Wholesale Prices for Primary Articles and Fuel, Power, Light & Lubricants in India (Base: 1993-94=100)
Review for the week ended 9th January, 2010 (19 Pausa, 1931 Saka)

The WPI for the week ended 9th January, 2010 in respect of 'Primary Articles' and 'Fuel, Power, Light & Lubricants' is given below:
PRIMARY ARTICLES (Weight 22.02%):
The WPI for the week ended 9th January, 2010 rose by 0.4 percent to 284.6 (Provisional) from 283.4 (Provisional) for the previous week.
The annual rate of inflation, calculated on point to point basis, stood at 13.93 percent (Provisional) for the week ended 09/01/2010 (over 10/01/2009) as compared to 13.82 percent (Provisional) for the previous week (ended 02/01/2010) and 11.87 percent during the corresponding week (ended 10/01/2009) of the previous year.
The groups and items for which the index showed variations during the week are as follows:-
The index for 'Food Articles' group declined by 0.1 percent to 285.6 (Provisional) from 285.8 (Provisional) for the previous week due to lower prices of bajra (4%), tea (3%), maize (2%) and arhar and fruits & vegetables (1% each). However, the prices of jowar and gram (2% each) and wheat and barley (1% each) moved up.
The index for 'Non-Food Articles' group rose by 1.9 percent to 257.9 (Provisional) from 253.2 (Provisional) for the previous week due to higher prices of soyabean (13%), niger seed (5%) and groundnut seed, sugarcane and fodder (2% each). However, the prices of castor seed and linseed (1% each) declined.
FUEL, POWER, LIGHT & LUBRICANTS (Weight 14.23%)
The index for this major group rose by 0.1 percent to 350.4 (Provisional) from 350.1 (Provisional) for the previous week due to higher prices of naphtha (1%). However, the prices of light diesel oil (1%) declined.
The annual rate of inflation, calculated on point to point basis stood at 6.34 percent (Provisional) for the week ended 09/01/2010 over 10/01/2009 as compared to 6.25 percent (Provisional) for the previous week (ended 02/01/2010) and (-) 1.41 percent during the corresponding week (ended 10/01/2009) of the previous year.

Safeguarding Indian Small and Medium Scale Enterprises from Chinese goods
New Delhi: January 21, 2010
Trade defence measures are available to the domestic industry to counter unfair trade practices followed by exporters of goods from other countries. In case a product is imported into the country at less than its normal value, and it causes injury to the domestic industry, the domestic industry can make an application to Directorate General of Anti-Dumping and Allied duties (DGAD) in the Department of Commerce for imposition of anti-dumping duty. Similarly, an application for imposition of safeguard duty can be made by the domestic industry to the Directorate General of Safeguards under the Ministry of Finance, in case there is serious injury/market disruption, or threat of series injury/threat of market disruption to the domestic industry, as a consequence of increased imports of an article into India. During 2008-09 and 2009-10 (up to November 2009) anti-dumping duty was imposed in 22 cases (final duty in 12 cases and provisional duty in 10 cases) and final Safeguard duty was imposed in 4 cases.
Under Section 3 (2) of Foreign Trade (Development and Regulation) Act, 1992, the Central Government has an inherent power to impose restrictions on import of goods. The Customs Tariff Act, 1975 presently includes provisions for providing relief to the domestic producers against injury caused to them by imports, in accordance with the Agreement on Anti-Dumping (i.e. the Agreement on the implementation of Article VI of GATT, 1995), the Agreement on Subsidies and Countervailing Measures, and the Agreement on Safeguards. These provisions are aimed at offsetting the adverse effects of 'dumped' imports, 'subsidized' imports or 'increased' imports.

