Govt plans National Register of Business of India

KOLKATA: The government has decided to create a national register of business aimed at capturing every single commercial activity in the country to ultimately pave way for keeping more accurate statistical data of economic activities.

"We are planning a National Register of Business to keep track of every single commercial activity - both big and small - in the country," Secretary to the Ministry of Statistics and Programme Implementation TCA Anant said here today on the sidelines of a workshop on annual survey of industries.

To make it possible, the new economic census will now cover the services sector, including micro home businesses and small kirana stores.

The work on economic census will begin from June-July, 2011, and is expected to finish by the end of FY 2012 expectedly making 2004-05 as the base year, Anant said.

A national register of business will lead to switching from the annual survey of industries to the annual survey of business.

The annual survey of industries will only capture industrial production under the Factories Act, but now the government wants to capture the services sector too, which currently falls under the Shops and Establishment Act.

"We wish to aim for an annual survey of business instead of being restricted to industrial output," Anant said.

However, Anant did not like to make any commitment on a timeframe for putting it in place.
Calcutta High Court under Queen of England?
NEW DELHI: Even 63 years after Independence, the Calcutta High Court feels it is still under the control of Queen of England and not the President or Constitution of India. The High Court has contended that it does not come under the jurisdiction of the Central Information Commission, a position outrightly rejected by the transparency panel.

The submission was made before the CIC by Public Information Officer (PIO)of the High Court, Imran Hafiz, while contesting the jurisdiction of the transparency panel over it. The Commission, however, rejected the argument put forth by the High Court.

In its submission dated August 30, 2010, the High Court, quoting the RTI Act, said to qualify as the "appropriate government exercising jurisdiction over a public authority (the High Court in this case), this must be a public authority which is established, constituted, owned, controlled or substantially financed by funds directly or indirectly by (i) Central Government (ii) State Government."

"He (PIO) submitted the High Court of Calcutta was not constituted by the Central Government or even under the Constitution of India but by Her Majesty the Queen of England under Letters Patent dating from the time of Queen Victoria," the then Chief Information Commissioner, Wajahat Habibullah, quoted the letter sent by Calcutta High Court PIO in his order.

"Under Section 44, the powers of such legislation are preserved and therefore, cannot be deemed to have been transcended by the power of Government of India.

"He (PIO) went on to submit that as per Article 246 of the Constitution of India, which deals with the lawmaking powers of Parliament, the High Court is not under the control of President of India or the Government of India," order of the CIC said.

The PIO, however, agreed that the salary of Justices which is the bulk of the finance of High Court, is borne from the Consolidated fund of India and the staff of the High Court is "indeed" financed by the state government.

Rejecting the argument, Habibullah said, "The reading of the Constitutional Provisions and the Statutory Provisions leads that the Central Information Commission will have jurisdiction over the High Courts for the purposes of Right to Information Act."

"Although Imran Hafiz has ably contended that it will not be Government of India or the Union or indeed Constitution of India which established or constituted Calcutta High Court, quite clearly in the context of the present when so called Majesties have ceased to exist and have been succeeded within India or from outside by the Sovereign Democratic Republic of India of which the Head of State is the President of Union of India, any claim of any public authority in India to have established by authority other than those mentioned under the RTI cannot be accepted," he said.

Finance Minister Pranab Mukherjee, who is currently on a a US visit, plans to express his disapproval of 'protectionist policies' to top government officials including Secretary of State Hillary Clinton.

"Protectionist policies are not acceptable," Mukherjee told PTI after landing in New York on Wednesday where he stopped for a day to address the India Investment Forum.

The minister will take up the issue with officials in Washington after a spate of policy decisions in the US, which India thinks will impact its IT outsourcing industry.

Last month Ohio had banned outsourcing of state IT contracts to foreign companies. This was preceded by Washington's decision to hike visa fee for H-1B and L1 categories. The US policy decisions are expected to hurt the $50-billion Indian IT market, which garners a major chunk of revenues from American companies.

Mukherjee's visit comes after a bilateral meeting between Foreign Minister S M Krishna and Secretary of State Hillary Clinton last month, where India voiced its concerns about the visa fee hike, export controls and ban on government outsourcing.

"We shall have to keep in view that if the world economy is to come out of the present crisis then protectionism is not the answer," Mukherjee said.

Noting that the US protectionist policies could impact India's software companies, the minister said that the financial crisis would ease if "uninterrupted flow of goods and services and capital are allowed to take place".

Mukherjee stressed that India would be speaking out against protectionism at the meeting of the Finance ministers of G20 countries in South Korea, later this month.

Pointing out the already existing trade gap between imports and exports in India, Mukherjee stressed that "if there be no robust demand for exports from the developed countries then are exports may suffer...it may affect our trade balance in the course of time."

On whether the financial crisis in India was over, Mukherjee said he had withdrawn some of the stimulus package, but it was still too early to say that the country was out of the woods.

"After watching the status of growth in the second quarter and third quarter I will be in a position stay whether we are total out of it or not," he said.

Pranab unveils Chanakya statue

Chanakya was the pillar of the caste system and wanted Brahmins should be above the King. His Arthashastra is the guide even today to all Brahmins. His Arthashastra is nothing but economics of Chaturvarnya, the fourfold division of caste. By advocating the caste system he upheld the dictum of Brahmin supremacy condemned by all Dalit- Bahujans.

Chanakya was a Manu before Manu. He was prime minister and guide in Chandragupta Mourya's rule. From thence it is established that Brahmins are above kings/rulers. That dictum is true even to this day because the living Chanakyas are real rulers. They still control the Indian state.

Manu's statue is erected before the Jaipur High Court building and now Chanakya at Finance Dept. Offices. The constitution-maker is not the real guide still.

FSDC to be established soon: Mukherjee

NEW YORK: Finance Minister Pranab Mukherjee has said that the proposed high-level Financial Stability and Development Council (FSDC) would be established soon but would not dilute the autonomy of individual regulators.

"We hope to institutionalize these arrangements (FSDC) very soon," he said while addressing the seventh India Investment Forum meeting here yesterday.

Without prejudice to the autonomy of regulators, Mukherjee said, this Council would monitor macro prudential supervision of the economy , including the functioning of large financial conglomerates, and address inter-regulatory coordination issues.

It will also focus on financial literacy and financial inclusion, he said.

"We have also decided to set-up a Financial Sector Legislative Reforms Commission (FSLRC) to rewrite and clean up the financial sector laws and bring them in line with the requirements of the sector," he said.

India decided to setup FSDC , with a view to strengthen and institutionalize the mechanism for maintaining financial stability, he said.

It is to be noted that Reserve Bank has already raised concerns about the dilution of its autonomy.

The Finance Minister noted that the one of the major fallouts of the global crisis has been the conscious attempts by all governments to take a critical look at the architecture and operative components of their financial systems with an eye on ensuring financial stability.

"There is no one-size-fits-all approach in this and while the broad principles can be agreed upon, the exact nature of reforms have to be very specific," he said.

India eying double-digit growth by 2012: Mukherjee

New York, Oct 7 (IANS) India is targeting double-digit economic growth by 2012, buoyed by an estimated near nine percent growth in the first quarter of the current financial year, Finance Minister Pranab Mukherjee has said.
'The challenge now is to quickly revert to the high GDP growth path of an average of 9 percent plus and even find the means to cross the double-digit growth barrier in the coming year or two,' Mukherjee said at the 7th annual India Investment Forum meeting here Wednesday.
The Indian economy grew 8.8 percent in the first quarter of fiscal 2010-11. The government believes growth is likely to surpass the budgetary target of 8.5 percent this fiscal.
Mukherjee said the government was committed to further reform the economy and make growth process more inclusive.
'We are looking to address the weaknesses in our systems, structures and institutions at different levels of governance, making the public delivery mechanisms more robust and transparent, and sharply focus on the role of the government as an enabler,' he said.
On financial sector reforms, Mukherjee said the government has decided to set up a Financial Sector Legislative Reforms Commission to rewrite and clean up the financial sector laws and bring them in line with the requirements of the sector.
He also pointed out that the government has decided to setup an apex-level Financial Stability and Development Council (FSDC) to strengthen and institutionalise the mechanism for maintaining financial stability in the country.
'Without prejudice to the autonomy of regulators, this council would undertake macro prudential supervision of the economy, including the functioning of large financial conglomerates, and address inter-regulatory coordination issues,' said Mukherjee.

Reiterating the government's commitment to reform banking and financial sector, Mukherjee said it would be done taking into account the local requirements.
'Banking sector has come into sharper focus after the global crisis. The fact that India has not gone through any financial turbulence as a result of the earlier phase of financial deregulation is not only remarkable, but a testimony to our consistent view that reforms in global standards have to be adapted to local conditions,' he added.
Finance minister said the Reserve Bank of India (RBI) will soon issue new banking licenses to private players, in a bid to diversify banking network in the country.

New policy on FDI in multi-brand retail soon: Scindia

NEW DELHI: The Government today indicated that a new policy on foreign direct investment in the politically sensitive multi-brand retail sector will come soon.

At present, India does not allow FDI in the lucrative retail sector, which employs 33 million people and is dominated by mom & pop stores (kirana shops).

"Let me assure you that it (the inter-ministerial committee set up for the purpose) will not take inordinate amount of time...there cannot be an open-ended time line, we are monitoring the progress of that group," State Minister for Commerce and Industry Joytiraditya Scindia said at a CII meet here.

A six-member committee is evaluating the stakeholders' comments, received by the Department of Industrial policy and Promotion (DIPP), the nodal department on FDI policy, on its discussion paper on opening the sector for FDI.

"They (the committee) are working on the feed back. There is going to be a single recommendation that will come out and then a consensus will have to be built around that before we take that in terms of a policy," Scindia added.

The DIPP, in July, initiated a debate on the sensitive issue of allowing FDI in the multi-brand retail sector. It received inputs from stakeholders, including business chambers, WalMart India and French retail major Carrefour, besides the wings of the government.

