अपने प्रबल मित्र जिन्हें तारीफ से एलर्जी है,उनकी यह पंक्ति है और फोटोज भी उनकी यह साथ में हैं।उनकी इजाजत के बिना पहाड़ों के माली हालात बयां करती इस फिजां की परतों के साथ देश में स्त्री पक्ष की कुछ तस्वीरें नत्थी कर रहा हूं।कमल की तस्वीर और उसके लिखे शब्दों पर मेरा पुश्तैनी हक है।

कमल जोशी ने हमका तो टाइम मशीनवा मा बइठा दिहिस बाड़न के हमें तराई में गूलरभोज,बिंदू खत्ता,शक्ति फार्म और भाबर के तमाम पहाड़ी गांव याद आ गये।


भुला दिया गया चोरगलिया याद आ गइल।


1978 में जो हम देश व्यापी जलप्रलयमध्ये नैनीताल डीएसबी में एमए प्रथम वर्ष इंगलिश की परीक्षा देकर गिरदा और शेखर की गंगोत्री से वापसी के बाद उहां दौड़ पड़े और भूस्खलन मध्ये पैदल ही पैदल गढ़वाली गांवो को होकर पगडंडी होकर भटवाड़ी तक पहुंच गये गंगा की धार के साथ साथ,उसी बहाव में आ गये हम।


फिर जो उसके बाद नैनीताल लौटकर कुमायूं की पैदल यात्रा की ,वे सारी यादें यकबयक ताजा हो गयी।


बाकी देश के विकास की चकाचौंध चाहे जो हो,अपनी देवभूमि हिंदुत्व के वसंत बहार मध्ये वहीं के वहीं है।बेदखल हो गइलन पहाड़ी सगरे।


रोजी रोजगार नइखे।पहाड़ी हुए जनमकर तो या तो बर्तन मांजो मैदान में जाकर जिसकी कथा शेखर जोशी ने दाज्यू में जीवंत कर दी रही।


या फिर कोसी केघटवार बनकर ख्वाब धेखत रहो कि जिंदगी की घाटी में कबहुं तो बहार अइहें।बाकीर थोड़ा पढ़लिखकर रोजगार मिलल तो साहब साहबन बनकर पहाड़ को अलविदा और नराई में ही बसा लियो हिमालय।


या फिर कुंमायूं गढ़वाल रेजीमेंट में दाखिला लेकर रंगरूट बनकर कदमताल करते रहो।


कुलै कामकाज हमारी इजाएं,वैणियां और भूलियां संभारे हैं।

एकदम मणिपुर का जैसा है हमार उत्तराखंड।


जहां काम धंधा के साथो मानीआर्डर इकोनामी में बेदखल एक एक इंच पहाड़,बेदखल ग्लेशियर,बेदखल नदी,बेदखल झील,बेदखल झरने,बेदखल नदी,बेदखल पर्यटन कारोबार के मध्य औरतें घासौ काटे हैं और रोजीरोटीका इंतजाम भी करें हैं।


नेपाल और सिकिकम मा भी यही किस्सा है।आदिवासी भूगोल की कथा भी यही है।

        आर्य जनपदों की स्थापना

 आर्य समाज ने भारत में प्रवेश सेना के साथ नहीं किन्तु परिवार , चल सम्पति व पशु सम्पति के साथ किया था।  अतः कहा जा सकता है कि आर्यों का विस्तार सेना की सहायता से नही बल्कि सामाजिक उच्चता याने सम्पति- समृद्धि प्राप्ति से हुआ।


आर्य अपने पशुओं को लेकर चराई वाले क्षेत्रों से धीरे धीरे आगे बढ़े।  उन दिनों सप्तसिंधु या सिंधु -सतलज क्षेत्र में उस समय अन्य जनपद थे।  ये जनपद भी सिंधु घाटी संभ्यता समाज समान अपनी रक्षा या जमीन के प्रति सावधान नही थे। अतः ये जनपद आर्यों के चारागाहों में आने के बाद  पूर्व व दक्षिण की ओर हटते गए और कुछ यहीं रहीं और आर्यों के साथ कलह में शामिल थीं ।  आर्यों के पहले सिंधु क्षेत्र में कॉल , द्रविड़ , खस जातियां बसी थीं।  आर्य प्रसार युद्ध से नही हुआ।  तभी तो कुभा से लेकर शुतुद्रि तक पंहुचने के लिए आर्यों को 300 साल या नौ दस पीढ़ियां लगीं।  आदि समाज के ऊपर आर्यों का शाशन बढ़ता गया।


सप्त सिंधु  आर्यजनों में पुरू , यदु , तुर्वस , द्रह्यु जनपद मुख्य थे।


  धीरे धीरे इन आर्य जनपदों ने अनार्य जनपदों को नष्ट करना शुरू किया और पूर्व की ओर बढ़ना शुरू किया। आर्यों की तुत्सु  भरतों की एक उपशाखा थी।  इनमे बद्रयश्व , उसका पुत्र दिवोदास और पौत्र सुदास प्रसिद्ध हुए।  दिवोदास ने अपने जनपद के उत्तर में हिमालय की निचली ढालों में बसे जनपदों का उत्पाटन किया। सुदास ने सप्तसिंधु व पंजाब के आर्यों को एकजुट करने की कोशिस की।


