Dalit woman set on fire for objecting to molestation

LUCKNOW: A group of men allegedly set a 25-year-old Dalit woman on fire
after she objected to molestation by them in Uttar Pradesh's Kannauj
district, police said on Monday.
The incident took place late Sunday evening in Kannauj, some 250 km from
Lucknow, where Altaf and two of his aides set the Dalit woman on fire. With
severe burn injuries, the woman was being treated in a hospital, where her
condition was critical.
"While the Dalit woman, a resident of Tajpur town in Kannauj, was on her way
to a shop, Altaf and his friends, also from the same town, intercepted her.
After passing lewd remarks at the woman, they started molesting her. As the
woman raised an alarm, an irked Altaf, who was carrying a kerosene
container, poured the oil on the woman and set her afire," a police officer
said.
A case has been registered against the three men, who are absconding.
"Efforts are on to nab the culprits. To ascertain the whereabouts of those
absconding, we have detained some of their family members," Deputy
Superintendent of Police Hardev Singh told reporters in Kannauj.
Meanwhile, members of the Dalit community took to the streets Monday
morning, demanding an immediate action against those involved in the
incident.
"Taking into account the series of protests, additional security has been
deployed in the town," said Singh.

KOZHIKODE: Mayor M. Bhaskaran said here on Monday that the Corporation
planned to construct flats and community halls under the Special Component
Plan (SCP) meant for the welfare of the Scheduled Castes and the Scheduled
Tribes under the People's Plan Campaign for 2010-2011.
Speaking on the sidelines of a development seminar here on Monday, he said
the government proposed to allocate Rs. 3.73 crore under the SCP for the
next financial year.
The civic body envisaged such schemes as it found it difficult to utilise
the allocated funds for the purpose in 55 wards of the Corporation. The
authorities failed to find the number of beneficiaries under the scheme, Mr.
Bhaskaran said.
There were no persons belonging to Scheduled Tribes in the Corporation
limits. The number of Scheduled Castes in the city was around 24,000
residing in 6,000 households. Many of them live as joint families. The
majority of them have no land and 50 per cent have no proper dwellings.
Still, the allocation for SCP remained unutilised year after year, he said.
Only 10 per cent of the funds out of the Rs. 3.39 crore in the SCP allotted
for 2009-2010 had been utilised so far. The Corporation had not utilised
more than 50 per cent of the funds for SCP during the previous financial
year, Deputy Mayor P.T. Abdul Latheef, said.
Earlier, the Corporation had decided to engage the services of 700
Kudumbasree volunteers who are engaged in door-to-door collection of garbage
to identify the beneficiaries. The councillors were also asked to identify
the beneficiaries. However, both proposals failed to materialise.
Mr. Bhaskaran said the government had increased the sum from Rs. 50,000 to
Rs. 1 lakh for each beneficiary for purchasing land.

*Madurai, Feb 22 (PTI)* Madurai bench of the Madras High Court today
directed authorities to follow the provisions of the SC and ST Prevention of
Atrocities Act, 1989 in the case of a Dalit youth who alleged that some
youngsters thrust human excreta into his mouth.
A Division Bench, comprising Justices Prabha Sri Devan and B Rajendran, gave
the direction after counsel for Sadayandi said provisions of the Act had not
been followed by Dindigul District Collector and the victim had not been
provided immediate relief.
The Collector did not visit the place of occurrence nor was an inquiry held
by an official in the rank of Additional District Collector, the counsel
said.
Earlier the Judges asked the Nilakottai DSP if he can directly probe the
incident, to which the police officer replied in the affirmative. The DSP
has been asked to submit his report next Wednesday.

Bharatiya Janata Party government in the State has indicated initiation of
new schemes for development of Scheduled Castes (SC) and Scheduled Tribes
(ST) in 2010-11.
''My government is paying special attention to overall development and
welfare of such families,'' Governor Rameshwar Thakur said in his address on
the inaugural day of the Assembly's Budget Session.
Twenty ashrams, as many pre-matric hostels and two post-matric hostels will
be opened for ST while the number of seats will be hiked by 3,000 in
existing hostels and ashrams. A massive programme for bettering secondary
and high schools besides constructing hostels, ashrams and school buildings
is proposed.
''The time limit for issuing caste certificates to SC, ST and Other Backward
Classes' candidates has been reduced from half a year to a month. The
deadline for a special recruitment drive for filling backlog posts has been
extended to June 2010,'' he said.
Such categories' candidates are being trained as airhostesses and flight
stewards.
Referring to measures taken in those categories' interest, Dr Thakur said,
''under the Scheduled Tribes and Other Traditional Forest-Dwellers
(Recognition of Forest Rights) Act, 2006, in excess of one lakh claims were
accepted and more than 79,000 Forest Rights documents handed over thus
far.'' Scholarships were doled out to 21,000 students of minority
communities.
''Despite global recession, deficit was contained through skilful
management. Government employees and pensioners received the Sixth Pay
Commission's benefits. Arrears will be paid in five equal instalments,'' he
added.
The state's sportspersons received 25 international and 240 national medals
this year. Last year, 11 sportspersons were conferred the Vikram Award, 15
were honoured with the Eklavya Award and three coaches with the Vishwamitra
Award. The regime extended ''timely help'' to national hockey.

BHUBANESWAR: The State Government has decided to construct 478 hostels for
the Scheduled Caste and Scheduled Tribe students in five Maoist-affected
districts.
Official sources said that Centre has provided Rs 198 crore for the
implementation of the project. Hostels will be constructed in Left-wing
extremist (LWE) affected districts of Deogarh, Sambalpur, Gajapati,
Malkangiri and Rayagada.
Of these, 190 hostels will be exclusively for girls. The rest will be for
the boys. Each of the hostels will be constructed on 5,000 square feet land
at an expenditure of Rs 41.4 lakh. There will be 10 bathrooms and one
entertainment hall for every hostel.
The hostels will be supplied with drinking water and solar power. The
project will be funded by the Centre, sources said, adding that it will be
completed in the next two years.
Construction of the hostels will be entrusted to the Integrated Tribal
Development Agencies (ITDAs). If necessary the Works Department will also
take up construction of some of the hostels.
Construction of the hostels is aimed at wooing more tribal students from the
Maoist-affected districts to schools.
Sources said that spread of education among the tribal and dalit students in
the backward districts will cut into the recruitment base of the Maoists.
Priority is being attached by the State Government as well as the Centre on
development of the backward tribal districts so that the youths do not join
the extremist outfits at a time when both the governments are readying to
launch multi-state operation against the ultras.