The concept paper had favoured opening of the sector, subject to creation of back end logistics by the foreign retail stores.

The committee comprises officials from ministries of Micro, Small and Medium Enterprises, Agriculture, Finance, Rural Development, Commerce and Industry and Consumer Affairs.

While multi-brand retail is closed for foreign investors, 51 per cent FDI is permitted in single brand retail while there are no restrictions on inflows in wholesale cash and carry format business.

According to the discussion paper, India annually loses more than Rs one lakh crore in agri-products, including fruits and vegetables, due to lack of proper infrastructure like cold chain storage and warehousing.

Govt worried about possible US protectionism: FM

India is worried that recent comments by U.S. President Barack Obama could lead to increased protectionism and will raise the issue when G20 leaders meet in South Korea, Finance Minister Pranab Mukherjee said.

Indian outsourcers have been worried about a proposed new tax code by Obama that would end tax breaks for firms that create jobs and profits overseas and by a new U.S. immigration bill that will raise the cost of work visas.

"Obama's statements may lead to protectionism. I am of course worried about the growing trend of protectionism," Mukherjee told a television channel, excerpts of which were made available on Monday to Reuters.

"And G20 leaders should take note of it and when they meet in Korea they will make it quite clear that the answer to the problems in the international financial crisis does not lie in protectionism."

Finance ministers from the group of 20 major economies will meet in South Korea on Oct. 22-23. Heads of governments will hold a summit in Korea on Nov. 11-12.

The Indian outsourcing sector generates about 70 percent of its revenue from the United States and accounts for 5 percent of India's total economic output.

It employs more than 2 million people, mostly young workers whose spending boosts demand for everything from luxury apartments to electronics gadgets to cars.

ECB holds key rate, markets focus on cash supply

FRANKFURT: The European Central Bank held its main interest rate at a record low 1.0 per cent on Thursday, but economists were divided over whether it would voice more support for debt-laden countries as the economic outlook improves.

The ECB policy board met as the Bank of England kept its key lending rate at a record low level of 0.50 per cent and two days after Japan launched a fresh stimulus package to keep the world's third-biggest economy on track.

In the eurozone, "banks in the most troubled areas, most notably Ireland and Portugal, are still heavily reliant on the ECB's three-month lending" of central bank cash, Capital Economics senior economist Jennifer McKeown noted following the rate decision.

"We expect president Trichet to provide reassurance today that such loans will be on offer for a while yet," she added in reference to a press conference scheduled by ECB president Jean-Claude Trichet.

But Deutsche Bank economists, arguing the ECB was now turning its attention to how to begin withdrawing the huge and exceptional measures taken to support the eurozone financial system since 2007, said: "The ECB holds a bias to exit."

In contrast, the US Federal Reserve and the Bank of England were believed to be mulling fresh economic stimulus to ensure economic recoveries in the United States and Britain.

With the ECB seemingly focused in an opposite direction, the euro has been pushed to an eight-month high point of close to 1.40 dollars.

The European Commission warned Thursday that the strength of the euro was "disproportionate" and could affect economic recovery across the bloc.

And the head of the IMF said he was deeply concerned about the risk of a currency war.

At Ernst & Young, senior economist Marie Diron said: "We think that the ECB will keep its recent policy stance unchanged.

"It will continue to take its cue from financial markets, letting liquidity fall if that is what banks' participation in the ECB's (market) operations imply."

Eurozone banks have been borrowing less from the ECB as interbank lending market conditions improve, encouraging central bank governors who want to unwind unorthodox support measures.

The economy has remained on a growth path moreover, suggesting that at least some eurozone countries could begin doing without what the ECB calls enhanced credit support.

Bank of Japan reverts to zero rates in surprise move

TOKYO: The Bank of Japan on Tuesday surprised markets in adopting a zero rate policy and announced further easing measures to help safeguard a fragile recovery from the threats of deflation and a strong yen.

The central bank lowered its key rate to a range of between zero and 0.1 percent in its first such move since it set the rate of 0.1 percent at the height of the financial crisis in December 2008.

It also announced an asset purchase scheme in an expansion of its efforts to combat the harmful strength of the yen and beat persistent deflation, having faced increasing government pressure to do more to boost the economy.

"It was a quite positive surprise," said Masumi Yamamoto, equity market analyst at Daiwa Securities Capital Market.

"This signalled the Bank of Japan bowed to pressure from the government and took all the possible measures, which may actually create a new concern that the BoJ has no card left to play in its hands," Yamamoto said.

In a unanimous vote, the central bank said it would "maintain the virtually zero interest rate policy until it judges... that price stability is in sight".

It added that it would examine establishing a temporary fund to buy around 5 trillion yen (60 billion dollars) in financial assets such as government bonds, commercial paper, corporate bonds and exchange traded funds.

It had earlier expanded a loan scheme enabling banks to borrow a total of 30 trillion yen from the central bank for a maximum of six months against pooled collateral.

"Although Japan's economy still shows signs of moderate recovery, the pace of recovery is slowing down partly due to the slowdown in overseas economies and the effects of the yen's appreciation on business sentiment," it said.

The benchmark Nikkei share index jumped by around 1.0 percent on the surprise decision, and closed up 1.47 percent. The yen weakened to 83.99 against the dollar from 83.55 earlier, before strengthening back to around 83.70.

"The central bank decided on easing measures on a scale and rate much bigger than the market had expected," said Hideaki Inoue, chief forex manager at Mitsubishi UFJ Trust and Banking Corp.

But he added the greenback's gains were capped as markets also expect the US Federal Reserve to adopt further easing measures to shore up the US economy, which would soften the dollar and complicate efforts to weaken the yen.

Japan stepped into the currency markets in September for the first time since 2004 in a bid to stem the yen's strength after it hit a 15-year high against the dollar, and has repeatedly warned it is ready to do so again.

The central bank last week said that its quarterly Tankan survey of business confidence was expected to take a pessimistic view of economic conditions by the end of the year as Japan's recovery weakens.

The strong yen has hurt exporters, making their goods more expensive and eroding companies' overseas profits when repatriated.

Exports, a crucial driver for Japan's growth, expanded at their slowest pace this year in August, as the impact of the yen's strength and austere belt-tightening on overseas demand illustrated the risks threatening recovery.

A strong domestic currency also makes imports cheaper, helping prolong a damaging deflationary cycle where consumers hold off on purchases in the hope of further price drops, clouding future corporate investment.

Japan's economy expanded by an annualised 1.5 percent in the April-June period, sharply lower than the previous quarter's 5.0 percent.

Obama says US fiscal situation "untenable"

WASHINGTON: President Barack Obama on Monday said the United States was facing an " untenable fiscal situation" and would have to get serio US about tackling its federal deficit.

The US budget deficit is forecast at a record $1.47 trillion in the fiscal year that ended on Sept 30, 2010.

Obama said that emergency government spending measures he took to support growth and hiring when he took office last year had temporarily added to the funding gap, but the deficit had to be tackled going forward.

"I realize that we are facing an untenable fiscal situation ," he told a meeting of his economic recovery advisory board to discuss strengthening the partnership between community colleges and the private sector. "What I won't do is cut back on investments like education."

Obama's Democrats, who face punishment in upcoming Nov 2 congressional midterm elections from voters worried about the country's high deficit, argue their Republican Party rivals would cut spending on education.

Food entitlement act in India soon, says Swaminathan

Toronto, Oct 7 (IANS) India will soon be the first country in the world 'to enact a food security entitlement act under which every family below the poverty line will get 35 kg of grain', says M.S. Swaminathan who is in Canada to receive an honorary doctorate from the University of Alberta.
One of the pioneers of the Green Revolution in India, Swaminathan said India cannot depend on volatile global markets to ensure its food security and it will have to ramp up its own output.
Swaminathan will receive the honorary doctorate for his contribution to food security in the world.
'India needs an ever-green revolution which means increasing productivity in perpetuity with no impact on ecology. It means increase in production through productivity improvement as land is shrinking and water getting scarce,' Swaminathan told IANS Wednesday.
'The country will have to use cutting-edge technology - remote sensing, the internet, cable and phone networks - to increase farm production and incomes. Our manufacturing, IT and other sectors may be growing very fast, but it will all be meaningless if the farming sector doesn't grow fast,' said the renowned scientist, who has been named one of the most important Asians of the 20th century by Time magazine.
Since the Indian farming sector is the largest private enterprise in the world employing about 60 percent of its population, he said he was happy that the government was paying huge attention to this sector through legislation and high-end technology.
'In fact, India is soon becoming the first country in the world to enact a food security entitlement act under which every family below the poverty line will get 35 kg of grain. Thus, 45 percent of Indians will get wheat at Rs.2 per kg and rice Rs.3 per kg,' said Swaminathan, who is helping formulate the bill to be introduced in the next parliamentary session.
Described as 'the father of economic ecology' by the UN Environment Programme, Swaminathan said: 'India cannot depend on the global market to feed our 1.2 billion people. This year, Russia banned export of wheat for its needs. So what do we do? India has no option but to depend on its home-grown food.'
Since India is notorious for its food and horticulture wastage owing to lack of cold storage facilities, he said: 'I have recommended a national grid of 50 ultra-modern grain stores, each with a capacity of one million tonnes. The government is trying to rope in the private sector for this task.'