सुदास की महत्वाकांक्षा का अन्य आर्य जनपदों जैसे यदु , तरवस , पक्थ , भलान , अलीन , विषाणी, शिव आदि जनपदों ने भारी विरोध किया।

देश के प्रधानमंत्री अब भारत को अमेरिका बनाकर ही अमन चैन कायम करेंगे,तय है और जब तक ऐसा नहीं होता है,हिंदू जायनी साम्राज्यवादियों को खुल्ला खेल फररऊखाबादी खेलने की खुली छूट बा।


गौरतलब है कि 2014 आम चुनाव और उसके साथ हुए विधानसभा चुनावों में बीजेपी के आक्रामक चुनाव प्रचार की चर्चा हर तरफ हुई।


'अबकी बार मोदी सरकार' का जुमला हो, भारी खर्च वाले विज्ञापन या मोदी का 3 डी अवतार, प्रचार का हर तरीका जनता में खूब लोकप्रिय हुआ। लेकिन इस प्रचार अभियान में बीजेपी ने 714 करोड़ रुपये की भारी-भरकम खर्च कर डाली।


कांग्रेस ने बुरी तरह पराजित होने से पहले 516 करोड़ रुपये खर्च किए। भारी तगादे के बाद राष्ट्रीय पार्टियों ने चुनाव आयोग को अपने चुनावी खर्च का ब्योरा सौंपा है।


बिजनेस फ्रेंडली मिनिमम गवर्नेंस का असली राज यही हुआ बै चैतू।


गोआ के चुनांचे बलि इसीलिए प्रधानमंत्री नरेंद्र मोदी ने देश में सकारात्मक नियामकीय ढांचा, कर व्यवस्था में स्थिरता और ढांचागत क्षेत्र को प्रोत्साहन के साथ सुधारों को 'उच्चतम गति' से आगे बढ़ाने का आज वादा किया ताकि भारतीय अर्थव्यवस्था को मौजूदा 2,000 अरब डॉलर से 20,000 अरब डॉलर की अर्थव्यवस्था बनाया जा सके।


पंजाब और हरियाणा में मैसेंजर आफ गाड ने आग लगा दी है बल और इसी दरम्यान डेरा सच्चा सौदा के प्रमुख गुरमीत राम रहीम की फिल्म मेसेंजर ऑफ गॉड (एमएसजी) को मंजूरी के मुद्दे पर फिल्म सेंसर बोर्ड ने सरकार के खिलाफ बगावत कर दी है।


गौरतलबै ह कि  बोर्ड की अध्यक्ष लीला सैमसन के समर्थन में 8 सदस्यों ने सूचना प्रसारण मंत्रालय को अपना इस्तीफा भेज दिया है। इन सभी सदस्यों ने एक ही चिट्ठी में सामूहिक इस्तीफा भेजा है। इससे पहले शुक्रवार को लीला सैमसन ने सरकार पर सेंसर बोर्ड के कामकाज में दखल देने का आरोप लगाते हुए इस्तीफा दे दिया।


कमसकम दिल्ली के मामले में कारपोरेट वकील अरुण जेटली अमित शाह पर भारी दीक्खे हैं और इसका मतलब बूझने के लिए अन्ना हजारे उवाच भी गौरतलब है।

गौरेतलब है कि पूर्व आईपीएस अधिकारी किरन बेदी की गुरुवार को बीजेपी में एंट्री को लेकर करीब 10 दिनों से बातचीत चल रही थी। बीजेपी में शामिल होने से पहले वह किस तरह प्रधानमंत्री नरेंद्र मोदी से मिलीं और कैसे पीएम ने उन्हें सपोर्ट किया इसकी कहानी दिलचस्प है।


सूत्रों के मुताबिक, बीजेपी के सीनियर नेता और वित्त मंत्री अरुण जेटली इस बातचीत को बढ़ा रहे थे। बेदी को बीजेपी में लेने के कई महीने पुराने विचार ने गंभीरता एक सर्वे के बाद पकड़ी। बीजेपी के आंतरिक सर्वे में यह बात सामने आई कि पार्टी एक बड़ा प्रभावशाली चेहरा न होने की वजह से 'आप' नेता अरविंद केजरीवाल के मुकाबले पिछड़ सकती है।


इस पर तुर्रा यह कि अन्ना ने कहा कि भाजपा में शामिल होने से पहले किरन ने मुझसे किसी भी तरह की बात नहीं की।


एइसन माहौल में अब बांच लेैके चाहि आपण आपण सपना सकल के प्रधानमंत्री ने जोर दिया कि विकास के नतीजे रोजगार अवसरों के रूप में सामने दिखने चाहिए। उन्होंने कहा कि सरकार नियमों में बदलाव करेगी, कर व्यवस्था में सुधार करेगी और जरूरतमंद लोगों को ध्यान में रखकर सब्सिडी प्रदान करेगी। उन्होंने कहा, 'एक सकारात्मक नियामकीय ढांचा, कर व्यवस्था में स्थिरता और कारोबार करना आसान बनाने को तीव्र गति से आगे बढ़ाया जा रहा है।'