BRO to hire helicopter agencies to expedite road construction in Arunachal Border
New Delhi: January 21, 2010
The Minister of State for Defence Shri MM Pallam Raju has asked the Border Roads Organisation (BRO) to explore the possibility of hiring helicopters from outside agencies to expedite construction of strategic roads in Arunachal Pradesh and other Himalayan border states. Presiding over a meeting of the Border Roads Development Board (BRDB) in Itanagar last evening, Shri Pallam Raju stressed on the need to build infrastructure right upto the border areas.
The Director-General, Border Roads Lt. General MC Badhani informed the meeting that the Indian Air Force airlift capability was extremely low, leading to delays in most border roads in Arunachal beyond 2013. Against BRO's need of 3,500 tons last year, only 400 tons was actually airlifted. The Pawan Hans has submitted an initial proposal to partially meet the BRO's helicopter requirements in the North-East, said General Badhani, but their pilots were not trained for hanging payloads that need to be airdropped in inaccessible places lacking landing sites. Over 75 percent of BRO's road construction projects are in High Altitude Areas, he added. The BRO is presently building 2,764 kms of the total 5,061 kms road length in Arunachal Pradesh alone.
Pointing out that the earthmovers and machinery deployed in snowbound areas were reduced to a life span of just 30 percent of their optimum level, Engineer-in-Chief Lt. General AK Nanda assured that the Utility Factor was obsolete to the BRO's present day working environment and would be revised soon.
Expressing concern that the fatality rate is highest in the BRO amongst any force in the country, General Badhani said even the Army did not deploy men in difficult areas beyond two-three years. Seeking road construction projects in the hinterland as well, General Badhani said the BRO men were too stressed, working all their career in very difficult areas and cut away from their families. The Secretary, BRDB, Shri Subhash Sharma said that the BRO had a very high fatality rate of nine in ten days, much higher than the fatality rate of the Army battalions in Jammu and Kashmir.
Earlier yesterday Shri Pallam Raju inaugurated a War Memorial at a World War-II cemetery at Jairampur in Arunachal's Changlang district. The cemetery is located on the Stillwell Road built by the Allied Forces, linking Ledo in Assam, passing through Myanmar and running right upto China. Only two of the nearly 1,000 graves, believed to be of US, Chinese and Taiwanese soldiers, were found during the road reconstruction project in February, 1999.
Shri Pallam Raju also inaugurated the 3-day Pangsau Pass Winter Festival at Nampong, Changlang alongwith Arunachal Chief Minister Shri Dorje Khandu.

Kumari Selja Inaugurates India Pavilion at FITUR, Madrid, Spain
New Delhi: January 21, 2010
Minister of Tourism and Housing & Urban Poverty Alleviation Kumari Selja yesterday inaugurated the India Pavillion at the Feira International de Turismo, (FITUR) in Madrid, Spain. The India Pavillion covering an area of 130 Sq. Mt. has been set up by the Indiatourism Office in Paris, which is responsible promotion of India in Spain. This year the fair is being held from January 20-24, 2010.
FITUR is a meeting point for tourism professionals from around the world, in which they establish lines of action, strategies and business alliances to energize and consolidate the tourism business. Tourism promotion agencies, tour operators, hotels, travel agencies, consultancies and experts in international tourism management and development from all over the world meet in Madrid for FITUR annually.
At the last edition of FITUR - 2009, 12,312 exhibiting companies from 170 countries/regions, 136,177 professional participants and 8470 journalists met during FITUR.
Kumari Selja, who is currently leading a delegation to Spain to participate in FITUR, also had a bilateral meeting with her Spanish counterpart Mr. Miguel Sebastian. Discussion between both the Ministers covered areas of bilateral tourism cooperation between India and Spain.

INTEGRATED HOUSING AND SLUM DEVELOPMENT PROGRAMME IN WEST BENGAL
New Delhi: January 21, 2010
Under the Integrated Housing and Slum Development Programme (IHSDP) component of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), 95 projects have so far been approved for the State of West Bengal for construction/up-gradation of 52,591 houses. In addition to these houses, 75 houses approved under the discontinued Valmiki Ambedkar Awas Yojana (VAMBAY) which has been subsumed in the Integrated Housing and Slum Development Programme have been granted Additional Central Assistance under IHSDP. Year-wise and Town-wise details are at Annexure-I.
As reported by the State Government, a total of 11,063 Dwelling Units (DUs) have been completed. Year-wise and Town-wise details are at Annexure-II.
Government of West Bengal had requested for enhancement of allocation under IHSDP over and above the Additional Central Assistance (ACA) approved for the State. Government has enhanced the original 7- year Mission Period allocation from Rs. 271.51 Crore to Rs. 681.04 Crore under IHSDP.