US very bullish on India: Hillary Clinton

Washington, Oct 7 (IANS) As India assumes a more global leadership role, the United States is 'very bullish' on India, says Secretary of State Hillary Clinton describing President Barack Obama's upcoming visit as 'yet another very clear statement' of US support.
The US relationship 'is going from strength to strength' she said at the 12th annual Fortune Most Powerful Women Summit here Wednesday when asked by HSBC India chief Naina Kidwai about her expectations of Obama's India visit in early November.
She expected 'more warmth and more intellect,' quipped Clinton amid laughter as Kidwai recalled that former president Bill Clinton and she herself had led the relationship with India 'with a lot of warmth and intellect.'
'Look, I think our relationship with India, which I was very pleased to open up in the '90s and then followed by the work of my husband and his visit and then the follow-on work by the Bush Administration on the civil nuclear agreement, is going from strength to strength.'
'We are now implementing a very comprehensive Strategic Dialogue between us,' Clinton said.
'And by that, I mean it's not just the visits and the meetings at high levels between the President and myself and our counterparts, but really getting into our respective bureaucracies, which, as you know in both of our countries, pose problems to actually getting things done.'
Clinton said the US was also 'looking for ways to network our business communities, our academic institutions, our NGOs - we are very bullish on India.'
'We think that India's growth rates and India's commitment to lifting people out of poverty and doing the necessary economic reforms is essential for further development for India,' she said.
'And at the same time, India is assuming more of a regional leadership role and a global leadership role, which we welcome and encourage,' Clinton noted.
'So the President's visit in November will be yet another very clear statement of our support and our commitment to the relationship,' she said.

India likely to sign FTA with EU by year-end: Sharma

India is likely to sign the much-awaited Free Trade Agreement (FTA) with European Union (EU) by the end of the year, paving the way for the opening up of two leading markets in the world for two-way free day.
"We are likely to sign the FTA deal by the end of the year. Discussions are going on within the government about the deal. We hope to finalise the deal by November when the Inter-Ministerial Committee will meet and consider the plan,"
Union Commerce and Industry Minister Anand Sharma said in Dusseldorf on Tuesday. "Commerce Secretary will be visiting Brussels for talks before November," Sharma said.  EU is currently the top trading partner of India. The FTA with EU is likely to increase trade and investment  between both the countries.  The FTA will also cover investments, thereby substantially increasing the prospects for a sharp rise in two-way investments between the two sides.  The bilateral trade between India and EU was $ 75 billion (Rs 345,000 crore) in 2009.
Sharma, who is in Germany as part of the three-day summit of Indian and German businessmen, said there's great scope to improve investments and trade between the two countries. "India is spending and $550 billion in infrastructure in the coming years. German companies can contribute significantly on this front," Sharma said.
"India's sustained economic growth and competitive cost base offers long-term opportunities whereas Indian companies can access world-class technology and R&D through collaboration with German companies," Sharma said.
During 2009, India's exports to Germany declined by 2.81 per cent to euro 5.10 billion and imports from Germany dipped 1.93 per cent to euro 7.99 billion. Industry chamber FICCI is leading a delegation of CEOs 50 Indian companies, drawn from different sectors, for three-day summit on 'India goes to Germany'.
"These CEOs will interact with officials of German companies to explore the possibilities of joint ventures, trade and technology," FICCI president Rajan Mittal said.
"When compared to other countries, German investment in India is miniscule. There's tremendous scope to improve investment by German companies. Germany is already India's largest trade partner within EU and indeed Europe.  It's also the second largest technology partner after the USA," Mittal said.
Indian CEOs are also meeting German businessmen and companies in Berlin and Frankfurt. "We have made arrangements with German companies for B2B meetings in association with German chambers of commerce," Mittal said.
According to a report  'India-Germany — exciting present, promising future', which was released in Dusseldorf by Shamra, key challenges that German companies face in India are related to speed and ease of doing business, which is relatively faster and simpler than before but can still be slower and more difficult than what German companies are used to. "Lack of adequate infrastructure  is another major concern and so is lack of information and clarity on procedures  and regulations," the report said.
Addressing Indian and German CEOs, NRW.Ivest GmbH CEO Petra Wassner said, "Indian companies have increasingly begun to recognise and utilise the opportunities that Germany offers them for their commercial development."
"With some 100 Indian companies settled here, NorthRhine-Westphalia is quickly becoming one of the leading Indian investment locations in Germany and Europe," she said.

Luxury market likely to touch $14.7 bn by 2015: Report

India''s luxury market, which is small compared to global standards, is likely to grow three times and touch USD 14.7 billion by 2015, a CII-A T Kearney report said today. In 2009, the luxury industry, including products,services and assets, was estimated at USD 4.76 billion.
"We believe that there exists a large latent demand in India, constrained by both demand side and supply side factors," the report said. In matured markets growth has plateaued, while in India it is highly under penetrated, Neelesh Hundekari, Principal and Head, Luxury & Lifestyle Practice, A T Kearney India said.
He said the Indian middle class with an income of around Rs 10 lakh per annum will give the luxury market in the country huge fillip. The major component of this market is jewellery.
Another fact emerges from this study is that Indian luxury market is 60 per cent dominated by men, if jewellery is removed. The report said Indian consumers are young - 30-45 years old.
Medium size enterprise owners forms the largest segment of Indian consumers. Traditionally wealthy families, large industrialists and corporate executives are also important segment, it said.
It further said that scattered nature of the target population is a big concern for the industry. "Cost of reach is high, results uncertain and word of mouth continues to be the best method to create a ''buzz''", the report said.
It also said companies have to struggle with lack of credible real estate options, underdeveloped back end infrastructure like warehouses as well as regulatory restrictions on FDI and high import duties.

Delhi can host Olympics, says Sheila Dikshit

Delhi can host the Olympics - the greatest international sporting event, says Chief Minister Sheila Dikshit, deriving confidence from hosting of the Commonwealth Games and seeking to put behind the controversies surrounding it.
Notwithstanding cynicism associated with the build-up to the Commonwealth Games, Dikshit pointed out that Delhi has already developed world class stadia and other infrastructure and the city is now "confident" of hosting Olympics.
"Yes, I think so. Yes, we can. We are confident (of hosting Olympics)" she said in an interview, when asked whether the city would be able to host the biggest sporting event.
Her assertion assumes significance as questions had been raised by some quarters whether India has the capacity and capability to host a mega sporting event like the Commonwealth Games in which 71 countries are participating.
However, Dikshit made it clear that the decision to host the Olympics rests with International Olympic Committee and Government of India.
"That's not a decision for me to take. We naturally feel more confident but the decision will have to be taken by the Olympic committee... Then Government of India has to say (take the decision)," she said.
The Indian Olympic Association and the Sports Ministry have been at loggerheads on bidding for the 2020 Olympics.
Despite the controversy-marred build-up to the Games, International Olympic Committee President Jacques Rogge last week had said India has set a "good foundation stone" for an Olympic bid in future. Explaining her confidence about the city's capability to host the Olympics, the 73-year-old Chief Minister said Delhi now has 15 top class stadia which were of international standard, besides other world class infrastructure.
"Look at Jawaharlal Nehru stadium and any other stadium. They all are absolutely world class. Nobody is complaining about the venues. No player is complaining. Everything was ready before start of the Games," she said, terming criticism in the run-up to the event as "premature".
Dikshit said the Tyagraj stadium, venue for netball events, built by the city government is one of the best stadia in the world.
"We built the stadium from scratch. It is now one of the best stadia in the world," she said.
Spread over an area of 16,000 square metres, the Thyagaraj Stadium has been built with the latest green building technologies and eco-friendly material. The stadium is India's first eco-friendly sports complex.
Asked about the cynicism and delays in some of the projects, Dikshit said the criticism was "premature" and media went a "little overboard" in criticising the preparations.
"Everything is ready before the Games. If you had made it six months earlier or 10 months earlier, they were not going to be used anyway... Now we got maximum number of athletes among all the Games," she said.
She acknowledged that she had gone through "anxious moments" when there was widespread criticism and questions were raised over the preparedness as India's image was at stake but asserted that she never lost hope.
Dikshit, who is the Chief Minister for the third consecutive time, equated preparation for the Commonwealth Games to winning elections.


ED alert against Lalit Modi

The Enforcement Directorate has issued a Blue Notice - an international alert to law enforcement agencies to obtain information about a person's identity and activities- against former IPL chairman Lalit Modi in its probe into the finances of the T20 cricket tournament.

The Blue Notice alert, which will be executed by the Interpol, has been issued by the ED to gather further information about Modi's whereabouts and his activities which is not known to the agency as he is in a foreign land, sources said.

Once such an alert is issued against an individual by a law enforcement agency in India, sleuths of the counterpart agency in a foreign land can intercept, question and in certain cases even detain the person who has been red flagged, the sources said.

The ED is probing alleged violations under the Foreign Exchange Management Act (FEMA) against various IPL franchises. The objective of a Blue Notice, according to the Interpol, is "to collect additional information about a person's identity or activities in relation to a crime."

Modi, who was suspended as IPL Chairman by the BCCI in April, is facing 22 charges ranging from financial irregularities to rigging bids, proxy holdings and kickbacks in broadcast deals.

SC to decide on migrant Dalits right to reservation

The Supreme Court today referred to a "Bench of appropriate strength" for deciding whether a Scheduled Caste candidate in a particular state is entitled to the benefits of quota in employment in another state. A Bench of Justices B Sudershan Reddy and S S Nijjar passed the order while dealing with Uttarakhand government''s appeal challenging a ruling of the High Court that if a SC candidate migrates to another state he or she would be entitled to the benefits of reservation.

The state took the stance that an SC migrating from one state to another would not be entitled to the benefit unless the community to which the candidate belonged was also listed under the category of Scheduled Castes in the migrating State. The High Court had earlier directed the state to reinstate certain SC candidates from UP, Bihar, Tripura as Assistant Professors in the G B Pant University of Agriculture and Technology after they were removed on the ground that though they were treated as Dalits in respective states, yet the communities were not listed as Dalits in Uttarakhand.

The apex court, while dealing with the issue, referred to the Constitution Bench ruling in Mari Chandra Shekar Rao case (1990) wherein it was held that an SC candidate cannot derive the benefit of reservation in another state unless the community was listed as Scheduled Caste on the basis of the Presidential Order under Article 341 and 342. A similar view was held by a three-judge bench in S Pushpa V Sivachanmugavel (2005) case by relying on the Constitution Bench''s earlier ruling.