एक अंग्रेजी आर्थिक अखबार के ग्लोबल बिजनेस समिट को संबोधित करते हुए पीएम मोदी ने कहा, 'हम निवेश के रास्ते आने वाली विभिन्न अड़चनों को दूर कर रहे हैं। हमारी कर व्यवस्था में भारी सुधार की जरूरत है जिसकी पहल की जा चुकी है। मैं गति में विश्वास करता हूं। मैं तेज गति से व्यापक बदलाव लाऊंगा। आप आने वाले समय में इसकी सराहना करेंगे।'


प्रधानमंत्री ने कहा कि राजकाज में सुधार एक सतत प्रक्रिया है और उनकी सरकार ऐसी जगहों पर बदलाव कर रही है जहां नियम व प्रक्रियाएं आज की आवश्यकताओं के मुताबिक नहीं हैं। उन्होंने कहा कि पिछले दो साल में वृद्धि दर पांच प्रतिशत से नीचे रही, राजकाज का स्तर बहुत ही नीचे चला गया था और घोटाले पर घोटाले सामने आए। अब नए युग के भारत का उदय होना शुरू हो गया है।


उन्होंने कहा, 'हमें जो क्षति हुई है उसे ठीक करना है। आर्थिक वृद्धि में तेजी को बहाल करना कठिन कार्य है। इसके लिए बहुत बड़े प्रयास, निरंतर प्रतिबद्धता और मजबूत प्रशासनिक कार्रवाई की जरूरत है, लेकिन हमें भरोसा है कि हम निराशा की मानसिकता से उबर सकते हैं।' मोदी ने कहा कि तीव्र आर्थिक वृद्धि के लिए राजकाज में पारदर्शिता और कुशलता तथा संस्थागत सुधार बहुत जरूरी है।


उन्होंने कहा कि उनकी सरकार 'नीतियों एवं नियमों को आर्थिक वृद्धि के अनुकूल बनाने के लिए तेजी से कदम उठा रही है।' प्रधानमंत्री ने कहा कि बुनियादी ढांचे को मजबूत बनाया जा रहा है, नए दृष्टिकोण एवं नए उपाय किए जा रहे हैं ताकि रेलवे और सड़क निर्माण जैसे क्षेत्रों में अधिक से अधिक निवेश आकषिर्त किया जा सके।


प्रधानमंत्री मोदी ने अपने एजेंडा की रूपरेखा प्रस्तुत करते हुए कहा कि राजकोषीय घाटे के लिए निर्धारित सीमा को भंग नहीं होने दिया जाएगा। मुद्रास्फीति पर सख्ती से अंकुश लगाया जाएगा, जीएसटी लागू किया जाएगा तथा जनधन योजना जैसे कार्यक्रमों पर अमल के जरिए गरीबों को वित्तीय प्रणाली से जोड़ा जाएगा तथा रुपये को अधिक उपयोगी बनाया जाएगा।


उन्होंने कहा, 'हम बजट में घोषित राजकोषीय लक्ष्यों को हासिल करने के लिए प्रतिबद्ध हैं और हम इस दिशा में व्यवस्थित ढंग से बढ़ा रहे हैं।' अनावश्यक खर्चों  में कटौती से इसमें मदद मिलेगी। उन्होंने कहा कि छोटे और बड़े कदम उठाने में कोई विरोधाभास नहीं है।


मोदी ने कहा कि सार्वजनिक वितरण प्रणाली (पीडीएस) के कंप्यूटरीकरण की विशाल योजना शुरू की जाएगी। इसमें एफसीआई के गोदामों से लेकर राशन की दुकानों और उपभोक्ताओं तक को कंप्यूटर नेटवर्क से जोड़ा जाएगा।


उन्होंने कहा कि गरीबों के लिए सब्सिडी की जरूरत रहेगी लेकिन सब्सिडी के लीकेज को भी कम करने की जरूरत है।


उन्होंने कहा, 'रसोई गैस सिलेंडर पर सब्सिडी को नकद में देने का कार्यक्रम विश्व में लाभ के नकद अंतरण का सबसे बड़ा कार्यक्रम है। हम अन्य योजनाओं में भी लाभ के नकद अंतरण की योजना बना रहे हैं।'


सरकार की भूमिका के बारे में प्रधानमंत्री ने कहा कि रक्षा, पुलिस और न्याय व्यवस्था जैसे सार्वजनिक कार्यों की जिम्मेदारी सरकार की होती है। इसके अलावा, उस पर प्रदूषण नियंत्रण, और बाजार में एकाधिकार जैसी प्रकृतियों को रोकने की भी जिम्मेदारी है क्योंकि इनसे दूसरों को नुकसान होता है। उन्होंने कहा, 'हमें सक्षम, कारगर और भ्रष्टाचार मुक्त सरकार की जरूरत है। भारत इस समय 2,000 अरब डालर की अर्थव्यवस्था है। क्या हम इसे 20,000 अरब डालर की अर्थव्यवस्था बनाने का सपना नहीं संजो सकते।'


