, energy efficiency across all sectors of the economy is essential for decoupling growth in energy demand from economic growth while ensuring that India's energy demands are managed efficiently, said Shri Sushilkumar Shinde, Union Minister of Power, at a national seminar organised by FICCI, under the aegis of Ministry of Power, Govt. of India, to engage all stakeholders to seek inputs on ways and means for promoting energy conservation and efficiency. Christened as the National Campaign for Energy Efficiency, this interactive seminar was a collective brainstorming session to translate the legislative intents into concrete action plans, keeping in view the ground level realities.
Delivering the inaugural address, Shri Shinde said, "The need of the hour is to have a more vigorous and focused national awareness campaign to meet the desired objective of reducing the energy intensity of the country. The Government of India has put in place an overarching legal, regulatory and policy framework to promote market based energy efficiency in the Indian economy."
The Minister informed the gathering that the Bachat Lamp Yojana is the world's largest Clean Development Mechanism (CDM) project to get approved by the CDM Executive Board of UNFCCC at Bonn, Germany. According to the scheme, BEE plans to replace 400 million power-consuming incandescent lamps with energy saving CFL bulbs across the country, that will cost the consumers Rs 15 a piece. The replacement of the ICLs by CFLs would lead to a potential reduction of over 6,000 MW in electricity demand.
In his keynote address, Shri Bharatsinh Solanki, Minister of State for Power, said, "Energy efficiency has been brought to the centre-stage of the power sector during the last four years. The tremendous potential that energy efficiency has for saving power can bridge the gap between demand and supply. This potential needs to be harnessed and the Ministry of Power is pursuing this goal with all earnestness. All of us have a responsibility to contribute to energy efficiency efforts."
Dr Ajay Mathur, Director General of the Bureau of Energy Efficiency (BEE), said, "There is a need to generate a mass movement in favour of energy conservation to ensure that the need for energy conservation is firmly embedded in our daily lives. It has become a national cause, one that warrants all stakeholders to join hands and contribute towards an energy efficient economy. BEE invites all stakeholders to come together and contribute towards creating an energy-efficient India by promoting and endorsing BEE's programs and initiatives."
Commenting on the need for such a seminar, Dr Amit Mitra, lauding the initiative of Ministry of Power and BEE said, "The seminar is timely and welcome- it will significantly enhance the outreach for energy efficiency and conservation, which is the need of the hour. FICCI will wholeheartedly support this endeavour."
Among several programmes underway, the Energy Conservation Building Code (ECBC,) was launched by the Govt. of India on 2007. This code is intended for new commercial buildings and has initially been launched on voluntary basis. In order to further accelerate the energy efficiency activities in the existing commercial building sector, BEE developed a Star rating programme for office buildings which is based on the actual performance of a building in terms of its specific energy usage in kilo/sqm/year.
BEE's "Standards and Labelling programme" provides consumers an informed choice about the energy saving, thereby the cost saving potential of the marketed household and other equipment. This is expected to impact the energy savings in the medium and long run while at the same time it will position domestic industry to compete in such markets where norms for energy efficiency are mandatory. It includes appliances such as frost free refrigerators, air conditioners, tubular fluorescent lamps among others.
In order to accelerate demand side management (DSM) measures in the agriculture sector, Ministry of Power has initiated the Agriculture DSM programme in which pump set efficiency upgradation would be carried out through Public- private partnership mode. The objective of the programme is to create appropriate framework for market based interventions in the agricultural pumping sector by facilitating a conducive policy environment to promote Public Private Partnership (PPP) to implement the projects. First such project is under implementation in Solapur District in Maharashtra.
The inaugural session of the seminar was moderated by Dr Amit Mitra, Secretary General, FICCI and the welcome address was made by Mr Rajan Bharti Mittal, President of FICCI.
The seminar is to focus on appliances, education and buildings. Mr Devender Singh, Joint Secretary, Ministry of Power; Ms Rita Acharya, Director, Energy Conservation, Ministry of Power; and Mr Saurabh Kumar, Secretary, Bureau of Energy Efficiency also participated. Other speakers and presenters included Mr Ajay Sharma from LG Electronics India, Ms Daksha Vaja from Gujarat Energy Development Agency and Dr Satish Kumar from USAID Eco-III project.
It is now expected that broad categorization of stakeholders covering consumer groups including agriculture, industry, commercial entities, domestic etc will ensue leading to constitution of various expert Sub-Groups advising on the future movement of the campaign.