However, the three-judge Bench''s ruling was ignored by a two-judge Bench in the Subhash Chandra Vs Delhi Subordinate Services Selection Board case in 2009 which took the view that the earlier direction by the three-judge Bench was only an obiter dicta (suggestion) and was not binding. It took a contary view that an SC even if he/she migrates was entitled to the benefits of reservation.

The apex court today took exception to the two-judge bench''s ruling and said "in our considered opinion, it was not open to a two-judge Bench to say that the decision of a three judge Bench rendered following the Constitution Bench judgements to be per incuriam(a mistake and not binding)." The apex court, citing a Constitution Bench ruling, said the law laid down by a larger Bench is binding on any subsequent Bench of lesser or co-equal strength.

Two groups of Hebrews (Brahmins and Jews) several centuries ago discovered they could marry the Indo-European leaders, but convince them to not marry outside of wealth. Eventually, the wealthy European Jews and Brahmins developed as a caste no one could move into.
STRATIFICATION

European Jews control the World Bank as well as American politics and world media.

They actually are "Jews of India" who identify themselves as such. They have worked themselves into the upper caste.

Endogamy alone is okey. Stratification alone is acceptable if not too extreme. However, mix stratification with endogamy and everyone is born in their class and must stay there. They cannot work their way out or marry their way out. A so-called Untouchable class will always evolve which doesn't fit into the system.

Americans did it to Blacks and Blacks are now leaders in the American entertainment industry. When a group is pushed out, they always begin to evolve into something more powerful.

The rich Whites are lazy while the Blacks are strong, withstanding tougher living conditions. A White kid in his isolated mansion will not be as productive as the Black kid in his apartment on the street, forced to work hard to engage society, dependent on himself rather than generations of money.
PALESTINIANS TAKING OVER ISRAEL

Dalits are evolving into something great. Palestinians are gradually taking over Israel. It's barely noticeable, but the CIA has predicted Israel will cease to exist in 20 years or so. Palestinians reproduce and work hard, while Jews don't appreciate that Israel was built by Palestinian labor.

You Dalits are taking over "Hindu India". You just can't see it.

I would recommend a Dalit revolt like in America. Rosa Parks wouldn't leave her place in the bus.

One day, Dalits should dress like Brahmins in the sacred thread in a public place like New Delhi, making a very public protest the world will see. Dalits should storm the temples and take the Vedas and Puranas and burn them in a sacred fire.

The beauty of India that is Bharat is the Brahminists can manipulate and manage anything and everything. They can convert a damn donkey and call it the Derby race horse and make us believe it.

Dr. Ambedkar hated: The "Father of India", Dr. Ambedkar, India's greatest genius and the liberator of the millions, is dubbed a hate-monger.

So when the ruling micro-minority (15%) has such magical, mesmerising power they can easily instal Rahul on the Delhi throne.

The formula is keep the country hungry, illiterate and dumb. And put a donkey on the throne.

But the country is yet to know what Rahul stands for. The country's overwhelming poverty-stricken masses have not even heard his name.

Nothing is working: Dalits of UP, India's single largest state ruled by a Dalit know that he is anti-Dalit.

Nothing is working in India. Our Army itself has proved it. The No.2 man in the Army is facing court martial for corruption. The entire govt. and even private sector apparatus is inefficient, dishonest, corrupt and lost the people's trust. Every wing of the society has collapsed.

Besides, every neighbouring country has turned hostile. Giant China is just watching. Over 85% of India's deprived destitutes are in great pain. Both internally and externally, India is extremely weak.

Will the Jews, the enemy's of the Western world, teaming up with the hated "Jews of India" be able to rescue India by imposing Rahul Gandhi?
Caste census: OBCs stand cheated

Bangalore: Finally, after good deal of delay the Union Cabinet surrendered to the OBCs on their just demand to enumerate caste in the current census (2011) but, as expected, added a pinch of Brahminical mischief.

The mischief is too many: The caste data collection in June 2011 will be a mere head count of castes without collecting the vital socio-economic-educational-demographic data. Mere head count is a futile exercise which means nothing but cheating over 35% of the country's population.

OBCs hinduised: But the OBCs, with all their population strength and political clout, have proved to be obedient slaves of Brahminists. In other words there will be no protests and OBCs stand cheated.

Caste decides everything: The enemy knows the danger of "caste identity" and will do everything to delay it, if not sabotage it.

Every thing in India is decided on caste basis. The Union cabinet, Supreme Court, Army appointments, every job, every decision and finally every election is caste-based. The mere 15% Brahminists rule India from centuries is also on the caste basis. Caste is India and India is caste.

Tamil Chettiar: The Tamil Chettiar opposed caste enumeration in census because caste threatens his job. The "Khatri Sick" PM was silent on caste to please his Brahmin bosses.

The OBCs stand to gain in the caste count. They can now force a constitutional amendment to get reservation like the SC/STs.But, again, hold on. The SC/STs have the reservations from day one. But the implementing authorities are the Brahminists who sabotaged it. Will the same rulers tolerate a bigger OBC danger?

What then is the solution? Yes. Defeat Brahminism. Not only OBCs and SC/STs will be liberated but more than that the country itself can live in peace.
"Khatri Sick" as India's worst & the weakest PM

Bangalore: For the first time even the world-famous Economist (Sept.4, 2010) owned by the Jews has criticised the "Jews of India" and their "Khatri Sick" PM who has messed up the whole country in his love to please the Brahminical rulers.

India never had an unelected person as its PM. But the World Bank, owned by the Jews, imposed the "Khatri Sick" who is loved because he cheated over 85% of the have-nots of the country.

He just doesn't understand India, doesn't want to understand India. In his meeting with some editors on Sept.7, 2010 in Delhi he revealed his thorough incompetency to understand India.

Muslims enslaved: He expressed fears over the forthcoming Babri Masjid judgment. There is bound to be widespread violence and killing of Muslims.

Babri Masjid was felled by the Brahminists to defeat the Mandal Commission Report that favoured reservations to OBCs. By felling the Babri Masjid they killed two birds in one stone. They cut the OBCs, made them willing slaves of Brahminism to attack and kill Dalits and Muslims. And at the same gave a shock to Muslims that in "Hindu India" their job is to remain as second-grade citizens.

The "Khatri Sick's" Congress Party, then headed by the notorious Telugu Brahmin, P.V. Narasimha Rao, willingly collaborated with the Hindu terrorist party of BJP and helped Babri demolition.

3 headaches: The "Khatri Sick" PM listed his following fears at his meeting with the editors: (1) Babri Masjid judgment, (2) the current Kashmir upheaval, (3) Maoist violence in the eastern part of India.

All the three are the creations of the ruling 15% upper castes. Neither the SC/ST/BCs (65%) nor the Muslim/Christian/Sikhs (20%) created these problems.

The caste system (Hinduism) is the cause of all the problems listed by the "Khatri Sick" PM — plus the growing poverty, deprivation and destitution of the people in which the PM takes no interest.

The ruling Brahminists (15%) headed by the 2% "Jews of India" are not ready to solve any problem. They want all these problems to continue to keep the people enslaved. This is the crux of the problem.

Caste system cause of all problems: The "Khatri Sick" PM fortunately admitted the problem of poverty facing India. But poverty is the by-product of the Brahminical exploitation. The rulers want poverty to keep the slaves poor and hungry so that they remain weak, helpless and hence obedient. This is called the divide and rule.

Caste system, which is the other word for Hinduism, is the cause of all our problems. Are the ruling upper castes ready to get rid of the caste system? No.

Because they know the death of caste system means the death of Brahminical imperialism.

But the "Khatri Sick" PM is a great supporter of Brahminism. The corporate world is the creation of the "Jews of India". The Jews in the West and "Jews of India" are cousins. Our theory is now accepted all over the world.

In other words, all these problems are inter-connected. The source of the problem is Brahminism.

Jews grooming Rahul Gandhi: You can't govern India while keeping in tact all the skeletons in the cupboard.

That is how the "Khatri Sick" proved to be a spineless PM — warming the seat for Rahul Gandhi who is being groomed by the Jews and "Jews of India" to take over — to push India into greater tragedy. (See p.14)

Loving the hated Kalmadi: That is how the "Khatri Sick" PM complimented the hated Brahmin Kalmadi, despite his proven corruption in the stinking Commonwealth Games work.

Growing poverty: Even the Economist says the PM has failed in every sector: infrastructure, health care, education, feeding the hungry. India is now in total chaos and confusion. All-round fall.

The United Nations (MDG) itself has condemned India for pushing country's 77% of the population under the poverty line. The credit goes to the "Khatri Sick" PM.

Universal primary education is dead. India has become the world's largest country of illiterates.

The "Khatri Sick" will get many feathers on his cap as he is kicked out as India's worst PM.

Currency wars and asset bubbles: World Bank, IMF at odds

TOKYO/WASHINGTON: Emerging economies should consider steps to contain fund flows that could cause currency rallies and asset bubbles, the World Bank chief was quoted as saying, but the International Monetary Fund called such actions "undesirable."

The contrasting views over capital controls come amid rising tension between emerging and developed economies over exchange rates, which is expected to be a hot topic at Group of Seven and International Monetary Fund meeting starting on Friday.

Western leaders are worried efforts by emerging economies to weaken their currencies could derail the fragile economic recovery. Officials from developing markets say ultra-low interest rates in rich countries are fuelling massive fund flows into their markets, pushing up their currencies and inflating prices of stocks, property and other assets.

World Bank President Robert Zoellick said emerging nations should consider various measures to control short-term capital flows, according to the Nikkei newspaper. But IMF deputy managing director, Naoyuki Shinohara, said it was natural and welcome for money to shift into economies with strong growth and policymakers should not try to curb such flows or use intervention to defend specific currency targets.