प्रधानमंत्री ने कहा कि अर्थव्यवस्था को तीव्रता से आगे बढ़ाने के लिए शीघ्र और आसानी से होने वाले सुधारों की ही जरूरत नहीं है. सुधार अपने आप में ही सबकुछ नहीं होते। उनका ठोस उद्देश्य होना चाहिए और यह उद्देश्य जन कल्याण में सुधार वाला होना चाहिए। ऊर्जा क्षेत्र में सुधारों पर उन्होंने कहा कि कोयला और अन्य खनिजों के आवंटन की नीलामी पर आधारित पारदर्शी व्यवस्था लागू की गई है। बिजली क्षेत्र में भी इसी तरह के सुधार किए जाएंगे ताकि सातों दिन व चौबीस घंटे बिजली सुलभ हो।


मोदी ने कहा कि भारत को निवेश की एक आकर्षक जगह बनाने के उपाय किए जा रहे हैं। इसी संदर्भ में उन्होंने बीमा, जमीन जायदाद, रक्षा उत्पादन और रेलवे के क्षेत्र में प्रत्यक्ष विदेशी निवेश की सीमा में ढील दिए जाने का उल्लेख किया। उन्होंने कहा कि भूमि अधिग्रहण कानून में संशोधन से बुनियादी ढांचे एवं विनिर्माण उद्योग को गति देने के साथ साथ किसानों के मुआवजे के अधिकार की भी रक्षा की गई है।

नाथूराम गोडसे की प्रतिमा लगाने की घोषणा के बाद चहुंतरफा आलोचना से घिरी हिंदू महासभा आजम खान के दरबार पहुंचकर उनसे गुहार लगाई है.

हिंदू महासभा मेरठ में महात्मा गांधी के हत्यारे नाथूराम गोडसे की प्रतिमा स्थापित करना चाहता है. इसके लिए महासभा पहले ही घोषणा कर चुकी है.

मेरठ के हिंदू महासभा के नगर अध्यक्ष ने यूपी के नगर  विकास मंत्री आजम खान को पत्र लिखकर इस मामले में हस्तक्षेप की मांग की है.


पत्र में प्रधानमंत्री के बाद भाजपा के प्रदेश अध्यक्ष लक्ष्मीकांत वाजपेयी पर निशाना साधते हुए गंभीर आरोप लगाए हैं. वहीं, मेरठ पुलिस पर आरोप लगाया है कि वह भाजपाइयों के दबाव में काम कर रही है.


शारदा रोड स्थित अखिल भारत हिंदू महासभा के प्रभारी पंडित अशोक शर्मा और नगर अध्यक्ष भरत राजपूत की तरफ से आजम खान को भेजे गए पत्र में आरोप लगाया कि हम महासभा के कार्यालय में गोडसे की प्रतिमा लगा रहे थे. लेकिन पुलिस भाजपा प्रदेशाध्यक्ष डॉ. लक्ष्मीकांत वाजपेयी के इशारों पर हमारा उत्पीड़न कर रही है. भाजपा के नगर सेठ हिंदू महासभा के 60 साल पुराने कार्यालय को नष्ट करने पर तुल गए हैं.


पत्र में कहा गया कि आजम खान ने भाजपा की भागीदारी वाले बूचड़खाने से मेरठ को छुटकारा दिलवाया. इस कारण हम प्रार्थना करते हैं कि हमें अपने कार्यालय में कार्य करने की स्वतंत्रता प्रदान की जाए और अधिकारियों को निर्देश दें कि वे भाजपाइयों को संरक्षण प्रदान न करें.


इस पत्र के संबंध में इंस्पेक्टर ब्रह्मपुरी ब्रजमोहन यादव का कहना है कि गोडसे की प्रतिमा नहीं लगने दी जाएगी. पुलिस की तरफ से पहले ही महासभा के कार्यालय को विवादित स्थल मानते हुए इसे कुर्क करने की रिपोर्ट जिला प्रशासन को भेजी जा चुकी है. प्रतिमा के लगने से कानून व्यवस्था की स्थिति बिगड़ने का अंदेशा है. इसलिए पुलिस पहले ही मुचलका पाबंद की कार्यवाही कर चुकी है.


गौरतलब है कि महासभा के कार्यालय पर गोडसे की प्रतिमा लगाने के लिए भूमिपूजन किया जा चुका है. महाभाग के पदाधिकारियों ने महात्मा गांधी के प्रति अमर्यादित बातें कहते हुए प्रधानमंत्री नरेंद्र मोदी की भी आलोचना की थी. थाना ब्रह्मपुरी पुलिस इस मामले में केस भी दर्ज कर चुकी है.

