Ruchika molestation case: Home Ministry to serve show cause notice to Rathore

NEW DELHI: In a move to fast forward its proceedings for stripping former Haryana Director General of Police (DGP) SPS Rathore of his coveted police
medal following his role in Ruchika molestation case, the Central Government has decided to place his case before an awards committee.

Union Home Secretary G K Pillai said the concerned issue would be put up before an awards committee, which will meet on January 4, 2010.

Steps would be taken to issue show cause notice to former DGP Rathore, he further added.

The Haryana state government has also planned to open up all the cases against former DGP Rathore for his alleged involvement in the Ruchika molestation case and other related harassment cases.

Haryana Chief Minister Bhupinder Singh Hooda said in New Delhi on Saturday, "The cases against former DGP Rathore will be opened up following legal consultations."

Hooda has also asked the senior police officials to provide full security to Ruchika's family.

The Haryana Police have removed all information related to Rathore from their official website.

Meanwhile, Ruchika's family has said that it will file a suit in the High Court to claim one crore rupees as monetary compensation for the damage caused by DGP Rathore to the prestige of the family.

Rathore, charged with alleged molestation of teenager Ruchika Girhotra, a promising young tennis star in 1990, was then an Inspector General of Police and the head of Haryana Lawn Tennis Federation.

Teenager Ruchika killed herself three years after the incident by drinking poison.

CBI's Special Magistrate J S Sidhu sentenced 67-year-old Rathore to six months rigorous imprisonment (RI) during an in-camera proceeding and imposed a fine of Rs 1,000, but Rathore got bail immediately.
 
US probes al Qaeda involvement in jet incident
WASHINGTON: Al Qaeda involvement is a "subject of investigation" in Friday's incident in which a Nigerian man has been charged with trying to blow
up a US passenger jet bound from Amsterdam to Detroit, US homeland security chief Janet Napolitano said on Sunday.

Presidential spokesman Robert Gibbs, appearing on ABC's "This Week," also said the White House is reviewing US security watch list policy. The US government created a record of 23-year-old Umar Farouk Abdulmutallab last month in the intelligence community's central repository of information on known and suspected international terrorists, a US official said on Saturday.

But there was not enough negative data to put him on a "no-fly" list, the official said. Asked whether al Qaeda was involved in the incident, Napolitano also told ABC's "This Week" program, "That is now the subject of investigation, and it would be inappropriate for me to say and inappropriate to speculate. So we will let the FBI and the criminal justice system now do their work."

Gibbs said the administration was reviewing "how can we revise watch-listing procedures going forward to ensure that there is no clog in the bureaucratic plumbing of information that might be gathered somewhere going to the very highest levels of security in government."
 
 
 
 
Pranab asks unrelenting Telangana ministers to withdraw resignations
NEW DELHI: Finance Minister Pranab Mukherjee today reportedly promised "some good news" on Telangana and asked his party ministers from that region
in Andhra Pradesh to withdraw their resignations, but they were not in an immediate mood to relent.

State Information and Tourism Minister Geeta Reddy, who led a delegation of 13 ministers who have quit in protest against Centre putting the Telangana on the backburner, told reporters after a meeting with Mukherjee that they would discuss his request among themselves first before taking a decision on their resignations.

"Pranab Mukherjee asked us to withdraw our resignations and assured us that there will be good news on Telangana issue in the near future. We are also waiting for some special news on the issue," Reddy said.

"We will discuss it (request to withdraw resignations) among ourselves. Our aim is not being in posts or power, but meeting the expectations of the people of Telangana. Their aspirations is to have a separate state and they are longing for it. This is the right time to have Telangana," she added.

Her cabinet colleague and Water Resources Minister Ponnala Lakshmaiah said the Ministers conveyed the ground situation in Telangana, especially Hyderabad.

"We impressed upon Mukherjee to take steps to clear the doubts of separate statehood created by Home Minister P Chidambaram's statement on December 23, which gave an impression that Telangana was taking a backseat," he said.
 
Shibu Soren to take oath Dec 30
RANCHI: Jharkhand Mukti Morcha (JMM) chief Shibu Soren will be sworn in as Chief Minister Dec 30 at the Marabadi grounds here.


Soren met Governor K. Sankarnarayanan Sunday afternoon and expressed his desire to take the oath Dec 30 and the governor accepted his request.

"Now Soren will be chief minister and I appeal to the people to remain awake," Soren told reporters after the meeting.

Earlier, the governor asked President Pratibha Patil to revoke President's rule in the state to allow a new government to be formed, Raj Bhavan sources said Sunday.

The governor sent a report to the president on the political situation in Jharkhand after the Nov 25-Dec 18 assembly elections, a source in the governor's house told IANS.

Soren Saturday staked claim to forming the government with a list of 45 legislators supporting him in the 81-member house.

He is being supported by the Bharatiya Janata Party (BJP), All Jharkhand Students Union (AJSU), Janata Dal-United (JD-U) and two independents.