"When there are occasionally volatile moves in the market, intervention cannot be ruled out," he told Reuters in an interview in Washington on Wednesday. "But it's totally undesirable for a country to intervene consistently to keep currencies at a certain level."

SLAP ON THE WRIST

Shinohara, who was Japan's currency tsar before assuming the IMF post, warned Tokyo faced a losing battle trying to go against the tide and weaken the yen as monetary conditions in the United States and Europe are expected to remain easy.

"This is not something that Japan can control. If Japan tries to adjust this, it will distort markets," Shinohara said, adding that Tokyo should instead focus on structural reforms and monetary easing to beat deflation. Zoellick, however, was careful not to judge Japan and other nations which have stepped into markets to weaken their currencies.

"I'm neither endorsing them nor criticising them," Zoellick said told the Nikkei in an interview published on Thursday on its English website. Japan sold the yen in the currency market for the first time in six years last month, The currency drifted back up, hitting a 15-year high against the dollar on Wednesday.

Prime Minister Naoto Kan reiterated that sharp currency moves cannot be ignored and the government would act decisively as needed. Signs of a "currency war" are growing as major industrial nations want to keep their exchange rates weak to help their struggling exporters while emerging economies such as Brazil and South Korea are taking or planning steps to curb capital inflows.

Using exchange rates as a policy weapon to undercut other economies and boost a country's own exporters "would represent a very serious risk to the global recovery," IMF Managing Director Dominique Strauss-Kahn was quoted as saying in Wednesday's edition of the Financial Times.

Instead, nations with large trade surpluses should let their currencies rise to prevent a devastating round of competitive devaluation, U.S. Treasury Secretary Timothy Geithner said on Wednesday. China, accused by the West of keeping its yuan artificially weak to support its exports juggernaut and the prime target of such advice, has repeatedly rebuffed such calls.

Global policymakers clash on currency policies

NEW YORK: US Treasury Secretary Timothy Geithner said countries with large trade surpluses must let their currencies rise lest they trigger a devastating round of competitive devaluations.


"When large economies with undervalued exchange rates act to keep the currency from appreciating, that encourages other countries to do the same," Geithner said Wednesday ahead of the weekend's semi-annual international Monetary Fund meeting. Officials around the world fear such a "race to the bottom" will trigger trade tariffs and other measures that damage global economic growth. Using exchange rates "as a policy weapon" to undercut other economies and boost a country's own exporters "would represent a very serious risk to the global recovery," IMF Managing Director Dominique Strauss-Kahn was quoted as saying in Wednesday's edition of the Financial Times.


But China, which the West accuses of keeping the yuan artificially weak to promote exports, has rebuffed such calls. On Wednesday, Premier Wen Jiabao told the European Union to stop piling pressure on Beijing to revalue the yuan, saying a rapid exchange rate shift could unleash disastrous social turmoil in China. [ID:nLDE6950A1] "Many of our exporting companies would have to close down, migrant workers would have to return to their villages," Wen said during a visit to Brussels. "If China saw social and economic turbulence, then it would be a disaster for the world.


RACE TO THE BOTTOM


The expectation that the Federal Reserve will expand the US money supply again, lowering short term US Treasury yields even further, has weighed on the US dollar pushing the euro, yen and other emerging market currencies higher in recent months forcing some governments to take action. The global exchange rate system and the issue of rebalancing world economic growth will likely be at the top of the agenda at the IMF meeting this weekend and at Friday's gathering of finance leaders from the Group of 20 economies. Canadian Finance Minister Jim Flaherty said on Wednesday that officials would discuss currency intervention and inflexible exchange rates.


Despite disagreement among governments, IMF chief economist Olivier Blanchard said he was "optimistic" about a solution. "We are just at the beginning of the process, so it's much too early to declare it a failure." Others, however, are less sure. Brendan Brown, economist at Mitsubishi UFJ Securities International, said the IMF, which has the United States as its biggest stakeholder, would not try to prevent further US monetary easing or a weaker dollar. "That Washington institution has failed in its central mission to prevent currency war," he wrote in a report.


The US dollar tumbled to an 8-1/2-month low against major currencies Wednesday in anticipation of more Federal Reserve monetary easing, pushing the yen to a fresh 15-year high. The strong yen forced Japan to sell it in currency markets last month, its first intervention since 2004, and several emerging markets have followed suit. Brazil fired the latest shot this week in what its finance minister dubbed an "international currency war," doubling a tax on foreign investors buying local bonds to 4.0 per cent to curb its strong currency.


HOT MONEY


Some economists assigned blame for the latest flare up on exchange rates to developed countries, notably the Fed's loose monetary policy, which they claim has forced countries such as Japan and Brazil to defend their exporters. "It's doing nothing for the American economy, but it's causing chaos over the rest of the world. It's a very strange policy that they are pursuing," Nobel economics laureate Joseph Stiglitz said of US policy. The IMF said Wednesday that emerging economies were set to grow nearly three times as fast than rich nations next year, with China the main engine of growth.



Faster economic growth in developing countries than in developed countries accounts for the natural appreciation pressure on their currencies, particularly compared to the dollar, yen and euro, many economists argued. "There is a sort of currency war going on about who can depreciate his currency fastest. But emerging currencies are appreciating because their economies are doing better," said Jonathan Xiong, director of global asset allocation at Mellon Capital Management in San Francisco.


But emerging market leaders say the massive cash flows from investors looking for higher returns in developing economies have pushed up their currencies and damaged exports at a time when developed economies also want weaker currencies to stoke growth at home. South Korea warned investors it might impose further forward trading limits while India and Thailand said they were looking at steps to control speculative flows. [ID:nSGE69408I] "It's natural in that context for them to say -- we can't just let our exchange rates appreciate and destroy our exports," Stiglitz told reporters in New York this week.


Stemming appreciation won't be easy, though, as investors are bracing for the Fed to announce more easing at its next policy meeting in November. Chicago Fed President Charles Evans was quoted as saying the Fed should do "much more" to boost growth in the face of high unemployment.


In a surprise move this week, Japan pushed interest rates back to zero and pledged to pump more funds into an economy struggling to compete with a strong currency. The Bank of England meets Thursday, and economists expect at least one official to favor pumping cash into the economy, a scneario that would weaken the pound.


27 acquitted in rioting case

A Delhi court has acquitted 27 people of the charges of attempting to kill policemen and torching a police post following the latter''s bid to nab a suspect in Red Fort bomb blast case in 2000 saying there were "infirmities" in the testimonies of the cops. Additional Sessions Judge Bimla Kumari absolved all the accused, including three women, also of the charges of being members of an unlawful assembly noting that the policemen who deposed in the case were not "trustworthy and reliable" on several counts.
44 persons were alleged to have indulged in rioting, fired at the police party and burnt government vehicle, motorcycle, besides setting the police post Yamuna Pushta on fire in central Delhi on June 23, 2000. The accused, including some juveniles, were said to be agitated over picking up of one Ishaq Mullah by policemen in connection with the probe relating to the bomb blast at Red Fort on June 18, 2000.
They were also allegedly protesting over defiling of a mosque. One Mohd Mujahid was reported to have died in the incident.
"After going through the contradictions in the testimonies of witnesses and several infirmities and pitfalls in the prosecution case, I am of the considered view that the prosecution has miserably failed to prove beyond reasonable doubt that the accused were the members of an unlawful assembly," the judge said. The court also noted that it is not proved on record as to how many government gypsy and motorcycles were set on fire, as to what was the make of the vehicles allegedly burnt by the accused, as to what were the registration numbers of those vehicles and as to who set the government vehicles on fire.
The court also pointed out that there were contradictions in the statements of the policemen with regard to the timing as to when Ishaq was brought to the police post. In the 40-page judgement, the court said it is, however, proved that deceased Mujahid was brought to the police post and was interrogated and, therefore, the possibility of his death in police custody cannot be ruled out.
The prosecution case further suffered a setback as witnesses could not identify the accused and could not say with certainty as to the reason for the protest by the accused. Out of 44 people named as accused in the case registered with Kotwali police station here, 10 persons, who absconded, were declared as proclaimed offenders, four were juveniles and three others died during the trial.

Musharraf's statement nails Pak lie: MEA

India has said the recent statement of General Pervez Musharraf, admitting that militants were trained in Pakistan to fight in Kashmir while the government turned a blind eye, confirms the veracity of what New Delhi has been repeating over the years.
Reacting to General Musharraf's assertion in an interview to a German publication that militants had been trained in Pakistan, the Ministry of External Affairs said Islamabad's collusion with militant groups was a 'widely accepted fact'.
"General Musharraf's assertion only confirms the veracity of what we have been repeatedly saying over the years," the Ministry of External Affairs spokesperson said.
In an interview with German magazine Der Speigel, the former Pakistan president said militant groups were formed to fight in Kashmir because Western countries were 'ignoring the resolution of the Kashmir issue'.
Justifying the training of such groups in Pakistan, Musharraf said Kashmir is the core issue of Pakistan and Western countries such as US and Germany were expected to help resolve it.
While holding that Musharraf's statement was a widely accepted fact, India said this was the reason that a commitment was being sought from Pakistan to disallow terror groups from functioning from its territory.
"This is precisely why India has sought a firm and abiding commitment from Pakistan that it will not allow its territory and territory under its control to be used for the aiding and abetting of terrorist activity directed against India and for providing sanctuary to such terrorist groups," the spokesperson said.