Can't We Dream of India as a $20-Trillion Economy: Modi

In a rare appearance at a media event, Prime Minister Narendra Modi used the opportunity offered by ET's Global Business Summit to present his comprehensive economic & political vision. In a 45-minute electric speech delivered in English, the PM mapped India's future & presented a new philosophy of business, wowing India Inc & top policymakers

Prime Minister Narendra Modi dared India to dream big as he laid out details of his grand economic and development vision for the country for the first time. Heralding the dawn of a New Age India, he said the country was making the transition from a "winter of subdued achievement" to a "new spring".

"India is a $2-trillion economy today . Can we not dream of an India with a $20-trillion economy?" the prime minister asked at the ET Global Business Summit on Friday in an address that detailed the Narendra Modi doctrine of development in a comprehensive manner, each element segueing into the next.

"The government must nurture an ecosystem where the economy is primed for growth; and growth promotes all-round development.Where development is employment-generating; and employment is enabled by skills. Where skills are synced with production; and production is benchmarked to quality .Where quality meets global standards; and meeting global standards drives prosperity . Most importantly , this prosperity is for the welfare of all. That is my concept of economic good governance and allround development."

Driving the prime minister's vision is his desire for the uplift of all Indians, especially the poorest. Invoking Mahatma Gandhi, he said: "Elimination of poverty is fundamental to me.This is at the core of my understanding of cohesive growth."

He acknowledged that the task won't be easy .

"Quick and easy reforms will not be enough for creating a fast-grow ing economy. That is our challenge and that is what we aim to do," he said. "It will take hard work, sustained commitment and strong administrative action. But we can overcome the mood of despair," he said, referring to growth that slumped below 5% to decadal lows in the past two fiscal years.

Modi became prime minister in May last year after leading BJP to an overwhelming general election victory. Since then the government has kicked off policy changes -and more are to follow -as it seeks to revive growth, lift investment sentiment, generate jobs, make India a manufacturing hub, improve governance and promote financial inclusion as part of the reforms agenda.

The PM headlined a star-studded roster of 700 speakers and guests at the ET Global Business Summit at the Durbar Hall of Taj Palace Hotel in New Delhi. Nobel laureate Paul Krugman, free-trade guru Jagdish Bhagwati and Black Swan author Nassim Nicholas Taleb were among those in the audience.

The event that kicked off on Friday will feature a full programme on Saturday. The audience included the cream of Indian business, as the prime minister touched upon the economy , development, governance, reforms and other areas.

The PM also made it clear that he doesn't see the ET Global Business Summit as just a meeting of great minds, but also a conclave that will generate ideas and help the government draw up an agenda for New Age India.

"Over the next two days, you will debate growth and inflation, manufacturing and infrastructure, missed chances and unlimited possibilities," he said, after having complimented ET for organising the event. "You will see India as a country of opportunities, unmatched across the world. I assure you that your inputs shall receive my government's highest attention."

That the government is eager for and open to ideas was clear from the number of ministers in attendance, led by Finance Minister Arun Jaitley , taking precious time off from drawing up a budget that's expected to contain an array of policy changes to be unveiled at the end of next month.

Modi spoke about the twin missions of reforms and revival and how the government is looking to achieve them. These include strict fiscal discipline, petroleum and energy sector reforms, curbing inflation, getting the goods & services tax (GST) in place, financial inclusion, making India more attractive as an investment destination and giving infrastructure a boost besides "transparency and efficiency in governance, and institutional reforms".

He said FM Jaitley has referred to GST as one of independent India's biggest reforms and getting the states to agree to the proposed levy should be seen in that context.

Modi made the point that "reforms must have a concrete objective... the welfare of the people".

The prime minister said financial unity had never been debated in the way it should have been. "This is one cause which both capitalists and socialists agree on. What, my friends, can be a bigger reform?" Following the successful rollout of the Pradhan Mantri Jan Dhan Yojana, "We are today a nearly 100% banked country", a feat that has been achieved through a concerted effort in just four months.

He also announced a "massive national programme" for computerisation of the public distribution system (PDS), which has the potential to revolutionise India's most important social welfare programme.

"The entire PDS supply chain, from the FCI (Food Corporation of India) godown to the ration shop and consumer will be computerised. Technology will drive welfare and efficient food delivery."

The prime minister also staked out a clear position on social unity.

Many countries have become richer but are poor, he said, because "family systems, value systems, social networks and other elements which hold a society together have broken. We should not go down that path. We need a society and economy which complement each other. That is the only way for a nation to go forward".

He reiterated the social imperatives behind economic development, which by itself can't take a nation forward. "We need to take care of the poor, deprived and leftbehind sections of society. I believe that subsidies are needed for them. What we need is a well-targeted system of subsidy delivery.We need to cut leakages, not subsidies themselves."

In this context, he said direct cash transfers will soon be introduced in other benefit schemes.

He also said that "development has to result in jobs". Also, development is not just the government's business but "everyone's agenda. It should be a people's movement".

He referred to his theme of "minimum government, maximum governance", saying it was not a mere slogan but would play a critical role in the transformation of India. "Government systems suffer from two weaknesses -they are complex and they are slow," he said.