The BJP and JMM have 18 legislators each.

Jharkhand came under President's Rule Jan 19 after no party came forward to form the government following Soren's resignation following his defeat in the bypoll to the Tamar assembly seat. Soren, who took over as chief minister Aug 27, 2008, had to get elected to the state assembly within six months in accordance with the constitutional provisions.

NEW DELHI/HYDERABAD: A day after his pictures in a sex romp were flashed in the media, the Centre got veteran Congressman N D Tiwari to step down
as Andhra Pradesh governor, disregarding his claim that he was a victim of a frame-up.

An embarrassed UPA government decided to ask Tiwari to vacate Raj Bhavan after a high-level meeting held that pictures purportedly showing Tiwari in, to put it mildly, the "intimate" company of three women had rendered his continuation as governor untenable.

The Centre did not even wait for the report that it has sought from the Andhra Pradesh chief secretary Ramakanth Reddy. The decision was conveyed to the governor. For his part, Tiwari tried to argue that he had done no wrong and spoke of a conspiracy, in line with the version put out by Raj Bhavan on Friday, to malign him. He, however, gave in after realising that the leadership was in no mood to relent.

Curiously, in his resignation to the President, the stalwart cited "health grounds" as the reason for putting in his papers.




The quick action by the central leadership was designed to put a lid on the controversy which landed streams of women protesters at the gates of Raj Bhavan while triggering an avalanche of demands for his resignation from across the political spectrum.

Coming at a time when passions are running high in Andhra over the Telangana issue, the unsavoury controversy over the purported peccadilloes of the governor would have undermined the firefighting the Centre has been engaged in.

The additional charge of Andhra Raj Bhavan is likely to be given to the Chhattisgarh governor. The final name may be decided as part of a larger exercise involving the vacancies in Maharashtra, West Bengal and Punjab next month.

The media in Hyderabad had flashed purported pictures of the governor in a compromising position with three women, which created a furore. While Raj Bhavan denied it and secured a high court injunction against public airing of footage, it had stirred a controversy which Congress could not ignore.

A relieved Congress welcomed the resignation. AICC general secretary Janardan Dwivedi told reporters, "I think he has taken an appropriate decision keeping in view the high standards of public life. We welcome it."

While Tiwari has stepped down, the report of the chief secretary will determine whether there is need for any inquiry into the incident.

Tiwari's exit from the Raj Bhavan is being seen as an unsavoury end to a glittering career, which has seen him become the chief minister of Uttar Pradesh thrice and the first elected chief minister of Uttarakhand besides holding key positions in AICC and at the Centre.

His positioning as a "loyalist" became his calling card over the years. The gubernatorial assignment was a post-retirement arrangement for him after Congress lost elections in Uttarakhand.
 
FBI's polite "NO" for extradition of Headley to India

NEW DELHI: The FBI has politely turned down India's request for extradition of terror suspect David Headley to this country on the ground he will
have to first undergo a sentence which could be imposed on him in the US for the offences committed if convicted.

Indian officials were told there was no realistic possibility of the Pakistani-American being handed over since the sentence could range between 200 and 300 years of imprisonment.

The US stand was conveyed to the Indian investigators by the Federal Bureau of Investigation(FBI) officials during their regular interaction to discuss the case related to Headley, whose links with the banned Lashker-e-Taiba (LeT) were being probed by the two countries, official sources said here today.

The polite turning down of the Indian request for extradition of 49-year-old Headley, arrested in Chicago on October three last, came in the wake of repeated statements including that by Union Home Secretary G K Pilai that India would press for the extradition of the terror suspect.

Pillai had said earlier that India will seek his extradition after completing investigation by January next year into his links with the Mumbai terror attacks.

However, FBI seems to be in no mood to hand over him to India and very politely conveyed that he could be handed over once the sentence ranging to 300 years is completed. He can also be sentenced to death, the sources said.

Headley has been charged by the FBI for 26/11 attacks in Mumbai also on December seven. He is alleged to have conducted reconnaissance of all targets attacked by Lashker militants on November 26 last year besides drawing the routemap for their landing on the Mumbai coast.
 
China may become second largest economy in 2010

BEIJING: China raised its 2008 growth estimate to 9.6% from 9% and said this year's quarterly figures will increase, narrowing the gap with Japan,
the world's second-biggest economy. Gross domestic product was 31.405 trillion yuan ($4.6 trillion) last year, the statistics bureau said at a briefing in Beijing on Friday. That compares with a previous 30.067 trillion yuan and the World Bank's estimate of $4.9 trillion for Japan.

China's expansion will be more than 8% in 2009, according to government officials, and the nation is poised to overtake Japan next year, International Monetary Fund projections show.

Friday's figures result from an economic census which showed a bigger contribution from services and continue a pattern of China revising up preliminary growth estimates. "The big underlying factor propelling China's growth is the continued migration of people from the agricultural sector to the more modern economy — industry and services," said David Cohen , an economist at Action Economic in Singapore. "There's no stopping China."