Karnataka crisis: Gadkari steps in

The recurring problems faced by the BJP government in Karnataka - the latest being the withdrawal of support by five Independents and a rebellion by more than a dozen of its own MLAs - has forced the party top brass to sit up and take notice.
Sources said party chief Nitin Gadkari is directly overseeing efforts to save the state government.
Governor H R Bhardwaj has asked the CM to prove his majority on the floor of the House before 5 pm on October 12.
The plan is to split the rebels and the party's crisis managers have already established contact with some "seven to eight" vulnerable BJP MLAs and dangled the carrots of ministerial berths before them.
The equation is clear. In the 224-member Assembly, the BJP requires 113 to prove majority. As of now it has been reduced to 104 (including the Speaker) after 19 MLAs - 14 from the BJP and five Independents - revolted against the BSY government. The party's troubleshooters are also negotiating with some of the Independents to make them abstain from voting.
Sources, however, said the party is not very hopeful of cracking the Independents after four Independent ministers were ousted by Yeddyurappa on Wednesday.
"They (our MLAs) have asked for a day's time to think over the proposal. We are in constant touch with them," a top central BJP leader told The Indian Express.
Party leaders said Yeddyurappa has made it clear that he was ready for a Cabinet expansion in an attempt to woo the rebels.
Sources said Anant Kumar and local leaders like Basavaraj Bommai and R Ashok, both of them ministers in the Yeddyurappa government, are leading the negotiations to win back the rebel MLAs. "We have received positive signals. We are hopeful of bringing the situation under control soon," a leader, who is aware of the discusssions, said.
Alhough the party's central leadership was of the view that the crisis was orchestrated by the JD(S), a common feeling is that the Chief Minister is unable to take everyone along. Making things worse is the factional feud within the party unit. Yeddyurappa's style of functioning has often attracted criticism with his detractors accusing him of acting in a dictatorial manner. The party leadership, sources said, has taken note of both the machinations by anti-Yeddyurappa gang and criticim levelled against him but pointed out that the priority now was to save the first BJP government in the south.

China is ripping America: Donald Trump

NEW YORK: Billionaire American real estate mogul Donald Trump, who is "seriously considering" about the possibility of making a Presidential run in 2012, has slammed China's " unfair trade policy" and made digs at the way US was conducing business with Beijing.

" China is just ripping this country (the US) like nobody has ever ripped us before and we don't have our talented people... we don't use our great business people to negotiate. We use some diplomat," Trump told Fox News.

"I do a lot of business with China and I'm not knocking them... if you can get away with something you do it. The Chinese come over and tell me that they can't believe what they're getting away with," he added. Trump, 64, was speaking after the American media reported that residents of New Hampshire received calls in September asking them if Trump should run for president as a Republican candidate in 2012 but he says he didn't commission the poll.

The Apprentice host said one the reason he is now considering running for president is to change present policies, which could cost the US its position on the world stage. "You try doing business in China its impossible ... and yet they come over here and they make everything... the problem is that we don't make things anymore... we make it in China and other countries and we really have problem," he said.

The business tycoon also blasted the US government for putting up with China's "unfair trade" policies. "I love the concept of free trade but not unfair trade and that's unfair trade... what they do with us is unfair trade... you can't do business in China... you can't go there and even open up a store in China and yet they come here and they take over the place," Trump said.

Private capital flows to emerging mkts to touch $825 bn in '10

WASHINGTON: Private sector investments in emerging markets, including India is projected to touch a whopping $825 billion, mainly spurred by strong growth in developing countries, says a report.


"Net private capital flows to emerging economies are projected to be $825 billion in 2010, up from $581 billion in 2009 and the April forecast of $709 billion," the Institute of International Finance (IIF) has said.


IIF, a grouping of financial institutions worldwide, has estimated that private sector investments into emerging markets in 2011 would touch $833 billion.


"Flows (are) promoted by continued strength in emerging market fundamentals and weakness in mature markets," it added.


The projections exclude sovereign investments, such as those made by Governments.


According to the report, a key driver for the robust investment flow is the likelihood of having low interest regime in developed economies for an extended period.


Unlike the mature countries such as the US, emerging economies, including India and China are seeing good growth.


IIF pointed out that higher interest rates in some key emerging economies (Brazil and India) and strong growth, among others, would boost the investment flow.


Out of the total private capital inflows expected this year, "portfolio equity investment by non-residents into emerging countries" is expected to be $186 billion in 2010.


The amount stood at an annual average of $62 billion in 2005-09 and higher by $94 billion from IIF's April estimate.


On the other hand, net credit flows from banks are projected to be $85 billion in 2010, which compares to an annual average of $172 billion in 2005-09.

India to get 250-300 advanced jets co-developed with Russia

India and Russia will soon sign a multi-billion dollar agreement to co-develop an advanced stealth fighter of which the Indian Air Force (IAF) will get about 250-300, Defence Minister A.K. Antony said here on Thursday after talks with his Russian counterpart Anatoly Serdyukov.


Antony, at a joint press conference with Serdyukov, said the two countries agreed that the India would get the fifth generation fighter aircraft (FGFA) and 45 transport planes, also to be developed jointly with Russia.


"India will receive 250-300 most advanced FGFAs," Antony said.


"These two projects are the major achievements of this year, and for the next 10 years these two projects, MTA (medium transport aircraft) and FGFA, will be a shining example of India and Russian defence cooperation."


Antony said the proposal for the final agreements to be signed "within a few months" was pending with the government of India "for some technical formalities".


"All the issues have (been) discussed and solved between the two countries... Now it is in the final stages of the Indian government (because of some) some technical formalities... I am sure we will be able to complete them," he said.


An official who did not want to be named said the preliminary design contract for the FGFA was likely to be inked during Russian President Dmitry Medvedev's proposed visit to India in December.


The 30-tonne stealth aircraft -- each priced at around $100 million -- will have very advanced avionics, stealth to increase survivability and enhanced lethality, according to IAF officials.


Sedyukov said the FGFA and MTA project would be completed as per jointly agreed "time frame and final proposal will be signed soon".


On the MTA project, Antony said the two countries have already signed a shareholding agreement between Russian aircraft major Sukhoi and Hindustan Aeronautics Limited.


The twin-engine MTA, fitted with modern avionics, is a 15-20 tonne payload capacity aircraft with a maximum take-off weight of up to 65 tonnes and a cruise speed of 800 kmph. The total development cost is estimated at over $600 million, to be equally shared by both sides.


India and Russia share a long standing defence and strategic partnership that goes back to the Cold War era.


"In the area of defence, Russia is our trusted partner for a long time and will remain so in the future also," Antony said after his talks with Serdyukov.


About the delays in acquiring military hardware from Russia, including the aircraft carrier Admiral Gorshkov, Antony said all these issues "were discussed threadbare and most of the issues we have arrived at satisfactory solutions".

EU fines ArcelorMittal, 16 others for cartelisation

BRUSSELS/NEW DELHI: The European Commission has slapped a fine of over 458 million euros on the world's largest steelmaker ArcelorMittal and 16 others for operating a price-fixing cartel for nearly two decades.


"It is amazing how such a significant number of companies abused nearly the entire European construction market for such a long time and for such a vital product. This was almost as if they were acting in a planned economy, " said Joaquín Almunia, Commission Vice-President in charge of Competition.


The Commission is the executive arm of the European Union.


Earlier on June 30, the European Commission had fined 17 Prestressing steel producers 518.5 million euros for fixing prices of a type of steel used in concrete. On September 30, 2010 the Commission corrected errors in the calculation of the fine, after which the new figure stands at 458 million euro.


Prestressing steel comprises of long, curled steel wires used with concrete in construction sites to make foundations, balconies or bridges.


ArcelorMittal was imposed the largest individual fine -- over 230 million euro. Besides, the Commission increased the fines for ArcelorMittal Fontaine and ArcelorMittal Wire France by 60 per cent because they had already been fined twice for cartels in the steel sector.


The Commission has fined 17 pre-stressing steel producers a total of over 458 million euro for operating a price-fixing and market-sharing cartel between January 1984 and September 2002 in all the countries that then formed the EU except the United Kingdom, Ireland and Greece, the Commission said.


During 18 years, the companies fixed individual quotas and prices, allocated clients and exchanged sensitive commercial information. In addition, they monitored price, client and quota arrangements through a system of national co-ordinators and bilateral contacts, it added.


This is in breach of Article 101 of the Treaty on the Functioning of the European Union, the regulator said.


Throw open the stadiums for the public: Randhir Singh

The lacklustre public response to most of the events in the Commonwealth Games today prompted a concerned Organising Committee Vice Chairman Randhir Singh to call for giving free entry to at least 30 per cent of the spectators. Randhir said it was highly disappointing to see the stadiums empty for such a mega-event and immediate steps should be taken to sort out this issue.
"I feel that 30 per cent of all stadiums should be thrown open for the public. Tickets may be distributed at the gates on a first come first serve basis.
People should be encouraged to come and watch the events", Randhir told PTI. "There have been some great performances, but unfortunately not many spectators are around to see them. It is such a pity," he said.
He said steps should be immediately taken to sort out this issue. "It needs immediate attention, there are just one week left in the Games and the spectators should come in to make the event a success.

Omar's remarks shameful, fumes BJP

Taking strong exception to Jammu and Kashmir Chief Minister Omar Abdullah's assertion that Kashmir had not merged with India but acceded with it , the Bharatiya Janata Party (BJP) Thursday said his statement was 'shameful' and was meant to 'hide his incompetence'.
'Nobody has given him the right to question Jammu and Kashmir's merger and accession. He is a flop chief minister. Of all the chief ministers in the state, he is the most unpopular. He has made such remarks to hide his incompetency,' BJP spokesperson Shahnawaz Hussain said here.
Condemning Abdullah's remarks, Hussain said it was 'an old habit' of the National Conference leaders to speak in different tones in Delhi and in Kashmir.
He said the entire Jammu and Kashmir, including the part held by Pakistan, was an integral part of India and Abdullah's statement was akin to those made by separatists.
Hussain said that BJP members in the Jammu and Kashmir assembly were Thursday evicted by marshals after they protested against the chief minister's remarks. 'They were manhandled. Four of them received injuries,' the spokesman said.
Taking on the Congress over Abdullah's remarks, Hussain said that its general secretary Rahul Gandhi had given another chance to the chief minister despite his 'failure' as an administrator. 'Was he (Abdullah) given a chance to make such remarks?' Hussain asked.
He said the Congress is part of the ruling alliance in Jammu and Kashmir and cannot escape its responsibility over Abdullah's remarks.
'Congress should clarify if it agrees with Abdullah's remarks or not,' Hussain said.
Asked about the chief minister's remarks that his government was not a puppet, Hussain said the party also wants that 'he (Abdullah) should not be a puppet of separatists.'
The chief minister reportedly told the state assembly Wednesday that the state had acceded to India and not merged with it as some of the other princely states of the country.