"We need to change this. Our systems need to be made sharp, effective, fast and flexible. This requires simplification of processes and having trust in citizens. This needs a policy-driven state."Minimum government and maximum governance also means "government has no business to be in business. There are many parts of the economy where the private sector will do better and deliver better".

But the state's presence is essential in important areas: Public goods such as defence, police, judiciary; externalities such as pollution that need to be regulated; market power, where monopolies need to be controlled; information gaps, such as making sure drugs are genuine; and a "well-designed welfare and subsidy mechanism" to function as a safety net for the disadvantaged.

The prime minister said there is no contradiction between big projects and small ones.

He also referred to the Swachh Bharat Abhiyan and likened it to the Independence movement's Satyagraha movement. He said this Clean India movement should be known as Swachhagraha and those at the forefront of this were Swachhagrahis.

The NITI Aayog, which has replaced the Planning Commission, has been created in the spirit of cooperative federalism and will create "trust and partnership" between the Centre and the states, underscored by competitive zeal, he said.

He also cited the Clean Ganga project and measures to develop the railways, agriculture and tourism as important initiatives, along with the Digital India and Skill India programmes.

He also referred to the challenges of terrorism and climate change and said India would play its role in seeking to face them.

In conclusion, the prime minister cited Swami Vivekananda: "Arise, awake, do not stop until the goal has been attained."

PM SPEECH - I Believe in Speed. I will Push Change at a Fast Pace







Prime Minister Narendra Modi outlined his vision for a New Age India at The Economic Times Global Business Summit on Friday. He said the government is moving fast in framing policies and laws to promote growth and highlighted many steps taken by his government.

Modi also said the objective of reforms must be to improve the welfare of the people. While acknowledging that government systems are complex and slow, he also said they need change and should become sharp, effective, fast and flexible

I am happy to be here today to address the Global Business Summit. This is a good platform for bringing together economists and industry leaders. I compliment The Economic Times for organising it.

Over the next two days, you will debate growth and inflation, manufacturing and infrastructure, missed chances and unlimited possibilities. You will see India as a country of opportunities, unmatched across the world. I assure you that your inputs shall receive my government's highest attention.

Friends, Makar Sankranti was celebrated on 14 January . It is an important festival. It is the beginning of Uttarayan, which is considered to be a punya kaal. The Lohri festival also coincides with it. On this day , the sun begins its journey north. This marks the transition from winter to spring.

TRANSITION HAS BEGUN

The New Age India has also begun its transition -from a winter of subdued achievement lasting three to five years to a new spring that beckons.

The country had fallen into deep despair, with two back-to-back years of below 5% growth and governance at rock bottom. A series of scams -from telecom to coal -had paralysed the economy . We deviated from the dream of India as a land of opportunity . No longer can we afford the flight of capital and labour for lack of opportunity .

We have to repair the damage that has happened. Restoring growth momentum will be an uphill task. It will take hard work, sustained commitment and strong administrative action. But we can overcome the mood of despair. And we must. It is in this context that all the steps we have taken must be seen.

Friends, destiny has favoured me to serve this great nation. Mahatma Gandhi said that we should not rest until we "wipe every tear from every eye." Elimination of poverty is fundamental to me. This is at the core of my understanding of cohesive growth. To translate this vision into the reality of a New Age India, we must be clear about our economic goals and objectives.

Thegovernmentmustnurtureanecosystem: z where the economy is primed for growth and growth promotes all-round develop ment; z where development is employment-gener ating and employment is enabled by skills; z where skills are synced with production and production is benchmarked to quali ty; z where quality meets global standards and meeting global standards drives prosper ity.

Most importantly , this prosperity is for the welfare of all.

That is my concept of economic good governance and all-round development. It is up to us to create conditions for the people of India to blossom and create this New Age India. Friends, let me outline what we are doing to usher in this new spring. My government is moving fast in designing policies and laws to promote growth. This is where I seek everybody's cooperation.

REDUCING WASTAGE

First, we are committed to achieving the fiscal deficit target announced in the budget. We have worked systematically in this direction.

Many of you practice Kaizen in your companies. Reducing wastage means cutting excess and preventing misuse. This requires self-discipline.

That is why we have the Expenditure Management Commission to suggest cuts in wasteful expenditure. This way , we will make the rupee more productive and deliver maximum bang for the buck.

Second, the petroleum sector has seen major reforms.

Diesel prices have been deregulated. This has opened up space for private players to enter into petroleum retail.

Gas prices have been linked to international prices. This will bring a new wave of investment. It will increase supplies. It will resolve problems in the key power sector.

Today , India's cooking gas subsidy is the world's largest cash transfer programme.Over 80 million households receive subsidy directly as cash into their bank accounts. This is one-third of all households in the country . This will completely eliminate leakage. Building on this, we plan to introduce direct cash transfers in other benefit schemes.

Third, inflation has been controlled through firm measures.

While falling oil prices helped, even nonoil inflation is at a very low level. Food inflation has come down from over 15% a year ago to 3.1% last month.

This set the stage for RBI to reduce interest rates and push growth in a stable manner.

