Transfer of Andhra Pradesh High Court Chief Justice

New Delhi: February 2, 2010

 

In exercise of the powers conferred by clause (1) of article 222 of the Constitution of India, the President, after consultation with the Chief Justice of India, is pleased to transfer Shri Justice Anil Ramesh Dave, Chief Justice, Andhra Pradesh High Court as Chief Justice of the Bombay High Court and to direct him to assume charge of the office of the Chief Justice of the Bombay High Court on or before 15th February,2010.

Ministry of Youth Affairs & Sports  

Exemption of custom duty on import of sports goods and requisites

New Delhi: February 2, 2010

 

Based on the recommendations of the Ministry of Youth Affairs and Sports, the Ministry of Finance vide its Notification No.5/2010 dated 19th January, 2010 has extended custom duty exemption on import of sports goods & requisites for training purposes also.  Earlier this exemption was limited to import for holding of sports competitions.

 

The revised notification also provides the following additional facilities:-

 

1.       List of items to be imported without custom duty has been enlarged.  Now Synthetic playing surfaces, fitness equipments, sports medicine, Sports apparel and anti-doping testing related equipments have been added.

2.       Earlier Sports Authority of India was allowed to import.  Now Sports Authorities of States have also been included.

3.       Now National Sports Federation have been allowed import on behalf of their State/District Affiliate Associations also.  Earlier, National Sports Federations could make such imports for their own use.

Implementation of Backward Regions Grant Fund

New Delhi: February 2, 2010

 

The Ministry of Panchayati Raj has devised a unique system for the optimal use of Backward Regions Grant Fund Programme (BRGF) under which  the Panchayats at the Village, Intermediate and District levels and the Municipalities, are positioned as institutions for planning and implementation under the Backward Regions Grant Fund Programme (BRGF).  Exception to this is provided to States that are not covered by Part IX of the Constitution. The Panchayats at various tiers can plan and implement projects within their allocation and as per the functions assigned to them through the State laws.

Under the BRGF, the participatory plans prepared by each Panchayat and Municipality are to be consolidated into the district plan by the District Planning Committee.  In planning and implementation of the BRGF, active participation by each Panchayat and Municipality is envisaged so as to ensure that all the financial resources available in the district are used optimally without delay, diversion, duplication or leakage.

Backward Regions Grant Fund (BRGF) was launched by the Government in January 2007 and intends to (promote decentralized, participative & holistic planning process, as an essential condition for getting BRGF grant. It bridge the critical gaps in development and (c) build capacity of PRIs & official functionaries. The evaluation study done recently shows that BRGF is extremely useful in meeting the local needs and PRIs and States have acquired good experience in planning and implementing the Scheme. Out of the plan outlay of Rs.4670 Cr. for 2009-10 for BRGF, Rs. 3240 Cr has already been released to States by 31st December 2009

Performance of production units during April - December 2009

Chittranjan Locomotive Works (CLW) produced 144 electric locomotives against the target of 154 electronic locomotives and Diesel Locomotive Works (DLW) produced 200 diesel locomotives against the target of 190 diesel locomotives during April-December 2009.   Rail Coach Factory (RCF) produced 1155 coaches against the target of 1155 coaches where as Integral Coach Factory (ICF) produced 1013 coaches against the targets of 998 coaches during the same period. Rail Wheel Factory (RWF) produced 145125 wheels and 60017 axles against the target of 142774 wheels and 55371 axles respectively during April-December 2009. 

During the month of December 2009, CLW, DLW, ICF, RCF and RWF have produced 22 electric locomotives, 26 diesel locomotive, 148 coaches, 140 coaches, 16600 wheels and 7658 axles respectively against the target of 21 electric locomotives, 21 diesel locomotive, 148 coaches, 140 coaches, 15395 wheels and 5324 axels.

Railways have realized an amount of Rs. 30.18 crore approximately during the month of December 2009 through ticket checking.