Drone strikes in Pakistan could backfire in long-term

Escalated drone attacks in northwest Pakistan, where a suspected al Qaeda plot to attack European targets may have originated, could hurt the U.S. war on militancy by alienating residents and hardline army officers.
The number of U.S. drone strikes in the region near the Afghan border hit a record monthly high of 21 in September, generating speculation that intelligence pointed to senior militants or the attacks were aimed at disrupting a plan to hit Western countries.
Such strikes in Pakistan's Federally Administered Tribal Areas (FATA) could jeopardise U.S. strategic interests in what is considered to be a global hub for militants.
"It seems Americans want short-term gains and are not interested in long-term ways through which militants can be sidelined by turning the public against them," said Rahimullah Yousafzai, a Pakistani expert on militancy.
Reports of eight German militants killed in a suspected U.S. drone attack in North Waziristan this week deepened concern that foreigners, some with Western passports, had traveled to Pakistan and planned attacks on Europe from the remote mountains.
A rare public opinion poll conducted in Pakistan's ethnic Pashtun tribal areas in July by the New America Foundation showed U.S. drone strikes were deeply unpopular among the population, now likely to have stronger objections after wider strikes.
That's good news for al Qaeda.
"The intensity of opposition to the American military is high. While only one in ten of FATA residents think suicide attacks are often or sometimes justified against the Pakistani military and police, almost six in ten believe these attacks are justified against the U.S. military," the poll showed.
More than 75 percent of FATA residents oppose drone attacks which have risen sharply under the Obama administration.
"Indeed, only 16 percent think these strikes accurately target militants; 48 percent think they largely kill civilians and another 33 percent feel they kill both civilians and militants," said the study.
Drones have killed senior al Qaeda and Taliban figures.
HARDLINE ELEMENTS
Pakistan worries they undermine efforts to deal with militancy because civilian casualties inflame public anger and bolster support for the militants. But killing high-profile targets requires Pakistani intelligence, analysts say.
Pakistan may not be so cooperative if often stormy relations are strained - as they are now over NATO cross-border incursions.
Although army chief General Ashfaq Kayani is believed to have good ties with the United States, other senior officers may grow tired of U.S. doubts over Islamabad's commitment to fighting militancy.
Imtiaz Gul, author of The Most Dangerous Place, a book about Pakistan's lawless tribal areas, said wider drone attacks would probably create many ripples in the military.
Hardline elements in the army could argue Pakistan had lost thousands of soldiers supporting the U.S. war on militancy and is getting little in return except pressure to do more.
"At some stage they could prevail or would at least be able to influence policy. You cannot totally disregard them," said Gul.
The survey's face-to-face interviews with 1,000 residents age 18 or older showed opposition to the drones was not based on general anti-U.S. feelings. They just don't like the U.S. military.
That does not mean people backed al Qaeda or Taliban insurgents, according to the survey.

Yeddyurappa seeks divine help to save his government

Bangalore/Kannur/Mumbai, Oct 7 (IANS) Facing a threat to his regime, Karnataka Chief Minister B.S. Yeddyurappa Thursday sacked two rebel ministers, sought divine intervention and was confident of survival of the Bharatiya Janata Party's first government in south India.
Yeddyurappa sacked two ministers belonging to his party, taking the number of rebel ministers shown the door from his 34-strong ministry to six.
He had dropped four ministers -- all Independents -- Wednesday, hours after they joined 14 BJP legislators, including three ministers, to express lack of confidence in his leadership.
'The chief minister has recommended to Governor H.R. Bhardwaj to drop state fisheries minister Anand Asnotikar and Municipalities & Local Bodies Minister Balachandra Jarkhiholi from the ministry,' an official in the Chief Minister's Office told IANS.
Asnotikar and Jarkhiholi joined BJP a few weeks after it came to power in May 2008, quitting the assembly and their parties Congress and Janata Dal-Secular, respectively. They won the resulting bypolls on BJP ticket and were rewarded with ministries in July 2008.
The third BJP rebel minister, M.P. Renukacharya, who holds the Excise portfolio, is a two-time party legislator. He was included in the ministry early this year after weeks of dissident activities by him with a group of party legislators.
Last year he had associated himself with mine owners Reddy brothers during their revolt against Yeddyurappa but later switched loyalties and went around saying only Yeddyurappa was his leader.
The beleaguered Chief Minister, who will be seeking the confidence of the house on Oct 11, Thursday prayed at the 11th century Rajarajeswara temple at Taliparamba in Kannur district in neighbouring Kerala.
Yeddyurappa is known to visit temples in south India often. He had prayed at this temple and offered an elephant for the deity in 2008.
As the Chief Minister continued action against rebels and prayed for divine intervention, a group of 12 rebels Thursday flew to Mumbai from Kerala and were holed up at the airport. Their plan to travel to the pilgrim town of Shirdi had to be abandoned owing to security considerations, according to party sources.
Yeddyurappa, who will seek confidence of the house a day earlier than the deadline given by Bhardwaj, told reportes in Bangalore and also at Kannur that he was sure of victory.
'I am sure that we will be able to bring back those legislators who are now against us. We will win the confidence of the house,' Yeddyurappa told reporters after offering prayers at the Rajarajeswara temple.
The four Independent ministers sacked Wednesday were Shivaraj S. Tangadagi, agriculture marketing & small scale industries; Venkataramanappa, textile & sericulture; P.M. Narendra Swamy, social welfare; and D. Sudhakar, youth services & prisons.
By late Wednesday, two BJP dissident legislators -- B.P. Harish and D.G. Patil -- returned to the Yeddyurappa fold, expressing confidence in his leadership.
In a related development, the party's state unit president K. Eshwarappa expressed confidence that Yeddyurappa would prove majority on the floor of the house Oct 11.
'We are confident that the rebels will come back to the fold and stand by Yeddyurappa in this hour of crisis. There are indications that four-five dissident legislators are ready to toe the party line,' Eshwarappa told reporters in Bangalore.
The revolt has reduced the strength of the Yeddyurappa government to 98 in the 225-member assembly, including one nominated member.
The opposition Congress has 73 legislators and the Janata Dal-Secular 28. The remaining six are Independents.

Realty player Prestige Group eyes Rs 1,200 crore from IPO

Real estate firm Prestige Group is eyeing Rs 1,200 crore from its Initial Public Offering (IPO) scheduled to hit the market on October 12. The issue will close for subscription on October 14.
The Bangalore-based company has fixed the price band of the IPO at Rs 172-183. The proceeds from the issue will be utilised to fund construction and development of ongoing projects, acquisition of land and for clearing debts, Prestige Group Chief Financial Officer Venkat K Narayana told reporters here.
"About 65 per cent of the fund raised will be used for developing ongoing projects and the rest will be used for corporate purposes," he said. Prestige has operations spread across tier II and III cities in southern India besides Bangalore.
Its subsidiaries currently own or hold developments rights for 57.36 million sq ft area, which includes 28.43 million sq ft of saleable area and 11.04 million sq ft leasable area, he said. The company had clocked a PAT of Rs 129.44 crore during the year ended March 2010.
The total revenue stood at Rs 1,086 crore, while the revenue for the first quarter ended June 30 was Rs 309.45 crore. The shares are proposed to be listed on the NSE and BSE. The Book Running Lead Managers are Enam Securities, J P Morgan India, Kotak Mahindra Capital and UBS Securities India.

Three Indians make it to Forbes'' 100 powerful women list

Three Indian women, including ICICI Bank chief Chanda Kochhar, today made it to the world''s 100 most powerful women list compiled by Forbes magazine which has put America''s first lady Michelle Obama on top. Indra Nooyi, the Chennai-born CEO of food and beverage major PepsiCo, is ranked 6th, while Axis Bank''s Chief Executive Shikha Sharma is placed at 89th position and Kocchar is at 92.
However, Sonia Gandhi, head of the the Congress Party that leads the ruling coalition in the country, surprisingly does not figure in this year''s list released today. In the annual list published last year, Forbes had ranked Gandhi at the 13th position and had said that "Gandhi, the Italian-born leader of India''s most powerful political party, the Indian National Congress Party, is still the country''s dominant force since she reluctantly entered politics in the 1990s.
" This year, Forbes divided the 100 power women candidates into four groups of politics, business, media and lifestyle. It ranked the women in each group, and then group against group.
Nooyi, Sharma and Kocchar have also been ranked separately under the ''business'' category. Nooyi is the second most powerful woman in the world in the field of business after Kraft Foods Chief Executive Irene Rosenfeld.
Out of the 39 women listed in the business category, Sharma''s rank is 33 and Kocchar''s is 35. Nooyi, whose total annual compensation package last year was USD 10.6 million, nudged a USD 20 million slice of the company''s USD 616-million-a-year ad budget away from traditional to social media spends.
Forbes said Pepsi''s worldwide campaign, Pepsi Refresh, allocates USD 1.3 million each month for a US project, such as the recent ''Do Good For the Gulf,'' which offers stipends to build a shelter for animals whose owners lost their homes to the oil spill and to provide mental health services and job training. "Brands have to speak to millenniums; young people want to make a difference," Forbes quoted 54-year old Nooyi as saying.