Fourth, the consensus we arrived with states for amending the Constitution to implement GST is a major breakthrough. GST has been pending for over a decade. This alone has the potential to make India competitive and attractive for investment.

Fifth, the poor have been included in the financial system.

In a short span of four months, over 100 million new bank accounts have been opened under the Pradhan Mantri Jan Dhan Yojana. For a country of our size, this was an immense challenge. But with will, determination and the full support of every banker, we are today a nearly 100% banked country . Soon, all accounts will be linked with Aadhaar. Banking habits will become common across the country .

This now opens immense possibilities for the future. People's savings will rise. They will invest in new financial instruments. 1.2 billion people can hope for pensions and insurance. As the nation progresses, these bank accounts will drive demand and growth.

We have always debated about social unity , national unity and so on. But we have never debated about financial unity , about bringing everyone into the financial system. This is one cause which both capitalists and socialists agree on. What, my friends, can be a bigger reform? Sixth, the energy sector has been reformed.

Coal blocks are now allocated transparent f ly through auctions. Mining laws have been changed to facilitate efficient mining.Similar reforms are on the way in the power sector. We have revived long-pending projects in Nepal and Bhutan with the cooperation of their governments. Steps are being taken to deliver 24x7 power for all, using every possible source, including renewable energy .

Seventh, India is being made an attractive destination for investment.

FDI caps have been raised in insurance and real estate. FDI and private investment are being promoted in defence and railways.The Land Acquisition Act has been amended to smoothen the process and speed up matters. This will give a thrust to infrastructure and manufacturing, while protecting the compensation to farmers.

Eighth, infrastructure is being given a boost.

Greater investment is planned in railways and roads. New approaches and instruments are being put in place to unlock their potential.

Ninth, transparency and efficiency in governance and institutional reforms are essential elements for rapid growth. These, along with a positive regulatory framework, tax stability and ease of doing business, are being pushed ahead at top speed.

For instance, I recently assured public sector banks they will have total autonomy in taking business decisions, without any interference from government on loans and their operations.

USING TECHNOLOGY

We need to use technology to deliver good governance -whether it is a simple one like biometric-based attendance, which has improved office attendance and work culture, or a cutting-edge one, like space technology in mapping and planning.

I intend to launch a massive national programme for PDS computerisation. The entire PDS supply chain, from the FCI godown to the ration shop and consumer, will be computerised. Technology will drive welfare and efficient food delivery .

A major institutional reform is the move away from merely planning to transforming India. The setting up of the National Institution for Transforming India, NITI Aayog, is a step in this direction. This will take the country forward on the path of cooperative federalism with a competitive zeal. The NITI Aayog is our mantra for creating trust and partnership between the Centre and states.

This list can be endless. I can go on for days, but I do not think we have the time.

However, I have given you a sense of the immense activity we are engaged in. We have done a lot so far and more will be done in future.

Friends, reforms are not an end in itself.Reforms must have a concrete objective.The objective must be to improve the welfare of the people. Approaches may be many .But the goal is one.

Reforms may not be apparent to one and all at first sight. But small acts can drive reforms. What appears minor can actually be vital and fundamental.

Further, there is no contradiction between doing big-ticket items and doing small things.

One approach is to have new policies, programmes, large projects and path-breaking changes. Another approach is to focus on the small things that matter, create a people's movement and generate mass momentum, which then drives development. We need to follow both paths.

Let me explain this a bit. Generating 20,000 MW of power attracts a lot of attention.That is important.

At the same time, 20,000 MW of power can be saved through a people's movement for energy efficiency .

HEALTH AND HYGIENE

The end result is similar. The second is more difficult but is as important as the first. In the same way, improving a thousand primary schools is as important as opening a new university .

The new AIIMS we are setting up will improve public health in the same way as our promise of health assurance. To me, health assurance is not a scheme. It is about ensuring that every rupee spent on health is well spent; that every citizen has access to proper healthcare.

Similarly , when we do Swachh Bharat, it has multiple impacts. It is not just a fad or a slogan. It changes people's mindsets. It changes our lifestyle. Swachhata becomes a habit. Waste management generates economic activity. It can create lakhs of Swachhata entrepreneurs. The nation gets identified with cleanliness. And, of course, it has a huge impact on health. After all, diarrhoea and other diseases cannot be defeated without Swachhata!

SWACHHAGRAHIS

The mantra of Independence was satyagraha. And the warriors were satyagrahis.The mantra of New Age India must be swachhagraha. And the warriors will be swachhagrahis.

Take the case of tourism. It is an untapped economic activity . But tapping it requires a Swachh Bharat. It needs improvement in infrastructure and telecom connectivity . It requires better education and skill development. Therefore, a simple goal can generate reforms in multiple sectors.

People must understand the Clean Ganga programme as an economic activity also.The Gangetic plains account for 40% of our population. They have over one hundred towns and thousands of villages. Improving Ganga will develop new infrastructure. It will promote tourism. It will create a modern economy helping millions of people. In addition, it preserves the environment! Railways is another example. There are thousands of railway stations in the country where not more than one or two trains stop in a day . These facilities, created at a cost, remain unused for most of the day .These stations can become growth points for the nearby villages. They can be used for skill development.

