Milestones - Four Years of National Rural Employment Guarantee Act

New Delhi: February 2, 2010

 

 

As the National Rural Employment Guarantee Act renamed after the father of the nation as the Mahatma Gandhi NREGA completes four years since its launch in 2006, it has covered many a milestones. The objective of the act is to enhance the livelihood security of people in rural areas by guaranteeing 100 days of wage-employment in a financial year to a rural household whose adult members volunteer to do unskilled manual work. The act has  made deep inroads in the lives of millions of rural poor generating livelihood opportunities, raising the productivity and creating durable assets in the rural areas.

Highlights of Mahatma Gandhi NREGA  

Allocation of funds for the current year raised to Rs. 39,100 crores

Employment provided to 4.27 crore households

Real wages raised to Rs. 100 per day

200 crore person days generated so far, of which women comprise 50%, SCs 30% and STs 22%

8.8 crore bank accounts opened to give wages transparently

34 lakh works taken up in 619 districts.

New Initiatives Under Mahatma Gandhi NREGA:    

                The New Initiatives under the act are directed at ensuring responsibility, transparency and  accountability so that the benefits  reach out to the rural poor on the road to sustainable development .These include among others-

1. Dedication of the programme to the Father of the Nation as tribute to the dignity of labour

2. District level Ombudsman for effective grievance redressal of the beneficiaries

3. Eminent Citizen Monitors for transparency and accountability

4. Social Audit for transparency and accountability

5. Convergence Guidelines with other programs for sustainable development

6. Construction Of Bharat Nirman Rajiv Gandhi Sewa Kendra as Village Knowledge Centre

7. Business Correspondent Model for payment of wages at doorsteps

                The progress achieved over the past four years of implementation of NREGA has provided insights into the measures which will help strengthen the scheme through the expansion of works, better monitoring systems and more transparent and accountable processes and procedures. It is expected that through these the aam admi would be able to build his capacity, take charge of his future and work for his own development.

Engineering Services Exmaination, 2010

New Delhi: February 2, 2010

 

The Union Service Public Commission will hold the Engineering Services Examination, 2010 commencing from June 26, 2010. The examination will be held at various centers across the country.

For details regarding eligibility conditions, the syllabus and scheme of the examination, centers of examination, guidelines for filling up application form etc. aspirants must consult the detailed notice of the examination published in the employment News/Rozgar Samachar dated January 30, 2010 and also on UPSC website i.e. http://www.upsc.gov.in

The Commission proposes to make available online application submission for Engineering Services Examination, 2010 from February 6 to February 22, 2010 for which a separate notice is to be issued.

The candidates who wish to apply offline must apply in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices throughout the country against cash payment of Rupees Twenty only. In case of any difficulty in obtaining Application Forms from the designated HPOs/Pos, the candidates should immediately contact the concerned Post Master or UPSC's "Forms Supply Monitoring Cell" over Telephone No. 011-23389366/Fax No. 011-23387310.

All offline applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi – 110069" either by hand or by Post/Speed Post or by Courier, on or before March 2, 2010. However, in respect of candidates residing abroad or in certain remote areas specified in the Notice, the last date for receipt of applications by Post/Speed Post only is March 9, 2010.

The UPSC has announced the results of the written part of the Central Industrial Security Force (Asstt. Commandants) Limited Departmental Competitive Examination, 2009 held by UPSC in December 2009. The candidates with the Roll Numbers given below have qualified for Physical Standards/Physical Efficiency Tests & Medical Standards Tests

The Central Industrial Security Force - Nodal Authority nominated by Ministry of Home Affairs  will intimate to the candidates about the date, time & venue of the Physical Standards Tests/Physical Efficiency Tests(PET) & Medical Standards Tests, to be conducted by them. In case of non-receipt of the call letter for these tests by the 5th of February, 2010, the candidates may contact the CISF on telephone no. 24361309or on fax no.23387310. The result is also available on the UPSC Website at www.upsc.gov.in.

The marks of candidates who have not qualified in the written examination  shall be available on the Commission's Website within 30 days from the publication of this Press Note and would be available on the Website for a period of 60 days.

Candidates are advised to intimate change in their address, if any, to the CISF Authorities, 13, CGO Complex, Lodhi Road, New Delhi-110003 and U.P.S.C. immediately, to facilitate delivery of summon letters to them promptly.

Sports Ministry Directs IOA and OC, CWG to Designate Central Public Information Officer and Appellate Authorities under RTI Act

New Delhi: February 2, 2010

 

The Ministry of Youth Affairs and Sports has asked Indian Olympic Association (IOA) and Organising Committee (OC) of Commonwealth Games 2010 to immediately designate their Central Public Information Officers and Appellate Authorities as per Section 5 of the Right to Information Act, 2005. The Ministry has sent a communication to IOA and OC, Commonwealth Games, 2010 in pursuance to the Hon'ble Delhi High Court's order dated 7th January, 2010, declaring both entities as the Public Authorities under Right to Information Act 2005. Both organisations have further been asked to fulfill various obligations of being a Public Authority, as per Section 4 of the Right to Information Act, 2005, including maintaining all their records duly catalogued and indexed in a manner so as to facilitate the right to information under this Act and suomoto disclosure/publishing of information pertaining to IOA/OC, CWG 2010.