Late sell-off pulls down Sensex 227 points

A late sell off pulled a benchmark index of Indian equities down 227 points Thursday. The big profit booking hit broader markets as well.
Foreign funds, however, bought into Indian equities. Data from the Securities and Exchange Board of India (SEBI) showed influx of $515.89 million from foreign institutional investors (FIIs).
The 30-share sensitive index (Sensex) of the Bombay Stock Exchange (BSE), which opened at 20,544.3 points, closed at 20,315.32 points, down 227.76 points or 1.11 percent from its previous close at 20,543.08 points.
It had slipped more than 270 points minutes before closing bell to an intra-day low 20,272.77 points.
Realty, metals, IT and capital goods stocks saw bulk of the selling. All but one of the 13 sectoral indices on the BSE were in the red. Healthcare scrips saw some buying.
At the National Stock Exchange (NSE), the 50-share S&P CNX Nifty ended at 6,120.3 points, down 1.07 percent.
Broader markets too gave up their intra-day gains. The BSE midcap ended 0.68 percent down and the BSE smallcap index 0.89 percent lower.
Top Sensex gainers were Tata Power, up 2.48 percent at Rs.1,433.40; Hero Honda, up 1.18 percent at Rs.1,841.45; Cipla, up 1.16 percent at Rs.331.25 and Reliance Comm, up 0.68 percent at Rs.178.15.
Among the losers were Tata Steel, down 4.2 percent at Rs.649.55; DLF, down 3 percent at Rs.380.95; Reliance Infra, down 2.95 percent at Rs.1,087.30, and HDFC, down 2.5 percent at Rs.726.70.
Other Asian markets too closed on a sombre note as traders chose to book profits. The mood was cautious, ahead of the release of US non-farm payroll data.
The Japan's Nikkei closed flat at 9,684.81 points, down 0.07 percent.
Hong Kong's Hang Seng also ended trade almost unchanged at 22,884.32 points. The Chinese markets were closed Thursday.
European market indices moved up after a weak start, ahead of a meeting of the European Central Bank to decide on key interest rates.
Around mid-day, Britain's FTSE 100 was trading at 5,695.41 points, up 0.25 percent.
The German DAX was ruling 0.46 percent higher at 6,299.61 points and the French CAC 40 was trading at 3,788.6 points, up 0.63 percent from its previous close.

Global luxury brands urged to have production bases in India

International luxury brands were Thursday urged to establish production bases in India for feeding international markets and not just consider this country a lucrative market for sales.
'India was once upon a time looked upon as just a source of products. Gradually it has become a strong market. But I am here urging you (international brands) to create a balance between viewing India not only as a market, but also as a production base of luxury products,' Minister of State for Commerce and Industry Jyotiraditya Scindia said at the Luxury Goods Forum 2010 organised by Confederation of Indian Industry (CII).
'I am confident that you have a lot to offer to India, but India also has a lot to offer to the world - and that engagement will help us to showcase the diversity and vivacity of our country to the world,' he added.
India's luxury market was estimated at $4.67 billion in 2009, according to a report by A.T. Kearney. A number of international brands have opened retail stores across the country, mostly in key markets like New Delhi and Mumbai.
But Scindia hoped international brands will start producing their goods here as well.
'Establish your production bases in India to supply Southeast Asia, West Asia and North Africa, because that is where India's core competency also lies,' he added.
Scindia, scion of the erstwhile royal family of Gwalior, said that India has a pool of artisans and their skills need to be adequately exploited.
'We have millions of artisans with a pedigree of creating luxury good. These artisans need four things - they need scale, they need technology infusion, they need marketing and lastly consistency - all of which you can provide.
'If you can infuse these in what used to be a mass product, you can transform it into a niche or a bespoke product. And that is what I would like to see happen more and more from luxury houses from across the world,' said Scindia.

World Bank, IMF at odds over hot money

Emerging economies should consider steps to contain fund flows that could cause currency rallies and asset bubbles, the World Bank chief was quoted as saying, but the International Monetary Fund called such actions "undesirable."
The contrasting views over capital controls come amid rising tension between emerging and developed economies over exchange rates, which is expected to be a hot topic at Group of Seven and International Monetary Fund meeting starting on Friday.
Western leaders are worried efforts by emerging economies to weaken their currencies could derail the fragile economic recovery. Officials from developing markets say ultra-low interest rates in rich countries are fuelling massive fund flows into their markets, pushing up their currencies and inflating prices of stocks, property and other assets.
World Bank President Robert Zoellick said emerging nations should consider various measures to control short-term capital flows, according to the Nikkei newspaper.
But IMF deputy managing director, Naoyuki Shinohara, said it was natural and welcome for money to shift into economies with strong growth and policymakers should not try to curb such flows or use intervention to defend specific currency targets.
"When there are occasionally volatile moves in the market, intervention cannot be ruled out," he said in an interview in Washington on Wednesday.
"But it's totally undesirable for a country to intervene consistently to keep currencies at a certain level."
SLAP ON THE WRIST
Shinohara, who was Japan's currency tsar before assuming the IMF post, warned Tokyo faced a losing battle trying to go against the tide and weaken the yen as monetary conditions in the United States and Europe are expected to remain easy.
"This is not something that Japan can control. If Japan tries to adjust this, it will distort markets," Shinohara said, adding that Tokyo should instead focus on structural reforms and monetary easing to beat deflation.
Zoellick, however, was careful not to judge Japan and other nations which have stepped into markets to weaken their currencies.
"I'm neither endorsing them nor criticising them," Zoellick said told the Nikkei in an interview published on Thursday on its English website.
Japan sold the yen in the currency market for the first time in six years last month, The currency drifted back up, hitting a 15-year high against the dollar on Wednesday.
Prime Minister Naoto Kan reiterated that sharp currency moves cannot be ignored and the government would act decisively as needed.
Signs of a "currency war" are growing as major industrial nations want to keep their exchange rates weak to help their struggling exporters while emerging economies such as Brazil and South Korea are taking or planning steps to curb capital inflows.
Using exchange rates as a policy weapon to undercut other economies and boost a country's own exporters "would represent a very serious risk to the global recovery," IMF Managing Director Dominique Strauss-Kahn was quoted as saying in Wednesday's edition of the Financial Times.
Instead, nations with large trade surpluses should let their currencies rise to prevent a devastating round of competitive devaluation, US Treasury Secretary Timothy Geithner said on Wednesday.
China, accused by the West of keeping its yuan artificially weak to support its exports juggernaut and the prime target of such advice, has repeatedly rebuffed such calls. On Wednesday, Premier Wen Jiabao told the European Union to stop piling pressure on Beijing to revalue the yuan, saying a rapid exchange rate shift could unleash social turmoil in China that would prove disastrous for the world economy.

World economic recovery unbalanced

The International Monetary Fund on Wednesday described the world economic recovery as unbalanced -- sluggish in advanced countries and much stronger in emerging and developing economies -- and said that the consumption and investment are key to even out the trend.
"The world economic recovery is proceeding, but it is an unbalanced recovery. It is sluggish in advanced countries and it is much stronger in emerging and developing economies," Blanchard, Director of the Research Department, which produces the World Economic Outlook said.
"Over the last year or so, the main drivers of the recovery were inventory accumulation and fiscal stimulus. The first one is coming to a natural end and the second one is being slowly phased out. So, what has to happen is that consumption and investment must now take the lead," he said as the latest report of the World Economic Outlook was released here.
"Now, in most advanced countries, however, consumption and parts of investment are still weak and will remain so for some time. By contrast, in most emerging and developing economies, consumption investment is strong and, therefore, sustaining growth," he said.
Blanchard said the weakness of consumption and parts of investment in most advanced economies reflects both a correction of pre-crisis excesses, which have to be corrected and the scars of the crisis.
So, the US consumers who had ever borrowed before the crisis are now saving more and consuming less. This is good for the long run but it is a drag on demand in the short run, he noted.
"Weaknesses in the financial system are still constraining credit, a theme which was developed by the GFSR on Wednesday. Bottom line, this is what leads us to predict low growth for advanced countries.
The relevant numbers are 2.7 per cent for 2010 and 2.2 per cent for 2011. With such low growth, we forecast that the unemployment rate will remain very high. The numbers here again are 9.6 per cent for the US in 2010 and 10 per cent for the euro (zone) also in 2011," the IMF official said.
By contrast, the IMF official said, in many emerging economies where excesses were limited and the scars of the crisis are few, consumption investments are contributing to strong growth. "In many of these countries, output is nearly back or already at potential. Hillary Clinton 'tuned' for 2016 Presidency?

Washington, Oct 7(ANI): US Secretary of State Hillary Clinton may not want to replace Vice President Joe Biden, but she may still want to succeed President Barack Obama, her old advisers have said.
"Stay tuned for 2016," The Politico quoted one of her 2008 campaign's topmost figures, as saying.
Meanwhile, when asked about Hillary's prospects, James Carville, Bill Clinton's former campaign manager, said: "Once you run for president you always want to be president. My assumption is that once you've run you're going to run again."
"Running for President is like having sex: you don't do it once and forget about it. It has a high, high recidivism rate," he added.
The idea of a 2012 Obama-Clinton ticket and 2016 Presidency had surfaced because of the remarks made by noted author-cum-journalist Bob Woodward.
Promoting his book "Obama Wars" on CNN Tuesday night, CNN's John King asked Woodward about the rumour that Obama would do a switch and make Clinton his running mate instead of Biden.
"It's on the table," Woodward replied.
"And some of Hillary Clinton's advisers see it as a real possibility in 2012. President Obama needs some of the women, Latinos, retirees that she did so well with during the 2008 primaries. So they switch jobs and not out of the question," he added.
Woodward also suggested that the real focus of the US Secretary of State is 2016.
"Hillary Clinton could run in her own right in 2016 and be younger than Ronald Reagan when he was elected president," he said.
However, Hillary denied the 'Vice President-switch' speculations, and said: "I have absolutely no interest and no reason for doing anything other than just dismissing these stories and moving on."
"I think the Vice President is doing a wonderful job. He's a great friend of mine. We work together closely," she added. (ANI)