Small, indeed, is beautiful.

In agriculture, too, our main goal is to raise productivity . This will require using technology , increasing soil fertility, producing more crop per drop, and bringing the latest from lab to land. Cost of cultivation will go down as efficiency rises. This will make agriculture viable.

On the output side, the entire value chain in agriculture will be addressed through better storage, transport and food processing linkages. We will link farmers to global markets.We will give the world the Taste of India.

MAXIMUM GOVERNANCE

Friends, I have often called for Minimum Government, Maximum Governance. This is not a slogan. This is an important principle to transform India.

Government systems suffer from two weaknesses. They are complex. And they are slow.

In life, people go on a chaar dham yatra to get moksha. In government, a file has to go to chattees dham and yet not get moksha! We need to change this. Our systems need to be made sharp, effective, fast and flexible.This requires simplification of processes and having trust in citizens. This needs a policy-driven state.

What is Maximum Governance, Minimum Government? It means government has no business to be in business. There are many parts of the economy where the private sector will do better and deliver better. In 20 years of liberalisation, we have not changed a command-and-control mindset. We think it is okay for government to meddle in the working of firms. This must change. But this is not a call for anarchy.

First, we need to focus government upon the things that are required of the state.Second, we need to achieve competence in government so that the state delivers on the things it sets out to do.

Why do we need the state? There are five main components: z The first is public goods such as defence, police and judiciary .z The second is externalities which hurt others, such as pollution. For this, we need a regulatory system.z The third is market power, where monopo lies need controls.z The fourth is information gaps, where you need someone to ensure that medicines are genuine and so on.z Last, we need a well-designed welfare and subsidy mechanism to ensure that the bottom of society is protected from depri vation. This specially includes education and healthcare. These are five places where we require government.

In the five areas where we need government, we require competent, efficient and non-corrupt arms of government. We in government must constantly ask the question: How much money am I spending and what outcomes am I getting in return? For this, government agencies have to be improved to become competent. This requires rewriting some laws. Laws are the DNA of government. They must evolve with time.

India is a 2 trillion dollar economy today .Can we not dream of an India with a 20 trillion dollar economy?

Should we not create the environment for this to happen? We are preparing the ground for it. This is hard work. Quick and easy reforms will not be enough for creating a fast-growing economy . That is our challenge and that is what we aim to do.

Digital India and Skill India are attempts in this direction.

Digital India will reform government systems, eliminate waste, increase access and empower citizens. It will drive the next wave of growth, which will be knowledge-driven.Broadband in every village, with a wide range of online services, will transform India in a manner we cannot foresee.

Skill India will harness the demographic dividend, which everyone talks of.

REFORMING SYSTEM

Friends, improvement in governance is a continuous process. We are making changes wherever acts, rules and procedures are not in tune with needs. We are cutting down on multiple clearances that choke investment.Our complex tax system is crying for reform, which we have initiated. I believe in speed. I will push through change at a fast pace. You will appreciate this in times to come.

At the same time, we need to take care of the poor, deprived and left-behind sections of society .

I believe that subsidies are needed for them. What we need is a well-targeted system of subsidy delivery . We need to cut subsidy leakages, not subsidies themselves.

Wastage, as I said earlier, must be removed in subsidies. The target group should be clearly identified and the subsidies should be well delivered. The ultimate objective of subsidies should be to empower the poor to break the cycle of poverty and become footsoldiers in our war on poverty .

At this point, I would also say that development has to result in jobs. Reforms, economic growth, progress -all are empty words if they do not translate into jobs.

What we need is not just more production, but mass production and production by masses.

Friends, economic development cannot take a nation forward on its own.

Development has many dimensions.While on one hand we need higher incomes, we also need a society which is cohesive, which balances the stress and strain of a modern economy .

SOCIETY, ECONOMY TOGETHER

History is witness to the rise and fall of nations. Even now, many countries have become rich in an economic sense, but are poor in a social sense. Their family systems, value systems, social networks and other elements which hold a society together have broken.

We should not go down that path. We need a society and economy which complement each other. That is the only way for a nation to go forward.

Further, development seems to have become the agenda only of government. It is seen as a scheme. That should not be the case.

Development should be everyone's agenda. It should be a people's movement.

Friends, like the rest of the world, we are concerned about two dangers --terrorism and climate change. Together, we will find a way to face these.

Today , everyone is looking towards Asia for inspiration and growth. And within Asia, India is important. Not just for its size, but for its democracy and its values. India's core philosophy is sarva mangala maangalyam and sarve bhavantu sukhinah. This is a call for global welfare, global cooperation and balanced living.

India can be a role model of growth and cohesiveness for the rest of the world.

For this, we need a workforce and economy which meet global needs and expectations.

We need to quickly improve social indicators. India should no longer be bracketed with the least developed. We can do this.

Swami Vivekananda had said, "Arise, awake, do not stop until the goal has been attained."

This should inspire us all to achieve the vision of a New Age India.