It may be recalled that, the Ministry had declared the IOA as the Public Authority in December, 2006 on the basis of CIC's order dated 28th November, 2006 in Appeal No 163/ICPB/2006 while the OC was declared Public Authority in Nov, 2007 after taking the opinion of Ministry of Law and justice in the matter. However, both the organizations had filed a case in the High Court of Delhi against above Orders.

Ministry of Rural Development  

Grant-in-Aid for Promoting Jute Geo-Textile in Road Construction Works under PMGSY

New Delhi: February 2, 2010

 

The Ministry of Rural Development has released Rs. 27,76, 151/- (Rs. Twenty Seven Lakh Seventy Six Thousand and One Hundred Fifty One) only to Jute Manufactures Development Council as Consultancy Charges for the Pilot projects under Pradhan Mantri Gram Sadak Yojana (PMGSY) using Jute Geo-Textile for rural roads in the country.

 

This amount represents the 25% of 2.5% of the conventional cost of 09 (nine) road works constructed under PMGSY using Jute Geo-Textile Technology.

 

The Jute Manufactures Development Council (JMDC), a Statutory Body under the Ministry of Textile, Government of India is scheduled to execute the works under Pilot projects in accordance with MOU entered between JMDC and the National Rural Roads Development Agency (NRRDA).

 

Pradhan Mantri Gram Sadak Yojana is a 100% centrally sponsored scheme to provide road connectivity in rural areas of the country. PMGSY envisages connectivity to all habitations with a population of 500 persons and above in rural areas and about 250 persons and above in respect of the Hill States, Tribal areas and the Desert Areas through good and all weather roads.

Grant-in-Aid for Development of Roads in Jharkhand under PMGSY

The Ministry of Rural Development has released Rs.100,00,000/- (One Hundred Crore) as Grant-in-Aid under Pradhan Mantri Gram Sadak Yojana (PMGSY) for rural roads in Jharkhand.

 

The released amount will be made available from the special window created in NABARD (National Bank for Agriculture and Rural Development under Rural Infrastructure Development Fund (RIDF) towards payment as Part Payment of the Ist instalment of Phase-VI for works taken up under Pradhan Mantri Gram Sadak Yojana. The Project would be undertaken by Jharkhand Rural Roads Development Agency(JRRDA), the agency executing PMGSY works in Jharkhand.

 

The Grant is towards Plan Expenditure and will, accordingly, be subject to the provisions laid down from time to time in the PMGSY Guidelines of Pradhan Mantri Gram Sadak Yojana and supplementary directions issued there under.

The Ministry of Rural Development has released Rs. 15,00,00,000/- (Fifteen Crore) as Grant-in-Aid under Pradhan Mantri Gram Sadak Yojana (PMGSY) for rural roads in Rajasthan during the current financial year.

The sanctioned amount will be provided to the Rajasthan Rural Roads Development Agency (RRDA), which is the Autonomous Agency for receiving funds for executing PMGSY works in Rajasthan.

Ministry of Minority Affairs  

Two types of leadership trainings to be imparted under the Scheme for Leadership Development of Minority Women

Women from the Minority communities will be imparted  two types of leadership trainings under the recently launched 'Scheme for Leadership Development of Minority Women':

 

1.            Leadership training in the village/locality: Under this type of training upto 50 women in a village/locality, who are dedicated, motivated and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general, would be imparted leadership training in one batch in the given village/locality. For this type of training the existing facilities of the village/locality will be used or a hall may be hired or it may be imparted by erecting a temporary tent. The duration of the training will be six days spread over not less than three occasions to be completed within a period of three months.

2.            Leadership training in residential government training institutes: The women selected for this training should be graduates, which condition may be relaxed to class X certificate in case graduates are not easily available. Such women should also be dedicated, motivated, physically fit and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general. Under this a group of 50 women will be trained in a batch, out of which not more than 5 women should be from a single village/locality. Selected women would be imparted leadership training in training institutes run by the Central/State Government/Union Territory administration. The entire training fees, training material,  boarding, food, refreshment and travel expenses would be covered by the scheme. The training will be done in two phases of three days each within a period of three months. The  trainees would be also given allowance/stipend for the duration of the training.

The organization entrusted with the responsibility of imparting the training will be responsible to select women as per the criteria set out for the scheme by the Ministry of Minority Affairs.

The objective of the 'Scheme for Leadership Development of Minority Women' is to empower and instill confidence in women by providing knowledge, tools and techniques for interacting with  Government, banks and Government functionaries at all levels. It proposes to reach out to women from the Minority communities through Non-Governmental Organizations / institutions who will be provided with financial support for conducting leadership development training.