Auto Fuel Policy

New Delhi: February 2, 2010

 

On 13 September 2001, the Government of India constituted a committee of expert of national reputed, headed by Dr. R A Mashelkar, the then Director General, Council of Scientific and Industrial Research (CSIR) to recommend an Auto Fuel Policy for the country, to devise a road map for its implementation and recommend suitable auto fuels, automobile technologies and fiscal and institutional measures. The Expert Committee submitted its final report on 25 September 2002. The Cabinet approved the recommendations of Auto Fuel Policy report on 06.10.2003. all of the recommendations were approved by the cabinet with minor modification in the dates of implementation for inter-state buses & trucks, fiscal measures, etc

Auto Fuel Policy report marked out 11 metro cities, namely, Delhi (NCR), Kolkata, Mumbai, Chennai Hyderabad, Ahmadabad, Surat, Pune, Bangalore, Kanpur, and Agra for stricter standards due to the high levels of air pollution by the Auto Fuel Policy.

New Road- Map has been proposed for New Vehicles in 11 metro cities. New passenger cars (other than 2-and-3- wheelers) in these cities are meeting Bharat Stage III norms and Bharat Stage IV emission norms would be met by 1 April 2010 for passenger cars and it would be Bharat Stage –III for two wheelers.

For entire country, the proposed roadmap is implementation of Bharat stage-III norms preferably from 1 April 2008 but not later than 1 April 2010 in the entire country.

 

·         New PUC checking system for all categories of   vehicles;

·         Inspection & Maintenance (I&M) System for all categories of vehicles 

·         Performance  checking system of catalytic converter and conversion kits installed in vehicles;

·          Augmentation of city public transport system; and

·         Emission norms for in –use Buses, Taxis & Three Wheelers.

 

With the implementation of road map, it is expected that emissions from vehicles will reduce in various cities of country as Carbon dioxide and particulate matter will reduce. However, the emission quantum is increasing as number vehicles are rising day by day.

Categories of highly polluting industries and Environmental Standards

These are 17 categories of highly polluting industries. They are Aluminium Smelters, Chlor –Alkali Plants, Cement Plants, Copper Smelters, Distilliery Indusstry, Dyes & Dye- Intermediate Industry, Iron & Steel Plants, Tanneries, Pesticide (basic) Manufacturing , Petro- Chemicals, Pharmaceuticals ( basic) Plants, Pulp & Paper Industry, Petroleum Oil Refinery, Thermal Power Plant  and Zinc Smelters.

 

Environment Standards for 101 category of industries and Diesel Generator (DG) sets have been notified. It includes large scale 17 category of highly polluting industry namely, Distillery, Sugar, Thermal Power Plant, oil Refinery, etc. and Small scale industry  like brick kilns, foundry, etc. Emission Standards for DG sets have been notified and being implementation at manufacturing stage.

 

The process of reducing ash content in Coal Washaries to required level in Coal for better efficiency is called  'Beneficiation of coal'.

 

Notifications on Beneficiated Coal were issued by the Ministry of Environment and Forests in asking thermal power plant to use beneficiated/ blended coal having ash content not more than 34% on annual average basis with effect from June 2001, under following circumstances:

 

1.       Power plants located beyond 1000 km from pit head of coal mine;   

 

2.       Power plant located in critically polluted area, urban areas and in ecological sensitive area;

 

3.       Power plant should not be using fluidised bed combustion (FBC) or integrated gasification combined cycle (IGCC) technology.

NTPC FPO - floor price

New Delhi: February 2, 2010

 

The Empowered Group of Ministers (EGoM) in its meeting held on February 1, 2010, has decided the floor price for Further Public Offer of NTPC Ltd. at Rs.201/- per equity share. EGoM has also decided to offer a discount of Rs.10/- per share to eligible employees submitting bids under the Employee Reservation Portion. The eligible employees will be offered equity shares at a price of Rs. 191/- per share.

 

The minimum bid lot has been decided as 28 equity shares and in multiples of 28 equity shares thereafter.