For 2009, revisions will mainly affect the value of the year's gross domestic product, with a "very small" impact on the growth rate, said Peng Zhilong, the head of the bureau's national economy calculation department.

China's expansion in 2008 compares with US growth of less than 1%. Japan's gross domestic product shrank 1.2%. The Indian economy expanded 6.7% in the fiscal year ended March 2009.

This year, the Chinese economy grew 8.9% in the third quarter from a year earlier , 7.9% in the second and 6.1% in the first. The government has pledged to maintain a "moderately loose" monetary policy in 2010 to sustain a rebound driven by a stimulus package and record lending.

The pace of growth is attracting more investment . Foreign direct investment climbed 32% in November to $7 billion from a year earlier . Luxury carmaker Bayerische Motoren Werke said last month that it will build a new factory worth 5 billion yuan in China to tap an auto market set to overtake the US as the world's largest.

"Investors are anxious to participate in what remains, with India, the biggest story that's out there," Action Economics' Cohen said. Friday's figures showed a 13.1 trillion yuan contribution from services in 2008, compared with 12 trillion yuan previously. The census, intended to give a better picture of the economy's make-up , focused on industry and services rather than agriculture.

Gross domestic product figures for 2005, 2006 and 2007 will also be revised as a result of the census, Peng said.

China's economy was 4.4% bigger in 2008 than originally estimated, today's figures showed. In comparison, a previous census in 2005 showed the statistics bureau had under- estimated the size of the 2004 economy by 17%.
 
China PM blasts trade protectionism, pressure on yuan

BEIJING: Prime Minister Wen Jiabao blasted trade protectionism by China's trading partners on Sunday and vowed not to yield to pressure to allow the
Chinese yuan to appreciate.

In an Internet interview with Xinhua news agency, Wen said he would continue to implement macro-economic policies next year aimed at stimulating growth and fighting the global financial crisis, but would also rein in credit and curb rising land prices.

"The pressure on the yuan to appreciate is bigger and bigger... we have been getting this and that kind of pressure to appreciate, but we refuse to yield," Wen said in the webcast.

"I told foreign friends, I said, 'you are asking for us to allow the yuan to appreciate, while at the same time adopting all kinds of trade protectionism, actually you are trying to restrain China's development'."

The value of the Chinese currency, which has effectively been pegged to the US dollar since mid-2008, has been a bone of contention between Beijing and its Western trading partners, which say it is kept low to boost exports.

"This could be a big issue facing us next year in our economic work," Wen said in what he promised would become an annual webcast with Xinhua.

But he added: "I believe this year as major currencies around the world devaluated, that maintaining the value and stability of the yuan was a contribution to the international community."

He also lambasted a series of World Trade Organization disputes that have been filed against China this year, saying there were more such actions taken in 2009 than ever before.

"They are using every kind of trade obstacle, which is really placing a lot of pressure on China's overseas oriented industries, especially exports," Wen said, without naming nations.
Man flies by Air India plane without ticket, hiding in toilet
 
JAIPUR: In a major security breach, an Indian national working in Medina airport in Saudi Arabia managed to board an Air India flight, carrying 273
Haj piligrims back home, without ticket and passport and travelled here after hiding in the plane's toilet for half an hour.

Habib (25) from Moradabad in Uttar Pradesh, who was working at Medina airport with a Saudi ground handling company, got into the plane which returned to Jaipur last night, and hid in the toilet, Superintendent of Police, Jaipur East, B.G.Joseph told media.

Habib's presence came to light about half an hour after the flight took off from Medina when a passenger went to the toilet.

Air India sources he got into the aircraft on the plea of cleaning it.

During questioning by the cabin crew, it was ascertained that it was a case of stow-away and Habib did not intend to harm anybody. However, the captain of the flight had alerted the ATC in Jaipur where police arrested him.

Habib told the police today that he was working as a clearner at Medina airport and the contractor, who employed him there, had taken away his passport. He somehow wanted to come back home.

The man is being questioned by the Intelligence Bureau and the Special Operation Group of Rajasthan police, officials here said.

Process to get back Tata land at Singur has begun: WB govt

KOLKATA: The West Bengal government has begun the formalities for taking back the land it had acquired for Tata Motors for its small car project in
Singur, a senior official said.

"Yes, we have started the formalisation process," state Chief Secretary Asok Mohan Chakraborty told newsmen this evening.

"When a land is leased out for a certain purpose and it is not fulfilled, then we have to think of alternatives."

The state government acquired about 997 acre of land at Singur for Tata Motors for the Nano car project. The Tatas, however, shifted the project to Sanand in Gujarat following an agitation by farmers led by Opposition Trinamool Congress.

After the Tatas shifted their plant, the state government invited BHEL to set up a thermal power plant at the site, but after its representatives visited the site, BHEL declined the proposal saying that the quantum of land available was inadequate for the project.

Railway Minister Mamata Banerjee has expressed willingness to set up a coach factory if the land was released from the Tatas and handed over to the railways.
